Dear Collectors,
This edition of our Philatelic Bulletin focuses attention on two of our most
popular UNPA series – World Heritage and Indigenous People. It also brings to
a close our 2012 philatelic year. From Autism Awareness to the International
Paralympic Games, it has been a wonderfully colourful programme featuring
the designs of artists from around the world.
BULLETIN 104 • SEPTEMBER - OCTOBER 2012
Our World Heritage collection for 2012 helps us appreciate the natural
beauty and wonderment of the African continent. To add a bit of flare to the
LETTER FROM THE CHIEF
stamps, we’ve included images of stately creatures that inhabit some of the
African World Heritage sites. The dramatic photographs put you right in the
middle of the action.
For our Indigenous People stamps, we once again called upon Stephen
Bennett to share his unique portrait skills with the UNPA design team.
Stephen has a keen sense of observation and the ability to bring out the
beauty of a face. He succeeds in his artistic endeavours thanks to his appreciation
of human differences and special ability to express and bring light to
a face by his play with colours. For him, a face is a treasure.
I hope you agree these two spectacular issues offer a great end to our annual
stamp programme.
At the beginning of this year, I shared with all of you our changes to the
personalized stamp programme. The response has been very positive and
supportive of our attempt to make the programme more predictable and
less of a financial burden on collectors.
One of the changes we announced was our intent to expand the realm of
personalization to allow United Nations agencies the opportunity to tell their
story in the selvedge of personalized stamp sheets. This summer we used
the programme to highlight the thirtieth anniversary of the United Nations
Convention on the Law of the Sea.
Although we do not consider this to be a new issue, we understand some
customers would like to have it as part of their collection. As a result, we
are making it available as a miscellaneous item for those collectors who are
interested. It should be noted that the stamps are exactly the same as the
Lunar New Year – Year of the Dragon sheets. If you simply collect one of
every UN stamp, there is no need to add this to your collection.
As always, I appreciate hearing from our UN stamp collecting community.
Your comments help us make important decisions on how to keep the
programme moving forward.
Sincerely,
David E. Failor
World Heritage - Africa
Heritage is our legacy from the past, what we live with today,
and what we pass on to future generations. Our cultural heritage
and our natural heritage are both irreplaceable sources of life
and inspiration. What makes the concept of World Heritage
exceptional is its universal application. World Heritage sites
belong to all the peoples of the world, irrespective of the
territory on which they are located.
The United Nations Educational, Scientific and Cultural
Organization (UNESCO) seeks to encourage the identification,
protection and preservation of cultural and natural heritage
around the world considered to be of outstanding value to
humanity. This is embodied in an international treaty called the
Convention concerning the Protection of the World Cultural and
Natural Heritage, adopted by UNESCO in 1972. For this year’s
stamp series, the United Nations Postal Administration (UNPA)
has chosen six World Heritage sites in Africa.
Commemorative Stamps
On 5 September 2012, UNPA will issue a set of six commemorative
WORLD HERITAGE - AFRICA
Item No. 301.3901
45 cents - United Republic of Tanzania:
Kilimanjaro National Park
Kilimanjaro National Park, established in 1973, covers
an area of some 75,575 hectares. At 5,895 metres,
Kilimanjaro is not only the highest point in Africa,
but also one of the largest volcanoes in the world.
This volcanic massif stands in splendid isolation
above the surrounding plains, with its snowy
peak looming over the savannah. The mountain is
encircled by mountain forest. Numerous mammals,
many of them endangered species, live in the park.
Mount Kilimanjaro has three main volcanic peaks,
Kibo, Mawenzi and Shira. The mountain has five
main vegetation zones from the lowest to the
highest point: lower slopes, montane forest, heath
and moorland, alpine desert and summit. The whole
mountain, including the montane forest belt, is very
rich in species, in particular mammals; however,
many are critically endangered or near extinction.
Threats to the property include increasing and
cumulative stress from sources such as adjacent
land use, downstream effects of air and water
pollution, invasive species, fire and climate change.
