On Thursday 28th of June the GEIDB, GPCL and Eidos will be hosting Conference<br />

participants for a sponsored boat tour of the Western Basin of the Gladstone Harbour.<br />

The two hour tour leaves Gladstone Marina and travels past the RG Tanna Coal Terminal; Golding Point to view the current<br />

construction of Wiggins Island Coal Export Terminal; Fishermans Landing Wharf and the reclamation zone at Fishermans<br />

Landing Wharf North; and the LNG Export construction sites for APLNG, QCLNG and GLNG on the Curtis Island Industry<br />

Precinct of the Gladstone State Development Area before returning to the Marina.<br />

The aim of the tour is to showcase major engineering construction and port operations in the Gladstone Harbour. In particular<br />

the construction of three new LNG export plants on Curtis Island; the GPCL Western Basin Dredge and Disposal Project; and<br />

the construction of the Wiggins Island Coal Export Terminal (WICET). In addition to work under construction the harbour<br />

tour will also include a close up view of the existing RG Tanna 4 Berth Wharf and Coal Terminal; the Rio Tinto Yarwun<br />

Alumina Refinery 2 Berth Wharf; the Cement Australia Wharf; other port facilities at Fishermans Landing Wharf plus the GPCL<br />

facilities at Port <strong>Central</strong>. Technical experts will supply commentary during the tour highlighting both the new projects and the<br />

capabilities of existing port facilities.<br />

The harbour tour will provide an opportunity for Conference attendees to relax and experience the unique and beautiful<br />

Gladstone Harbour Western Basin following the initial day of intensive discussions.<br />

