1. Introducti<strong>on</strong><br />

This study aims to explore the <str<strong>on</strong>g>in</str<strong>on</strong>g>fluence <str<strong>on</strong>g>of</str<strong>on</strong>g> human <str<strong>on</strong>g>factors</str<strong>on</strong>g> namely<br />

management resp<strong>on</strong>sibility, staff characteristic and staff policy <strong>on</strong> EDC-<br />

UUM performance. <str<strong>on</strong>g>The</str<strong>on</strong>g> overall resp<strong>on</strong>ses rate for this study was 90<br />

percent. Each variable was measured from developed <str<strong>on</strong>g>in</str<strong>on</strong>g>strument us<str<strong>on</strong>g>in</str<strong>on</strong>g>g 5-<br />

po<str<strong>on</strong>g>in</str<strong>on</strong>g>t Likert scale which was grouped <str<strong>on</strong>g>in</str<strong>on</strong>g>to four (4) variables; management<br />

resp<strong>on</strong>sibility, staff characteristics, staff policy and EDC-UUM performance.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> data were tested us<str<strong>on</strong>g>in</str<strong>on</strong>g>g SPSS s<str<strong>on</strong>g>of</str<strong>on</strong>g>tware. <str<strong>on</strong>g>The</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>strument was validated<br />

and determ<str<strong>on</strong>g>in</str<strong>on</strong>g>ed us<str<strong>on</strong>g>in</str<strong>on</strong>g>g exploratory factor analysis (EFA) and reliability<br />

analysis. <str<strong>on</strong>g>The</str<strong>on</strong>g> data were then analyzed us<str<strong>on</strong>g>in</str<strong>on</strong>g>g multiple regressi<strong>on</strong> analysis<br />

to test the hypotheses. <str<strong>on</strong>g>The</str<strong>on</strong>g> result showed that management resp<strong>on</strong>sibility<br />

and staff policy had positive and significant <str<strong>on</strong>g>in</str<strong>on</strong>g>fluence <strong>on</strong> the EDC-UUM<br />

performance. Meanwhile, staff characteristics had no significant <str<strong>on</strong>g>in</str<strong>on</strong>g>fluence<br />

<strong>on</strong> the EDC-UMM performance. <str<strong>on</strong>g>The</str<strong>on</strong>g> f<str<strong>on</strong>g>in</str<strong>on</strong>g>d<str<strong>on</strong>g>in</str<strong>on</strong>g>gs are also discussed <str<strong>on</strong>g>in</str<strong>on</strong>g> details.<br />

Today, Islam is the World’s fastest grow<str<strong>on</strong>g>in</str<strong>on</strong>g>g religi<strong>on</strong> (Essoo & Dibb, 2004). Based <strong>on</strong> the<br />

report <str<strong>on</strong>g>in</str<strong>on</strong>g> PEW Forum <strong>on</strong> Religi<strong>on</strong> and Public Life (2011), the world’s Muslim populati<strong>on</strong> is<br />

expected to <str<strong>on</strong>g>in</str<strong>on</strong>g>crease by about 35 percent <str<strong>on</strong>g>in</str<strong>on</strong>g> the next 20 years, ris<str<strong>on</strong>g>in</str<strong>on</strong>g>g from 1.6 billi<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

2010 to 2.2 billi<strong>on</strong> by 2030. <str<strong>on</strong>g>The</str<strong>on</strong>g> Muslim populati<strong>on</strong> is forecast to grow at about twice the<br />

rate <str<strong>on</strong>g>of</str<strong>on</strong>g> the n<strong>on</strong>-Muslim populati<strong>on</strong> over the next two decades – an average annual growth<br />

rate <str<strong>on</strong>g>of</str<strong>on</strong>g> 1.5 percent for Muslims, compared to 0.7 percent for n<strong>on</strong>-Muslims. If current trends<br />

c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>ue, Muslims will make up 26.4 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> the world’s total projected populati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> 8.3<br />

billi<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> 2030, up from 23.4 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> the estimated 2010 world populati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> 6.9 billi<strong>on</strong>.<br />

With the global Muslim populati<strong>on</strong> is expected to grow at the faster rate than the n<strong>on</strong>-<br />

Muslim populati<strong>on</strong>, the demand for <str<strong>on</strong>g>Halal</str<strong>on</strong>g> products and services are grow<str<strong>on</strong>g>in</str<strong>on</strong>g>g solidly and<br />

quickly. <str<strong>on</strong>g>The</str<strong>on</strong>g> global <str<strong>on</strong>g>Halal</str<strong>on</strong>g> market is currently estimated at USD2.3 trilli<strong>on</strong> cover<str<strong>on</strong>g>in</str<strong>on</strong>g>g both<br />

food and n<strong>on</strong>-food sectors such as health products, cosmetics and toiletries, as well as<br />

hotel and cater<str<strong>on</strong>g>in</str<strong>on</strong>g>g services (Pew Forum <strong>on</strong> Religi<strong>on</strong> and Public Life, 2011). In Malaysia,<br />

the global market demand for <str<strong>on</strong>g>Halal</str<strong>on</strong>g> products and services also gives significant impact to<br />

the growth <str<strong>on</strong>g>of</str<strong>on</strong>g> the domestic <str<strong>on</strong>g>Halal</str<strong>on</strong>g> food <str<strong>on</strong>g>in</str<strong>on</strong>g>dustry. In reality, the huge demand <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Halal</str<strong>on</strong>g> food<br />

will lead to <str<strong>on</strong>g>in</str<strong>on</strong>g>crease <str<strong>on</strong>g>in</str<strong>on</strong>g> supply for <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> and logo, mak<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> far<br />

more important than before. In general, the use <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Halal</str<strong>on</strong>g> logo and certificati<strong>on</strong> system is<br />

merely to guide the Muslim <str<strong>on</strong>g>in</str<strong>on</strong>g> mak<str<strong>on</strong>g>in</str<strong>on</strong>g>g choice for certa<str<strong>on</strong>g>in</str<strong>on</strong>g> products <strong>on</strong> the market without<br />

doubt. <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> tells Muslims that they can lawfully c<strong>on</strong>sume a company’s<br />

products and services based <strong>on</strong> Shariah pr<str<strong>on</strong>g>in</str<strong>on</strong>g>ciples. This provides c<strong>on</strong>sumer c<strong>on</strong>fidence<br />

and prevents any c<strong>on</strong>fusi<strong>on</strong> about the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> status <str<strong>on</strong>g>of</str<strong>on</strong>g> a product (Sadek, 2006).<br />

