to a successful<br />
New Year in <strong>2013</strong><br />
As another year ends and a new<br />
one begins, the <strong>Camarillo</strong> <strong>Chamber</strong> <strong>of</strong><br />
<strong>Commerce</strong> is looking forward to another<br />
exciting and prosperous year. 2012<br />
has certainly had some challenges, especially<br />
with the loss <strong>of</strong> our Past Chair<br />
Michael Lavenant. But there have been<br />
many successes and progress<br />
as well. The <strong>Chamber</strong> is looking<br />
to build upon the successes<br />
<strong>of</strong> 2012 and I am confident<br />
that the only direction to go is<br />
up in <strong>2013</strong>. By continuing to<br />
be committed to the success<br />
<strong>of</strong> our members and the business<br />
community <strong>of</strong> <strong>Camarillo</strong>,<br />
the <strong>Chamber</strong> will work to provide<br />
new and improved programs and<br />
benefits in order to assure a healthy and<br />
strong economy for <strong>2013</strong>. I am excited<br />
about the many possibilities for the New<br />
Year!<br />
There are so many good things happening<br />
in our business community, and<br />
I would like to remind our existing and<br />
potential members <strong>of</strong> all <strong>of</strong> the benefits<br />
<strong>of</strong> <strong>Chamber</strong> membership. Joining and<br />
being part <strong>of</strong> the <strong>Chamber</strong> is one <strong>of</strong> the<br />
best ways to truly be involved in and support<br />
what is happening in the <strong>Camarillo</strong><br />
business community. By being part <strong>of</strong><br />
the <strong>Chamber</strong>, you are part <strong>of</strong> a community<br />
<strong>of</strong> like-minded business pr<strong>of</strong>essionals<br />
that all work for the common goal <strong>of</strong><br />
making <strong>Camarillo</strong> the best place to live,<br />
work and play.<br />
I would like to take this opportunity<br />
to share some <strong>of</strong> the plans for the upcoming<br />
year.<br />
• Our Tourism Program will be<br />

without the support <strong>of</strong> our<br />
great members...<br />
launched with the new website Visit<strong>Camarillo</strong>.com.<br />
We have a new Tourism<br />
Marketing Director coming on board,<br />
Anthony McDemas, and in <strong>2013</strong> we<br />
have plans to promote <strong>Camarillo</strong> with a<br />
Visitors Guide, brochure, and new map –<br />
all using our new tag line <strong>of</strong> So Much, So<br />
Close.<br />
• Our Business Advocacy Program<br />
will set up several notches with<br />
the addition <strong>of</strong> Sean Paroski to our staff.<br />
Sean was previously with State Senators<br />
Tony Strickland’s <strong>of</strong>fice, and he will be<br />
working to make sure that our <strong>Chamber</strong><br />
continues to be a strong advocate for<br />
businesses with government. We will<br />
continue to find ways to connect our<br />
members with our legislators and made<br />
sure that government is business friendly.<br />
• This past year we introduced<br />
new programs such as our Office<br />
Depot discount program,<br />
<strong>Chamber</strong> trips, and Shred<br />
Day. We will add more ways<br />
to help you save money, run<br />
your business, get value from<br />
your membership. Remember<br />
– you don’t have to come to<br />
events to find value with your<br />
<strong>Chamber</strong> membership.<br />
• We will continue to provide<br />
ways for you to promote your business.<br />
Last year we changed our newsletters,<br />
introducing The Journal quarterly, the<br />
monthly Acorn and the VC Star inserts.<br />
This year we will step up our online promotion<br />
<strong>of</strong> our members. We will help<br />
you toot your horn and get your message<br />
out there.<br />
Once again, thanks for your support,<br />
we cannot do what we do without<br />
the support <strong>of</strong> our great members, and<br />
on behalf <strong>of</strong> the <strong>Camarillo</strong> <strong>Chamber</strong> <strong>of</strong><br />
<strong>Commerce</strong>, I wish everyone a healthy,<br />

