company has its headquarters in El Cajon. Mother Goose was suprised at all the smiles the employees had on their faces as she
toured the facility. The Mother Goose Parade Association appreciates the support that local businesses give the Mother Goose

Captain Jim Redman has been selected as El Cajon’s New Police Chief
City of El Cajon Acting
City Manager
Rob Turner has announced
the selection El Cajon
Police Captain, Jim Redman
as the City of El Cajon’s
new Police Chief. He replaces
retiring Police Chief Pat Sprecco.
Pat has been the Police
Chief since March 31, 2008,
and will be retiring on Friday,
December 9, 2011.
Jim has been with the City
of El Cajon Police Department
for nearly 24 years. He began
his career with the City of El
Cajon in March 1988, as a
patrol officer. He has served
in the Investigations and Communications
Division. He
was promoted to Agent in
September 2000, and then to
a Patrol Sergeant in September
2002. As a Sergeant, he
developed and administered
the El Cajon Police Departments
First-Line Leadership
course designed to address the
departments concerns, with
succession planning through
leadership, ethics, discipline,
and mentoring.
In September 2007, he was
promoted to Lieutenant. He
chaired the Project Committee
which consists of police staff
and community members,
working in partnership to
develop community- based
problem solving strategies.
In December 2009, he was
promoted to Captain.
Jim is long time resident
of El Cajon. Jim and his wife
Roxanne have been married
24 years and have three
grown children.
As Chief of Police, Jim’s
goal is to lead, motivate and
support an enthusiastic and
dedicated team of law enforcement
professionals who
take pride in their work and
the community they serve.

meeting the Council proclaimed

the Granite Hills High School
Choir sang the National Anthem,
to close the ceremony

in honor of the City’s 99 th
birthday! Among the attending

Chief Ed Aceves, and County

the new police station after the

Military “We Care” Packages
Help our military in time
for the holidays! The City
of El Cajon’s Special Events
Committee has been holding
a special drive to collect
items for Care packages that
will be distributed to military
members before the holidays.
The theme is “They serve our
country – let’s serve them!”
Join us in collecting such items
as: new pairs of heavy duty
socks, foot powder, baby/body
wipes, deodorant, books and
DVDs, toothpaste, toothbrush,
toiletries, assorted snacks (sorry
– no chocolates due to
melting), hard candy, gum,
sunflower seeds, corn nuts,
etc. Monetary donations are
also being sought to help mail
these Care packages to military
members serving overseas. If
you would like to nominate an
overseas military family member
to receive a Care package,

with good food, company,
and gratitude.
For many people, it’s also the
source of weight gain and anxiety.
This season, don’t let the
holidays derail your healthy

Eat without Regret
• Watch portion sizes. You

CDPHealth warns possible health risk
from consuming certain salad products
Dr. Ron Chapman, director of the California Department
of Public Health (CDPH), recently warned people not to
eat certain bagged spinach and salad products manufactured
by Taylor Farms Retail Inc., Salinas, because they may be
contaminated with Salmonella.
The recall was initiated after a package of fresh spinach tested
positive for Salmonella in the state of Washington. CDPH is not
aware of any illnesses linked to this positive test result.
Symptoms of Salmonella infection may include diarrhea, fever
and abdominal cramps 12 to 72 hours after infection. The illness
usually lasts 4 to 7 days, and most people recover without treatment.
However, in some people, the diarrhea may be so severe
that the patient needs to be hospitalized. The elderly, infants,
and those with impaired immune systems are more likely to have
a severe illness.
The affected spinach and salad products were distributed to
Arizona, California, Colorado, Florida, Kentucky, Missouri, New
Mexico, New York, North Carolina, Oregon, South Carolina,
Texas, Virginia, Washington, and Puerto Rico.

was sitting in the waiting room of the hospital after my wife
had gone into labour and the nurse walked out and said to
the man sitting next to me, “Congratulations sir, you’re the new
father of twins!”
The man replied, “How about that, I work for the Doublemint
Chewing Gum Company.” The man then followed the woman
to his wife’s room.
About an hour later, the same nurse entered the waiting room
and announced that Mr. Smith’s wife has just had triplets. Mr.
Smith stood up and said, “Well, how do ya like that, I work for

The gentleman that was sitting next to me then got up and
started to leave. When I asked him why he was leaving, he remarked,