Besides that, the grow<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>of</str<strong>on</strong>g> Muslim populati<strong>on</strong> also <str<strong>on</strong>g>in</str<strong>on</strong>g>creases the tourism <str<strong>on</strong>g>in</str<strong>on</strong>g>dustry<br />

(Tourism Malaysia, 2011). Muslim travelers around the world cause the demand for the<br />

Shariah compliant hotel has <str<strong>on</strong>g>in</str<strong>on</strong>g>creased over the years. Most <str<strong>on</strong>g>of</str<strong>on</strong>g> hotels need to ensure<br />

Muslim travelers are provided with maximum c<strong>on</strong>venience dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g their trip and are able to<br />

fulfill religious obligati<strong>on</strong>s whilst <strong>on</strong> holiday. One way to entice these Muslim tourists is by<br />

serv<str<strong>on</strong>g>in</str<strong>on</strong>g>g a <str<strong>on</strong>g>Halal</str<strong>on</strong>g>-based service operati<strong>on</strong> practices <str<strong>on</strong>g>in</str<strong>on</strong>g> the hotels. <str<strong>on</strong>g>The</str<strong>on</strong>g>se hotels should have<br />

restaurants which serve <str<strong>on</strong>g>Halal</str<strong>on</strong>g> food, <str<strong>on</strong>g>in</str<strong>on</strong>g> accordance to the teach<str<strong>on</strong>g>in</str<strong>on</strong>g>gs <str<strong>on</strong>g>of</str<strong>on</strong>g> Shariah law and is<br />

free <str<strong>on</strong>g>of</str<strong>on</strong>g> any forbidden products such as pork and alcohol. Ch<str<strong>on</strong>g>in</str<strong>on</strong>g>g, Gun and Y<strong>on</strong>g (2005)<br />

found that the <str<strong>on</strong>g>factors</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Halal</str<strong>on</strong>g> food and beverages play an important role <str<strong>on</strong>g>in</str<strong>on</strong>g> determ<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

the overall satisfacti<strong>on</strong> level for Asian traveler especially Muslims. Based <strong>on</strong> the c<strong>on</strong>diti<strong>on</strong><br />

above, it is necessary for hotel <str<strong>on</strong>g>in</str<strong>on</strong>g> Malaysia to take a holistic approach <str<strong>on</strong>g>in</str<strong>on</strong>g> obta<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g the<br />

<str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> for their services operati<strong>on</strong> practice.<br />

EDC-UUM hotel (Universiti Utara Malaysia) was selected as a case study <str<strong>on</strong>g>in</str<strong>on</strong>g> this study.<br />

EDC-UUM is a hotel that has been aggressively prepar<str<strong>on</strong>g>in</str<strong>on</strong>g>g the required documents for<br />

<str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> for its kitchen. <str<strong>on</strong>g>The</str<strong>on</strong>g> standards <str<strong>on</strong>g>of</str<strong>on</strong>g> procedures for the hotel have also been<br />

practiced to comply with the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong>. Hence, this research used a case study<br />

approach to expla<str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g>itiative <str<strong>on</strong>g>in</str<strong>on</strong>g> term <str<strong>on</strong>g>of</str<strong>on</strong>g> human <str<strong>on</strong>g>factors</str<strong>on</strong>g> implemented at<br />

EDC-UUM. In fact, research towards <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> process that relate to the human<br />

<str<strong>on</strong>g>factors</str<strong>on</strong>g> has rarely been studied. Most <str<strong>on</strong>g>of</str<strong>on</strong>g> the previous studies completed by scholars<br />

c<strong>on</strong>centrated <strong>on</strong> issues am<strong>on</strong>g the c<strong>on</strong>sumers and traders, percepti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Halal</str<strong>on</strong>g> def<str<strong>on</strong>g>in</str<strong>on</strong>g>iti<strong>on</strong>s<br />

and certificati<strong>on</strong>s <strong>on</strong> <str<strong>on</strong>g>Halal</str<strong>on</strong>g> food products. So, this research aims to access the <str<strong>on</strong>g>in</str<strong>on</strong>g>fluence <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

human <str<strong>on</strong>g>factors</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> process towards EDC-UUM performance.<br />

2. Literature Review<br />

2.1 <str<strong>on</strong>g>Halal</str<strong>on</strong>g> <str<strong>on</strong>g>Certificati<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>Process</str<strong>on</strong>g><br />

<str<strong>on</strong>g>Halal</str<strong>on</strong>g> Malaysia (2012) def<str<strong>on</strong>g>in</str<strong>on</strong>g>es <str<strong>on</strong>g>Halal</str<strong>on</strong>g> as a descripti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> th<str<strong>on</strong>g>in</str<strong>on</strong>g>gs or acti<strong>on</strong>s permitted by<br />

Shariah law without punishment imposed <strong>on</strong> the doer. <str<strong>on</strong>g>Halal</str<strong>on</strong>g> food means food permitted<br />

under the Shariah law and fulfils the follow<str<strong>on</strong>g>in</str<strong>on</strong>g>g c<strong>on</strong>diti<strong>on</strong>s:<br />

Does not c<strong>on</strong>ta<str<strong>on</strong>g>in</str<strong>on</strong>g> any parts or products <str<strong>on</strong>g>of</str<strong>on</strong>g> animals that are n<strong>on</strong>-<str<strong>on</strong>g>Halal</str<strong>on</strong>g> to Muslims or<br />

products <str<strong>on</strong>g>of</str<strong>on</strong>g> animals which are not slaughtered accord<str<strong>on</strong>g>in</str<strong>on</strong>g>g to Shariah law.<br />

Does not c<strong>on</strong>ta<str<strong>on</strong>g>in</str<strong>on</strong>g> any <str<strong>on</strong>g>in</str<strong>on</strong>g>gredients that are najis accord<str<strong>on</strong>g>in</str<strong>on</strong>g>g to Shariah law.<br />

not permitted by Shariah law.<br />

Dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g its preparati<strong>on</strong>, process<str<strong>on</strong>g>in</str<strong>on</strong>g>g, packag<str<strong>on</strong>g>in</str<strong>on</strong>g>g, storage or transportati<strong>on</strong>, the food is<br />

physically separated from any other food that does not meet the requirements<br />

stated above, or any other th<str<strong>on</strong>g>in</str<strong>on</strong>g>gs that have been decreed as najis by Shariah law.<br />