Long addresses pension reform at <strong>Chamber</strong> event<br />
November’s Business @ Breakfast featured<br />
the annual State <strong>of</strong> the County address<br />
given by District 3 County Supervisor Kathy<br />
Long. Long reported on numerous County<br />
Government issues from budget and pension<br />
reform to development and County agencies.<br />
“This is definitely one <strong>of</strong> our most popular<br />
breakfasts,” said CEO Jennifer Wells.<br />
“People want to know what’s going on at all<br />
levels <strong>of</strong> government, and Kathy Long is always<br />
very frank, honest and easy to follow.”<br />
Long described the County pension plan<br />
as a highly sustainable program, governed by<br />
the County Employees Retirement Act <strong>of</strong> 1937<br />
and not CalPERS, giving the County more control<br />
over pensions and benefits. However they<br />
are still working to improve the plan.<br />
“We’re looking to see what we can<br />
change in the benefit package and have started<br />
bargaining,” Long said. “Employees will eventually<br />
contribute a bigger piece, and the total<br />
savings will be significant.”

are 44 percent more likely to think favorably<br />
<strong>of</strong> it and 63 percent more likely<br />
to purchase goods or services from it.<br />

visitors and city information center. We<br />
receive hundreds <strong>of</strong> calls and walk-ins<br />
each month from people looking for a<br />
certain type <strong>of</strong> business. We refer only<br />
to our members, and the public wants to<br />
do business with them because <strong>of</strong> their<br />
membership in the <strong>Chamber</strong>.<br />

<strong>Chamber</strong> mourns the<br />
loss <strong>of</strong> Past Chairman<br />
Michael Lavenant<br />
Past Chairman <strong>of</strong> the Board Michael<br />
Sean Lavenant, 42 years old, passed<br />
away unexpectedly December 12, at his<br />
home in <strong>Camarillo</strong>.<br />
Michael has resided in Ventura<br />
County since 1996. He graduated from<br />
Cal State Fullerton, and went to law<br />
school at Southwestern University<br />
School <strong>of</strong> Law. He was a partner at Landegger,<br />
Baron, Lavenant and Ingber.<br />
Michael joined the <strong>Camarillo</strong><br />
<strong>Chamber</strong> in 2004 and was appointed to<br />
the Board in July 2007 then elected in<br />
July 2008. In 2010 Michael took over as<br />
Chairman during a particularly taxing<br />
period <strong>of</strong> transition between CEOs. He<br />
led the search for the new CEO and was<br />
ever present to help make the transition<br />
a smooth one.<br />
Michael will always be remembered<br />
having a smile on his face and the<br />
pr<strong>of</strong>ound effect he had on everyone he<br />
met. He was a very compassionate, kind<br />
and giving person who was greatly involved<br />
in the <strong>Camarillo</strong> Community. He<br />
is survived by his wife Dana and three<br />
children. Michael will always be in our<br />
hearts and deeply missed by everyone.<br />

As small businesses become more<br />
reliant on technology, they also become<br />
more vulnerable to cybercrime. A Gartner<br />
study found that 90 percent <strong>of</strong> companies<br />
that suffer major data loss close<br />
within two years—but that 80 percent<br />
<strong>of</strong> business owners have no plan to protect<br />
their data. Here are 10 tips to secure<br />
your business’s computers.<br />
1. Identify security needs and risks.<br />
Inventory your computer equipment,<br />
data and potential risks. Who<br />
is using desktops, laptops, tablets or<br />
smartphones? Where and how are<br />
they being used? What data do you<br />
collect, store or share, and who can<br />
access it? If your computers or network<br />
security were breached, how<br />
would extended downtime, fines or<br />
lawsuits affect your company? A<br />
Symantec study found cyber-attacks<br />
cost small and midsized businesses<br />
an average <strong>of</strong> $188,242, with downtime<br />
costing $12,500 a day.<br />
2. Begin with the basics. Set up company<br />
computers and devices with<br />
strong passwords, and change them<br />
regularly. Ensure computers and<br />
devices are protected by antivirus,<br />
antispam and antispyware s<strong>of</strong>tware;<br />
intrusion prevention systems;<br />
encryption technology to protect<br />
email traffic and wireless networks;<br />
and firewalls. AVG, BitDefender,<br />
McAfee, Norton, Symantec and<br />
Trend Micro <strong>of</strong>fer popular security<br />
products.<br />
3. Keep your systems updated. S<strong>of</strong>tware<br />
updates <strong>of</strong>ten fix security<br />
problems, so download updates as<br />
soon as they become available. To<br />
make this easier, more s<strong>of</strong>tware programs–including<br />
Windows, Office,<br />
Flash, Java and Adobe Acrobat—<br />
now <strong>of</strong>fer options to download and<br />
install updates automatically; these<br />
can generally be accessed through<br />
“Settings” or “Preferences.”<br />
4. Back up. There’s no excuse not to<br />
back up data when today’s online<br />
backup solutions run unobtrusively<br />
in the background and store information<br />

