Rapid EIA Studies of 3 Pre-identified Hazardous Waste Disposal Sites in NCT - Delhi Page No.142 mode of transport, waste characteristics and etc so as to enable the smooth conduction of public consultation process. 9.3 PUBLIC CONSULTATION TECHNIQUES 9.3.1 Information Techniques The techniques for involving the public can be divided into two categories, namely. • Information techniques (giving information to the public) and Participation techniques (getting information form the public).Following techniques have to be employed in order to have successful information dissemination process for Public Consultation meeting. TECNIQUE FEATURES Briefings Personal visit or phone call to key officials or groups leaders to announce a decision, provide background information, or answer question. Feature stories In-depth story about the siting study in newspapers Mailing out key technical Mailing technical studies or environmental reports reports or environmental to other agencies and leaders of organised groups documents or interests. News Conferences Brief presentation to reporters, followed by question and answer period, often accompanied by handouts of presenters committee. Brochure Brief description of what is going on in the siting study, usually issues at key intervals for all people who have shown an interest in the study. It will highlight the key benefits likely to be gained by the local persons from the proposed project. Newspaper inserts Much like a newsletter, but distributed as an insert in a newspaper News releases A short announcement or news story issued to the media to get interest in media coverage of the story. Paid advertisements Advertising space purchased in newspapers or on radio or television. Presentations to civic and technical groups Delivery presentations enhanced with slides or viewgraphs, to key community groups. Press Kits Public services announcement A packet of information distributed to reporters. Short announcement provided free of charge by radio and television stations as part of their public service obligations. 9.3.2 Participation Techniques TECNIQUE FEATURES Environment Division, National Productivity Council, New Delhi 7

May be a policy, technical or citizen advisory group Small discussion groups established to give “typical” reactions of the public. Conducted by professional facilitator. Several sessions may be conducted with different groups. Widely advertised phone number to handle questions or provide centralised source of information about the siting. Face to face interviews with key officials, interest group leaders, or key individuals. Formal meetings where people present formal speeches and presentations. Less formal meetings for people to present positions, ask questions, and so forth Smaller meetings designed to complete a task 9.4 CONSULTATION After organising the public consultation process with various stakeholders as mentioned earlier, the minutes of the meeting shall be recorded and circulated to all the participants after incorporating the suggestions and comments given during the meeting. The project report of expansion/ setting up of new composting facility along with proceedings of the public consultation process shall be submitted to State Government for necessary approval. Chapter-10 CONCLUSIONS AND RECOMMENDATIONS Delhi has witnessed phenomenal growth in small-scale industries during last three decades. There are around 21,621 nos of small/medium scale industries operating in 28 approved industrial areas of Delhi. Out of the total, around 10,449 nos are hazardous waste generating units.
