Project: Reliability Maintainability Information System (REMIS)<br />

Objective: REMIS sustainment and modification contract will include all activities associated<br />

with planning, controlling, documenting, maintaining and operating REMIS, including the<br />

Objective: This effort is to acquire an agency to complete/produce business processes<br />

and rules documentation to complete FIAR compliancy regulations for CERC a legacy application<br />

Project: Air Force Equipment Management System (AFEMS) e-Equipment Sustainment<br />

Support<br />

Objective: This effort is to acquire sustainment, maintenance and Level II Help Desk support<br />

of the e-Equipment Application.<br />

Scope: The e-Equipment Application is a custom mobile inventory tracking application designed<br />

to work in conjunction with the Asset Inventory Management (AIM) component of<br />

AFEMS. AIM is used to manage Information Technology (IT) and Personal Wireless Communication<br />

System (PWCS) assets at retail and wholesale levels throughout the USAF to<br />

meet peacetime and wartime mission requirements. The e-Equipment Application will support<br />

the Hand Held Terminals (HHT) listed on the Automated Information Technology (AIT)<br />

contract (Current Contract is AIT IV) and designated by the Air Force. The current AF HHT<br />

solution for AIM includes the INTERMEC 751G, CK3 and CK31which are considered the<br />

standard handheld to host the e-Equipment Application for use with the AIM system. The<br />

future of the e-Equipment Application may be affected by an effort underway to modernize<br />

the Air Force supply management process using an Enterprise Data Collection Layer, Automated<br />

Inventory Management Tool (AIMT). The e-Equipment Application may no longer be<br />

required after implementation of AIMT whose date has yet to be determined.<br />

Project: Stock Control System (SCS) Sustainment & Maintenance Support<br />

Objective: This effort is to acquire sustainment and maintenance support for SCS.<br />

Scope: The scope of this contract covers all tasks necessary to provide system sustainment,<br />

Project: Air Force Equipment Management System (AFEMS) Operations, Maintenance,<br />

and Sustainment Support<br />

Objective: This effort is to acquire operations, sustainment, and maintenance support for<br />

AFEMS.<br />

Scope: All tasks necessary to provide operations, maintenance, sustainment, and security<br />

support of AFEMS, to include modifications, enhancements, and the ERP solution effort as<br />

they relate to AFEMS. AFEMS consists of the following: Unclassified Support Equipment,<br />

Classified Support Equipment, Asset Inventory Management (AIM), and Equipment Requirements<br />

System (ERS). AFEMS is a United States Air Force (USAF) automated system<br />

that is used to manage all equipment at retail and wholesale levels throughout the USAF to<br />

meet peacetime and wartime mission requirements. AFEMS provides worldwide visibility of<br />

equipment and Information Technology (IT) assets. This includes current authorizations,<br />

forecasted authorizations, in-use assets, and in-place assets. It supports equipment budget<br />

requirements, procurement plans, and capital equipment asset reporting in accordance with<br />

the Chief Financial Officer (CFO) Act of 1990. It is an on-line interactive process with worldwide<br />

user connectivity. Data processed by AFEMS includes both classified (SECRET) and<br />

sensitive unclassified equipment information. The highest classification of AFEMS data is<br />

SECRET and the classified component is designated as a National Security System (NSS).<br />

AFEMS is also impacted by the Financial Improvement and Audit Readiness (FIAR) Plan<br />

which was first issued in 2005. A DoD-wide memorandum issued by the Secretary of Defense<br />

on October 13, 2011directed the acceleration of key elements of the FIAR Plan. Efforts<br />

began in January of 2012 to address AFEMS compliance requirements. Associated<br />

with the FIAR requirement is the Federal Information System Controls Audit Manual<br />

(FISCAM) requirement. FISCAM presents a methodology for performing information system<br />

(IS) control audits of federal and other governmental entities in accordance with professional<br />

standards. Requirements in the most current FISCAM document will require a complete<br />

and thorough review of AFEMS to ensure compliance with latest guidelines.<br />

Project: Commanders’ Resource Integration System (CRIS)<br />

Objective: This effort is to replace the expiring maintenance contract for CRIS. CRIS implements<br />

SAF/FM direction to “facilitate decision making within the Air Force by providing<br />

visibility into worldwide supply and financial execution on a near real-time basis.” The CRIS<br />

contract provides sustainment support, which provides the requisite decision making support<br />

for CRIS users. CRIS is a read-only, multi-tier, relational data warehouse providing top<br />

to bottom level visibility across all echelons of the Air Force. The CRIS warehouse offers<br />

data from multiple legacy systems: Budget, Accounting, Supply, Fuels, Flying Hours, Civilian<br />

Pay and Personnel. The breadth and depth of data reduces the data collection effort<br />

allowing more time to be spent on decision support. Approximately 14,000 users utilize<br />

CRIS warehouse either by a business intelligence tool or web application, and execute over<br />

8 Million queries a year with an average query response time of 5 seconds. The CRIS program’s<br />

mission is to deliver reliable, accurate and timely data.<br />

Scope: To provide maintenance and sustainment support for CRIS to ensure continuous<br />

system availability to over 14,000 Air Force Users. Support includes help desk services,<br />

server administration, development and integration of legacy code, interface maintenance,<br />

system and security updates and other associated activities required to keep CRIS in operational<br />

status.<br />

Objective: To provide sustainment, development, rehost and integration services for KDSS<br />

and CMS.<br />

Scope: KDSS Scope: KDSS provides fund management which facilitates budgeting and<br />

execution reporting. Provide a working capital funds financial data warehouse so that the<br />

Air Force can forecast, analyze and manage the $20B+ Air Force Working Capital Fund.<br />

Keystone is a data warehouse and data mart that provides visibility into AFWCF financial<br />

and logistics operations down to the individual level of detail, including a business intelligence<br />

tool to mine it for information. Allows analysts to better use their time for in-depth<br />

analysis of trends; quicker discovery and correction of transaction anomalies; and faster,<br />

more complete reporting of AFWCF end-of-month reporting from field-level to the Pentagon.<br />

Provides budget analysts the ability to quickly and accurately create the AFWCF budget<br />

exhibits and inputs to OSD's justification or J-Book for budget development. This contract<br />

supports AFMC, ALCs, MAJCOMS, SAF/FMBMR, each AF base, and USTRANSCOM.<br />

This contract is for maintenance, sustainment, and new development efforts.<br />

CMS Scope: CMS supports an AFMC balanced strategic plan and identifies additional<br />

funding, manpower, and flying hours required to ensure our continued support to the warfighter.<br />

The CMS has over 1400 users at 5 AFMC centers geographically scattered across<br />

the United States. CMS automates the inputs of both pay and non-pay requirements and<br />

funding data, via a role-based security model. Builds Air Force Materiel Command Budget.<br />