Give Us This Day Our Turkey … Again

Thanksgiving is my kind
of holiday. Apart from
the “thanks” part, the
primary purpose of this celebration
is eating. That is the one
thing I do quite well.
Thanksgiving is the beginning
of a feasting frenzy that would
make Richard Simmons sweat
to the goodies. Any thoughts of
dieting at this time of the year
are merely blowing in the wind.
Hopefully, not in my direction.
Our Pilgrim Fathers came up
with the idea of a Thanksgiving
feast. The Pilgrim Mothers were
too busy doing the wash and
caring for the children to think
of any more work.
The Pilgrim Fathers were
sitting around waiting for someone
to invent television so they
could all watch a football game
when someone had an idea.
Most ideas are born in the
midst of great boredom. That
is why so many of them are...
well...stupid.
“There’s nothing to do,” one
bored Pilgrim Father said. “Let’s
get together and have a feast.”
Because nothing else was happening,
the other Pilgrim Fathers
got excited about this idea.
The Pilgrim Mothers, however,
had some different thoughts
about this crazy feast idea.
After all, they would have
to do all the work and Oprah

Thanksgiving feast. Because
this was the first Thanksgiving,
it was a simple affair compared
with the ones to follow.
At the first one nobody said,
“We’ve always done it this
way.” Because it was never
done before. However, the
second Thanksgiving was beset
with this sort of thing. A tradition,
someone wisely pointed
out, is something done at least
once.
What the Pilgrim Mothers
did not count on was company
for dinner. After all, they were
thousands of miles from their
nearest relatives with a big
pond between them. They assumed,
and rightly so, that they
were safe from the intrusion of
company on what would be
the heaviest workday for the
kitchen crew.

of some kind, relatives who
never bother you the rest of the
year (something to be thankful
for) seem to gravitate to your
gravy bowl?
There is nothing like unexpected
company to put pizzazz
in a Thanksgiving celebration.
Who wants pizza for Thanksgiving
when there is so much
turkey?
Imagine the Pilgrim Mother’s
surprise when the Pilgrim Fathers
told them (probably on
Thanksgiving morning) that
they had invited guests for the
feast. I can imagine some ears
were stinging that first Thanksgiving
Day. The Pilgrim Fathers
braved through the stinging
rebukes from their wives...for
months.
Perhaps the biggest anomaly
of Thanksgiving is the mountain
of leftovers the next day and for
weeks to follow. No matter how
much turkey is gobbled up or
how many people are around
that Thanksgiving table, the
leftovers are enormous.
There is more turkey on
Friday than on Thanksgiving.
I cannot prove this, but I
highly suspect the turkeys we
have today keep growing even
after we cook them. Maybe
when placed in a cold refrigerator
over night, they expand.
I really do not know what
takes place, but something
happens to that turkey when left
overnight in a refrigerator. The
big challenge is how to prepare
leftover turkey so it does not
look or taste like turkey.
Thanksgiving is a marvelous
time for family and friends to get
together to celebrate the goodness
of the Lord. Each family
has its own special tradition
that seems to bring it together.
This year, especially, we have
so much to be thankful.
For some it starts with a
Thanksgiving Eve service.
Gathering as a congregation to
express to God thanks for another
year of bounty and blessing
is important for Christians.
Personally, I like a Thanksgiving
eve service over a Thanksgiving
morning service. In the
evening service, you do not
have to rush through the celebration
to get home in time for
the big feast. Giving thanks to
God should be a leisurely thing,
not something rushed through
while thinking of something
else.
At Thanksgiving, we should
bring a bouquet of blessing
that fills the room with a sweet
fragrance of praise that lingers
all year long.
Some of the best and most
fragrant bouquets are the small
ones. Remembering the big
blessings is easy. The smaller
blessings are much harder to
keep in mind. Some of them we
even take for granted.
This Thanksgiving I am going
to make a point to look
over some blessing I have been
overlooking. It is those small
blessing that truly sustains us
throughout the year.
The Bible reminds us why
we are to give thanks, not
only at Thanksgiving time,
but also all year long. “But
thanks be to God, which giveth
us the victory through our
Lord Jesus Christ. Therefore,
my beloved brethren, be ye
stedfast, unmoveable, always
abounding in the work of the
Lord, forasmuch as ye know
that your labour is not in vain
in the Lord” (1 Corinthians
15:57-58 KJV ).
Dear Dr. Luauna
Dear Readers,
There are so many little things
I am grateful for; many we
probably do not even think about
unless we are no longer able to enjoy
them. Let’s count our blessings: eyes
with which we can see the beauty of
God’s creation and watch the changing
color of trees in the fall. The
light as it dawns with each sunrise
and fades with each orange sunset.
Watching your baby take his/her first
step. Maybe the distinct songs we hear with our ears including
the song of the crickets at night, poplar trees whose leaves
when blown by the wind create a unique sound of the sea’s
crashing waves against the rocky shore. Or hearing your child
utter his/her first word – “mama,” or “dada.”
Let’s thank God for the little things.
What about our sense of smell? The fresh, clean smell after
a rain fall, your favorite perfume or cologne, the smell of your
clean towel as it comes out of the dryer, or the wonderful
smell of your baby after a bath and being powdered. Your
mouth which gives you the ability to sing a melody, to whisper
softly, “I love you,” “Happy Birthday,” “You are special,”
to speak life-giving words of edification and exhortation.
Let’s thank God for the little things.
Your hand with all it’s fingers to grip and hold a coffee
cup, to reach out to give someone a hug and helping hand
in their time of need, to pick up baby when he/she falls from
that first step. There are so many little things to value, to appreciate
and not take for granted. Let us count our blessings,
great and small.

