Kars. Even though these assessments have not<br />
found any excess in the dangerous radioactivity<br />
limit, people in Iğdır indicate that cancer cases<br />
have increased in their city. During the 2011 Van<br />
earthquake, the first concern was the possible<br />
leakage threat in Metzamor Power Plant. By<br />
expressing that there is no danger related to the<br />
plant, TAEK relieved the public in neighboring<br />
provinces. But it is obvious that, the worries<br />
will always remain in the case of an earthquake<br />
near Metzamor, or even in Turkey. While there<br />
is an increasing pressure in the international<br />
community to shut down this plant, Armenia is<br />
planning to prolong the lifetime of the plant<br />
until 2026. However, throughout these discussions,<br />
the safety of people in Armenia and<br />
neighboring countries is ignored. Today fourth<br />
generation nuclear power plants are available,<br />
but Armenia insists on keeping the first generation<br />
plant Metzamor alive for a longer period<br />
just in order to relieve some financial burden.<br />
Shutting down this plant is the most significant<br />
desire of Turkey, EU and USA as it endangers<br />
the lives and future of the public in Armenia<br />
and in neighboring countries.<br />
MUHAFAZA KAZANI NEDIR?<br />
Nükleer reaktörü çevreleyen çelik veya kurşunla güçlendirilmiş<br />
bir yapıdır. Radyasyon kaçağını engeller ve özellikle<br />
acil durumlar için tasarlanmıştır. Reaktörün dördüncü ve<br />
son bariyeri olarak görev yapar. Birçok nükleer kazada kritik<br />
rol üstlenir.<br />
WHAT IS CONTAINMENT VESSEL?<br />
Containment vessel is a reinforced steel or lead structure<br />
enclosing a nuclear reactor. It is particularly designed for<br />
emergency situations to prevent any radiation leakage. It<br />
works as the fourth and last barrier of the reactor. It<br />
assumes a critical role in potential nuclear accidents.<br />

Bu tesis, Basınçlı Su Reaktörünün Rus eşdeğeri olan WWER reaktörünün ilk tasarım jenerasyonuna<br />
aittir. Bu jenerasyona ait diğer tüm reaktörler, tasarımda güvenliğe ilişkin, örneğin<br />
depolama ile ilgili eksikliklerin tespit edilmesi sebebiyle kapatılmıştır (Rusya, Bulgaristan,<br />
Slovakya). Ermenistan’da yaşanan depremin ardından 5 yıl kapalı kalmış ve bu süre içinde<br />
tesiste bazı iyileştirmeler yapılmıştır. Ancak tesisteki mevcut şartların güvenlik endişelerini ne<br />
kadar karşıladığı ve tesisin depremlere karşı ne kadar dayanıklı hale getirildiği konusunda bir<br />
şey söyleyemeyeceğim. Yük faktörüne göre değerlendirildiğinde, tesisin güvenilirliği 1995 yılından<br />
bu yana nispeten düşüktür. Bunun şebeke ve tesis sorunlarıyla ne kadar ilişkili olduğunu<br />
bilmem mümkün değil. Bana göre tesisin tasarımı kapsamlı bir incelemeye tabi tutulmalı, normal<br />
işletim ömründen çok daha uzun bir süre çalışabilmesi için gereken tasarım standartlarını<br />
yeterli düzeyde karşılayıp karşılamadığı belirlendikten sonra işletim ömrü uzatılmalıdır.<br />
This plant was basically of the first design generation of the WWER reactor, the Russian equivalent<br />
of the Pressurised Water Reactor. All of the other reactors of this design have now been<br />
closed (Russia, Bulgaria, Slovak Rep) in most cases because the perceived safety shortcomings<br />
of the design, for example, the containment. It was closed for about 5 years after the earthquake<br />
in Armenia and during some of that time, some upgrades were undertaken, but how far these<br />
meet the safety concerns and how far they improve the resistance of the plant to earthquakes, I<br />
cannot judge. Its reliability since 1995 has been relatively poor as judged by the load factor. How<br />
far this is due to grid problems and how far to the problems with the plant is impossible for me<br />
to know. I think life-extension should only take place after a comprehensive review of the<br />
design of the plant and whether it is sufficiently close to current design standards to warrant a<br />
significantly longer operating life than originally expected.<br />