Meanwhile <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> can be viewed as a comm<strong>on</strong> market<str<strong>on</strong>g>in</str<strong>on</strong>g>g tool used by<br />

manufacturers and bus<str<strong>on</strong>g>in</str<strong>on</strong>g>esses to <str<strong>on</strong>g>in</str<strong>on</strong>g>form and reassure their c<strong>on</strong>sumers that their products<br />

are <str<strong>on</strong>g>Halal</str<strong>on</strong>g> and Shariah-compliant (Wan Hassan & Awang, 2009). To Riaz (1999), <str<strong>on</strong>g>Halal</str<strong>on</strong>g><br />

certificati<strong>on</strong> is a document issued by an Islamic Organizati<strong>on</strong>, certify<str<strong>on</strong>g>in</str<strong>on</strong>g>g the products it<br />

covers meet the Islamic dietary guidel<str<strong>on</strong>g>in</str<strong>on</strong>g>es. <str<strong>on</strong>g>The</str<strong>on</strong>g>se <str<strong>on</strong>g>in</str<strong>on</strong>g>clude that the product does not<br />

c<strong>on</strong>ta<str<strong>on</strong>g>in</str<strong>on</strong>g> pork or it’s by products, the product does not c<strong>on</strong>ta<str<strong>on</strong>g>in</str<strong>on</strong>g> alcohol, the product does not<br />

c<strong>on</strong>ta<str<strong>on</strong>g>in</str<strong>on</strong>g> prohibited food <str<strong>on</strong>g>in</str<strong>on</strong>g>gredients <str<strong>on</strong>g>of</str<strong>on</strong>g> animal orig<str<strong>on</strong>g>in</str<strong>on</strong>g>, and the product has been prepared<br />

and manufactured <strong>on</strong> clean equipment.<br />

In Malaysia, the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> is carried out by agencies that are c<strong>on</strong>ducted by the<br />

Malaysian government. <str<strong>on</strong>g>The</str<strong>on</strong>g> Malaysian government provides full support <str<strong>on</strong>g>in</str<strong>on</strong>g> promot<str<strong>on</strong>g>in</str<strong>on</strong>g>g the<br />

<str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> process <strong>on</strong> products and services (Yus<str<strong>on</strong>g>of</str<strong>on</strong>g>f, 2004). S<str<strong>on</strong>g>in</str<strong>on</strong>g>ce 1970s, the<br />

Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Islamic Development Malaysia (JAKIM) which is under the purview <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

M<str<strong>on</strong>g>in</str<strong>on</strong>g>istry <str<strong>on</strong>g>in</str<strong>on</strong>g> the Prime M<str<strong>on</strong>g>in</str<strong>on</strong>g>ister’s Department is a body that plays a significant role <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Halal</str<strong>on</strong>g><br />

certificati<strong>on</strong> effort <str<strong>on</strong>g>in</str<strong>on</strong>g> Malaysia. JAKIM has been appo<str<strong>on</strong>g>in</str<strong>on</strong>g>ted as an authoritative body or<br />

organizati<strong>on</strong> that be<str<strong>on</strong>g>in</str<strong>on</strong>g>g resp<strong>on</strong>sible <str<strong>on</strong>g>in</str<strong>on</strong>g> handl<str<strong>on</strong>g>in</str<strong>on</strong>g>g local and <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong><br />

process. <str<strong>on</strong>g>The</str<strong>on</strong>g> resp<strong>on</strong>sibility <str<strong>on</strong>g>of</str<strong>on</strong>g> JAKIM <str<strong>on</strong>g>in</str<strong>on</strong>g> ascerta<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> status <str<strong>on</strong>g>of</str<strong>on</strong>g> the products<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>volved not <strong>on</strong>ly <strong>on</strong> the <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial site <str<strong>on</strong>g>in</str<strong>on</strong>g>specti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> plants but also <strong>on</strong> the exam<str<strong>on</strong>g>in</str<strong>on</strong>g>ati<strong>on</strong> <strong>on</strong><br />

how the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> status <str<strong>on</strong>g>of</str<strong>on</strong>g> the raw material is ma<str<strong>on</strong>g>in</str<strong>on</strong>g>ta<str<strong>on</strong>g>in</str<strong>on</strong>g>ed and m<strong>on</strong>itored at all times (Malaysia<br />

Internati<strong>on</strong>al Trade and Industry, 2009).<br />

On April 2, 2008, the government has decided that all matters regard<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong><br />

by JAKIM is taken over by the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> Industry Development Corporati<strong>on</strong> (HDC). HDC is<br />

mandated by the Cab<str<strong>on</strong>g>in</str<strong>on</strong>g>et <str<strong>on</strong>g>of</str<strong>on</strong>g> Malaysia Internati<strong>on</strong>al Trade and Industry to undertake the<br />

transformati<strong>on</strong> from JAKIM to HDC is to help better coord<str<strong>on</strong>g>in</str<strong>on</strong>g>ati<strong>on</strong>, to <str<strong>on</strong>g>in</str<strong>on</strong>g>crease the efficiency<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> processes and to avoid <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al c<strong>on</strong>fusi<strong>on</strong>. Accord<str<strong>on</strong>g>in</str<strong>on</strong>g>g to<br />

Malaysia Internati<strong>on</strong>al Trade and Industry (2009), from July 2008 to July 2009, HDC had<br />

issues a total <str<strong>on</strong>g>of</str<strong>on</strong>g> 1,434 approvals for <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> which <str<strong>on</strong>g>in</str<strong>on</strong>g>cluded six <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al<br />

companies. However, <str<strong>on</strong>g>in</str<strong>on</strong>g> order to allow HDC to focus <strong>on</strong> its role as a developmental<br />

organizati<strong>on</strong>, the Cab<str<strong>on</strong>g>in</str<strong>on</strong>g>et meet<str<strong>on</strong>g>in</str<strong>on</strong>g>g <strong>on</strong> 8 July, 2009 has decided to transfer back the<br />

Malaysian certificati<strong>on</strong> management from with<str<strong>on</strong>g>in</str<strong>on</strong>g> and outside the country to JAKIM. <str<strong>on</strong>g>The</str<strong>on</strong>g><br />

overall operati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> and its improved certificati<strong>on</strong> system have been<br />

transferred to JAKIM <strong>on</strong> 31 July 2009 (Malaysia Internati<strong>on</strong>al Trade and Industry, 2009). In<br />

carry<str<strong>on</strong>g>in</str<strong>on</strong>g>g out its role, JAKIM also collaborates with other government agencies such as the<br />

