Traffic control is very important to the environment.<br />
<strong>BELLIS</strong> presents practical solutions and lays the ground for the future.<br />
<strong>BELLIS</strong> has been setting the standards for future-oriented, modern and environmentally-friendly traffic<br />
measures in Brunswick since 2006. “Land of milk and honey for drivers,” is how the FAZ* described<br />
the benefit to road users in Brunswick and said the following about the use of innovative technologies:<br />
“There is no other comparable or more extensive test area in Germany.”<br />
<strong>BELLIS</strong> indeed constitutes an unusual model. Originally established to implement municipal traffic<br />
measures in Brunswick as a private project company, <strong>BELLIS</strong> has in the meantime developed into much<br />
more. <strong>BELLIS</strong> pragmatically and efficiently takes up anything that promises to optimize and produce<br />
immediate improvements to concrete municipal traffic management and, in particular, that promises to<br />
enhance environmental-friendliness. Which is something that Brunswick road users are aware of every<br />
day. Besides that, <strong>BELLIS</strong> also participates as a competent partner and driver in scientific projects<br />
that are aimed at developing innovative, environmentally-oriented traffic technologies and tests the<br />
actual effects of the results of these projects in practical use in the city of Brunswick. It is in this<br />
way that <strong>BELLIS</strong> makes a decisive contribution to unique, innovative and future-proof solutions for<br />
environmentally-oriented measures designed to manage traffic.<br />

<strong>BELLIS</strong> provides comprehensive services for municipalities<br />
to all aspects of modern and environmentally-oriented<br />
traffic management. <strong>BELLIS</strong> is able to deliver the<br />
full range of services related to traffic-light systems,<br />
parking-area/traffic control, traffic technology and<br />
signs. We will handle traffic-engineering tasks using the<br />
most up-to-date technologies. Our performance spectrum<br />
includes the range of municipal operator models<br />
for highly modern traffic-management solutions that<br />
may be adapted in scale to suit individual municipalities‘<br />
requirements and needs.<br />
<strong>BELLIS</strong> works with its partners to create environmentally-oriented<br />
traffic-management systems for its customers.<br />

<strong>BELLIS</strong> creates environmental<br />
awareness in everyday road use.<br />
We work in the real world and are so our experience<br />
means that we know the practical solutions to<br />
a municipality‘s needs. Over recent years, <strong>BELLIS</strong><br />
has done and achieved much in the implementation<br />
of environmentally-friendly solutions.<br />
Our employees use delivery bicycles, Segways and<br />
electric cars to get around Brunswick in an environmentally-friendly<br />
way and their daily work is simplified<br />
with the help of these flexible vehicles. Existing<br />
traffic-light systems that use conventional lighting<br />
equipment are being gradually replaced with energy-saving<br />
systems that employ LED technology.<br />
<strong>BELLIS</strong> gets the power it needs for traffic-signal systems<br />
from renewable energies (100% hydroelectricity).<br />
Such intelligent traffic-management instruments<br />
as the traffic-light control and the parking-guidance<br />
system that <strong>BELLIS</strong> helped develop are assisting the<br />
city in its efforts to considerably reduce fine-dust<br />
and minimize CO 2<br />
emissions.<br />
Exemplary solutions have been created in this way.<br />
They help to sustainably fulfil the municipal obligations<br />
that have been specified in clean-air plans –<br />
and are able to do so without the need for setting<br />
up permanent and restrictive environmental zones.<br />

realization of their obligations to implement the<br />
traffic measures defined in the clean-air plans.<br />

VEHICLE FLEET<br />
TRAFFIC LIGHTS<br />
<strong>BELLIS</strong> uses alternatives to equip its own vehicle fleet.<br />
For instance, delivery bicycles are being increasingly<br />
used for installation, cleaning and repair work. Segways<br />
are frequently the more environmentally-friendly<br />
alternative to motor vehicles, particularly for traffic<br />
engineers.<br />
Around 19% of the power required worldwide is consumed<br />
by lighting equipment and bulbs. LED lamps<br />
possess extremely longer lifespans and require considerably<br />
less energy than conventional lighting systems<br />
do.<br />
That‘s why <strong>BELLIS</strong> is gradually converting all traffic-light<br />
systems to use LED technology throughout.<br />
CO 2<br />
REDUCTION<br />
Modern traffic- and parking-control measures are able<br />
to reduce carbon-dioxide emissions considerably. Intelligently<br />
controlled progressive signalling systems<br />
ensure that traffic flows as smoothly as possible without<br />
causing any unnecessary CO 2<br />
emissions that usually<br />
occur when vehicles are forced to wait at traffic<br />
lights or get caught up in stop-and-go traffic jams.<br />
Innovative parking-control systems help people find<br />
parking spaces quicker and thus also eliminate unnecessary<br />
traffic flows and therefore considerably reduce<br />
CO 2<br />
emissions.<br />