The value of Australia’s resource and<br />

energy exports in 2011 was $190bn,<br />

a 15% increase on the previous year.<br />

At a time of global economic stress,<br />

Australia’s resources sector has helped<br />

it weather the storm. Investment in<br />

Australian mines is at all time highs,<br />

increasing 34% between April and<br />

October of 2011 alone.<br />

The benefits of the mining boom<br />

do not come without creating<br />

challenges. Consideration for the flow<br />

of industry-generated effects into<br />

the wider community is necessary<br />

on a variety of levels. Environmental<br />

concerns regarding the impact of<br />

mining continue to present problems<br />

for the industry. Issues of use of<br />

land, both nature reserves and prime<br />

agricultural land, are becoming an<br />

issue especially with the increasing<br />

prevalence of Coal Seam Gas mines.<br />

The impact of industry is also more<br />

localised. Industry intensive areas<br />

like Gladstone, the focus of this<br />

conference, are seeing significant<br />

changes as a result of the dominance<br />

of those industries. An influx of<br />

workers has led to issues regarding<br />

housing, w<strong>here</strong> supply may be<br />

insufficient to meet demand. The high<br />

salaries offered by mining companies<br />

attracts workers both from across<br />

Australia and within the local area,<br />

which is in turn creating issues for<br />

local businesses unable to compete<br />

with escalating industry wages and<br />

consequently, the cost of living.<br />

Recently, significant scrutiny has<br />

attached to work practices for<br />

mine employees. Fly-in fly-out<br />

(FIFO, DiDo, etc) workers, who<br />

commute to the worksites and live in<br />

work camps for weeks at a time,<br />

are at the centre of the discussion in<br />

terms of the social impact of resource<br />

intensive industries. Psychological<br />

and social problems, including bullying,<br />

isolation, depression and high-risk<br />

behaviour are developing in these<br />

camps. In contrast, the significant<br />

advantages offered by these industries,<br />

in terms of developing a workforce<br />

and regional economies, are allowing<br />

this workforce to gain mobility as<br />

workers are able to maintain their<br />

lives at home whilst working in<br />

remote mining areas.<br />

Companies within the resource<br />

industry are increasingly aware of<br />

these issues that communities face,<br />

and are pursuing sustainable practices<br />

in response. In addition, sustainable<br />

development is being pursued in<br />

terms of economic growth, ensuring<br />

its manageability and ability to be<br />

continued at a steady pace over<br />

the long term.<br />

Given these issues, it is crucial that<br />

industry, government, the community<br />

and academia join together in order<br />

to effectively balance the benefits and<br />

the potential difficulties of Australia’s<br />

resource industry. The Resource<br />

Sustainability Conference 2012 offers<br />

an opportunity for these groups to<br />

share insights, discuss current solutions<br />

and look towards future innovations<br />

in the field in a joint format. In<br />

addition, keynote speeches by leading<br />

government representatives, and<br />

a presentation by leaders in the<br />

mining industry on the social impact<br />

management plan in Gladstone will<br />

Dr Ken King<br />

CEO, Gladstone Economic and Industry<br />

Development Board<br />

Dr King has undertaken the role of<br />

CEO, Gladstone Economic and Industry<br />

Development Board (GEIDB) for three<br />

periods since 2003. Dr King’s most<br />

recent appointment in the position has<br />

been since September 2010. The GEIDB<br />

is a <strong>Queensland</strong> Government statutory<br />

project board for the Gladstone State<br />

Development Area (GSDA) pursuant<br />

to the State Development and<br />

Public Works Organisation Act 1971.<br />

The key roles of the GEIDB include<br />

investment attraction for the GSDA<br />

and the Gladstone Development<br />

Region targeting large scale sustainable<br />

industry opportunities, facilitating<br />

industry and infrasturture development<br />

and providing advice to government.<br />

Professor Stephen Webb<br />

Director, The Centre for Social<br />

Research in Energy and Resources,<br />

<strong>University</strong> of Newcastle<br />

Professor Stephen Webb is Professor<br />

of Human Sciences and Director of the<br />

newly established Research Institute<br />

for Social Inclusion and Wellbeing at<br />

the <strong>University</strong> of Newcastle. Professor<br />

Webb is one of the worlds leading<br />

international researchers in the field<br />

of human services, Social Policy<br />

and is a pioneer of evidence-based<br />

practice research. His international<br />

research and publications since the<br />

late 1980s have significantly enriched<br />

the field of human services research<br />

by bringing innovative theoretical<br />

and methodological perspectives to<br />

