Rapid EIA Studies of 3 Pre-identified Hazardous Waste Disposal Sites in NCT - Delhi: No.19 3.3.3 Exclusionary Factors Page Certain factors termed as "Exclusionary Factors" should be imposed along with MOEF Stipulations for Siting of Industries to eliminate environmentally unsuitable sites from further analysis. These Exclusionary Factors are given below: • Seismic risk zones • National parks/ wildlife sanctuaries • Surface and subsurface mining areas • Coastal floor hazard areas • Coastal wet lands • Watersheds for public water supply • Critical recharge areas and sole source aquifers • Area of high well yield 3.3.4 Ranking of Site Alternatives The ranking of candidate sites is to be carried out based on detailed environmental, social and community impacts. The methodology for ranking of site alternatives comprises following steps: Select attributes for evaluation of site alternatives. Apportion a total score of 1000 between the assessment attributes based on their importance through ranked pair-wise comparison technique. Develop Site Sensitivity Index (SSI) using Delphi Technique. Estimate Score for each attribute for various candidate site alternatives using SSIs. Add the score for individual site alternatives, to rank the alternatives based on total score. The attributes are listed in table-3.1 and the weightages are given in table-3.2. The site with the least score is less sensitive i.e., there will not be significant impacts on environmental quality due to locating hazardous waste treatment and disposal facilities and hence, the most acceptable.
