Everyone associated with Hazardous wastes, especially Emergency Response Teams and Transporters should know how to act and where to quickly obtain assistance when any hazardous material accidents occur. Emergency response to spillage of hazardous wastes during handling and transportation, is given below. Each occurrence is different; therefore, the following generic steps are only suggestions. • Raising An Alarm : In the event of an emergency, the SLF Operator will raise an alarm which should be different from fire alarm. The procedure should be:- a) Switch on the Siren. Sound alarm continuously for ONE (*1) minute switch off for FIVE (5) seconds. b) Repeat alarm for Two (2) more occasions only in order to make it THREE (3). c) After raising alarm the shift superintendent or his nominee will act as an Incident controller of the situation. The following names are given below for records & actions. Incharge of SLF in consultation with Emergency response team will take decision regarding type of emergency situation and then assume the role of Emergency Controller from his own office. During this time his job will involve co-ordination and emergency activities onsite & liaison with authorities for assistance in hospitalisation etc. • Termination of Emergency/Disaster: When the condition of Emergency is brought under control, the works Emergency controller will announce termination of Emergency situation, the declaration of the end of the Emergency/Disaster shall be made thus:- Environment Division, National Productivity Council, New Delhi 7
Rapid EIA Studies of 3 Pre-identified Hazardous Waste Disposal Sites in NCT - Delhi Page No.139 a) Siren with special continuous note will be sounded. • Emergency Response Steps For Spillage hazardous wastes If the spill is at the facility or enroute to facility on a road, persons associated with the handling of the hazardous wastes should call the site Emergency Response Team. Other Activities that must be performed are :- * Put up warning signs or barriers * Keep unauthorized people back. Detour traffic and isolate area. * Prevent Contact of waste with Moisture if possible. * Remove injured individuals, if any and clean wounds with water, and stop or slow the leak. * Cleanup with proper equipment (after putting on protective clothing) * Check the documents and package markings to determine composition of the wastes * Notify appropriate Environmental agency Note : Items like a 15m long rope, Buckets of water, Wash facility and basic first aid kit should be available at the landfill facility. Ideally no individual should work near the facility alone, only teams of workmen must be allowed to function at site. Just in case an individual falls in the landfill facility despite all precautions, the Emergency Response Team must be alerted to take charge, meanwhile the individual should be quickly removed by other personnel using basic equipment, administered first aid and sent for medical treatment.
