(l) (m) Seismic Data - The seismic activity of a region is an important input in the design of landfills. Seismic coefficients are earmarked for various seismic zones and these can be obtained from the relevant BIS code or from the Indian Meteorological Department. Site Walk Over and Establishment of Ground Truths: A site reconnaissance will be conducted by a site walk-over as a part of the preliminary data collection. All features observed in various maps will be confirmed. Additional information pertaining to the following will be ascertained from nearby inhabitants (a) flooding during monsoons-, (b) soil type- (c) depth to G.W. table (as observed in open wells or tube wells)- (d) quality of groundwater and (e) depth to bedrock. (n) Preliminary Boreholes and Geophysical Investigation: At each site, as a part of preliminary data collection, one to two boreholes will be drilled and samples collected at every 1.5m interval to a depth of 20m below the ground surface. The following information will be obtained: (i) soil type and stratification; (ii) permeability of each strata, (iii') strength and compressibility parameters (optional)-, (iv) ground water level and quality and (v) depth to bedrock. In addition to preliminary boreholes, geophysical investigations (electrical resistivity/ seismic refraction/others) may be undertaken to assess the quality of bedrock at different sites. (iv) Selection of two best ranked sites from amongst the list of potential sites on the basis of the ranking system stipulated by MOEF (1991). (v) Environmental Impact Assessment for the two sites for the following parameters - (a) ground water quality; (b) surface water quality, (c) air quality - gases, dust, litter, odour-I (d) land use alteration (e) drainage alteration- (f) soil erosion, (g) ecological impacts (h) noise- , (i) aesthetics - visual, vermin, flies, traffic alteration-, and (k) others. (vi) (vii) Assessment of public perception for the two sites. Selection of final site. (viii) The above site selection procedure shall not be applicable for location of facility within industrial areas of State Industrial Development Agencies. However EIA requirement will apply. 3.2.4 Site Investigation Criteria The data collected during the site selection is not sufficient for landfill design. To be able to undertake detailed design of a landfill at a selected site, it is essential to characterize landfill site and evaluate the parameters required for design. It is necessary that all data listed in section 3.2.3 (iii) on "preliminary data" be collected for site characterisation. If some data has not been collected, the same should be obtained before site investigations are undertaken for site characterisation. As stated above, the site investigation criteria is applicable only during detailed engineering design of secured landfill facility, therefore, it has not been considered for EIA studies. Rapid EIA Studies of 3 Pre-identified Hazardous Waste Disposal Sites in NCT - Delhi: Page No.18 The siting of hazardous waste treatment and disposal facilities (HWTDF) requires the synthesis of two distinct selection procedures, viz., a technical screening process based upon economic, engineering and environmental suitability and a public approval process. 3.3.1 Considerations in Siting of Hazardous Waste Disposal Facility A general list of various factors to be considered for siting of hazardous waste facilities is given below: Physical Features Topography Land stability Seismic stability Surface soils Surface water and streams Subsurface geology and aquifers Wind direction Ecological Features • Flora and Fauna • Conservation value • Habitat Land Use feature Development potential Land use designation (residential/industrial) Agricultural value Transportation corridor Extractive industry/ mining Logistics • Proximity to users • Transport access • Availability of utilities and services (hospitals, fire services etc.) • Adjacent land use/zoning Human Values • Landscape • Recreation • Historical and archaeological • Population density and health status • Employment opportunities 3.3.2 MOEF Stipulations for Siting of Industries In addition to the above factors, MOEF Stipulations for Siting of Industries should also be taken into consideration while siting of HWTDF. These stipulations are given below: • Ecologically and/ or otherwise sensitive areas: at least 25-km. The requisite distance may be increased depending on the geo-climatic conditions. • Coastal Areas: at least 1/2 km from high tide line. • Flood Plains of the Riverine Systems: at least 1/2 km from flood plain or modified flood plain affected by dam in the up stream or by flood control systems. • Transport/ communication systems: at least 1/2 km from highway and railway. • Major Settlements (3,00,000 population): distance from settlements is difficult to maintain because of urban sprawl. At the time of siting of the industry if any notified limit of any major settlement is within 50-km, the spatial direction of growth of the settlement for at least a decade must be assessed and the industry shall be sited at least 25-km from the projected growth boundary of the settlement.
