San Monte, Bulacan which resulted in <strong>the</strong> arrest <strong>of</strong> Reynaldo YAMBAO y Gilles,<br />

39 years old, while performing medical services, prescribing and selling twelve<br />

(12) resealable plastic sachets, each containing fifteen (15) unlabeled<br />

transparent medicine in capsules form (brownish and greenish in color) in <strong>the</strong><br />

amount <strong>of</strong> Php 1,600.00 to personnel <strong>of</strong> BulacanCIDT who act as a poseurpatient.<br />

• Mr. NicanorYAMBAO, 65 years old, fa<strong>the</strong>r <strong>of</strong> Reynaldo, who<br />

arrived during <strong>the</strong> operation was also arrested after surrendering two (2)<br />

resealable plastic sachets, each containing fifteen (15) unlabeled transparent<br />

medicine in capsule <strong>of</strong> <strong>the</strong> same medicine sold by his son to <strong>the</strong> operating team.<br />

• Accordingly, <strong>the</strong> operation stemmed from <strong>the</strong> complaint <strong>of</strong><br />

DaniloTecson, fa<strong>the</strong>r <strong>of</strong> Nicole Tecson <strong>of</strong> Brgy. Tigpalas, San Miguel, Bulacan,<br />

regarding <strong>the</strong> death <strong>of</strong> Nicole who died on March 15, 2010 after seeking<br />

treatment from <strong>the</strong> said respondents for a broken bone on his left leg and was<br />

given unlabeled/unknown medicines in capsule form and taken by <strong>the</strong> victim for<br />

more than one (1) month.<br />

• Arrested suspects were apprised <strong>of</strong> <strong>the</strong>ir constitutional rights<br />

and were later brought to BulacanCIDT Office toge<strong>the</strong>r with <strong>the</strong> confiscated<br />

pieces <strong>of</strong> evidence for documentation and proper disposition. Fur<strong>the</strong>r, samples <strong>of</strong><br />

said medicine when submitted to BFAD for examination were found to be toxic<br />

when taken for a prolonged period <strong>of</strong> time.<br />

• Cases for violation <strong>of</strong> RA 3720 (Food, Drug and Cosmetic<br />

Act), violation <strong>of</strong> Cosmetic Act and Illegal Practice <strong>of</strong> Medicine were filed against<br />

<strong>the</strong> arrested suspects before <strong>the</strong> City Prosecutor’s Office, City <strong>of</strong> San Jose del<br />

Monte, Bulacan and a separate case for Reckless Imprudence Resulting to<br />

Homicide was filed before <strong>the</strong> Provincial Prosecutor’s Office, City <strong>of</strong> Malolos,<br />

Bulacan docketed under NPS No. III-04-INV-10F-01439.<br />

2. ARREST OF SUSPECTS INVOLVED IN<br />

BUTCHERING OF DOG FOR MEAT<br />

• On June 21, 2010, elements <strong>of</strong> Cavite CIDT-4ARCIDU <strong>of</strong><br />

this Group conducted entrapment operation at <strong>the</strong> area <strong>of</strong> Salinas, Bacoor,<br />

Cavite in relation to <strong>the</strong> complaint <strong>of</strong> one Greg SalidoQuimpo <strong>of</strong> Animal Kingdom<br />

Foundation located at Dinsay, Vargas and Cuguloa Law Office, 11 th Floor, Heart<br />

Tower Valero Street, Salcedo Village, Makati City.<br />

• The operation resulted in <strong>the</strong> arrest <strong>of</strong> Joey<br />

CasamisSALANDANAN, 30 years oldand Lester Dela Cruz VIDAL, 21 years<br />

oldwhile in <strong>the</strong> act <strong>of</strong> buying dogs from a poseur sellerwhich are later<br />

butcheredfor dog meat dishes and soldin San Pedro, Laguna. The suspects paid<br />

Php100.00 to <strong>the</strong> poseur seller per dog.<br />

• Cases for violation <strong>of</strong> RA 8485 (Animal Welfare Act) and RA<br />

9482 (Anti-Rabies Act) <strong>of</strong> <strong>the</strong> RPC were filed against <strong>the</strong> arrested suspects<br />

before <strong>the</strong> Provincial Prosecutor’s Office, Imus, Cavite docketed under IS No. IV-<br />

03-INQ-10F-2675.<br />