5. Educate employees. Even with the<br />
right systems in place, your business<br />

<strong>of</strong> using strong passwords and<br />
protecting them. Explain the risks <strong>of</strong><br />
opening texts or attachments from<br />
unknown senders, clicking on suspicious<br />
links in emails, or sharing<br />
too much company information on<br />

encrypt data and use virtual private<br />
networks (VPNs) to enable secure<br />
remote access. Remind employees<br />
to be cautious about who may be<br />
watching when they enter passwords<br />
or view confidential data outside the<br />
<strong>of</strong>fice.<br />
7. Keep devices safe. While viruses<br />
and hackers capture headlines, the<br />
loss or theft <strong>of</strong> a physical device is<br />
still the most common cause <strong>of</strong> data<br />
breaches, according to Symantec.<br />
Remind mobile employees to be<br />
aware <strong>of</strong> their surroundings and never<br />
leave company laptops, tablets or<br />
cellphones exposed in a vehicle or<br />
unattended. Have them immediately<br />
report lost or stolen devices.<br />

Family businesses bring special<br />
rewards, such as inherent trust, the camaraderie<br />
<strong>of</strong> working with loved ones<br />
and the joy <strong>of</strong> building a lasting legacy.<br />
However, running a family business<br />
also poses some special challenges. Perhaps<br />
that’s why, according to the Family<br />
Business Institute, fewer than onethird<br />
<strong>of</strong> family businesses last beyond<br />
the first generation and just 12 percent<br />
survive to the third generation. How<br />
can you make sure your family business<br />
doesn’t fall victim to those odds?<br />
Follow these 10 tips.<br />
1. Run your family business like a<br />
business. If most or all <strong>of</strong> your key<br />
employees are family members,<br />
it’s easy to get sloppy about things<br />
like keeping your corporation in<br />
compliance, properly documenting<br />
decisions or maintaining accurate<br />
financial records. Always treat your<br />
business like a business.<br />
2. Create a succession plan. If you<br />
want your business to survive, you<br />
must develop a plan for what will<br />
happen when you retire, die or otherwise<br />
exit the company. But a recent<br />
PricewaterhouseCoopers survey<br />
found that nearly half <strong>of</strong> family<br />
businesses had no succession plan.<br />
Enlist your accountant, attorney, key<br />
employees and family members in<br />
developing a succession plan that<br />
details who will take on key roles.<br />

3. Develop leadership among all employees.<br />
Hold regular performance<br />
reviews for family and nonfamily<br />
employees alike. Provide training inhouse,<br />
through local community college<br />
and adult education programs,<br />
or through industry associations to<br />
develop employees’ strengths and<br />
streamline the succession process.<br />
4. Don’t play favorites. If non-family<br />
employees believe they have no<br />
chance <strong>of</strong> moving up in the company,<br />
they’ll quickly become resentful<br />
and unmotivated. Set a clear path to<br />
promotion and advancement for both<br />
family and non-family employees.<br />
5. Separate business and family expenses.<br />
You might be tempted to<br />
make loans from the company to<br />
family members, or to let them write<br />
<strong>of</strong>f personal expenses (such as the<br />
purchase <strong>of</strong> a car or vacation home)<br />
as business expenses. Even if such<br />
actions don’t get you in trouble with<br />
the IRS, they will foster resentment<br />
among non-family employees.<br />
6. Set boundaries. Decide when discussing<br />
the business is allowed and<br />
when it’s <strong>of</strong>f-limits (such as during<br />
dinner, or at holiday gatherings).<br />
This helps ensure that family<br />
relationships don’t revolve solely<br />
around business and aren’t poisoned<br />
by business conflicts.<br />
7. Communicate openly. Non-family<br />
employees <strong>of</strong>ten feel they’re kept in<br />
the dark about the inner workings <strong>of</strong><br />
family businesses. Whenever possible,<br />
share information openly with<br />
family and nonfamily employees<br />
alike.<br />
8. Don’t guarantee employment.<br />
Each family member should have<br />
an opportunity to work in the business,<br />
but not everyone will be suited<br />
to continue doing so. Base hiring<br />
decisions on the business’s – not<br />
the family member’s—needs. Talk<br />
to your attorney about structuring<br />
the business so that nonemployee<br />
family members can still have some<br />
ownership.<br />
9. Learn to resolve conflicts. Business<br />
conflicts can infect family relationships;<br />
family problems can flare up<br />
disguised as business issues. Develop<br />
a plan for dealing with businessrelated<br />
disagreements between family<br />
members, both those who work in<br />
the business and those who do not.<br />
10. Get outside input. Whether you’re<br />
dealing with personal conflicts or<br />
trying to make business decisions,<br />
seeking opinions from trusted outsiders<br />
such as your board <strong>of</strong> directors<br />
or an SBDC Business Advisor<br />
can give you much-needed perspective.<br />

