June 1 through September 30. Malfunction of this system must be reported<br />

to the train dispatcher.<br />

Effective 06:00 Monday, July 28, 2003 the main track between<br />

Switch MP 105.1 and Switch MP 110.7 is changed from the west<br />

track to the east track. The former main track between these points<br />

is designated South <strong>Anchorage</strong> Auxiliary Track between Switch<br />

MP 105.1 and MP 109.5 Crossover, and Spenard Siding between<br />

MP 109.5 Crossover and Switch MP 110.7. Until the main track<br />

under contruction between Switch MP 105.1 and Switch MP 105.8 is<br />

connected (September, 2003), Switches MP 105.1 and MP 105.8 will<br />

be left lined and locked for movement through South <strong>Anchorage</strong><br />

Auxiliary Track.<br />

When detaching locomotives and/or cars at terminals where facilities are<br />

available for immediate air brake inspections and repairs:<br />

1. Place the automatic brake valve handle in the HANDLE OFF/CONT<br />

SVC position, to reduce brake pipe to near 0 psi.<br />

2. When the brake pipe reduction is complete, and the air has stopped<br />

exhausting, close the angle cock on the locomotive and/or cars that will<br />

be detached with the locomotive.<br />

3. Leave an angle cock on the head or rear portion of the train or cars left<br />

standing in the fully open position.<br />

4. Immediately apply a sufficient number of hand brakes on the equipment<br />

left standing as prescribed by rule 63.10.1.<br />

Subject: Air Brake and Train Handling Rule Changes and<br />

Cancellation of General Order 20.<br />

REPLACE: That part of Timetable No. 131 Special<br />

Instructions Item 86.0 referencing 64.12.1, Operating on a Grade,<br />

additions, with the following:<br />

8. On ascending grades crew members must consider tractive<br />

effort/amperage, curvature of track, weather and rail conditions<br />

when deciding whether to initiate a stop of a train that could stall.<br />

If the speed of the train decreases to a point that the crew<br />

determines the train could stall the engineer must prepare for a<br />

stop by immediately making brake pipe reductions while<br />

reducing throttle until train has stopped. The brake pipe<br />

reduction should be sufficient to ensure that the train will not<br />

move when the throttle is placed in idle. These instructions do<br />

not supersede the information contained in ABTH 64.4.2,<br />

Continuous Short Time Ratings.<br />

If the train begins moving backwards as throttle is reduced the<br />

engineer must immediately place the reverser in the direction of<br />

rollback and apply the dynamic brakes to control speed. Brake<br />

cylinder pressure must be kept below 15 psi for effective<br />

dynamic braking.<br />

If the speed of the train cannot be controlled the engineer must<br />

immediately place the train in emergency. SD70MAC and GP<br />

locomotives have continuous dynamic braking that remains<br />

available after an emergency application.<br />

Do not attempt to reset the PCS until the train has come to a<br />

complete stop. After the train has stopped properly secure the<br />

train per Timetable Special Instructions Item No. 83.31,<br />

Determining Number of Hand Brakes. Once train is secured<br />

move the automatic brake valve to the RELEASE position to<br />

recharge the brake system. The conductor must confirm with the<br />

engineer the maximum tonnage that can safely be handled over<br />

crest of grade before releasing hand brakes and proceeding.<br />

REPLACE: That part of Timetable No. 131 Special<br />

Instructions Item 86.7 referencing END OF TRAIN DEVICES<br />

with the following:<br />

If this failure occurs en route:<br />

• Do not exceed 30 m.p.h. until the failure is corrected<br />

or<br />

• Another method of compliance is secured by one of the<br />

following methods:<br />

— Occupied helper locomotive with operating radio<br />

— Occupied caboose with operating radio<br />

— Radio-controlled locomotive (DP)<br />

Procedure Using 3A: Follow this procedure when leaving<br />

unattended equipment where it will not receive an inspection<br />

or where an emergency application of the brakes would be<br />

practicable (e.g., grade operations, setting out cars on line,<br />

etc.).<br />

Procedure using 3B: Follow this procedure when leaving<br />

unattended equipment where it will receive an inspection or<br />

when the temperature is below 25 degrees F and the<br />

possibility of sticking vent valves exists.<br />

1. Secure equipment against undesired movement.<br />

2. Release all air brakes to ensure hand brakes will prevent<br />

movement.<br />

3. A. Reapply the Independent Brake.<br />

B. Reapply the Independent Brake and place the automatic<br />

