Playspace officially named Wombat Waterhole
The City of Burnside’s Playspace at
Hazelwood Park has a new name,
Wombat Waterhole, which was selected
as part of a naming competition last year.
Nine year old Sophie of Beaumont was
successful in coming up with the name
out of 57 entries.
City of Burnside Mayor, David Parkin,
said Council was looking for a fun and
innovative name that reflected the
characteristics of the playspace and its
surrounds.
“I’m pleased to announce Wombat
Waterhole as the name of the
Hazelwood Park Playspace.
On behalf of the City of Burnside I
would like to congratulate Sophie on her
successful entry and thank all of those
who entered,” said Mayor Parkin.
Sophie will receive a $50 gift voucher
and will be asked to jointly open
Wombat Waterhole with the Mayor at
an official ceremony in the next few
months.
The $600,000 playspace, which opened
Newspix/Helen Orr
It features two slides, one of which is a
dual slide, a dry river bed watercourse
featuring lush native garden beds, dual
flying fox, spinners, a Liberty Swing
donated by Variety SA, a five metre tall
rope climbing net and a four way swing.
The project, built in consultation with
the local community, schools and
organisations, was funded by the City
of Burnside, in addition to a Federal
grant of $220,000 from the Regional and
Local Community Infrastructure Program
and a State grant of $165,000 from
the Department of Planning and Local
Government.
$37.5 million budget adopted for 2011/12
A focus on improved tree maintenance
and management, additional funding
for core infrastructure services such
as roads, footpaths, waste, plus more
funding for community services and
facilities are key outcomes of Council’s
2011/12 Annual Business Plan and
Budget.
Council adopted the Plan at a meeting
on Tuesday, 28 June 2011.
The Annual Business Plan anticipates
a total expenditure in 2011/12 of $37.5
million, which includes funding of almost
$9.8 million on capital and infrastructure
asset projects.
Mayor’s report
The new financial year brings a new
Annual Business Plan and Budget.
Thank you to the many citizens
who participated in the community
consultation process associated with
the framing of the Budget. The projects
proposed for 2011/12 will bring benefits
over a broad spectrum of locations and
activities.
74 projects or programs were scheduled
to be undertaken last year in the
2010/11 Annual Business Plan. 57 are
complete and a further 8 well underway
but not yet complete. Work on the 9
projects not yet commenced will occur
in 2011/12. This is a good achievement
by Council staff in a busy year.
The Minister for State/Local
Government Relations, the Honorable
Russell Wortley, announced that he
will conclude the Independent Inquiry
into activities of the previous Burnside
Council. Your Council is disappointed
that Burnside residents will not get
so see some form of a report on this
matter. Nevertheless, we will work with
the Local Government Association and
the Minister to identify and remedy
shortcomings in the Local Government
Act exposed during the term of the
previous Council to ensure that lessons
learned during this unfortunate episode
are not lost.
None of this recent history has any
bearing on your present Council,
which has moved on. It is working
cooperatively and effectively for the
Burnside community.
Council recently appointed four
new Independent Members to our
Development Assessment Panel, which
makes decisions on development
applications in accordance with the
requirements of the Development Act.
Three Elected Members make up the
balance of the seven member Panel.
There were many high quality applicants
and nine were short listed for interview.
Thank you to the former Independent
Members Mike Canny, Peter Dungey,
Don Donaldson and John Hunt for their
considered and intelligent contributions
over the past two years.
Council recently decided to increase
the Independent Members of our Audit
Committee from one to two. We also
had a very strong field from which to
select for this Committee. I thank retiring
Independent Member Laurie Koslovic
for his guidance during his term of office.
I have been surprised and profoundly
impressed by the calibre and number
of experienced professionals prepared
to offer the benefit of their skills and
experience to the City of Burnside as
Independent Members of Committees.
I have been equally impressed by the
large and diverse programs run by
Burnside that are totally dependent on
volunteers. Community spirit is alive
and thriving in Burnside.
David Parkin
Mayor of Burnside
New Audit Committee Members appointed
Council welcomes newly appointed
Independent Members Peter Agars and
Lisa Scinto to the Audit Committee.
With strong backgrounds in financial
reporting, internal controls and auditing,
they will assist the Elected Member
representatives in providing guidance
and review in relation to Council financial
and risk matters, and as a group, provide
recommendations for adoption by
Council.
Elected Member representatives include
Mayor David Parkin, Councillor Mark
Osterstock (Chair) and Councillor
Michael Capogreco.
The Audit Committee meets bi-monthly
on the first Tuesday of that month in the
Mayor’s Parlour at 6 pm.
The next Audit Committee meeting will
be held on Tuesday, 6 September 2011.
Council thanks retiring Independent
Member Laurie Koslovic who served on
the Committee for the past four years.
New DAP Members
The Burnside Council has appointed
a new Presiding Member and three
Independent Members for the next
two years to the City’s Development
Assessment Panel (DAP).
Those successful were Paul Leadbeter,
who becomes the new Presiding
Member, and Stephanie Johnston,
Bruce Harry and Andrew Hillier who
become Committee Members.
The interview panel believed the skills
and experience of Leadbeter (Lawyer),
Johnston (Planner), Harry (Heritage
architect) and Hillier (Engineer) would
be the most desirable mix for their role
on the DAP.
They join the Burnside Council Elected
Member representatives of Councillor
Helga Lemon, Councillor Grant Piggott
and Councillor Robert Hasenohr.