is the will of God in Christ Jesus for you.”

Stewart, the last of the series
has been filmed. The Twilight
Saga: Breaking Dawn - Part 1
opens this week in theatres.
Part 2, and the final film of
the series, will be released
next year.
It’s taken a big cast to fulfill
this enormous and energetic
story. Saenger Syndicate was
delighted to have an interview
with cast member Elizabeth
Reaser. She’s plays Esme Cullen,
Carlisle Cullen’s wife and
the adoptive mother of Edward.
Q: What’s it like to have
been with this series from the
beginning?
E.R. Amazing. It’s been so
many years and so much has
changed in my life. But it’s
been fun, and we got to finish
what we started, which is all we
were hoping to do.
Q: This franchise has been
so huge; will this episode be
the biggest yet?
E.R. I haven’t seen part two
yet, and I think it’s going to
be epic. But part one totally
sucked me in again as a fan,
which I did not think was possible.
After working on things
for so long you sort of pick
things apart when watching
it so you can’t totally be a fan
or an audience observer. But I
was totally enraptured with the
whole experience and characters,
and I fell in love with the
character of Bella. At the end
of the day it’s her story, and
that I was right there for it blew
me away.
Q: What has excited you
most about Part 1?
E.R. Getting to work with
all the filmmakers on each film
has been so fun. That we’ve
had a new director every time
is great because they each
bring something so special. To
get to work with Bill Condon
on this film is fantastic. He’s so
brilliant and such a great writer,
too. He really understands the
story and this was such a huge
endeavor and one that we
really needed someone who
could lead us. He did, and I
think people will see in the
movie that he did an amazing
job. He’s a special artist who
has done so many different
things, and it’s always amazing
to me when the set can
sometimes be so chaotic and
then you go see the movie and
everything is so good.
Q. Are fans in for any big
surprises in Part 1?
E.R. The wedding in itself
is so magical, along with the
dress. Fans of the book who
have been waiting to see all
of these things for years, know
more about them than even we
do. So it will be a plus for them
to see how it’s been realized.
Q. The production scene of
the wedding filmed in Squamish,
BC, Canada looks amazing.
What was it like to stand
there during those scenes and
watch Bella and Edward get
married?
E.R. It was freezing and
raining and we were in these
really uncomfortable corsets
and heels. Yet it was so beautiful
with the flowers and river
behind the actual place where
they got married. It was stunning
to see Kristen walking
down the aisle and so moving
to see her getting married. And
to see her little face was so
sweet and that of Billy Burke
as her father, as he was just
heartbroken to give up his little
girl and that was really moving.
It felt real to see the faces
of the cast as everyone was
really committed to the scene.
But when you’re freezing, and
in a corset. it kind of suspends
your disbelief.
Q: Esme owns the island
where Bella and Edward honeymoon,
correct?
E.R. Yes. That was a wedding
present from Carlisle and
we let Bella and Edward go
there for their honeymoon
because it’s so private and
beautiful. So they go there and
tear it part – literally destroy the
bedroom. We knew that going
in because if you’re going to
have vampire sex for the first
time; it’s going to get crazy!
Q: You’ve remained really
busy during this series doing
other things as well; what keeps
you going?
E.R. I’m always trying to
find a role that excites me.
That’s what we all want at the
end of the day, to be part of a
story I can be excited by and
go inside and lose myself. After
doing this series for a while,
certain things can be challenging
and it takes a toll on you.
It makes you wonder what
you’re doing this for and you
have to figure that out. For me
it’s telling stories and finding
the ones I love and want to be
a part of.
Elizabeth Reaser earned
a 2007 Independent Spirit
Award nomination for Best
Actress for her role in the
drama Sweet Land, and received
an Emmy nomination
for her guest spot as Ava on
Grey’s Anatomy as well as
shared a Screen Actors Guild’s
Award nomination with the
cast for Best Ensemble. She
recently completed production
on Young Adult, a film directed
by Jason Reitman and written
by Diablo Cody and starring
Charlize Theron, Patrick Wilson,
and J.K. Simmons for a
December 2011 release.
In June 2011, Reaser starred
in the independent film The Art
of Getting By, opposite Emma
Roberts, Freddie Highmore,
and Rita Wilson. She recently
starred in the film Liberal
Arts. She has also starred in
Against the Current, Puccini
for Beginners, Purple Violets,
Stay, The Believer, Mind the
Gap, Shut up and Sing and
13 Conversations About One
Thing. In television she has
starred on the CBS legal drama
The Good Wife, Saved, Law &
Order: Criminal Intent and The
Sopranos.