members to a “holiday party to remember”<br />
on December 11 this year.<br />
“This was the best attended holiday<br />
open house we’ve had in a long time,”<br />

Q: How long have you been a<br />
<strong>Chamber</strong> member and Ambassador?<br />
A: I have a been a <strong>Chamber</strong><br />
member for two years and an Ambassador<br />
for just one year. I am lucky that<br />
my company, Ventura Investment Co allows<br />
me time to be an Ambassador and<br />
network with the <strong>Chamber</strong>.<br />
Q: What does being a <strong>Chamber</strong><br />
Ambassador mean to you?<br />
A: Being an Ambassador allows<br />
me to share my experience with others<br />
and mentor them as I was treated when<br />
I was new to the local area. It’s great to<br />
have the opportunity to welcome them<br />
to our community.<br />
Q: What is your favorite memory<br />
or story <strong>of</strong> your time as an Ambassador?<br />
A: In November I was working<br />
with FOOD Share to collect nonperishable<br />
foods for those in need when a<br />
<strong>Chamber</strong> member saw in the weekly<br />
<strong>Chamber</strong> email that I was collecting.<br />
She had a birthday party and asked her<br />
guests to bring food donation in lieu <strong>of</strong><br />
gifts. Imagine my surprise when I returned<br />
to my facility at Store Safe Self<br />
Storage on <strong>Camarillo</strong> Ranch Road to<br />
see 2 full barrels <strong>of</strong> donations. I will<br />

The <strong>Camarillo</strong> <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> <strong>Chamber</strong> Ambassadors are key to the successful workings<br />
<strong>of</strong> the <strong>Chamber</strong>. They act as an extension <strong>of</strong> the <strong>Chamber</strong>’s member services department,<br />
reaching out to new members and existing members, making them feel welcome, answering questions<br />
and acting as liaisons between the <strong>Chamber</strong> staff and members.<br />

A: I try to live each day without<br />

A: I think we should all slow<br />
down. Life moves so quickly today that<br />

televisions to enjoy our surroundings and<br />

is comprised <strong>of</strong> an active group<br />
<strong>of</strong> community leaders. Our monthly<br />
committee meetings act as a forum with<br />
speakers such as Bruce Stenslie, CEO<br />
<strong>of</strong> the EDC/VC, Dan LaBrado , General<br />
Manager <strong>of</strong> the Pleasant Valley Recreation<br />
and Park District, Dennis Hargrave<br />
from Conejo Creek Development, and<br />
Bruce Feng, <strong>Camarillo</strong> City Manager.<br />
Our goal is to keep our members<br />
informed on various economic<br />
projects that are happening now<br />
or planned for the future, as well<br />
as the efforts <strong>of</strong> the different agencies<br />
that are working to better the<br />

In November we hosted our<br />
annual <strong>Camarillo</strong> <strong>Chamber</strong> Economic<br />
Development Luncheon with keynote<br />
speaker Assemblyman Jeff Gorell, who<br />
spoke about the California GOLD Team,<br />
and EDC/VC CEO Bruce Stenslie, who<br />
gave an update on the state <strong>of</strong> the economy<br />
in Ventura County. The results <strong>of</strong><br />
our Annual Business Survey were also<br />
presented.<br />

