ASSISTANCE TO
Basic principles of Permaculture are care of the earth,
care of people and return of service.
Primary goal is to repair landscapes, using natural
resources as opposed to fossil fuels.
Strives to empower people to be more self reliant, to
look for solutions rather than problems, and to value
natural resources.
Members noted the possibility for Edible Landscapes to
incorporate these concepts.
Options were discussed to strengthen the connection
between the CiB Committee and City Hall, as well as to
correct the stigma that CiB is only about flowers.
It was suggested that a composting facility should be
available at City Hallto set a progressive example.
ACTION ITEM: Brooke will raise the issue of composting at
Solid Waste Management.
Brooke Marshall, Environmental Planner, spoke on the Tree
ENVIRONMENTAL Bylaw which is going back to Council December 13 with
PLANNER FOR TREE additional information that was requested, including Tree
BOULEVARD PROGRAM Surveys and incentives for community participation.
Part of the report includes a tree planting and boulevard
maintenance incentive program. This will give information for
appropriate trees to plant in specific areas as well as weed
choking ground cover, how much water is needed, and how
to take care of a tree. City would undertake the pruning of
trees but all other care would be provided by citizens.
Environmental Planner would like to work with CiB in
developing potential contests for streets, neighbourhood
associations or individuals. Committee expressed an interest
in working more closely with the Environmental Planner in
various projects and sustainability initiatives and events, and
combining resources to encourage community involvement.
Self watering mulch basins were discussed, which would also
assist in alleviatíng volume on storm water basins.

That the Communities in Bloom Committee is in support
of collaborating with the City of Vernon in promoting a
potential incentive program for tree planting and