George Clooney is a
popular actor and
good at his job so
it’s easy to expect to like any
film in which he appears. Still,
I always hold my judgment
until I’ve seen the film as I did
with his newest movie, The
Descendants.
Clooney plays Matt King, a
husband, father and Hawaiian
land baron who seems to fit
the Hawaiian atmosphere with
a laid back demeanor. He’s
not much of a father to his
two daughters, Scottie (Amara
Miller) and her older sister Alexandra
(Shailene Woodley).
He’s not much in tune with his
wife who he will soon learn has
been having an affair. He’s also
lax about making a big decision
along with his other descendants
on the island about a
parcel of land that developers
want and that would make life
as easy for his relatives as his
seems to be.
Matt soon has a big problem;
his wife Elizabeth (Patti Hastie)
suffered a water-skiing accident
and is in a permanent comma.
How to tell his daughters is
foremost, and since the accident
is never shown in the film, I
was curious why his daughters
didn’t know about the accident
or if they knew their mother was
water-skiing. Now Matt has to
reveal the news to his daughters
and his choosing to do this
while the girls are swimming in
the family pool seemed illogical
to me as well.
Alexandra, called Alex, is a
moody girl who Matt cannot
figure out or – it appeared
to me – really tried. She has
a huge chip on her shoulder
because she knows her mother
was unfaithful to her father,
and feels she is more of a parent
than her dad.
Scottie, played by newbie
actress Amara Miller, is a free
thinker and a girl who goes
after what she wants. She’s
kept mostly in the dark about
the real things going on with her
family. She, too, is a mystery to
her dad.
The comment from Matt,
“I’m the back-up parent. The
understudy,” I think was supposed
to elicit some type of
sympathy from the viewer but
to me it seemed a like an excuse
from a man who hadn’t
taken the time to get to know
his daughters.
Alex hangs around with Sid
(Nick Krause), a buffoon who
has no tack or manners and
while Matt finds him unpleasant
to be around and perhaps
a bad influence on Alex, still
allows him to be present in
her life almost every moment.
Why? I kept asking myself.
Eventually Matt, the girls
and Sid go to spend time at
the Honolulu beach property
his family owns. It’s there that
he finds out that Brian Speer
(Matthew Lillard), the man
who was his wife’s lover and
also the realtor that wants to
buy his family’s property, is
vacationing with his wife and
kids and staying in one of his
families beach houses.
The confrontation eventually
comes and goes but it’s
done with that usual tongue
in cheek humor Clooney is
known for, and to me it felt
like Clooney acting in a role.
There are big griefs in this story,
Shailene Woodley, George Clooney, Amara Miller and Nick
Krause star in The Descendants
which is based on Kaui Hart
Hemmings’ debut novel, The
Descendants, but I never felt
the weight of them.
Many fans of director Alexander
Payne (About Schmidt,
Sideways) are giving raves to
The Descendants. Although
there’s a moment of honesty
in the resolution, it’s terribly cliché
and never overcomes all of
my questions about this story
and disappointment about
Clooney’s portrayal as Matt.
Beau Bridges gives a believable
performance as Matt’s
cousin Hugh. Woodley (The
Secret Life of the American
Teenager) is actually the best
thing about this movie. She
has a tough role and performs
it well.