State Islamic Religious Department (JAIN) and the State Islamic Religious Council (MAIN).<br />

In the human <str<strong>on</strong>g>factors</str<strong>on</strong>g> model developed, there are three (3) <str<strong>on</strong>g>factors</str<strong>on</strong>g> that have been used as<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>dependent variables <str<strong>on</strong>g>in</str<strong>on</strong>g> this study namely management resp<strong>on</strong>sibility, staff characteristics<br />

and staff policy.<br />

2.1.1 Management Resp<strong>on</strong>sibility<br />

<str<strong>on</strong>g>Halal</str<strong>on</strong>g> Industry Development Corporati<strong>on</strong> (2008) <str<strong>on</strong>g>in</str<strong>on</strong>g>dicated a few general requirements for<br />

<str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> term <str<strong>on</strong>g>of</str<strong>on</strong>g> management resp<strong>on</strong>sibility factor. <str<strong>on</strong>g>The</str<strong>on</strong>g> requirements are as<br />

follows:<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> management shall appo<str<strong>on</strong>g>in</str<strong>on</strong>g>t Muslim <str<strong>on</strong>g>Halal</str<strong>on</strong>g> executive <str<strong>on</strong>g>of</str<strong>on</strong>g>ficer or establish a<br />

committee which c<strong>on</strong>sists <str<strong>on</strong>g>of</str<strong>on</strong>g> Muslim pers<strong>on</strong>nel who are resp<strong>on</strong>sible to ensure the<br />

effectiveness <str<strong>on</strong>g>in</str<strong>on</strong>g> implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>ternal <str<strong>on</strong>g>Halal</str<strong>on</strong>g> c<strong>on</strong>trol system. It means that<br />

company which listed as mult<str<strong>on</strong>g>in</str<strong>on</strong>g>ati<strong>on</strong>al and Small Medium Enterprise (SME) shall<br />

form <str<strong>on</strong>g>Halal</str<strong>on</strong>g> Internal Audit Committee and appo<str<strong>on</strong>g>in</str<strong>on</strong>g>t an Islamic Affair Executive (Islamic<br />

Studies) to handle and ensure <str<strong>on</strong>g>Halal</str<strong>on</strong>g> procedures are complied.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> management shall ensure that they are tra<str<strong>on</strong>g>in</str<strong>on</strong>g>ed <strong>on</strong> the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> pr<str<strong>on</strong>g>in</str<strong>on</strong>g>ciple and its<br />

applicati<strong>on</strong>. <str<strong>on</strong>g>The</str<strong>on</strong>g> owner <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificated is required to tra<str<strong>on</strong>g>in</str<strong>on</strong>g> staffs and understand<br />

the Malaysian <str<strong>on</strong>g>Halal</str<strong>on</strong>g> <str<strong>on</strong>g>Certificati<strong>on</strong></str<strong>on</strong>g> Manual Procedure and required to attend tra<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

<strong>on</strong> <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong>.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> management shall ensure that sufficient resources (i.e. manpower, facility,<br />

f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial and <str<strong>on</strong>g>in</str<strong>on</strong>g>frastructure) are provided <str<strong>on</strong>g>in</str<strong>on</strong>g> order to implement the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> c<strong>on</strong>trol<br />

system.<br />

2.1.2 Staff Policy and Staff Characteristics<br />

An organizati<strong>on</strong>’s effectiveness depends <strong>on</strong> the knowledge and skill <str<strong>on</strong>g>of</str<strong>on</strong>g> staff that develops<br />

and delivers it services. Starl<str<strong>on</strong>g>in</str<strong>on</strong>g>g (1996) stressed that highly successful organizati<strong>on</strong>s have<br />

been utiliz<str<strong>on</strong>g>in</str<strong>on</strong>g>g the unique skills and <str<strong>on</strong>g>in</str<strong>on</strong>g>genuity <str<strong>on</strong>g>of</str<strong>on</strong>g> their staff, particularly their managerial<br />

staff, to ma<str<strong>on</strong>g>in</str<strong>on</strong>g>ta<str<strong>on</strong>g>in</str<strong>on</strong>g> and enhance their leadership status from their competitors. However, this<br />

drive for success makes it imperative for organizati<strong>on</strong>s to <str<strong>on</strong>g>in</str<strong>on</strong>g>stitute major modificati<strong>on</strong>s <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

policies and management practices, which are <str<strong>on</strong>g>in</str<strong>on</strong>g>duc<str<strong>on</strong>g>in</str<strong>on</strong>g>g changes <str<strong>on</strong>g>in</str<strong>on</strong>g> traditi<strong>on</strong>al <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>al<br />

practices <str<strong>on</strong>g>in</str<strong>on</strong>g>clud<str<strong>on</strong>g>in</str<strong>on</strong>g>g: (a) staff stability, (b) traditi<strong>on</strong>al career patterns, and (c) the<br />

commitment <str<strong>on</strong>g>of</str<strong>on</strong>g> staff to a s<str<strong>on</strong>g>in</str<strong>on</strong>g>gle organizati<strong>on</strong> (Snape & Redman, 2003). <str<strong>on</strong>g>The</str<strong>on</strong>g> relati<strong>on</strong>ship<br />

between the organizati<strong>on</strong> and staff must be <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> understand<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> order for the staff to<br />

identify himself/herself with his/her work and with the bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess he/she is work<str<strong>on</strong>g>in</str<strong>on</strong>g>g for. A<br />

number <str<strong>on</strong>g>of</str<strong>on</strong>g> symptoms may po<str<strong>on</strong>g>in</str<strong>on</strong>g>t to low morale: decl<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g productivity; high staff turnover;<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>creas<str<strong>on</strong>g>in</str<strong>on</strong>g>g number <str<strong>on</strong>g>of</str<strong>on</strong>g> grievances; higher <str<strong>on</strong>g>in</str<strong>on</strong>g>cidence <str<strong>on</strong>g>of</str<strong>on</strong>g> absenteeism and tard<str<strong>on</strong>g>in</str<strong>on</strong>g>ess;<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>creas<str<strong>on</strong>g>in</str<strong>on</strong>g>g number <str<strong>on</strong>g>of</str<strong>on</strong>g> defective products; higher number <str<strong>on</strong>g>of</str<strong>on</strong>g> accidents or a higher level <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

waste materials (Herselman, 2001).<br />

Staff characteristics are a term used to describe the pers<strong>on</strong>al qualities and ability a pers<strong>on</strong><br />

