MHMR CENTER FACILITIES ACQUISITION PROGRAM
This program is a financing tool offered each year to all members of the Texas
Council. The program allows centers to combine their financing requirements and issue
low-cost, tax-exempt municipal bonds to provide money needed for expansion.
Proceeds from the bond sale can be used by the centers to construct new facilities,
purchase existing facilities, refinance high-rate loans, renovate facilities, or purchase
major equipment.

TEXAS COUNCIL RETIREMENT PROGRAM
This retirement program is available to all member centers that elect to
participate. The program offers unique retirement plans which are custom designed and
offer the largest variety of investment options available in the marketplace today.
The plans are low in cost, yet high in performance and service. Employees who
move from one participating center to another may also transfer their retirement benefits.

TEXAS COUNCIL RISK MANAGEMENT FUND
This program offers centers a full service insurance option. The Fund’s
objectives are to provide long-term stability in coverage, attain lower costs, develop
improved risk management practices, and allow members more control over their
management of risk. The Fund provides workers compensation and comprehensive
options for liability and property coverages.

In order to achieve administrative efficiencies for Community MHMR Centers in Texas, a high
quality web-based training program is offered by the Texas Council for its member centers’
workforce. The program is available to all member centers who elect to participate. Course