East County youth create family tradition with roles in ‘Grinch’

He’s green, doesn’t like
kids, dogs or presents,
but kids of all
ages return every year to see
once again if the people of
Whoville can tame Mr. Grinch.
Opening on November 19 and
running through December 31
in the Old Globe Theatre Dr.
Seuss’ How the Grinch Stole
Christmas! will be a highlight
in Balboa Park this year.
James Vásquez returns to
direct the show, and Steve
Blanchard, who debuts as the
Grinch this year, is already
getting raves from some of the
youngsters in the show the East
County Gazette interviewed.
Luke Babbitt (Boo Who),
an 11-year-old La Mesa fifth
grader at Murray Manor Elementary
School who started
acting at age 8, is performing
for the first time at The Old
Globe. He’s enjoyed parts in
several productions with Kroc
Kids at the Ray and Joan Kroc
Center including A Christmas
Carol, The Sound of Music and
Joseph and the Amazing Technicolor
Dreamcoat. He likes to
read and play video games.
Babbitt prepared a peppy
song – “Friend Like Me” from
Aladdin – for his audition. “I
wanted something that was
fun and showed my talent,”
he said. “It’s so cool to be in
The Grinch because it makes
you feel important because it’s
such a big professional show.”
Babbitt’s favorite Seuss book
is Cat in the Hat. He’s quite
aware how popular the show
is. “It’s become a tradition for
families, and I think San Diego
is the only city that has it every
year,” he said. “I’m really enjoying
working with adults in
the show who are good mentors.
Maybe some day I will be
like them.”
Annie Buckley is a
12-year-old sixth grade student
at Murdock Elementary
in La Mesa. Buckley takes on
a lead role as Annie Who. Her
repertoire includes appearances
in Annie (Moonlight
Stage Productions), An American
Christmas, The Music
Man and Peter Pan (Peter
Pan Junior Theater). When
not acting or taking singing
or dancing lessons, Buckley
enjoys playing soccer or creating
art.
Buckley did her homework
before her audition. “I watched
a few YouTube videos of the
National and Broadway shows
and studied Annie, and some
girls in another show I was
in gave me some hints about
auditioning. I also did research
on the computer about The
Old Globe; and I got the part
so I was very glad about that.”
The cast of The Grinch
changes somewhat every year,
but some things always remain
the same. “I love working there
because it has a family feeling,”
said Buckley who has
great support from her parents
who have also been involved
in theatre. Watching them
inspired her.
“I saw my dad acting a lot,
and I was also one of those
little girls who loved being in
the spotlight, so acting seemed
just right for me,” Buckley said.
“And I was right because there
are lots of kids and they’re
all your friends, and if you
ever feel afraid, once you go
to rehearsal all your fears go
away because everyone is so
supportive.”
El Cajon’s A.J. Foggiano
(Teen Who) is thrilled to be
back in The Grinch for a fifth
year. Although Foggiano
wasn’t a shoo-in for the role of
Teen Who, he did have confidence.
“It’s always nice to walk
into a room when you know
the people who you are going
to audition for,” he said. “That
was easier than most auditions,