the evaluation of social interventions<br />

and professional practice. His 2001<br />

publication: ‘Some considerations on<br />

the validity of evidence-based practice<br />

in social work’, is the world’s highest<br />

cited social work publication.<br />

Professor Bruce Muirhead<br />

CEO, Eidos Institute<br />

Bruce Muirhead is the founding Chief<br />

Executive Officer and Professor of<br />

Eidos Institute. As CEO, Muirhead is<br />

responsible for profiling the Institute,<br />

identifying and influencing emerging<br />

ideas, researching initiatives and<br />

opportunities, and implementing the<br />

management and project development<br />

requirements, as well as the initiatives<br />

that will identify and expand the Eidos<br />

goals via member collaboration. Prior<br />

to joining Eidos, Muirhead was the<br />

founding Director of The <strong>University</strong> of<br />

<strong>Queensland</strong>’s ‘Boilerhouse’ Research<br />

Centre. He has more than 25 years<br />

experience in building partnerships<br />

between the public and private sector,<br />

focusing on the connections between<br />

economic, public and social innovation<br />

in the development of community<br />

capacity at local and global levels.<br />

Since becoming CEO, Muirhead has<br />

obtained an international reputation as<br />

committed to community development.<br />

Professor John Rolfe<br />

Faculty of Arts, Business, Informatics<br />

<strong>Queensland</strong> <strong>University</strong><br />

Professor John Rolfe is a resource<br />

economist and the director of the<br />

Centre of Environmental Management<br />

at CQU. Professor Rolfe specialises<br />

in non-market valuation, regional<br />

development, environmental, resource<br />

and agricultural economic issues,<br />

and economic impact assessment in<br />

regional areas. He has 85 refereed<br />

publications, and has led a number<br />

of major research projects (> 30)<br />

over the past 10 years for a total<br />

funding value of more than $3.2M.<br />

He has a background in agriculture<br />

and operated a cattle property in<br />

the <strong>Central</strong> <strong>Queensland</strong> region for a<br />

number of years.<br />

Dr Declan Kuch<br />

The Centre for Social Research in<br />

Energy and Resources, <strong>University</strong> of<br />

Newcastle<br />

Declan Kuch has a Bachelor of Social<br />

Science from Macquarie <strong>University</strong> and<br />

honours and PhD from the <strong>University</strong><br />

of New South Wales. His PhD thesis<br />

used Actor-Network Theory (ANT) to<br />

examine the ways emissions trading<br />

schemes have been built and contested<br />

in the United States, Europe and<br />

Australia. He is currently researching<br />

innovation in the energy sector using<br />

ANT; and issue mobilization through<br />

online media. He has been an active<br />

participant in online communities<br />

for many years, including 6 years as a<br />

blogger with Larvatus Prodeo.<br />

Ms Asha Titus<br />

The Centre for Social Research in<br />

Energy and Resources, <strong>University</strong> of<br />

Newcastle<br />

Ms Asha Titus holds a Master of<br />

Philosophy degree in Sociology from<br />

the <strong>University</strong> of Oxford (UK). She<br />

has extensive research experience<br />

on the interface between work and<br />

social identity, including working with<br />

Aboriginal community development<br />

organisations in Western Australia<br />

and UNICEF in India. Her Master of<br />

Philosophy examined changing work<br />

practices, quality of work life and<br />

the internationalisation of production<br />

through outsourcing contracts. She<br />

is currently developing innovative<br />

research techniques applying her<br />

expertise as an economic sociologist.<br />

Mr Jamie Quinn<br />

Director, Jamie Quinn Consulting<br />

Jamie Quinn is the managing director<br />

of Jamie Quinn Consulting and a Senior<br />

Associate of Eidos Institute. He has<br />

specialist knowledge in sustainable<br />

development, enabling infrastructure<br />

and evidence based community<br />

engagement; and researches and<br />

speaks about Sustainable Australia. In<br />

January 2011, he addressed the World<br />

Bank Water Forum in Washington<br />

DC on urban water management.<br />

Jamie is a chair of Regional<br />

Development Australia, Ipswich and<br />

West Moreton, an a director of the<br />

South East QLD Water Grid Manager<br />

and was an inaugural <strong>Queensland</strong><br />

Water Commissioner. He was Chief<br />

Executive Officer of Ipswich City<br />

Council for 16 years to 2006 and<br />

previously was Chief Executive Officer<br />

or Deputy Chief Executive Officer in a<br />

diverse range of Councils throughout<br />

<strong>Queensland</strong> from 1974.<br />

Ms Kate Charters<br />

Convenor, Sustainable Economic<br />

Growth for Regional Australia (SEGRA)<br />

Ms Kate Charters is the convenor of<br />

SEGRA, Australia’s premier conference<br />

on regional issues is about assisting<br />

regional, rural and remote Australia<br />

to source and identify the techniques,<br />