Kilimanjaro National Park was designated a World
Heritage site in 1987.
Djenné, chief town of the Djenné Circle is one of
the oldest towns of sub-Saharan Africa. Inhabited
since 250 B.C., Djenné became a market centre
and an important link in the trans-Saharan gold
trade. Its traditional houses, of which nearly 2,000
have survived, are built on hillocks (toguere) as
protection from the seasonal floods.
The cultural site “Old Towns of Djenné” is a
property comprising four archaeological sites,
namely, Djenné-Djeno, Hambarkétolo, Kaniana and
Tonomba, along with the old fabric of the present
town of Djenné. The property, which covers an area
of 48.5 hectares and is divided into ten districts, is
an ensemble that over many years has symbolized
the typical African city. It is also particularly
representative of Islamic architecture in sub-
Saharan Africa.
The property is characterized by the intensive
and remarkable use of earth specifically in its
architecture. The mosque, which is of great
monumental and religious value, is an outstanding
example of this. The town is renowned for its civic
constructions, with the distinctive style of verticality
and buttresses as well as the elegant monumental
houses with intricate facades.
The property “Old Towns of Djenné” still retains the
archaeological, historic and religious outstanding
universal values which justified its inscription on
the UNESCO World Heritage List (1988).
Virunga National Park, covering an area of 790,000
hectares, lies in the north-east of the Democratic
Republic of the Congo, on the border with Uganda
and Rwanda. It comprises an outstanding diversity
of habitats ranging from swamps and steppes,
savannas and lava plains, lowland and forests, to
high-altitude glaciers and mountain peaks. It was
inscribed on the World Heritage List in 1979.
Virunga National Park presents some of the most
dramatic mountain scenery in Africa. The rugged
Ruwenzori mountains with their steep slopes and
valleys culminate in snowcapped peaks above
5,000 metres. The Virunga Massif with its densely
forested slopes and active volcanoes are areas of
exceptional natural beauty.
The great diversity of habitats harbours an
exceptional biodiversity of plants and animals,
including endemic as well as rare and globally
endangered species, such as the mountain gorilla.
It is home to an exceptional variety of wildlife,
including elephants, buffalo, antelope, lions and
various monkeys. Large numbers of pelicans occur
in the lower valleys and some 20,000 hippopotamus,
the highest concentration in Africa, live along the
shores of the rivers.
Item No. 501.3904
F.s. 1,00 - Tunisia: Amphitheatre of El Jem
The Amphitheatre of El Jem, located in a plain in
central Tunisia is undoubtedly the most impressive
Roman monument in Africa. This third century
monument stands 30 meters high, with a diameter
of well over 100 metres, almost as large as the
Colosseum in Rome. Its size and its capacity,
judged to be around 35,000 spectators, make it
without a doubt among the largest amphitheatres
in the world.
The impressive ruins of this large colosseum, is
built entirely of stone blocks, with no foundations
and is free-standing. In this respect it is modelled
on the Colosseum of Rome. Its facade comprises
three levels of arcades of Corinthian or composite
style. Inside, the monument has preserved most
of the supporting infrastructure for the tiered
seating. The wall of the podium, the arena and the
underground passages are practically intact.
This architectural and artistic creation built around
238 A.D. constitutes an important milestone in the
comprehension of the history of Roman Africa. The
Amphitheatre of El Jem also bears witness to the
prosperity of the small city of Thysdrus at the time of
the Roman Empire. Although it has been renovated
over time, the monument has preserved many of its
architectural and architectonic components. It was
inscribed on the World Heritage List in 2010.
E 0,62
The Kenya Lake System in the Rift Valley Province
of Kenya is comprised of three interlinked, relatively
shallow lakes, namely, Lake Bogoria, Lake Nakuru
and Lake Elementaita. These lakes, which cover
an area of over 32,000 hectares, are found on the
floor of the Great Rift Valley, where major volcanic
events have shaped a distinctive landscape.