br<str<strong>on</strong>g>in</str<strong>on</strong>g>gs to the job. <str<strong>on</strong>g>The</str<strong>on</strong>g>se are the quality <str<strong>on</strong>g>of</str<strong>on</strong>g> skills that enables a pers<strong>on</strong> task, and give<br />

him/her the capacity to cope with the demands <str<strong>on</strong>g>of</str<strong>on</strong>g> the job. <str<strong>on</strong>g>The</str<strong>on</strong>g>refore, performance <str<strong>on</strong>g>of</str<strong>on</strong>g> an<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>dividual depends <strong>on</strong> his/her will<str<strong>on</strong>g>in</str<strong>on</strong>g>gness and drive to complete the task, which is his/her<br />

commitment. Guest (1999) also <str<strong>on</strong>g>in</str<strong>on</strong>g>dicated that staff help establish a mechanism for<br />

evaluat<str<strong>on</strong>g>in</str<strong>on</strong>g>g the effectiveness <str<strong>on</strong>g>of</str<strong>on</strong>g> organizati<strong>on</strong>al plans. Staff generally highly appreciate good<br />

management practices such as better communicati<strong>on</strong> between staff and management;<br />

staff <str<strong>on</strong>g>in</str<strong>on</strong>g>volvement <str<strong>on</strong>g>in</str<strong>on</strong>g> decisi<strong>on</strong>-mak<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> the workplace and teamwork. Such <str<strong>on</strong>g>factors</str<strong>on</strong>g> are<br />

c<strong>on</strong>ducive to improve organizati<strong>on</strong>al performance.<br />

2.2 <str<strong>on</strong>g>Halal</str<strong>on</strong>g> <str<strong>on</strong>g>Certificati<strong>on</strong></str<strong>on</strong>g> and Organizati<strong>on</strong>al Performance<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> effect <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> <strong>on</strong> organizati<strong>on</strong>al performance has not been subjected to<br />

many emprical studies <str<strong>on</strong>g>in</str<strong>on</strong>g> Malaysia. Lately, however, several researchers have started to<br />

relate their studies <strong>on</strong> effect <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> process. For example, a study by Razalli,<br />

Abdullah and Yus<str<strong>on</strong>g>of</str<strong>on</strong>g>f (2012), managed to relate <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> with green performance.<br />

This survey was d<strong>on</strong>e <str<strong>on</strong>g>in</str<strong>on</strong>g> EDC-UUM. In this research, the c<strong>on</strong>cept <str<strong>on</strong>g>of</str<strong>on</strong>g> green performance<br />

was measured us<str<strong>on</strong>g>in</str<strong>on</strong>g>g thirteen (13) variable, namely energy sav<str<strong>on</strong>g>in</str<strong>on</strong>g>g, envir<strong>on</strong>mentally<br />

c<strong>on</strong>scious, envir<strong>on</strong>ment accident, society, waste management, coord<str<strong>on</strong>g>in</str<strong>on</strong>g>ati<strong>on</strong> activities,<br />

efficiency, cost sav<str<strong>on</strong>g>in</str<strong>on</strong>g>g, <str<strong>on</strong>g>in</str<strong>on</strong>g>teracti<strong>on</strong> buyers and customers, pers<strong>on</strong>nel qualificati<strong>on</strong>,<br />

employee motivati<strong>on</strong>, multi-skillness <str<strong>on</strong>g>of</str<strong>on</strong>g> employees and tenders. <str<strong>on</strong>g>The</str<strong>on</strong>g> results showed the<br />

str<strong>on</strong>g relati<strong>on</strong>ship between <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> and pers<strong>on</strong>nel qualificati<strong>on</strong>, employee<br />

motivati<strong>on</strong>, multi-skillness <str<strong>on</strong>g>of</str<strong>on</strong>g> employees, efficiency, envir<strong>on</strong>mentally c<strong>on</strong>scious, and cost<br />

sav<str<strong>on</strong>g>in</str<strong>on</strong>g>g. Thus they c<strong>on</strong>cluded that the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> is closely related to the human<br />

resource issue particularly <strong>on</strong> their tra<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g about the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong>.<br />

Another study <str<strong>on</strong>g>of</str<strong>on</strong>g> the relati<strong>on</strong>ship between <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> and performance was carried<br />

out by Marzuki, Hall, and William (2012). Effect <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> was evaluated us<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

the manager’s percepti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a 33 restaurant <str<strong>on</strong>g>in</str<strong>on</strong>g> Malaysia. <str<strong>on</strong>g>The</str<strong>on</strong>g>y found that market<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

benefits ga<str<strong>on</strong>g>in</str<strong>on</strong>g>ed <str<strong>on</strong>g>in</str<strong>on</strong>g> operat<str<strong>on</strong>g>in</str<strong>on</strong>g>g a <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certified restaurant, and it is def<str<strong>on</strong>g>in</str<strong>on</strong>g>itely an <str<strong>on</strong>g>in</str<strong>on</strong>g>dicati<strong>on</strong><br />

that the certificate is perceived to have an impact <strong>on</strong> customer trust and return visits. <str<strong>on</strong>g>The</str<strong>on</strong>g>y<br />

also revealed that <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> is very prevalent <str<strong>on</strong>g>in</str<strong>on</strong>g> the hospitality <str<strong>on</strong>g>in</str<strong>on</strong>g>dustry. In order to<br />

rema<str<strong>on</strong>g>in</str<strong>on</strong>g> competitive <str<strong>on</strong>g>in</str<strong>on</strong>g> the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> food service <str<strong>on</strong>g>in</str<strong>on</strong>g>dustry, it is imperative that restaurant<br />

managers c<strong>on</strong>sistently work towards promot<str<strong>on</strong>g>in</str<strong>on</strong>g>g the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> and <str<strong>on</strong>g>Halal</str<strong>on</strong>g> foods.<br />

2.3 EDC-UUM<br />

EDC-UUM, an 8-storey build<str<strong>on</strong>g>in</str<strong>on</strong>g>g, is located at a st<strong>on</strong>e throw away from the ma<str<strong>on</strong>g>in</str<strong>on</strong>g> entrance<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the Universiti Utara Malaysia (UUM) campus <str<strong>on</strong>g>in</str<strong>on</strong>g> S<str<strong>on</strong>g>in</str<strong>on</strong>g>tok. <str<strong>on</strong>g>The</str<strong>on</strong>g> EDC-UUM is ideally located<br />