brake valve handle in the CONTINUOUS SERVICE position<br />

to reduce brake pipe pressure to near 0.<br />

4. Close the angle cock on rear locomotive or last car to be<br />

detached.<br />

5. Cut away and leave the angle cock open on the equipment left<br />

standing.<br />

NOTE: If Standard Operating Procedures exist detailing<br />

hand brake requirements, those instructions will govern.<br />

Air Brakes Cutout with the following:<br />

Follow these requirements for handling equipment with<br />

brakes cutout.<br />

• A freight car or locomotive with inoperative brakes can not be<br />

placed as the rear car of the train.<br />

• No more than two freight cars with inoperative brakes can be<br />

consecutively placed in the same train.<br />

• No more than two (2) consecutive control valves can be placed<br />

in a train.<br />

The illuminated switch target provides the following information:<br />

Green: Switch points fit properly in normal position for movement<br />

on the Eielson Branch.<br />

Red: Switch point fit properly in reverse position for movement on<br />

the Airport Branch.<br />

The target will flash alternately red and green when the switch is in<br />

transition between normal and reverse position, or when the switch<br />

fails to complete the throw to the full normal or reverse position. If<br />

the lights are flashing the switch must be operated by hand. Sensors<br />

that detect track occupancy are located near both clearance points<br />

of the switch, and 120 feet beyond the switch points. The location of<br />

each sensor is marked with an orange stake.<br />

This switch can be operated in on of four ways:<br />

1. Remote Control Operation<br />

Prior to occupying the area between the sensors select radio channel<br />

5, and press #4060 (the # symbol must be entered) to change the<br />

switch alignment. The switch cannot be remote controlled when the<br />

area between the sensors is occupied.<br />

2. Push Button Operation<br />

To operate the switch using the push button remove the lock on the<br />

box marked PB and press the black button. The push button will not<br />

function when the area between the sensors is occupied.<br />

3. Manual Operation<br />

To operate the switch manually follow the instructions on the pump<br />

box located on the side of the gear box.<br />

4. Automatic Line (auto-line)<br />

If the switch is not lined for movement off the Airport Branch it will<br />

auto-line to reverse position once movement has passed the sensor.<br />

When auto-lined to the reverse position the switch will return to<br />

normal position two minutes and thirty seconds after the area<br />

between the sensors is unoccupied. Note: Auto-line will not function<br />

if the switch also received a remote control radio command, nor until<br />

two minutes and thirty seconds after a previous occupancy.<br />

81.4 WHITTIER<br />

When switching movements are being made over the slip at Whittier<br />

the following procedures apply:<br />

• Cars will not be placed on the slip unless it is at rest on barge.<br />

• Brake pipe air must be cut in on all cars. Cars with inoperative<br />

air brakes may only be moved under the direction of the<br />

supervisor in charge.<br />

• Movement is to be controlled with independent brake only and<br />

automatic brakes are not to be used except in case of<br />

emergency.<br />

• Locomotives used in barge switching will not be permitted on<br />

the ramp.<br />

• Employees are prohibited from riding on outboard side of car<br />

while car is on outboard track of barge slip.<br />

• All movement on or off the slip/ barge must not exceed 3 mph.<br />

• Movement will not be made toward barge until the supervisor<br />

has communicated to the switch crew that the barge crew is<br />

ready for movement.<br />

• A safety stop must be made 1 car length prior to any planned<br />

spot or prior to couplings.<br />

• To limit the number of cars handled at any one time, crews will<br />

arrange to strip the barge in no less than two cuts and will back<br />

load the barge in no less than two (2) cuts. Each cut will not<br />

exceed 5 barge tracks.<br />

• Bunching cars on barges is only to be done after a joint on the<br />

head block or a stop for break bulk and chalks have been set.<br />

• During loading and unloading of break bulk cargo, flat cars may<br />

be moved with unsecured loads.<br />

• SD70MAC locomotives must not be used to switch barge,<br />

unless authorized by the Superintendent of Transportation.<br />

• Each piece of equipment left south of the crossing must be<br />

secured by its hand brake.<br />

• Whittier slip derail must be in derail position except during<br />

switching.<br />