Some of the world’s greatest diversities and
concentrations of bird species are recorded within
these relatively small lake systems. The property
is home to 13 globally threatened bird species and
some of the highest bird diversities in the world. It
is the single most important foraging site for the
lesser flamingo anywhere, and a major nesting and
Kenia: seen des gReat Rift Valley
breeding ground for great white pelicans. For most
of the year, up to 4 million lesser flamingos move
between the three shallow lakes in an outstanding
wildlife spectacle. The property also features
sizeable mammal populations, including the black
rhino, Rothschild’s giraffe, greater kudu, lion,
cheetah and wild dog.
Surrounded by hot springs, geysers and the steep
escarpment of the Rift Valley with its volcanic
outcrops, the natural setting of the lakes provides
an exceptional experience of nature. A natural
property of outstanding beauty, the Kenya Lake
System was inscribed on the World Heritage List
€ 0,70 - Morocco: Medina of Marrakesh
E 0,70
The Medina of Marrakesh, located in central
Morocco is an old Islamic capital originating from
the eleventh century. The city owes its original
splendour to the Almoravid and Almohad dynasties,
which made Marrakesh their capital.
Founded in 1070–1072 by the Almoravids, Marrakesh
remained a political, economic and cultural centre
for a long period. Its influence was felt throughout
the western Muslim world, from North Africa
to Andalusia, and played a decisive role in the
development of medieval planning.
Marrakesh has several impressive monuments.
The famous Koutoubiya Mosque, with its 77 metre
minaret, was built during the twelfth century under
the Almohad dynasty. It is a splendid monument
of Muslim architecture and is one of the important
landmarks of the urban landscape and the symbol
of the city. Other monuments are the Kasbah,
the Bandiâ Palace, the Ben Youssef Madrasa, the
Saadian Tombs, several great residences and Jamaâ
El Fna square, an amazing open-air theatre.
Marrakesh remains a vibrant city steeped in history,
with its maze of narrow streets, houses, central
square (Jamaâ El Fna), markets (souks), traditional
crafts and trade activities. Inscribed on the World
Heritage List in 1985, it has retained many of
its historic cultural and natural properties that
illustrate its outstanding universal value.
WORLD HERITAGE - AFRICA
Item No. 417.3901
http://unstamps.un.org
8 9
http://unstamps.un.org

On 11 October 2012, the United Nations Postal Administration will issue 18 commemorative
stamps in a mini-sheet format of six stamps each on the theme “Indigenous People”. This
is the third in a series of stamps on Indigenous People, which were painted by the artist
Stephen Bennett (USA).
The Declaration on the Rights of Indigenous Peoples was adopted by the United Nations
General Assembly in 2007. The Declaration is the most comprehensive statement of the
rights of indigenous peoples ever developed, giving prominence to collective rights to
a degree unprecedented in international human rights law. It emphasizes the rights of
indigenous peoples to live in dignity, to maintain and strengthen their own institutions,
cultures and traditions and to pursue their self-determined development, in keeping with
their needs and aspirations. The adoption of this Declaration is the clearest indication yet
that the international community is committing itself to the protection of the individual
and collective rights of indigenous peoples.
Indigenous people are the inheritors and practitioners of unique cultures and ways
of relating to other people and to the environment. Indigenous people have retained
social, cultural, economic and political characteristics that are distinct from those of
the dominant societies in which they live. Despite their cultural differences, the various
groups of indigenous people around the world share common problems related to the
protection of their rights as distinct peoples.
Estimates point to more than 370 million indigenous people in some 90 countries
worldwide. While they are from diverse geographical and cultural backgrounds, they
share challenges such as lack of basic health care, limited access to education, loss
of control over land, discrimination, forced assimilation, abject poverty, displacement,
human rights violations, and economic and social marginalization.
Indigenous people around the world have sought recognition of their identities, their
ways of life and their right to traditional lands, territories and natural resources; yet
throughout history, their rights have been violated. Indigenous peoples are arguably
among the most disadvantaged and vulnerable groups of people in the world today. The
international community now recognizes that special measures are required to protect
the rights of the world’s indigenous peoples.