EDC-UUM has been aggressively prepar<str<strong>on</strong>g>in</str<strong>on</strong>g>g the required documents for <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong><br />

for its kitchen. For the period <str<strong>on</strong>g>of</str<strong>on</strong>g> 2007-2011, revenues <str<strong>on</strong>g>of</str<strong>on</strong>g> EDC-UUM is positive for all years,<br />

with the highest revenues achieved <str<strong>on</strong>g>in</str<strong>on</strong>g> 2011. In 2007 the total revenue was RM1.8 milli<strong>on</strong>,<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>creased to RM3.3 milli<strong>on</strong> and RM3.4 milli<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> 2008 and 2009 respectively. EDC-UUM<br />

also was able to susta<str<strong>on</strong>g>in</str<strong>on</strong>g> its revenue dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g the next year <str<strong>on</strong>g>in</str<strong>on</strong>g> 2010 and 2011 with the total<br />

revenue <str<strong>on</strong>g>of</str<strong>on</strong>g> RM3.5 milli<strong>on</strong> and RM4.1 milli<strong>on</strong>. Apparently, food & beverage secti<strong>on</strong> is <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the major c<strong>on</strong>tributor to the EDC-UUM earn<str<strong>on</strong>g>in</str<strong>on</strong>g>g. For the period 2008 until 2011, food &<br />

beverage was able to c<strong>on</strong>tribute more than RM9.2 milli<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> total revenue to EDC-UUM,<br />

with the highest revenue achieved <str<strong>on</strong>g>in</str<strong>on</strong>g> 2011. Hence, to stay competitive especially <str<strong>on</strong>g>in</str<strong>on</strong>g> the<br />

food & beverage area, EDC-UUM has been aggressively prepar<str<strong>on</strong>g>in</str<strong>on</strong>g>g the requirements<br />

needed <str<strong>on</strong>g>in</str<strong>on</strong>g> order to achieve the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> for the hotel. <str<strong>on</strong>g>The</str<strong>on</strong>g> standard <str<strong>on</strong>g>of</str<strong>on</strong>g> procedures<br />

for the hotel has also been practiced to comply with the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong>.<br />

3. <str<strong>on</strong>g>The</str<strong>on</strong>g> Methodology<br />

Based <strong>on</strong> the review <str<strong>on</strong>g>of</str<strong>on</strong>g> the literature, the follow<str<strong>on</strong>g>in</str<strong>on</strong>g>g research framework was developed for<br />

This study was designed to exam<str<strong>on</strong>g>in</str<strong>on</strong>g>e the <str<strong>on</strong>g>in</str<strong>on</strong>g>fluence <str<strong>on</strong>g>of</str<strong>on</strong>g> human <str<strong>on</strong>g>factors</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong><br />

process <strong>on</strong> performance. <str<strong>on</strong>g>The</str<strong>on</strong>g> sample <str<strong>on</strong>g>of</str<strong>on</strong>g> the study was the staff <str<strong>on</strong>g>in</str<strong>on</strong>g> EDC-UUM. Quantitative<br />

method was used <str<strong>on</strong>g>in</str<strong>on</strong>g> order to achieve the objective <str<strong>on</strong>g>of</str<strong>on</strong>g> the study. Questi<strong>on</strong>naire was chosen<br />

as the ma<str<strong>on</strong>g>in</str<strong>on</strong>g> technique to collect data because it <str<strong>on</strong>g>of</str<strong>on</strong>g>fered an easy way to obta<str<strong>on</strong>g>in</str<strong>on</strong>g> the raw<br />

data for further analysis and it can be self-adm<str<strong>on</strong>g>in</str<strong>on</strong>g>istered. A total <str<strong>on</strong>g>of</str<strong>on</strong>g> 60 set <str<strong>on</strong>g>of</str<strong>on</strong>g> questi<strong>on</strong>naires<br />

were distributed to all staffs who worked <str<strong>on</strong>g>in</str<strong>on</strong>g> EDC-UUM. 54 questi<strong>on</strong>naires were returned<br />

from the resp<strong>on</strong>dents provid<str<strong>on</strong>g>in</str<strong>on</strong>g>g a resp<strong>on</strong>se rate <str<strong>on</strong>g>of</str<strong>on</strong>g> 90%. Participati<strong>on</strong> was voluntary and<br />

c<strong>on</strong>fidential.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> questi<strong>on</strong>naires c<strong>on</strong>sisted <str<strong>on</strong>g>of</str<strong>on</strong>g> three ma<str<strong>on</strong>g>in</str<strong>on</strong>g> parts: Part A, Part B and Part C. <str<strong>on</strong>g>The</str<strong>on</strong>g> first part<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the questi<strong>on</strong>naire c<strong>on</strong>ta<str<strong>on</strong>g>in</str<strong>on</strong>g>ed the background <str<strong>on</strong>g>of</str<strong>on</strong>g> the resp<strong>on</strong>dents, such as their role <str<strong>on</strong>g>in</str<strong>on</strong>g> the<br />

organizati<strong>on</strong>, their tenure with EDC-UUM and their experience work<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> hospitality<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>dustry. <str<strong>on</strong>g>The</str<strong>on</strong>g> sec<strong>on</strong>d part measured the three comp<strong>on</strong>ents <str<strong>on</strong>g>of</str<strong>on</strong>g> human <str<strong>on</strong>g>factors</str<strong>on</strong>g>, where four<br />

(4) items were used to measure management resp<strong>on</strong>sibilities, five (5) items for staff<br />

characteristics and six (6) items for staff policy. In additi<strong>on</strong>, n<str<strong>on</strong>g>in</str<strong>on</strong>g>eteen (19) items were used<br />

to measure EDC-UUM performance. Resp<strong>on</strong>ses to these items or questi<strong>on</strong>s were made<br />

<strong>on</strong> 5-po<str<strong>on</strong>g>in</str<strong>on</strong>g>t Likert scale format, which required the resp<strong>on</strong>dents to circle the most<br />

appropriate answer. <str<strong>on</strong>g>The</str<strong>on</strong>g> questi<strong>on</strong>naire was written <str<strong>on</strong>g>in</str<strong>on</strong>g> dual languages, Malay and English.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> 54 data set were tested us<str<strong>on</strong>g>in</str<strong>on</strong>g>g SPSS. To test the c<strong>on</strong>vergent validity, exploratory factor<br />

analysis (EFA) was c<strong>on</strong>ducted. Meanwhile, reliability analysis was used to measure the<br />

c<strong>on</strong>sistency and repeatability <str<strong>on</strong>g>of</str<strong>on</strong>g> the questi<strong>on</strong>naire. For the purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> test<str<strong>on</strong>g>in</str<strong>on</strong>g>g hypotheses,<br />

multiple regressi<strong>on</strong> analysis was d<strong>on</strong>e.<br />

4. <str<strong>on</strong>g>The</str<strong>on</strong>g> F<str<strong>on</strong>g>in</str<strong>on</strong>g>d<str<strong>on</strong>g>in</str<strong>on</strong>g>gs<br />