six months, looks to future plans<br />
The <strong>Chamber</strong> has continued to<br />
work with the City <strong>of</strong> <strong>Camarillo</strong> on their<br />
Business Visit Program, and we were<br />
able to connect with various businesses<br />
to hear about their businesses, and to <strong>of</strong>fer<br />
any assistance we can to their needs.<br />
In 2012 the State terminated local<br />
redevelopment agencies and took possession<br />
<strong>of</strong> agency funds. This stopped<br />
many local projects including a hotel<br />

the Springville area development<br />
and a number <strong>of</strong> other planned<br />
programs. This is an ongoing challenge<br />
for cities across the State and the City is<br />
continuing to address the need for local<br />
improvements. The <strong>Chamber</strong> supports<br />
the City in their efforts to navigate the<br />
new regulations resulting from the termination<br />
<strong>of</strong> the RDAs and moves forward<br />
on possible projects.<br />
We recently formed a task force<br />
to look at <strong>Chamber</strong> Economic Development<br />
activities for <strong>2013</strong>. While we<br />
intend to continue with our monthly<br />
EDC forum on the first Tuesday <strong>of</strong> every<br />
month at 8:00 a.m., we are assessing<br />
and prioritizing other activities as well.<br />
Our focus is on job creation and retention<br />
in the <strong>Camarillo</strong> area. We plan<br />
to work with the California GOLD<br />
Team, headed by Assemblyman<br />
Jeff Gorell. It is critical to support<br />
the ongoing City activities in<br />
the promotion <strong>of</strong> job growth. We<br />
plan to revisit the <strong>Chamber</strong> vision,<br />
created in 2006, and update the<br />
<strong>Chamber</strong> Strategic Plan created in 2008.<br />
There will also be improvements in the<br />
<strong>Chamber</strong> Business Survey process.<br />
It is our intent to have optimal development<br />
plans that are positive, not<br />
only for our business members, but for<br />
the <strong>Camarillo</strong> community in general.<br />

and economic growth at the<br />
annual Economic Outlook<br />
Luncheon in November.<br />
Gorell detailed the plans<br />
<strong>of</strong> the California GOLD<br />
Team, a joint venture with<br />
him, Lieutenant Governor<br />
Gavin Newsom and other parties<br />
at the State Capitol.<br />
“Quality <strong>of</strong> life begins<br />
with a job,” said Gorell when<br />
discussing how plans to bring<br />
business back to California’s<br />
central coast region will benefit<br />
residents.<br />
Unemployment rates<br />
have been high in California<br />
since the recession began in<br />
2008, but economic growth<br />
has been steadily getting better<br />
for the past 18 months or<br />
so. The GOLD Team plans<br />
to make the central coast and<br />
Ventura County a technology<br />
hub will help bring all <strong>of</strong> California<br />
back up even faster.<br />

