Halkın bu yönde desteğini alan, kısacası
kamuoyu baskısına maruz kalmayan
Ermenistan hükümeti de Metzamor Nükleer
Santrali’ni kapatmamak için daha da şiddetli
bir biçimde direniyor.
AB, KAPATILMASI İÇİN DESTEK VERMEK İSTEDİ
2004 yılında Avrupa Birliği, Metzamor
Nükleer Santrali’nin “tüm bölge için tehlike
arz ettiğini” söyleyerek, Ermenistan’a kapatılması
için 200 milyon avro kredi vermeyi teklif
etse de Ermenistan teklifi geri çevirdi. O
dönemdeki açıklama bugün de Enerji ve Tabii
Kaynaklar Bakan Yardımcısı olan Areg
Galstyan’dan geldi. Santralin kapanmasına
karşı olan Galstyan, santralin daha güvenli
olması için o dönemde 50 milyon dolar harcandığını
ifade etti. Hatta Galstyan’a göre santralin
deprem sonrası güvenlik gerekçesi ile 1988
the oldest technology of the Soviets dating back
to 1977, is an example of the most primitive
pressure water-type nuclear plant designs.
There are not much left in the world of these
nuclear plants that have no primary protection
structure. Thus Metzamor, with its structure
and location, is acknowledged as the most dangerous
nuclear power plant of the world.
CRITICALLY IMPORTANT FOR ARMENIA
Metzamor Power Plant constitutes a vital
threat for the region including the neighbor
countries such as Turkey, Azerbaijan and Iran,
but ironically it has a vital importance for
Armenia. This plant meets 40% of Armenia’s
electricity demand. As Armenia’s borders with
Turkey and Azerbaijan are closed, the country
has to produce its own energy. Armenia was
first left without electricity in 1988 due to the
earthquake which killed 25 thousand people
and made 500 thousand people homeless.
Although the authorities claim that the plant
did not receive any damage during the earthquake,
it was closed until 1955 for precautionary
purposes. Those 7 years were called as the
‘dark years’ in the history of Armenia. Without
electricity, the public had to struggle with the
cold weather. Nowadays Armenian people do
not want to go back to those days and they feel
like they have to bear the danger. In those
years, Armenia could provide electricity only
for 1 hour per day and that bitter cold was prevailing
at homes and in the streets. When
Armenian people are to choose between those
challenging life conditions and the nuclear
plant which is ready to explode anytime, they
choose to bow to the fate to be shaped by the
nuclear plant. It also means that the public
compares the potential nuclear risk and potential
electricity blackout and chooses to live with
this death-promising plant. Armenian government
receives the support of public in this
regard, and thus it is not exposed to any pressure,
which allows for resisting more and more
severely in order not to shut down the
Metzamor Nuclear Power Plant.
EU INTENDED TO SUPPORT THE SHUTDOWN
Even though the European Union has proposed
Armenia to grant 200 million Euro loan
for the shutdown process in 2004 claiming that
Metzamor Nuclear Power Plant “poses great
danger for the entire region”, Armenia declined
the proposal. The declaration at that time was
given by Areg Galstyan, who is still the Deputy
Minister of Energy and Natural Resources.
Galstyan, opposing to shutting down the plant,
pointed out that 50 million US dollars were