An exploratory factor analysis was performed <strong>on</strong> all 34 items to determ<str<strong>on</strong>g>in</str<strong>on</strong>g>e the underly<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

c<strong>on</strong>structs <str<strong>on</strong>g>in</str<strong>on</strong>g> this study. <str<strong>on</strong>g>The</str<strong>on</strong>g> ma<str<strong>on</strong>g>in</str<strong>on</strong>g> objective <str<strong>on</strong>g>of</str<strong>on</strong>g> us<str<strong>on</strong>g>in</str<strong>on</strong>g>g the EFA was to summarize the<br />

identified (reta<str<strong>on</strong>g>in</str<strong>on</strong>g>ed) items <str<strong>on</strong>g>in</str<strong>on</strong>g>to a new and smaller set <str<strong>on</strong>g>of</str<strong>on</strong>g> uncorrelated dimensi<strong>on</strong>s with a<br />

m<str<strong>on</strong>g>in</str<strong>on</strong>g>imum loss <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>formati<strong>on</strong> (Ngai, Cheng & Ho, 2004). Table 1 shows the KMO and total<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> variance for each extracted factor. To <str<strong>on</strong>g>in</str<strong>on</strong>g>terpret results from the factor analysis, several<br />

key statistics were exam<str<strong>on</strong>g>in</str<strong>on</strong>g>ed such as Kaise-Meyer-Olk<str<strong>on</strong>g>in</str<strong>on</strong>g> (KMO) measure, Barletts’s<br />

Sphericity test, percent <str<strong>on</strong>g>of</str<strong>on</strong>g> variance expla<str<strong>on</strong>g>in</str<strong>on</strong>g>ed and load<str<strong>on</strong>g>in</str<strong>on</strong>g>g factor.<br />

All <str<strong>on</strong>g>of</str<strong>on</strong>g> the items load<str<strong>on</strong>g>in</str<strong>on</strong>g>g <strong>on</strong> factor 1 were EDC-UUM performance. <str<strong>on</strong>g>The</str<strong>on</strong>g> items that load <strong>on</strong><br />

factor 2 were related to management resp<strong>on</strong>sibility. Factor 3 was made up <str<strong>on</strong>g>of</str<strong>on</strong>g> items that all<br />

related to the staff characteristics and factor 4 was <str<strong>on</strong>g>in</str<strong>on</strong>g>terpreted as staff policy. <str<strong>on</strong>g>The</str<strong>on</strong>g> total<br />

variance for the four <str<strong>on</strong>g>factors</str<strong>on</strong>g> was 84.58% for factor 1, 86.63% for factor 2, 85.89% for factor<br />

3 and 77.71% for factor 4. <str<strong>on</strong>g>The</str<strong>on</strong>g> results <str<strong>on</strong>g>of</str<strong>on</strong>g> factor analysis also showed that the factor<br />

load<str<strong>on</strong>g>in</str<strong>on</strong>g>gs <str<strong>on</strong>g>of</str<strong>on</strong>g> all observed items were adequate rang<str<strong>on</strong>g>in</str<strong>on</strong>g>g from 0.77 to 0.96. This result<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>dicated that all the human <str<strong>on</strong>g>factors</str<strong>on</strong>g> c<strong>on</strong>structs were acceptable for further analysis.<br />

To assess the <str<strong>on</strong>g>in</str<strong>on</strong>g>ternal c<strong>on</strong>sistency <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>factors</str<strong>on</strong>g>, Cr<strong>on</strong>bach’s alpha was computed to<br />

measure the reliability <str<strong>on</strong>g>of</str<strong>on</strong>g> the measurement <str<strong>on</strong>g>in</str<strong>on</strong>g>strument used <str<strong>on</strong>g>in</str<strong>on</strong>g> this study. Accord<str<strong>on</strong>g>in</str<strong>on</strong>g>g to<br />

Sekaran (2006), the closer the reliability coefficient gets to 1.0 range, the better it is, and<br />

those value over 0.8 range are c<strong>on</strong>sider as good. Those values <str<strong>on</strong>g>in</str<strong>on</strong>g> the 0.7 range are<br />

c<strong>on</strong>sidered as acceptable and those reliability values less than 0.6 range are c<strong>on</strong>sidered to<br />

be poor. <str<strong>on</strong>g>The</str<strong>on</strong>g> result showed that each variable gave a Cr<strong>on</strong>bach Alpha value ranged<br />

between 0.943-0.990 which <str<strong>on</strong>g>in</str<strong>on</strong>g>dicated good reliability for the set <str<strong>on</strong>g>of</str<strong>on</strong>g> questi<strong>on</strong>naires. In<br />

summary, all <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>factors</str<strong>on</strong>g> were accepted as be<str<strong>on</strong>g>in</str<strong>on</strong>g>g reliable for the study.<br />

4.1 Test <str<strong>on</strong>g>of</str<strong>on</strong>g> Hypotheses<br />

A hypothesized model was used to analyze the effect <str<strong>on</strong>g>of</str<strong>on</strong>g> management resp<strong>on</strong>sibility, staff<br />

policy and staff characteristics <strong>on</strong> EDC-UUM performance. In test<str<strong>on</strong>g>in</str<strong>on</strong>g>g for the <str<strong>on</strong>g>in</str<strong>on</strong>g>fluence <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

human factor <strong>on</strong> performance, the follow<str<strong>on</strong>g>in</str<strong>on</strong>g>g hypotheses were formulated:<br />

H1: Management resp<strong>on</strong>sibility has a significant and positive <str<strong>on</strong>g>in</str<strong>on</strong>g>fluence <strong>on</strong> EDC-UUM<br />

performance.<br />

H2: Staff characteristics has a significant and positive <str<strong>on</strong>g>in</str<strong>on</strong>g>fluence <strong>on</strong> EDC-UUM<br />

performance<br />

H3: Staff policy has a significant and positive <str<strong>on</strong>g>in</str<strong>on</strong>g>fluence <strong>on</strong> EDC-UUM performance.<br />

