In case of pollution of ground water is noticed, develop adequate redemption plan and execute it and keep monitoring • In case any pollution of ground water is noticed, then soil samples at various depths around the SLF should be analysed and suitable remediation steps be undertaken. • Ambient air monitoring should be carried out periodically & if air pollution is found, appropriate action has to be taken. • As a compensatory measure, green belt has to be developed in 10 - 15 mt Strip of land encircling the site. • On both sides of the approach road, at least 5 m wide green belt has to be developed. 8.2 ENVIRONMENTAL QUALITY MONITORING Environment Division, National Productivity Council, New Delhi 7
Rapid EIA Studies of 3 Pre-identified Hazardous Waste Disposal Sites in NCT - Delhi Page No.137 Environmental monitoring has to be conducted at secured landfill facility to ensure that no contaminants that may affect public health and surrounding environment are released from the environment. The monitoring required is divided in to following categories: 1. On and within the landfill, 2. In the unsaturated subsurface zone (Vadose zone) beneath and around the landfill, 3. In the ground water (saturated) zone beneath and around the landfill, monitoring and 4. Ambient air quality monitoring in and around the landfill at upstream and downstream locations of the site. Parameters to be Monitored Regularly are: • Leachate head within the landfill. • Leachate quality within the landfill. • Quality of pore fluid in the vadose zone. • Quality of ground water in the saturated zones. • Ambient air quality above the landfill and at buildings on or near the landfill. 8.3 EMERGENCY MANAGEMENT PLAN As per the Guidelines for Management and Handling of Hazardous Wastes published by the Ministry of Environment and Forests in 1991, an Emergency Plan has to be drawn in order to minimise the hazards to human health or environment from Fires, Explosion or any unplanned sudden or non-sudden release of hazardous waste or hazardous waste constituents to air, soil or surface water. The secured landfill facility has been designed and developed for the hazardous wastes which are neither Flammable nor Explosive. The possible adverse impacts and risks due to construction and operation of Secured Landfill Facility have been identified and accordingly mitigation measures have been suggested in the Environmental Management Plan discussed in earlier chapter. However, some unforeseen emergencies require a plan/guideline to act upon in case of mishap. It is necessary however, that precautions must be taken at all times and at all stages of handling hazardous wastes to avert any adverse situation/accident. In general, major emergencies are not expected (which may require mobilisation of resources other than available with the owner of the facility) due to development and operation of Secured Landfill Facility at proposed site.
