Ermenistan hükümeti de Metzamor Nükleer<br />
Santrali’ni kapatmamak için daha da şiddetli<br />
bir biçimde direniyor.<br />
AB, KAPATILMASI İÇİN DESTEK VERMEK İSTEDİ<br />
2004 yılında Avrupa Birliği, Metzamor<br />
Nükleer Santrali’nin “tüm bölge için tehlike<br />
arz ettiğini” söyleyerek, Ermenistan’a kapatılması<br />
için 200 milyon avro kredi vermeyi teklif<br />
etse de Ermenistan teklifi geri çevirdi. O<br />
dönemdeki açıklama bugün de Enerji ve Tabii<br />
Kaynaklar Bakan Yardımcısı olan Areg<br />
Galstyan’dan geldi. Santralin kapanmasına<br />
karşı olan Galstyan, santralin daha güvenli<br />
olması için o dönemde 50 milyon dolar harcandığını<br />
ifade etti. Hatta Galstyan’a göre santralin<br />
deprem sonrası güvenlik gerekçesi ile 1988<br />

pressure water-type nuclear plant designs.<br />
There are not much left in the world of these<br />
nuclear plants that have no primary protection<br />
structure. Thus Metzamor, with its structure<br />
and location, is acknowledged as the most dangerous<br />
nuclear power plant of the world.<br />
CRITICALLY IMPORTANT FOR ARMENIA<br />
Metzamor Power Plant constitutes a vital<br />
threat for the region including the neighbor<br />
countries such as Turkey, Azerbaijan and Iran,<br />
but ironically it has a vital importance for<br />
Armenia. This plant meets 40% of Armenia’s<br />
electricity demand. As Armenia’s borders with<br />
Turkey and Azerbaijan are closed, the country<br />
has to produce its own energy. Armenia was<br />
first left without electricity in 1988 due to the<br />
earthquake which killed 25 thousand people<br />
and made 500 thousand people homeless.<br />
Although the authorities claim that the plant<br />
did not receive any damage during the earthquake,<br />
it was closed until 1955 for precautionary<br />
purposes. Those 7 years were called as the<br />
‘dark years’ in the history of Armenia. Without<br />
electricity, the public had to struggle with the<br />
cold weather. Nowadays Armenian people do<br />
not want to go back to those days and they feel<br />
like they have to bear the danger. In those<br />
years, Armenia could provide electricity only<br />
for 1 hour per day and that bitter cold was prevailing<br />
at homes and in the streets. When<br />
Armenian people are to choose between those<br />
challenging life conditions and the nuclear<br />
plant which is ready to explode anytime, they<br />
choose to bow to the fate to be shaped by the<br />
nuclear plant. It also means that the public<br />
compares the potential nuclear risk and potential<br />
electricity blackout and chooses to live with<br />
this death-promising plant. Armenian government<br />
receives the support of public in this<br />
regard, and thus it is not exposed to any pressure,<br />
which allows for resisting more and more<br />
severely in order not to shut down the<br />
Metzamor Nuclear Power Plant.<br />
EU INTENDED TO SUPPORT THE SHUTDOWN<br />
Even though the European Union has proposed<br />
Armenia to grant 200 million Euro loan<br />
for the shutdown process in 2004 claiming that<br />
Metzamor Nuclear Power Plant “poses great<br />
danger for the entire region”, Armenia declined<br />
the proposal. The declaration at that time was<br />
given by Areg Galstyan, who is still the Deputy<br />
Minister of Energy and Natural Resources.<br />
Galstyan, opposing to shutting down the plant,<br />
pointed out that 50 million US dollars were<br />