but I do a lot beforehand. I
think about what I want to do,
get my sheet music together
and my monologues prepared
and then give them what I got.”
Looking at his bio, Foggiano
has a lot of experience
on stage. The 15-year-old is
in 10th grade at Grossmont
High School. His theater credits
include Whisper House, Dr.
Seuss’ How the Grinch Stole
Christmas! (’06-’09 and ’11,
The Old Globe), The Merry
Wives of Windsor (The Old
Globe Summer Shakespeare
Intensive), Bye Bye Birdie
(San Diego Musical Theatre),
The Wizard of Oz (Starlight
Musical Theatre), A Year with
Frog and Toad and The 25th
Annual Putnam County Spelling
Bee (San Diego Junior
Theatre), Seussical the Musical
(Actors’ Conservatory Theatre
– San Diego), 13 (American
Rose Theatre) and Peter Pan
(Christian Youth Theater). His
film and television credits include
Oxycontin PSA (KUSI),
Ready? OK! (Daisy 3 Pictures)
and The Legend of Pocahontas
(I Can Fly Pictures).
Foggiano started taking
classes in all aspects of theatre
as a youth and still takes some
today. Like other performers
in The Grinch, Foggiano
recognizes and respects that
the play is a tradition. “It’s a
very unique show,” he said.
“It’s become part of what San
Diego and The Old Globe are
about. Working in the show is
like being part of a family so it’s
nice to part of that every year
and meet seasoned actors,
new actors and really talented
people behind the scenes.”
His goal is to make acting
his career and along with
maintaining good grades and
continuing to build his performance
repertoire Foggiano has
his eyes on the goal. “After high
school I plan to go to college
and study more of my craft and
then pursue a career in acting.
I’m very passionate about
acting, and as an actor, I feel
there’s nothing else I can do.”
Because he’s come so far
and knows the ropes well, Foggiano
has good advice for kids
wanting to be on stage. “Just be
yourself – a little kid,” he said.
“That’s what producers want to
see, because Who-ters are just
people with over exaggerated
costumes.”
Santee’s Kevin Davison
(Little Who Ensemble) makes
his debut at The Old Globe but
is already comfortable being
on a stage. He’s appeared in
Seussical the Musical (Pickwick
Players), The Wizard of Oz,
Snow White (CYT), and Peter
Pan (Christian Youth Theater).
The 11-year-old keeps up good
grades at Horizon Christian
Academy Claremont while
taking singing and dancing
lessons and auditioning where
he can. He would like to have
a role in Bye Bye Birdie and
hopes to be on Broadway
someday. Davison is excited
to finally land a role at The Old
Globe. “The Grinch is a really
funny show and it’s so fun to
be in. Acting is my passion so
I work hard before an audition.
I think Steve is a great Grinch
and he makes all of us laugh,
even the adults.”
Davison said he really had
fun recently when it was Crazy
Sock Day. “Everyone had to
show up with one sock. It was
really funny when even the
leads in the play came on stage
with one crazy sock on instead
of their costumed-shoe.”
Breaking the assumption by
some that Christmas is about a
tree or decorations, Dr. Seuss’
How the Grinch Stole Christmas!
reveals an important
aspect of the season. A.J. Foggiano
couldn’t have described
this show any better when he
said about The Grinch, “It
has a message about community
and family that never gets
old. The feeling of everyone
wanting to feel they belong
somewhere is as true today as
it was 10 years or 20 years ago
or beyond that.”

Through Nov. 20: Thanksgiving is coming and the people
of the United Church of Christ of La Mesa (UCCLM) invite
you to let Mama do the baking this year! Two of our members,
Barbara and Ken, are again helping Mama’s Kitchen raise
money to provide nutritious meals for San Diego men, women
and children affected by HIV/AIDS and cancer. Mama’s Kitchen
hopes to sell more than 6,000 pies during the six-week sales
period, which will raise $125,000 and fund nearly 40,000 meals.
Each pie sold provides more than six home-delivered meals to
a neighbor struggling with critical illness. Help by purchasing a
pumpkin, pecan, apple, or sugar-free apple pie for $20 ($15 of
each pie purchased is tax-deductible, and $20 of each Love-A-
Client Raffle Pie is tax-deductible). These may be ordered online
at www.mamaskitchen.org now through November 20 (please
enter “UCCLM” on the Team Line) or from Barbara and Ken
in Friendship Hall following UCCLM’s 9 a.m. church service
on October 16, 23, 30, November 6 and November 13 (You’re
welcome to join us in worship, too.) Pies may be picked up at
the location of your choice on November 23 from 10 a.m. until

