Rapid EIA Studies of 3 Pre-identified Hazardous Waste Disposal Sites in NCT - Delhi Page No.141 9.1 INTRODUCTION Experience from the successful project show that consulting with the public is a important as performing good technical studies. Public consultation process involves the participation of the public in the process of developing the composting facility site for the scientific management of municipal waste. Effective public involvement requires integrating public concerns and values at every stage of the process. This process communicates to the public what to expect, providing a kind of “contract” with the public that helps to establish the credibility of the sponsoring agency. 9.2 STAKEHOLDERS TO THE PROJECT The following stakeholders to be involved in the public participation process: Community Based Organisations, Local Bodies The village societies near the composting facility site have to be involved in the consultation process. They should be informed of the advantages and disadvantages of having the facility in that area for the community and environment as a whole. Environmental NGO NGOs have to be engaged in carrying out public consultation process. The NGO will help in preparing and disseminating public information in the local language both prior to and after the EIA study on project objectives and summary of the report respectively. Local Media Local media will help in building up the public opinion by publishing the articles in local language regarding composting project. A public notice regarding the public consultation meeting has also to be published in the same daily. Medical Professionals The prominent medical professionals (local doctors) may explain to the local people the benefits of having a waste treatment (composting) facility rather than dumping the waste in a haphazard manner. Traditional Leaders The head of Panchayats of nearby villages should be involved in the public consultation process. They have to be invited to the Public Consultation meeting and have to be briefed about the facility and its affects on their lives and their livelihood at an early stage. Waste generators Industrial units/Group of waste generators shall take initiatives in approaching the Government/DOE and Financial Institutions for setting up the SLF.