STEPHEN BENNETT
This is the third United Nations stamp issue on
Indigenous People that features portraits which
were painted by Stephen Bennett (USA), who lives
and works in a large church (c. 1841) in Pennsylvania
that he converted into his art studio.
Mr. Bennett is a dedicated portrait painter who
travels to far corners of the world seeking out
indigenous people as subjects for his portraits.
Young, old, joyful and withered faces populate these
vibrant canvases that have been painted with layers
of translucent colours that he has hand-mixed from
pure pigments. He entices us to look deeply into
the eyes of his subjects to realize that we all share
a common humanity.
Ultimately, he is driven by a desire to complete an
international exhibition of 1,000 portraits from the
world over, painted by his own hand. This enormous
project is ambitious, but needed at a time when
the world is particularly conflicted. All too often
indigenous peoples are pushed to the fringes of
modern society. The power of these colourful
portraits and their public exhibition helps return
the beauty and relevancy of indigenous people to
a genuine level of social and cultural importance,
much to the benefit of us all.
His work has been exhibited to promote and preserve
cultures in Australia, Boneo, French Polynesia,
Indonesia, Malaysia, Mexico, Panama, Saint Maartin,
the Seychelles, the United Republic of Tanzania,
United States and the United Nations in New York.
In 2011, he explored China, Japan and Mongolia,
those subsequent portraits being included in this
issue for 2012.
Mr. Bennett has a keen sense of observation, and the
ability to bring out the beauty of the human face.
He succeeds in his artistic endeavours thanks to his
appreciation of human diversity, his generosity and
his desire to understand others. He has a special
ability to express and bring life to a face by his play
with light and his mix of amazing colours. For him,
a face is a treasure.
In 2003, Mr. Bennett founded Faces of the World,
Inc., a not-for-profit organization that is dedicated
to expanding global awareness of people through
art education and cultural
exchange. In each country
he visits, he teaches portrait
workshops and exhibits his
world portraits—together,
these help children and
adults alike take pride in their
culture through portraiture.
Faces of the World is
funded from the sale of
Mr. Bennett’s paintings,
donations and sponsorship.
For more information, visit
www.facesoftheworld.net.
Mr. Bennett states, “I am a
portrait painter because of
my passion for the wonderful
diversity of the world’s
people. My portraits convey
a fusion of my feelings for
each subject with an intuitive
use of color. I intensify
them in celebration of that
person’s existence. I hope my
portraits reveal that every
person of every race and
culture is interconnected,
indispensable and radiant
with astonishing beauty.” Mr.
Bennett extends an invitation
to all to suggest new ways
in which his work can be
used as a forum for cultural
awareness.
The first set of Indigenous
People stamps designed
by Mr. Bennett was issued
in October 2009 and the
second in October 2010.
Stephen Bennett shown with his monumental “Red Feathers”—portrait of a Highlander he met in Papua New Guinea, 2006. This
portrait is featured in the latest series of Indigenous People stamps.
When viewing Mr. Bennett’s Indigenous People series of postage stamps, keep in mind that most of the portraits are, in reality,
canvases that measure a grand 80 x 64 inch (2.1336 x 1.5240 meters), the one above being 120 x 108 inches. Every portrait that
Mr. Bennett creates is painted with vibrant colours that he has hand mixed from pure pigments.
MAIL ORDER DELAYS
Because of the continued heightened security
measures at the United Nations, all incoming mail
received at United Nations Headquarters is subject
to increased screening and processing. Incoming
mail and orders addressed to the United Nations
Postal Administration have also been affected by
these delays. On average, it takes approximately
2-3 weeks from the time an article is posted for
it to reach UNPA. Consequently, some customers
have experienced delays in receiving their orders.
For faster service in processing your order, please
visit the UNPA website at http://unstamps.un.org.
Many customers have been flooding the phone
lines with inquiries about their orders. Please be
assured that we are doing our best at UNPA to
process your orders as quickly as possible. We ask
for your patience and understanding in this regard,
as unfortunately we cannot avoid these security
issues.