Business Advocacy<br />
<strong>Chamber</strong> hires dedicated staff member for<br />
business advocacy and big business outreach<br />
The Western Association <strong>of</strong> <strong>Chamber</strong> Executives points out in their <strong>Chamber</strong> Toolkit that “Democracy is not a spectator<br />
sport. Businesses must play to make sure they are in the game and influencing the outcome.” As a member <strong>of</strong> the <strong>Camarillo</strong><br />
<strong>Chamber</strong>, your business is definitely in the game.<br />
The <strong>Camarillo</strong> <strong>Chamber</strong> is dedicated to representing business with government in the most effective and strongest manner<br />
possible, so to that end we are welcoming a new staff member to lead our advocacy efforts. Sean Paroski, former Field Representative<br />
for Senator Tony Strickland, is joining the <strong>Chamber</strong> staff in a newly created position, Government Relations Director.<br />
“We have created this position to bring our advocacy efforts up a notch and better represent our members,” said <strong>Chamber</strong><br />
CEO Jennifer Wells. “When we found out Sean was available we jumped at the chance <strong>of</strong> having such an experienced and well<br />
connected young man in this position.”<br />
Read below to learn a little more about Sean Paroski and his ambitions for this new position.<br />
Q: Where did you go to school?<br />
A: - I went to elementary and middle<br />
school in <strong>Camarillo</strong>, at El Descanso and<br />
Monte Vista respectively, before moving<br />
to the Santa Paula area where I attended<br />
high school at Nordh<strong>of</strong>f High. After high<br />
school, I went to Moorpark College before<br />
transferring to a four year university, a path<br />
I highly recommend to everyone thinking<br />
about college, especially with tuition costing<br />
the equivalent <strong>of</strong> a new car every year.<br />
At CSU Northridge, where I ended up, I got<br />
my Bachelors in mathematics.<br />
Q: What were you doing before joining<br />
the <strong>Camarillo</strong> <strong>Chamber</strong> team.<br />
A: Most recently I worked for State Senator<br />
Tony Strickland as a field representative<br />
for the Ventura County portion <strong>of</strong> the then<br />
19th Senate District. I represented the senator<br />
at <strong>of</strong>ficial functions when he was away<br />
in Sacramento, including many with the <strong>Camarillo</strong><br />
<strong>Chamber</strong>. I also kept him informed<br />
<strong>of</strong> various issues at the city and county level<br />
and how state legislation was impacting our<br />
local community.<br />
Before that, I worked for the United Water<br />
Conservation District in Santa Paula, where<br />
I worked with them on environmental regulatory<br />
issues involving endangered species.<br />
Q: What are your aspirations for this<br />
job – what would you like to accomplish<br />
while working at the <strong>Chamber</strong>?<br />
A: I want to help grow the <strong>Chamber</strong>, both<br />
in terms <strong>of</strong> its total membership as well as<br />
its ability to continue to be an effective advocate<br />
for business, at the local, state and<br />
federal level. With a new set <strong>of</strong> legislators<br />
elected here in Ventura County, it will<br />
be important for us to build close working<br />
relationships with them to make sure the<br />
business community in <strong>Camarillo</strong> has an<br />
advocate in the legislature when decisions<br />
impacting us are being made.<br />
Q: What special skills do you bring to<br />
the <strong>Chamber</strong> – what do you like to do in<br />
your job?<br />
A: During my time with the State Senate,<br />
I had the opportunity to work closely with<br />
all the <strong>Chamber</strong>s <strong>of</strong> <strong>Commerce</strong> in Ventura<br />
County as well as the business community<br />
at large. I’m familiar both with the needs<br />
<strong>of</strong> business in our area and how what happens<br />
in Sacramento and Washington affects<br />
them. Despite the rancor in the Legislature,<br />
I was able to develop good relationships<br />
with the staff <strong>of</strong> all our area legislators, both<br />
Democrat and Republican. I simply like<br />
working with people and I can get along<br />
with practically anyone in order to get the<br />
job done.<br />
Q: What is your personal philosophy,<br />
either in business or life in general?<br />
A: - I’m very much a community<br />
man, by which I mean that I love where<br />
I was born and raised and I want to make<br />
sure that I leave with some kind <strong>of</strong> lasting<br />
improvement. I think the only way you can<br />
make a real difference in life is by putting<br />
down roots and investing in your city and<br />
neighborhood. Unless we are very extraordinary<br />
people (which by definition most <strong>of</strong><br />
us aren’t), our reach will not <strong>of</strong>ten exceed<br />
our families, our work and our immediate<br />
circle <strong>of</strong> friends and coworkers. We can do<br />
great things by loving and trying to improve<br />
the lives <strong>of</strong> those closest to us, without worrying<br />
about how to reshape the world.<br />
Paroski has already been active in<br />
teh <strong>Chamber</strong> serving as co-chair <strong>of</strong><br />
hte Education Committee. Here is<br />

Educator <strong>of</strong> hte Month award.<br />
Q: What do you like to do in your spare<br />
time?<br />
A: - I am a voracious reader, and I try<br />
to get my hands on as many books as possible.<br />
I also love to hike and get outdoors<br />
when I can. I enjoy working with my hands<br />
as well, and while fixing plumbing or electrical<br />
can in no way be described as fun,<br />
there is a certain satisfaction in solving a<br />
problem.<br />
Q: Do you have any parting words <strong>of</strong><br />
wisdom you would like to impart to our<br />
readership?<br />
A: I’m afraid I don’t have much wisdom<br />
to give. Philosophizing was never<br />
my strong suit. George Orwell said that<br />
“to see what is in front <strong>of</strong> one’s nose needs<br />
a constant struggle,” so I try to concentrate<br />
on what’s in front <strong>of</strong> me. Plus, I’m a very<br />
clumsy person, so this makes excellent practical<br />
advice as well.<br />

