Demonstrating Safety
to the Public
In 1987, Transmission & Distribution
launched a pilot program to build public
awareness of safety around electricity and
electrical equipment, in which Southern
California Edison’s linemen used electrical
safety demonstration boards to showcase exposure
to high-voltage dangers. These interactive
demonstrations proved to be a success at community
events across Southern California Edison’s
service territory in spreading the importance of
electrical safety.
The boards, which are electrified at 12,000 volts
and must be operated by Qualified Electrical Workers,
show vivid examples of what can happen in real
circumstances such as a kite getting stuck in power
lines or a downed wire falling on top of a car. The
demonstration uses metal figures of people to show
what can happen when a person makes contact with
energized power lines or surfaces, directly or with
tools, creating dramatic power arcs. The demonstrations
are given at fairs, festivals, schools and fire and
police departments.
“After one presentation, I heard some kids saying
they learned to not play on the green boxes [pad
out of the San Joaquin Valley service center
and a lead presenter for the boards. “It’s a great
feeling to know we’re getting the message across.
Kids tell their family and friends, and at the end
it could possibly save a life.”
With the demand for the presentations
growing, and the potential for spreading SCE’s
public safety messages—at one event alone
this year, more than 6,000 people viewed the
demonstration—Rocha notes the
need for more presenters and boards.
“Linemen are the experts on electricity
energy
vampire
electronics
Some appliances and electronics constantly
consume electricity, even
when they appear to be off, earning
the name “energy vampires.”
According to the U.S. Department
of Energy, vampire appliances account for approximately
five percent of the average home’s annual
energy consumption. For example, a television, or
any household device operated by remote control,
consumes electricity as it waits for a signal to be
turned on. Computers and cell phone chargers are
also common culprits, with some power adapters
wasting as much as 50 percent of the power they
consume. In total, standby power adds up to $100
per year to your electric bill.
To slay energy vampires, either unplug electronics
when not in use or use a smart power strip,
which recognizes when appliances switch to standby
mode and automatically cuts power to that device.
Energy Star-qualified appliances also have technology
built in to reduce the amount of standby power
used when the appliance is turned off.
A Day in the Life of an
Operator Mechanic
The Grant Town coal-fired plant in
northern West Virginia has been
home to Operator Mechanic Jeremy
Clovis for his 16-year career at Edison
Mission Group. As part of the Operations
group, Jeremy ensures the plant stays operational
by inspecting equipment, performing
maintenance as appropriate and writing up work
requests when more extensive repairs are needed.
“You have to be flexible to do this work,” Jeremy
says. “One day it can be pretty quiet, and the
next you’re working on your feet the entire 12-hour
shift, getting everything online and the plant back
to generating its full 80-megawatt capacity.” The
Operations group provides 24/7 support to the
plant, working alternating 12-hour day and night
shifts between 6 a.m. and 6 p.m.
On his rounds today, Jeremy discovers a tube
leak on one of the plant’s two boilers. To get the
boiler back online as quickly as possible, Jeremy
must work with others on shift to follow clearance
procedures—an hour-and-a-half process that
involves removing equipment from service such
as pumps, burners and gas valves, and opening
breakers and marking them with caution tags—so
it’s safe for maintenance teams to go in and make
repairs. A boiler leak is typically a 30-hour repair
job. In this case, after initial repairs are made, tests
show an additional leak,
so the entire clearance
Jeremy says. “That’s why safety is our top priority,
and we err on the side of caution, taking the time
needed to make sure everyone stays safe.”
“My favorite part about this job is mentoring the
next generation coming in, who I call ‘sponges’—
they want to learn everything,” Jeremy says.
First Responders
Volunteer firefighters
perform safety drills
at the Edison Mission
Group Lookout wind
farm in Somerset
County, Pa.
When it comes to electrical safety
and the specialized facilities that
produce and distribute energy,
Edison International employees
are the experts who provide local
first responders with information
and awareness training on critical safety issues.
Edison Mission Group has wind farms in locations
across the United States, frequently in remote areas
served by volunteer fire departments. “Before we build a
new project, we reach out to local first responders,” said
Edison Mission Group Director of Health & Safety, Wind
and Construction, Carlos Diaz. “We explain the hazards
and risks associated with the site and outline the best
ways they can assist our on-site rescue personnel.” This
might mean simply providing medical attention to employees
once they’re brought down from a wind tower, or
in other cases, first responders might receive specialized
training. “Because there are so many remote wind farms
in New Mexico, we worked with the New Mexico Fire
Academy to provide high-angle rescue training, which
involves using ropes for rescues in steep terrain,” said
Diaz.
