4.43 The extent of oversight of the contractor‟s activities by the licensee and/or the<br />

construction organisation should be proportionate and based on the graded approach. The<br />

choice will depend on:<br />

- Safety and security significance of the item or service;<br />

- The experience of the licensee and the contractor in relation to the products or<br />

services being procured;<br />

- The presence of any first-of-a-kind features;<br />

- Complexity of the work or service;<br />

- Necessary expertise to carry out the work or service;The extent of evidence<br />

available that the appropriate quality can be demonstrated;<br />

- Utilization of independent third party inspections;<br />

- Legal and regulatory requirements.<br />

The licensee should be notified of the results of the oversight per<strong>for</strong>med by the construction<br />

organization on safety related matters and, if necessary, be able to present the results to the<br />

stakeholders.<br />

4.44 Be<strong>for</strong>e initiating any activity following the award of subcontract(s), the contractor(s)<br />

should demonstrate to the construction organization that the contractor(s) is fully aware of all<br />

relevant requirements <strong>for</strong> the activities. The specific safety requirements should be identified<br />

and the requirements should include:<br />