Business Advocacy<br />
In light <strong>of</strong> the outcomes <strong>of</strong> the recent<br />
elections, the region’s business community<br />
has our work cut out for us in <strong>2013</strong>.<br />
Although, <strong>Chamber</strong> Alliance-endorsed<br />
lawmakers Congressman Buck<br />
McKeon and Assemblyman Jeff Gorell<br />
got reelected, the <strong>Chamber</strong> Alliance lost<br />
a reliable pro-job creation vote in Tony<br />
Strickland who narrowly lost his bid for<br />
Congress against Assemblywoman Julia<br />
Brownley. Sen. Strickland’s old seat will<br />
be represented by Senator-elect Hannah<br />
Beth Jackson.<br />
Furthermore, Democrats have<br />
achieved a rare two-thirds majority in<br />
both the State Senate and Assembly in<br />
addition to the governor’s <strong>of</strong>fice. Among<br />
other things, two thirds majorities will<br />

need for more advocacy<br />

make it far easier for taxes to be<br />
raised and emergency legislation to be<br />
passed resulting in such bills taking effect<br />
as soon as they are signed into law.<br />
As for ballot measures, the <strong>Chamber</strong><br />
Alliance is pleased that voters rejected<br />
Prop. 37 that would have forced<br />
food retailers to ensure that genetically<br />
modified food products they sell to be<br />
properly labeled by farmers and food<br />
producers—or face private right <strong>of</strong> action<br />
lawsuits. Voters also rejected Prop.<br />
38 that would have raised income taxes<br />
but approved Prop. 40 to keep the state<br />
senate boundaries as drawn up last year<br />
by the independent Citizens Redistricting<br />
Commission.<br />
Looking ahead, the <strong>Chamber</strong> Alliance<br />
is seeking to increase our presence in<br />
Sacramento next year to ensure that our<br />
region’s business perspective is considered<br />
more <strong>of</strong>ten in the legislative process.<br />
And we are weighing strategies to<br />
engage our lawmakers more <strong>of</strong>ten when<br />
they are in their districts.<br />
Nevertheless, it is more important<br />
than ever that our chambers be effective<br />
advocates for business. The <strong>Chamber</strong> Alliance<br />
is here to help all <strong>of</strong> our chambers<br />
raise the bar on their advocacy efforts,<br />

This report for the second year <strong>of</strong><br />
the 2011–2012 legislative session focuses<br />
on California legislators’ floor votes on<br />
California <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> priority<br />
bills. This is the 38th vote record the<br />
Cal<strong>Chamber</strong> has compiled. The Cal<strong>Chamber</strong><br />
publishes this report in response to<br />
numerous requests by member firms and<br />
local chambers <strong>of</strong> commerce that would<br />
like a gauge by which to measure the<br />
performance <strong>of</strong> their legislators. To help<br />
readers assess legislators’ vote records, the<br />
charts group bills into six areas: economic<br />
development, environmental regulation,<br />
labor and employment, legal, taxation and<br />
workers’ compensation.<br />
Partial Picture<br />
No vote record can tell the entire story<br />
<strong>of</strong> a legislator’s attitude and actions on issues<br />
<strong>of</strong> importance to business. Each year,<br />
legislators cast thousands <strong>of</strong> votes on thousands<br />
<strong>of</strong> proposed laws. To fully evaluate<br />
your legislative representative, consult the<br />
legislative journals and<br />
examine your legislator’s<br />
votes in committee and on<br />
floor issues. You can view<br />

Many anti-business bills were rejected<br />
by legislators in policy or fiscal committees,<br />
thus stopping proposals before they<br />
reached the floor for a vote. The vote record<br />
does not capture these votes.<br />
Most bills in this report cover major<br />
business bills that are <strong>of</strong> concern to both<br />
small and large companies. The Cal<strong>Chamber</strong><br />
recognizes that there are many bills<br />
supported or opposed by business that are<br />
not included in this vote record and analysis.<br />
Factors Considered<br />
The Cal<strong>Chamber</strong> considers the following<br />
factors in selecting vote record bills:<br />
● The bills and votes reflect legislators’<br />
attitudes toward private enterprise, fiscal<br />
responsibility and the business climate.<br />
● Each bill was a priority for the Cal-<br />
<strong>Chamber</strong> in a particular field. Priority bills<br />
have appeared in the “Status Report” sections<br />
<strong>of</strong> Alert.<br />