skills and issues they need to address<br />

to achieve successful economic<br />

growth and development. Kate is also<br />

a Director of Management Solutions<br />

(Qld), a professional development<br />

and training company with particular<br />

focus on public policy issues and<br />

their implementation. She has<br />

extensive experience at senior levels<br />

of government in both service delivery<br />

and policy development roles<br />

Dr Gary Ellem<br />

Tom Farrell Institute,<br />

<strong>University</strong> of Newcastle<br />

Dr Gary Ellem received his PhD in<br />

Biophysics from the <strong>University</strong> of<br />

Newcastle (Australia) and followed<br />

on to lecture in Biology and Ecology.<br />

Now working for Crucible Carbon,<br />

he has been seconded to The Tom<br />

Farrell Institute for the Environment<br />

as Project Manager for Carbon Valley<br />

2050, a project aimed at boosting the<br />

development of Clean Industry in the<br />

Hunter. His recent work has focused<br />

on modeling and analysis of the scale<br />

and economics of alternative energy,<br />

sequestration and land management<br />

systems, as well as the development of<br />

innovative biomass technologies such<br />

as microalgae.<br />

Associate Professor Kathi Hold-Damant<br />

is a consultant architect and urban<br />

designer working on problems relating<br />

to the urbanisation of culture and<br />

the impact on urban resources. She<br />

has a particular focus on designing<br />

urban space systems that enhance the<br />

environment and build strong, healthy<br />

communities. She advises government<br />

and industry groups on a range of urban<br />

best practice initiatives. She has served<br />

on the QLD State Government’s Task<br />

Force for Transit-oriented development<br />

and currently sits on the Board of the<br />

Urban Design Alliance<br />

for <strong>Queensland</strong>.<br />

Mr Ian Ogden<br />

Innovative Regions Facilitator<br />

and Science<br />

Ian Ogden has had various leadership<br />

roles in <strong>Central</strong> <strong>Queensland</strong> in the<br />

past decade. He has a strong local<br />

government background with senior<br />

roles at Ipswich City and as the CEO of<br />

Mornington and the former Duaringa<br />

Shire Councils. Ian led the creation<br />

of the Blackwater International Coal<br />

Centre which opened in 2008. He has<br />

a firm commitment to social justice<br />

and sees innovation as the lynchpin<br />

to the regions continued prosperity.<br />

He has also worked internationally in<br />

developing economies and has been<br />

a management consultant to the<br />

resources and business sectors.<br />

Professor Jennelle Kyd<br />

As the Deputy Vice-Chancellor<br />

(Academic & Research) at CQU,<br />

Professor Kyd is responsible for driving<br />

the <strong>University</strong>’s academic, research and<br />

engagement strategic and operational<br />

agendas. Professor Kyd provides<br />

executive leadership of whole-ofuniversity<br />

strategy, operational plans<br />

and policy, and their associated<br />

planning, implementation and<br />

management. The role also involves a<br />

high degree of industry engagement,<br />

Dr Anthony Hogan is a sociologist. He<br />

is the Director of the National Institute<br />

for Rural and Regional Australia and a<br />

Fellow in Sociology at the Australian<br />

National <strong>University</strong>. His recent<br />

projects include a review of social<br />

policy in rural and regional Australia<br />

since WWII, developing a methodology<br />

for assessing socio-economic viability<br />

of rural settlements, a review of<br />

farmers’ mental health, a study on<br />

farmer suicide, assessments of the<br />

social impacts of the Murray<br />

Darling Basin Plan and a study on how<br />

farmers are adapting to drought and<br />

climate change in Australia.<br />

He is presently leading a large study,<br />

co-sponsored by RIRDC and the<br />

Cotton Communities CRC, which<br />

is examining the sustainability of<br />

Australian rural communities.<br />

Ms Vicky Myer<br />

Health and Community Services,<br />

Workforce Council<br />

Vicky Meyer is the Policy and<br />

Products Coordinator at the Health<br />

& Community Services Workforce<br />

Council. Vicky has had various roles<br />

in local and state government and<br />

not-for-profit. Vicky has a strong policy<br />

background having previously worked<br />

as a Policy Advisor for the <strong>Queensland</strong><br />

Government, w<strong>here</strong> she was involved<br />

in regional transport policy and<br />

planning. Vicky is currently responsible<br />

for coordinating the research and<br />

policy development for the Workforce<br />

Council across <strong>Queensland</strong> to advance<br />

workforce development and planning in<br />

the H&CS Industry.<br />

Dr Susan Kinnear<br />

Leader, Sustainable Regional<br />

Development Programme, Centre for<br />

Environmental Management,<br />

<strong>Central</strong> <strong>Queensland</strong> <strong>University</strong><br />

