THAT the City of Vernon Tree Protection Bylaw 4152 to be updated with
current staff titles; to reflect current legislative and Best Management
Practices;
AND FIJRTHER THAT the Heritage Tree lnventory be completed.
At its Committee of the Whole meeting of May 11, 2009, Council adopted the
following:
THAT Councit defers the two italicized motions below, pending further
clarification from City Staff and the Environmental Advisory Committee on how the
permitting process would impact the private citizen and their ability to control trees
on their own land; what role and authority the City's arborists would have on private
land, and any tiabilities resutting with City having authority over trees on private land;
fufther details on why the City of Vernon would want to get involved in controlling
trees on private tand; and outline the overall goal of this proposal and how it fits in
with the Official Community Plan.
1. THAT Councit supports the recommendation from the Environmental Advisoty
Committee that as part of the implementation of the OCP 2008, that Council
direct staff to create an inventory of significant and heritage trees on public and
private property in the City of Vernon and once the inventory is complete, notify
residents with these designated trees on their properties that a permit will be
required in order to significantly alter or remove these trees.
AND FLJRTHER that Council direct staff to update the existing inventory of all
trees on public propefty.
2. THAT Councit supports the recommendation from the Environmental Advisory
Committee that Councit direct staff to update the tree bylaw to incorporate issues
such as the scale of devetopment and a preferred trees list based on species and
location, as well as a restricted trees list;
AND FURTHER that the Environmental Advisory Committee recommend Council
direct staff to ertend the scope of the tree bylaw to apply to the building permit
process as well as development permits.
CARRIED.
THAT Council supporÍs the recommendation from the Environmental Advisory
Committee that Councit direct staff to develop a community tree planting program
that coincides with appropriate tong term canopy percentage goals for each
devetopment district as designated in the OCP. CARRIED.
THAT Councit supports the recommendation from the Environmental Advisory
Committee that Councit direct staff to create a program that will increase community
involvement in the maintenance of boulevard trees. CARBIED