<strong>BELLIS</strong> – the driving force behind<br />
entirely new solutions.<br />
<strong>BELLIS</strong> has worked with its partners to develop the<br />
UVM* environmentally-friendly traffic-management<br />
system. UVM is unique. It constitutes the currently<br />
most innovative and technologically leading solution<br />
for environmentally-oriented traffic measures on the<br />
municipal sector.<br />
A new approach is required because increasing<br />
quantities of traffic are causing pollutant emissions<br />
to rise. And planning for the future also requires<br />
functioning concepts that will reduce the emissions<br />
of fine dust (PM 10<br />
), nitrogen dioxide (NO 2<br />
) and carbon<br />
dioxide (CO 2<br />
). The permanent measures that have<br />
been employed to date, e.g. environmental zones<br />
and traffic bans, are static and restrictive. But dynamically<br />
changing parameters – fluctuating traffic volumes<br />
and changing meteorological conditions – mean<br />
that such measures often quickly reach their limits.<br />
So a solution is needed that doesn‘t only measure<br />
pollutant emissions and then creates static solutions<br />
in response to these measurements but that makes it<br />
possible to develop measures to manage traffic that<br />
are dynamic.<br />
This solution is called UVM. UVM has been incorporated<br />
and tested as a pilot system within the trafficmanagement<br />
system implemented in the city of<br />
Brunswick and is now available to the market as a<br />
fully developed solution. The system constitutes a<br />
major milestone in the development of modern<br />
traffic concepts and sets standards for the future.<br />
UVM is a service being offered to municipalities<br />
wishing to optimize their traffic infrastructure in<br />
an environmentally-oriented fashion.<br />
<strong>BELLIS</strong> initiates, coordinates and creates answers for<br />
future solutions to municipal traffic problems.<br />

UVM – ENVIRONMENTALLY-ORIENTED TRAFFIC<br />
MANAGEMENT IN THREE STAGES:<br />
DYNAMIC ENVIRONMENTAL<br />
1. MONITORING<br />
The solution developed by <strong>BELLIS</strong> and its partners produces a dynamic register<br />
of the environment. Emissions by traffic are modelled on the basis of traffic-data<br />
measurements that are already available. These calculations are verified with the<br />
aid of measuring containers operated by the state‘s environmental authority. The<br />
data that is thus validated in this way may then be used to determine emissions at<br />
any place within the city without the need to install measuring containers everywhere.<br />
The data is collected in a register and presented graphically in a map of the<br />
municipal grid. This is the prerequisite for online-based, effective and dynamic environmental<br />
monitoring.<br />
2. EFFICIENT<br />
TRAFFIC CONTROL<br />
The up-to-date data measurements allow traffic-control measures to be derived<br />
that help make a quantified contribution to reducing traffic-related emissions. They<br />
are initiated in a targeted manner so that they are only implemented in limited areas<br />
and for limited periods of time. Bundles of traffic-control measures are appropriately<br />
downgraded and deployed so that emissions may be specifically reduced in<br />
critical areas. The result is an optimum mix of measures designed to make traffic<br />
flows more constant and to eliminate concentrations of traffic by spreading it out.<br />
3.FORECAST MODULE<br />
In future, a forecast module will be added to the system that will enable corresponding<br />
preventive measures to be initiated. The pollutant emissions will be calculated<br />
on the basis of traffic forecasts with the resulting appropriate traffic measures<br />
being derived from these calculations. Road users will be informed in advance<br />
and at an early stage about current traffic measures and their causes. The consequence<br />
will therefore also be a greater acceptance of restrictive measures in road<br />
users.<br />
UVM is a concrete and pioneering solution that has been fully developed in practice<br />
to achieve environmentally-oriented progress in modern traffic-management<br />
systems.<br />