women’s vocal arts ensemble singing traditional Eastern

NOTICE OF FUNDING AVAILABILITY
AND REQUEST FOR COMMENTS
Under Title I of the Housing and
Community Development Act of
1974, as amended, cities such as
El Cajon are provided with an opportunity
to implement community improvement
programs and/or projects not otherwise
possible under the constraints of the
regular City budget. In order to receive the
funding, the City must submit an annual
Action Plan including proposed projects to
the U.S. Department of Housing and Urban
Development for FY 2012-13 (July 1, 2012 –
June 30, 2013) by May 14, 2012.
The City of El Cajon invites public comments
from residents, non-profit organizations and
others serving the El Cajon community on
how the Community Development Block
Grant (CDBG) and the HOME Investment
Partnership (HOME) funds should be spent.
The City welcomes and encourages citizen
participation in the establishment and
implementation of our 38 th year of the CDBG
Program.
The City of El Cajon estimates it will receive
between $902,000 and $1,128,000 in federal
CDBG funds for Program Year 2012-13. Of
those amounts, a maximum of 15% of the
total allocation (approximately $135,000 to
$169,200) may be made available for public
service programs and projects. In order to
receive the funding, the City must submit its
Annual Action Plan with proposed CDBG
projects and programs which are designed
to meet one or more of the following national
objectives:
1) Benefit a majority of low/moderate
income residents; and/or
2) Alleviate an immediate and serious
threat to the health and/or welfare of the
community when no other source of
funding is available; and/or
3) Serve to prevent or eliminate conditions
of slum and blight.
All activities funded through the City’s CDBG
program must be for activities that will
improve the living conditions/environment
for low and moderate income individuals and
families in El Cajon. In addition, all CDBG
projects must meet one or more of the local
Priorities to qualify for funding. The Priorities
are fully described in in the FY 2009-2014
Consolidated Plan which is available for
review at the Redevelopment and Housing
Division public counter, located at 200 Civic
Center Way, Third Floor, El Cajon, CA
92020 during normal business hours. The
Consolidated Plan is also accessible on the
City’s website at http://www.cityofelcajon.us/
dept/redev/housing/funding.aspx.
Non-profit organizations, City departments,
neighborhood organizations, and faith-based
organizations may apply for this funding.
Please note that the City of El Cajon does not
directly fund individuals through this program.
Applications for CDBG funding are available
beginning Monday, November 7, 2011.
The procedures for submitting a completed
application, along with the range of activities
that may be financed with CDBG funds,
can be found in the Guidelines for each
application as set forth below. All completed
applications must be submitted no later than
5:30 p.m. on Wednesday, December 7, 2011
for FY 2012-13 funding.
There are two separate CDBG applications
and categories of funding available: 1) Public
Facilities/Capital Improvement projects; and
2) Public Services projects and programs.
Applications and Guidelines are available in
four different ways:
1) A copy can be accessed from the

2) The Word version of the application
forms and guidelines may be obtained
by e-mailing a request to jkasviki@

the Redevelopment & Housing Division at

4) A paper copy of the application can

Redevelopment & Housing Division public
counter at 200 Civic Center Way, Third
Floor, El Cajon, CA 92020 during normal
business hours.
The City Council will hold a public hearing
on the proposed CDBG projects tentatively
scheduled for Tuesday, February 14, 2012
at 7 p.m. to allocate FY 2012-13 CDBG
funds. A second public hearing is tentatively
scheduled for Tuesday, April 10, 2012 at 3:00
p.m. Final adoption of funding allocations
is expected to occur at the second public
hearing. Both hearings will be held in the
Council Chambers located at 200 Civic
Center Way in El Cajon.

City Council will hold a public hearing in the

PROPOSED ADOPTION OF CITY CHARTER:
This is the first of two public hearings to seek
input from members of the public on a proposal
for adoption of a City Charter for the City of El
Cajon, prior to City Council action to decide
whether to submit the measure to voters at
a June 5, 2012 Special Municipal Election. If
submitted to the voters and approved at the
election the City would change from a general
law city to a charter city. A city charter allows
the city the power to make and enforce all
ordinances and regulations with respect to
municipal affairs unless preempted by state
legislation as matters of statewide concern.
The proposed charter would grant the City
powers different from many of those described
in the Government Code for general law cities.

p.m. on Tuesday, January 24, 2012.