• When movements are made south of the slip crossing, and the<br />

slip is in a raised position, the following will apply:<br />

— A safety stop must be made north of the crossing before<br />

proceeding southward.<br />

— A crew member must precede the leading car of the<br />

movement.<br />

— The movement will be made at walking speed.<br />

The target on the switch into the Shuttle Runaround track when<br />

lined for the Shuttle Runaround track will indicate green.<br />

Yard lights can be turned on remotely by radio. To turn them on, a<br />

radio equipped with a dial touch pad must be used and tuned to<br />

channel 4. Then key-in numbers 61, 62, 63, 64, and 65. These<br />

lights will automatically turn off after approximately four hours. To<br />

re-illuminate them, wait at least two minutes after they have<br />

extinguished, then repeat the steps.<br />

Radio channel 5 (primary) or 6 (secondary) will be used during<br />

barge switching operation.<br />

The U.S. Coast Guard Regulations require waterfront port facilities<br />

to be designated “NO SMOKING” areas. The ARRC Port of<br />

Whittier (the area from the Assistant Terminal Superintendent’s<br />

office road crossing to the bay) is designated a “NO SMOKING”<br />

area.<br />

Automatic Whistle Warning System (AWS)<br />

Effective 08:00 Monday, October 4, 2004, an AWS is in service at<br />

Klatt Rd., MP 105.6, which functions in conjunction with the automatic<br />

crossing devices. When the crossing signals are activated, AWS will<br />

automatically sound whistle signal GCOR 5.8.2 [11] at the crossing.<br />

To confirm AWS is functioning, a signal in the shape of an orange X<br />

flashes near the top of the crossing mast, and is visible from<br />

approximately ¼ mile away. After the locomotive engineer observes<br />

this signal, compliance with Rule 5.8.2 [11] is not required. Compliance<br />

with Rule 5.8.1 is required.<br />

A white flashing light on the track side of the crossing bungalow will<br />

activate during electrical power outages.<br />

In the absence of the orange X, or the flashing white light is observed,<br />

the locomotive engineer must sound whistle in compliance with GCOR<br />

5.8.2 [11].<br />

Notify the train dispatcher of any malfunction of AWS.<br />

Switch Awareness<br />

Employees changing the alignment of a main track switch in TWC territory<br />

outside yard limits must record on the Switch Awareness form; the name of<br />

the switch, the identification of the train, engine, on-track equipment or<br />

employee handling the switch, the time the switch was handled and the<br />

initials of the conductor and engineer or EIC. This information must be<br />

recorded at the time the switch alignment was changed. When an employee<br />

lines a main track switch for another train or on-track equipment, a crew<br />

member of the train or the EIC of the on-track equipment using the switch<br />

must enter on the form the time and identification of the train or on-track<br />

equipment that lined the switch. A job briefing must be held after changing<br />

the alignment of a main track switch. When required by track warrant<br />

authority to change the position of a main track switch, the employee must<br />

notify the dispatcher of the switch position when reporting clear of the<br />

track warrant limits. When reporting clear of track warrant limits, or when<br />

track warrant authority is voided, an employee must notify the dispatcher of<br />

the position of any main track switch handled within the cleared or voided<br />

limits.<br />

The conductor or EIC must turn in the completed Switch Awareness form<br />

with their time card.<br />

83.15 HEAVY LOADS<br />

The maximum gross weight of car and lading in pounds on all<br />

subdivisions is 263,000 lbs.<br />

Maximum gross weight of car and lading based upon uniformly<br />

loaded 4-axle spacing with combined center of gravity not more than<br />

98 inches above top of rail. Gross weight of 263,000 pounds applies<br />

to 4-axle cars with truck centers of 28 feet or greater. Four - axle<br />

cars with truck centers less than 28 feet are restricted to 240,000.<br />

HLMX and NDYX cement hopper cars with truck centers<br />

less than 28 feet, and with gross weights not exceeding<br />

263,000 pounds, may be moved with the following<br />

restrictions:<br />

• Do not couple to a SD70MAC locomotive.<br />

• Do not couple to another similarly loaded HLMX or<br />

NDYX cement hopper.<br />

• Do not couple to an excessive weight car.<br />

Loads of greater dimensions or weights may be moved by special<br />

arrangement coordinated through the Customer Service Department,<br />

when lined for East 2. The Suntrana Branch switch, off the siding,<br />
