factor constitute the three axes of this system. On each of<br />

the universally applicable capabilities, the coordinates of<br />

these three axes determine the loci of prevailing and desired<br />

levels of human development. The distance between these<br />

loci defines the domain of the development project. The<br />

figure given below indicates how this approximation within a<br />

three dimensional Cartesian system depicts a more complete<br />

picture of people’s prevailing circumstances to identify the<br />

scope of a development project with greater precision.<br />

In the above figure, the three spaces of personal<br />

circumstances, resources and conversion factor are<br />

represented by the x, y and z-axes respectively. The<br />

prevailing and desired levels of human development are<br />

identified on this plane by the coordinates of these three<br />