EMG’s coal-fired plants are often located near more
established fire departments. So efforts in these locations
are less about training than outreach. First responders
receive information on fighting coal fires and
are invited to tour sites and to participate in drills such
as confined space rescue, which focuses on rescue in narrow
and constricted spaces.
Southern California Edison also works with local communities
to grow first responders’ awareness of electrical
10 insideedison • http://inside.edison.com
safety. With 10 years of law enforcement experience and
25 years at SCE, Senior Patrolman Randy Adams’ background
makes him well qualified to work with police departments
on electrical safety training. “It started with
friends in law enforcement asking me questions about
electrical safety,” said Adams. “I developed a course curriculum
for electrical safety, and the state of California
will reimburse law enforcement departments for their
officers’ attendance time at my class.” Adams does this
work mostly on a volunteer basis with the support of
Transmission management. “I’ve received letters saying
that what I’ve taught has helped officers change their behaviors,
and in some cases saved lives,” said Adams.
Adams puts to use tips and safety practices featured in
SCE’s “Electrical Safety for First Responders” program.
In 2005, Corporate Security’s Troy Whitman led the creation
of the program’s centerpiece, a 45-minute video,
which has since been distributed to every fire and law
enforcement agency in SCE’s service territory.
Over the last seven years, in their roles as fire management
representatives, Whitman and his colleague Randy
Marsile have worked one-on-one with fire agencies to
build awareness of electrical hazards, providing critical
information on how to safely respond to incidents involving
various types of electrical facilities. They continue to
partner with federal, state and county fire agencies to
develop information that’s aligned with current policies,
terms and procedures. “After our in-person presentations,
we often hear firefighters say this is the best electrical
safety training they’ve ever had,” said Whitman. “It’s
the best thing when people tell us they learned something
new that will help keep them and the public safe.”
Fire Management Representatives Randy Marsile (center)
and Troy Whitman greet a visitor to the Operations Support
Emergency Preparedness booth at the Operational Excellence
Putting Theory into Practice
Whether you’re building a warehouse from
the ground up or replacing your skylights
at home, making energy efficient
choices can save money and reduce environmental
impacts. Southern California Edison’s Energy Education
Centers in Irwindale and Tulare provide tools
and training to help business owners, architects,
contractors and the general public maximize their
projects’ energy efficiency.
Aerial view of the Tulare Energy
Education Center.
Making Technology Accessible
Newly renamed, the centers formerly known as
CTAC (Customer Technology Application Center)
and AgTAC (Agricultural Technology Application
Center) originally aimed to research and showcase
emerging technologies that would provide growth
opportunities for SCE but often weren’t yet commercially
available. As the utility’s focus shifted
to energy efficiency, the centers began providing
The Irwindale Energy Education Center is home to
a solar-powered electric vehicle charging station.
customers with practical information on available
technologies, as well as education and training on
energy efficiency.
Over time, the centers expanded their scope to include
topics targeting commercial customer needs,
such as foodservice technologies and solar-powered
systems. Through workshops, seminars, displays,
working labs, demonstrations and technical consultations,
the centers let the public learn hands-on
how to save energy and money.
At the Irwindale center, which focuses on energy
efficiency for commercial customers, the Smart Energy
Experience also lets visitors interact with smart
technologies in a “home of the future.” The Tulare
center provides an added agricultural focus, with
outdoor demonstration areas showcasing irrigation
technologies,” said Doug Campbell, manager of the
Irwindale center. “The centers provide a public face
to the company’s integrated demand-side management
and sustainability efforts, and over 70 percent
of our clients from both centers take action to participate
in programs to save energy and money.”
Getting Customers Involved
In 2011, the centers launched a new digital media
strategy encouraging two-way interaction. Center
visitors can sign up for email updates on selected
their learning to the next level. Some
of the programs or incentives the centers
promote require specialized tools,
such as kilowatt loggers and thermal cameras. The
library lets business and residential customers borrow
these tools free of charge by visiting the centers
in person or by submitting a request online.
Modeling Improvement
As part of an effort to streamline operations, the
centers recently implemented a new Event Business
Management System, which makes it easier
to schedule events and register attendees. “Before
EBMS, we had one group of people handling logistics—for
instance, making sure classrooms were
scheduled properly—and another group handling
registration,” said Suzanne Middelburg, director of
Business Customer Support Services. “EBMS combines
these processes into one system for both centers,
reducing manual work and errors.