Council also thanked the services of
former Independent Members Mike
Canny, Peter Dungey, Don Donaldson
and John Hunt for their contributions
over the past two years and assisting
in a smooth transition since the
November Council elections.
The DAP makes decisions on
development applications in
accordance with the requirements of
the Development Act and provides
advice to Council on trends, issues
and other matters relating to planning
or development that have become
apparent during the assessment of
development applications.
Increased funding for the Burnside Library is one of the key features of the 2011/12 Annual Business Plan and Budget
$37.5 million budget adopted for 2011/12
Continued from page 1.
Highlights of the 2011/12 Annual
Business Plan include:
• $1.6 million for road resurfacing;
• $1.3 million for footpath upgrades or
repairs;
• $1.1 million for road kerbing and
gutter renewal;
• $1.3 million for stormwater drainage
works;
• $507,000 for traffic management
study and improvement projects;
• $416,000 for the purchase of new
Library stock (including State
Government contribution);
• $301,000 towards improvements in
the Community Transport Program,
with the replacement of two
ageing community buses and the
introduction of a car based service;
• $220,000 for irrigation upgrades
on the road reserves of Alexandra
Avenue and Prescott Terrace;
• $197,000 towards the Brown Hill and
Keswick Creek Stormwater Project;
and
• $85,000 towards maintenance at the
Chelsea Cinema.
For the past few years the City of
Burnside has had an operating deficit,
meaning that each year we are
spending more money than we are
generating in income.
However, Council has a Long-Term
Financial Plan that sees this figure
reduced over time without the need for
a reduction in the amount or quality of
services or facilities we provide.
Council has budgeted for a total
operating deficit in 2011/12 of $1.35
million, which is a reduction of
$209,408 compared to the budgeted
figure from 2010/11.
Each year the City of Burnside
receives approximately 84% of its
income through the collection of rates.
The remainder primarily comes from
government grants or subsidies and
user charges.
For 2011/12, the City of Burnside has
determined an average rate increase
of 6%.
Council continues to provide
assistance or options for residents who
may experience financial difficulties.
These include payment plans,
government concessions, rate rebates,
rate capping, hardship provisions and
postponement of rates.
Almost 400 responses were received
on Council’s Draft Budget during two
rounds of community consultation.
Feedback was received via two public
meetings, written submissions, the
Online Community Panel and the
Budget Allocator.
The City of Burnside was the first
Council in South Australia to use the
Budget Allocator, an online community
engagement program that enables
users to select which projects they
would like to see undertaken within an
allocated budget.
Council would like to thank all of those
who participated in the budget process.
A full list of projects or a copy of the
2011/12 Annual Business Plan and
Budget is available for viewing at
the Civic Centre or at www.burnside.
Members of the Men’s Shed have recently been working on two outdoor benches for Milpara Nursing Home
Burnside hosts inaugural SA Men’s Shed conference
Sheds have been a traditional place for
Australian men to take time out or work
on projects. It’s a safe, relaxed and fun
environment – and this hasn’t changed.
Sheds have expanded from the back
yard and are now community hubs
bringing men together with an aim to
combat isolation.
There are over 70 community Men’s
Sheds in South Australia, providing
a fun and supportive place for social
interaction where men can actively
participate in community projects.
They also help men to forge new
relationships, increase self-confidence
and independence and maintain an
active mind and body.
The City of Burnside recently hosted the
inaugural South Australian Men’s Shed
Conference on 23 May 2011, which was
opened by Mayor David Parkin.
Approximately 40 representatives from
across the State gathered to highlight
the importance of Men’s Sheds and the
valuable role they play in the community.
It was also an opportunity to celebrate
the achievements made through the
program and learn about the different
projects the Sheds are undertaking.
The Eastern Region Men’s Shed
supports isolated older men over the
age of 65 living independently in the
Cities of Burnside, Norwood Payneham
and St Peters and Campbelltown.
The Shed is busy with power tools,
conversation and laughter while men
work on a number of community, group
and individual projects.
Some of the projects the groups have
worked on include:
• making possum and bird boxes for
Burnside’s Biodiversity Unit and
Fauna Care and Rescue;
• making special cabinets, pellenberg
boxes, movement boards and
educational toys for disability
organisations;
• fixing toys for the Burnside Toy
Library; and
• building new toys to donate to
charitable organisations.
There’s no pressure to work on projects;
men can simply come along to chat.
The Eastern Region Men’s Shed runs
four groups a week and is funded by
Home and Community Care (HACC)
and managed under the auspices of the
City of Burnside. Two additional groups
will be implemented this financial year
as part of the City of Burnside’s 2011/12
Annual Business Plan and Budget.
Puppet shows educate on waste reduction
A new initiative by the Eastern Region
Alliance (ERA) is teaching children from
local schools the importance of waste
management and reduction by hosting
puppet shows.
Over 1,200 primary school children
from 21 schools in the eastern region
participated in the ‘Don’t Waste It’
educational puppet shows performed
by one of South Australia’s leading
puppeteers, Sue Harris Puppets.
Launched in June 2011 as part of
National Environment Day, the shows
are a fun and interactive way to raise
awareness of environmental issues and
to encourage people to become proactive
in caring for their environment.
dogs over the age of three months must
be registered with their local Council.
It is the responsibility of the owner to
Council sent out renewal notices in
31 August 2011. If you are a dog owner
and haven’t received a notice, please
call the Council on 8366 4239.