As noted previously, multiple regressi<strong>on</strong> analysis was performed us<str<strong>on</strong>g>in</str<strong>on</strong>g>g the result<str<strong>on</strong>g>in</str<strong>on</strong>g>g factor<br />

scores. Table 2 summarizes the results for these three (3) regressi<strong>on</strong>s, show<str<strong>on</strong>g>in</str<strong>on</strong>g>g two (2)<br />

significant relati<strong>on</strong>ships were found <str<strong>on</strong>g>in</str<strong>on</strong>g> the hypothesis model. <str<strong>on</strong>g>The</str<strong>on</strong>g> first hypothesis (H1) was<br />

supported when management resp<strong>on</strong>sibility had a positive significant relati<strong>on</strong>ship with<br />

EDC-UUM performance (β=.247; p

In summary, the organizati<strong>on</strong>s that wish to pursue the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> and be successful<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g> its implementati<strong>on</strong> need to develop their management resp<strong>on</strong>sibility and staff policy<br />

accord<str<strong>on</strong>g>in</str<strong>on</strong>g>gly. In the management resp<strong>on</strong>sibility c<strong>on</strong>text, the organizati<strong>on</strong>s has to <str<strong>on</strong>g>in</str<strong>on</strong>g>crease<br />

<str<strong>on</strong>g>Halal</str<strong>on</strong>g> awareness am<strong>on</strong>g employees, ensure <str<strong>on</strong>g>Halal</str<strong>on</strong>g> policy understood by every<strong>on</strong>e, avoid<br />

Haram materials to enter the premise and c<strong>on</strong>duct <str<strong>on</strong>g>in</str<strong>on</strong>g>ternal <str<strong>on</strong>g>Halal</str<strong>on</strong>g> audit. Meanwhile, <str<strong>on</strong>g>in</str<strong>on</strong>g> the<br />

c<strong>on</strong>text <str<strong>on</strong>g>of</str<strong>on</strong>g> staff policy, the organizati<strong>on</strong>s need to ensure that the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> policy is shown<br />

adequately for rem<str<strong>on</strong>g>in</str<strong>on</strong>g>der, there is good record <strong>on</strong> food handler tra<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g and the staff has<br />

underg<strong>on</strong>e the typhoid <str<strong>on</strong>g>in</str<strong>on</strong>g>jecti<strong>on</strong> accord<str<strong>on</strong>g>in</str<strong>on</strong>g>gly. <str<strong>on</strong>g>The</str<strong>on</strong>g> staff also needs to apply the Good<br />

Manufactur<str<strong>on</strong>g>in</str<strong>on</strong>g>g Practice <str<strong>on</strong>g>in</str<strong>on</strong>g> their operati<strong>on</strong>s, they are tra<str<strong>on</strong>g>in</str<strong>on</strong>g>ed adequately <str<strong>on</strong>g>in</str<strong>on</strong>g> understand<str<strong>on</strong>g>in</str<strong>on</strong>g>g<br />

<str<strong>on</strong>g>Halal</str<strong>on</strong>g> and f<str<strong>on</strong>g>in</str<strong>on</strong>g>ally the policy that related to virus <str<strong>on</strong>g>in</str<strong>on</strong>g>fecti<strong>on</strong> is available and implemented by<br />

them. Without commitment from above, the implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> process <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

the organizati<strong>on</strong>s might see little possibility <str<strong>on</strong>g>of</str<strong>on</strong>g> success .<br />

5. C<strong>on</strong>clusi<strong>on</strong>s and Limitati<strong>on</strong>s<br />

This study attempts to determ<str<strong>on</strong>g>in</str<strong>on</strong>g>e the <str<strong>on</strong>g>in</str<strong>on</strong>g>fluence <str<strong>on</strong>g>of</str<strong>on</strong>g> management resp<strong>on</strong>sibility, staff<br />

characteristics and staff policy <strong>on</strong> EDC-UUM performance. Generally, the results from the<br />

hypotheses test<str<strong>on</strong>g>in</str<strong>on</strong>g>g showed that two (2) out <str<strong>on</strong>g>of</str<strong>on</strong>g> three (3) hypotheses were supported, while<br />

the rema<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g was rejected. This study reveals that the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> process is<br />

related to the human <str<strong>on</strong>g>factors</str<strong>on</strong>g>. Most <str<strong>on</strong>g>of</str<strong>on</strong>g> the resp<strong>on</strong>dents have <str<strong>on</strong>g>in</str<strong>on</strong>g>dicated their agreement<br />

about the relati<strong>on</strong>ship. As menti<strong>on</strong>ed previously, management resp<strong>on</strong>sibility and staff<br />

policy were found to have a str<strong>on</strong>g <str<strong>on</strong>g>in</str<strong>on</strong>g>fluence to EDC-UUM performance. Accord<str<strong>on</strong>g>in</str<strong>on</strong>g>gly, this<br />

study has significantly c<strong>on</strong>tributed to the <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> research build<str<strong>on</strong>g>in</str<strong>on</strong>g>g efforts<br />

particularly <str<strong>on</strong>g>in</str<strong>on</strong>g> the hotel <str<strong>on</strong>g>in</str<strong>on</strong>g>dustry c<strong>on</strong>text.<br />

Some limitati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the study are that data were gathered <str<strong>on</strong>g>in</str<strong>on</strong>g> <strong>on</strong>ly <strong>on</strong>e hotel. S<str<strong>on</strong>g>in</str<strong>on</strong>g>ce this<br />

study <strong>on</strong>ly reveals the perspective <str<strong>on</strong>g>of</str<strong>on</strong>g> staff <str<strong>on</strong>g>in</str<strong>on</strong>g> EDC-UUM <strong>on</strong> <str<strong>on</strong>g>Halal</str<strong>on</strong>g> certificati<strong>on</strong> process, it<br />

limits the scope <str<strong>on</strong>g>of</str<strong>on</strong>g> generalizati<strong>on</strong>. In future, data could be gathered from multiple sources<br />

which may <str<strong>on</strong>g>in</str<strong>on</strong>g>volve the entire hotels <str<strong>on</strong>g>in</str<strong>on</strong>g> Malaysia. Besides that, other limitati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> this study<br />

was the small number <str<strong>on</strong>g>of</str<strong>on</strong>g> the resp<strong>on</strong>dents. <str<strong>on</strong>g>The</str<strong>on</strong>g> sample size may not be representative <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the hotel’s populati<strong>on</strong>. <str<strong>on</strong>g>The</str<strong>on</strong>g> generalizati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the results to other organizati<strong>on</strong> may be also<br />
