San Monte, Bulacan which resulted in the arrest of Reynaldo YAMBAO y Gilles,
39 years old, while performing medical services, prescribing and selling twelve
(12) resealable plastic sachets, each containing fifteen (15) unlabeled
transparent medicine in capsules form (brownish and greenish in color) in the
amount of Php 1,600.00 to personnel of BulacanCIDT who act as a poseurpatient.
• Mr. NicanorYAMBAO, 65 years old, father of Reynaldo, who
arrived during the operation was also arrested after surrendering two (2)
resealable plastic sachets, each containing fifteen (15) unlabeled transparent
medicine in capsule of the same medicine sold by his son to the operating team.
• Accordingly, the operation stemmed from the complaint of
DaniloTecson, father of Nicole Tecson of Brgy. Tigpalas, San Miguel, Bulacan,
regarding the death of Nicole who died on March 15, 2010 after seeking
treatment from the said respondents for a broken bone on his left leg and was
given unlabeled/unknown medicines in capsule form and taken by the victim for
more than one (1) month.
• Arrested suspects were apprised of their constitutional rights
and were later brought to BulacanCIDT Office together with the confiscated
pieces of evidence for documentation and proper disposition. Further, samples of
said medicine when submitted to BFAD for examination were found to be toxic
when taken for a prolonged period of time.
• Cases for violation of RA 3720 (Food, Drug and Cosmetic
Act), violation of Cosmetic Act and Illegal Practice of Medicine were filed against
the arrested suspects before the City Prosecutor’s Office, City of San Jose del
Monte, Bulacan and a separate case for Reckless Imprudence Resulting to
Homicide was filed before the Provincial Prosecutor’s Office, City of Malolos,
Bulacan docketed under NPS No. III-04-INV-10F-01439.
2. ARREST OF SUSPECTS INVOLVED IN
BUTCHERING OF DOG FOR MEAT
• On June 21, 2010, elements of Cavite CIDT-4ARCIDU of
this Group conducted entrapment operation at the area of Salinas, Bacoor,
Cavite in relation to the complaint of one Greg SalidoQuimpo of Animal Kingdom
Foundation located at Dinsay, Vargas and Cuguloa Law Office, 11 th Floor, Heart
Tower Valero Street, Salcedo Village, Makati City.
• The operation resulted in the arrest of Joey
CasamisSALANDANAN, 30 years oldand Lester Dela Cruz VIDAL, 21 years
oldwhile in the act of buying dogs from a poseur sellerwhich are later
butcheredfor dog meat dishes and soldin San Pedro, Laguna. The suspects paid
Php100.00 to the poseur seller per dog.
• Cases for violation of RA 8485 (Animal Welfare Act) and RA
9482 (Anti-Rabies Act) of the RPC were filed against the arrested suspects
before the Provincial Prosecutor’s Office, Imus, Cavite docketed under IS No. IV-
03-INQ-10F-2675.
