It includes unmetered sites that require an estimate of
water consumption volume and sites that appear on
utility accounts as closed roads, occupied land or railway
land. This sector also includes public drinking fountains,
decorative water features not attached to a building and
standpipes. Note: a standpipe is a tall slender steel tank
that is full of water and is used to increase the pressure
for water supply in high areas.
