Maintaining clear <strong>and</strong> concise communications throughout the investigation is vital, whether<br />

you’re working at the fire scene, or in another area altogether.<br />

Communications safety<br />

Maintain communication:<br />

When working independently on investigation<br />

Away from main suppression efforts<br />

Away from backup<br />

Away from fire incident altogether<br />

4B-8 Law Enforcement Safety – Hazards<br />

Every fire presents its own kind of hazards, <strong>and</strong> law-enforcement officers need to be aware of<br />

ongoing suppression efforts as well as any potential dangers during the course of their investigation<br />

such as downed power lines, traffic, hazardous materials, or human threats. Be aware that encounters<br />

with witnesses or potential suspects may become hostile, <strong>and</strong> look for intentional byst<strong>and</strong>ers, or people<br />

listening to conversations. Note the use of language as well as non-verbal clues such as body language.<br />

Above all, ensure your “legal survival” by making sure you know your scope of authority in the<br />

investigation, <strong>and</strong> by underst<strong>and</strong>ing <strong>and</strong> complying with the policies of any collaborating agencies.<br />

Threat environment awareness:<br />

Be aware of ongoing suppression activities/hazards<br />

Be aware of hazards created by the fire<br />

Be aware of threats caused by humans<br />

Contacts with witnesses/suspects may be or may become hostile encounters<br />

Threat analysis -Use of language<br />

- Non-verbal clues (body language)<br />

- Intentional witnesses<br />

Legal survival:<br />

Ensure your scope of authority to conduct investigation<br />

Underst<strong>and</strong> your authority to enter upon l<strong>and</strong>s (public/private)<br />

Underst<strong>and</strong> your local authority to secure scenes<br />

Underst<strong>and</strong> <strong>and</strong> comply with applicable agency policies<br />
