SUBJECT: CITY TREE CANOPY, PLANT¡NG AND PROTECT¡ON PROGRAMS AND
PROPOSED TREE BYLAW REVISION
PURPOSE:
To seek Council's endorsement of the draft tree planting, protection and boulevard
maintenance programs to promote the planting and maintenance of street and boulevard
trees for the aeéthetic, energy and community sustainability benefit of achieving tree
canopy goals throughout Vernon,
RECOMMENDATION:
THAT Council endorse the establishment of tree canopy goals for each of the three
Development Districts;
AND FURTHER, that Council endorse the establishment of education and incentive
programs to support tree protection and maintenance as well as to encourage residents to
coniribute to the enhancement of neighbourhood sustainability and beautification;
AND FURTHER, that Council authorize staff to update the existing Tree Protection Bylaw
to reflect community sustainability, air quality and stormwater quality enhancement and
Greenhouse Gas emission reduction planning;
AND FURTHER, that Council endorse the creation of a heritage tree protection bylaw in
collaboration with the Heritage Advisory Committee'
ALTERNATIVES & IMPLICATIONS:
ANALYSIS:
Council may choose to support some or none of the staff recommendations. The proposed
recommendations look to fully address issues related to street trees, heritage trees and
tree canopy goals for the city. Staff and citizens will lack the necessary policy structure to
address these issues should one or all components not be supported.