Dr Susan Kinnear is a senior research<br />

officer at CQ<strong>University</strong> Australia, w<strong>here</strong><br />

she leads a programme in sustainable<br />

regional development. Prior to this she<br />

worked on diverse and multidisciplinary<br />

projects for the CQU Institute for<br />

Sustainable Regional Development,<br />

including those on weeds, climate<br />

change and the challenges of cyclical<br />

regional growth in the Bowen Basin.<br />

She holds a PhD in the experimental<br />

environmental sciences. In 2007, Susan<br />

was named the <strong>Queensland</strong> Young<br />

Achiever of the Year (Environment).<br />

Ms Sandra Fields<br />

Managing Director, Fieldworx<br />

Sandra Fields is the founder and<br />

Managing Director of Fieldworx.<br />

Sandra is a nationally recognised<br />

community and stakeholder<br />

engagement specialist is a highly<br />

regarded social impact practitioner,<br />

facilitator and business planner.<br />

Sandra has held a number of senior<br />

management positions in government<br />

and the community sector. She is<br />

well regarded for her commitment<br />

to working alongside Aboriginal<br />

and Torres Strait Islander people on<br />

initiatives at the local, regional and<br />

national level. Sandra is passionate<br />

about bringing together people most<br />

affected by decisions with those<br />

responsible for decision-making.<br />

She is happiest when engagement<br />

strategy and business strategy align<br />

in a way that works for communities<br />

as well as business.<br />

Workforce Council<br />

Marian James has 20 years’ experience<br />

working in a variety of roles related<br />

to workforce development, including<br />

VET provision and quality, workplace<br />

literacy, working with Aboriginal<br />

community organisations, action<br />

learning in the workplace, and<br />

organisational strategic planning. As<br />

well, Marian has facilitated a range<br />

of industry consultations related to<br />

workforce development needs in<br />

community services, disability and<br />

health services. Marian is currently a<br />

Manager of the Workplace Partnerships<br />

Lindsay Greer is a Senior Research<br />

Officer with the Centre for<br />

Environmental Management and is<br />

aligned with the Sustainable Regional<br />

Development group. Lindsay has a<br />

sociology and information systems<br />

background. He is currently working<br />

on a number of important projects in<br />

collaboration with senior researchers<br />

in CQ<strong>University</strong>, Australian National<br />

<strong>University</strong>, Curtin <strong>University</strong>, <strong>University</strong><br />

of <strong>Queensland</strong> and CSIRO. Recent<br />

research has examined the social<br />

impact of mining in <strong>Queensland</strong> at<br />

various temporal and geographic scales.<br />

About the national conference Series<br />

Professor Drew Dawson<br />

Director, Appleton Institute, <strong>Central</strong><br />

<strong>Queensland</strong> <strong>University</strong><br />

Drew established the sleep research<br />

group at the <strong>University</strong> of Adelaide<br />

in 1992, which since then has grown<br />

to become the largest behavioural<br />

sleep research group in Australia. In<br />

recent years Drew has broadened his<br />

research interests, and built a broad<br />

multidisciplinary team, forming the<br />

Appleton Institute in January 2012.<br />

Currently, Eidos is partnering in<br />

support of a number of major policy<br />

projects seeking to answer some of the<br />

nations toughest and most pervasive<br />

economic and social policy challenges.<br />

These progressive topics are geared<br />

towards influencing and shaping<br />

Australian public policy. As an avid<br />

supporter of open debate and dialogue<br />

on topical public policy issues, the<br />

Eidos Institute has recognised the need<br />

for an open space for Australia’s leading<br />

and emerging researchers and policy<br />

leaders to promote and present their<br />

latest findings.<br />

The Eidos Institute’s National<br />

Conference Series 2011 provides an<br />

opportunity for researchers and policy<br />

leaders to present, promote and<br />

disseminate world-class research to a<br />

broad audience. This dissemination<br />

allows the private and public sector, key<br />

government decision makers, as well as<br />

world-class researchers to initiate and<br />

maintain dialogue, resulting in a more<br />

informed public sp<strong>here</strong>.<br />

In light of this recognition, The Eidos<br />

National Conference Series was born.<br />

Held nationally and presented by Eidos<br />

in partnership with university members<br />

and partners, is unique in that it focuses<br />

on cross-institutional engagement<br />

with universities and government<br />

nationwide, highlighting topical issues<br />

within the public policy arena and<br />

evaluating them from a platform of<br />

evidence based research.<br />