“With an annual cost savings of $136,000 and
increased workflow efficiency, we’ll be even better
able to meet our visitors’ needs in the coming years.”
Outdoor exhibits at the
Construction Continues on Broken Bow Wind Farm
Construction restarted in April
on Edison Mission Group’s
Broken Bow wind farm near
Broken Bow, Neb., after a winter
shutdown following the farm’s
October 2011 groundbreaking.
Approximately 100 workers
will be on-site during peak
construction of the wind farm,
which will generate 80 megawatts
of energy once completed.
All power produced will be sold
to the Nebraska Public Power
District under a 20-year power
purchase agreement.
The wind farm will provide
nearly $900,000 in property
Ted Craver, Edison International Chairman and CEO,
speaks at the 26th Electric Vehicle Symposium in Los
Angeles, Calif.
Edison International co-sponsored the 26th
International Electric Vehicle Symposium in
Los Angeles, Calif., May 6 to 9. The Electric Drive
Transportation Association coordinated the event,
which aimed to educate the public on solutions
that enable the electrification of transportation.
“We used to dream of the day when refueling
your car would be as simple as recharging your
cell phone,” said Ted Craver, Edison International
Chairman and CEO and speaker at the event.
“That day has arrived. Our goal is now to make
that a reality for every consumer and to continue
working together to electrify our drive.”
In May, Edison International awarded
45 Howard P. Allen scholarships to the
children of Edison International employees
and retirees. The program offers 10
$20,000 and 35 $2,500 scholarships to
academically talented, highly motivated
and community-minded students going
on to community colleges and four-year
colleges and universities.
On May 18, Southern California Edison Transmission
& Distribution crews partnered with
researchers from West Virginia University to attach
satellite transmitters to two eagle chicks living
in nests on SCE transmission towers. The
transmitters will track the birds’ daily movements
and provide information that shows where the eagles
spend time. SCE will use this information to
help identify sites for renewable energy projects,
such as wind and solar, while reducing the potential
impact on golden eagles.
“Helping researchers improves SCE’s relations
with the government agencies we frequently work
with on our desert projects,” said Kara Donohue,
SCE senior biologist. “Golden eagles are a topic of
special interest to both federal and state agencies,
and it’s great when we can collaborate to expand
our knowledge of this species.”
2012 Howard P. Allen Scholarship
“The recipients were selected from
an extremely competitive pool of candidates,”
said Virginia Valencia, Community
Investment project manager. “We congratulate
each recipient for their dedication
to academics and the community.”
Investigating
Falsification of Records
A
manager reported several instances
in which an employee may have
submitted false information about
the employee’s whereabouts and
may have falsified timesheet entries
and expense reports. The manager also had concerns
about this employee’s non-business use of
the Internet.
The manager explained that, unlike other field
positions where a manager sets schedules and
maintains calendars, employees in this position
schedule and maintain their own calendars and
deal directly with clients, so there is no central
managerial oversight of their calendars. In this
case, employees document interactions with clients
by phone calls or email.
The Investigation
The investigator conducted a detailed forensic examination
of the records, including mileage, airline
tickets, other expenses and email and Internet
activity. The investigator also interviewed the employee
and others who had had appointments with
the employee.
Ethics and Compliance Helpline
Raise employee and public safety, legal, ethical,
financial, compliance or business issues with
your supervisor, report them online at www.
EthicsHelplineOnline.com or call the Helpline at
800-877-7089, choosing to identify yourself or remain
anonymous.
The Findings
The investigator’s findings verified the allegation
of providing false information regarding the employee’s
whereabouts on several occasions. The
employee’s falsification of expense reports and
timesheets was also confirmed.
Additionally, the employee admitted to using
SameTime Connect for non-work-related
conversations and browsing the Internet for
non-work-related information through the company’s
computer and BlackBerry during the
workday, almost every day. The amount of usage
was beyond the incidental personal use permitted
by the company.
The investigation determined the employee
violated the Company Records and Property elements
of the Ethics and Compliance Code, the
Human Resources Policy on Professional Conduct
and the Employee Expense and Travel Policy. In
addition, the employee wasn’t truthful during the
investigation.
The Consequences
The individual’s employment was terminated.
Key Takeaways
All Edison employees occupy positions of trust,
a trust which this employee clearly violated, not
only by behavior, but also by lying during the
investigation.
As Edison’s Ethics and Compliance Code
says, “Our working time is a company asset that
we should not misuse … wasting any significant
amount of company-paid time is a form of theft.”
