A <str<strong>on</strong>g>European</str<strong>on</strong>g> Strategy for Global Health<br />
A <str<strong>on</strong>g>European</str<strong>on</strong>g> strategy for <strong>global</strong> <strong>health</strong> is a<br />
process of engaging all elements of society<br />
in dialogue to raise awareness and develop a<br />
comm<strong>on</strong> commitment to values and goals for<br />
acti<strong>on</strong> to address the threats and opportunities<br />
posed by <strong>global</strong> <strong>health</strong>.<br />
The <str<strong>on</strong>g>European</str<strong>on</strong>g> Partnership for Global Health aims<br />
to engage all elements of society across Europe to<br />
work together to ensure <strong>health</strong> at home and abroad<br />
through : strengthening <strong>global</strong> <strong>health</strong> security,<br />
promoting <strong>global</strong> <strong>health</strong> equity, and enhancing good<br />
governance for <strong>global</strong> <strong>health</strong>.<br />
Such a strategy should tackle <strong>global</strong> <strong>health</strong> problems<br />
that directly or indirectly threaten populati<strong>on</strong>s living in<br />
Europe, <strong>global</strong> <strong>health</strong> problems which <str<strong>on</strong>g>European</str<strong>on</strong>g> <strong>policy</strong><br />
and acti<strong>on</strong>s make worse, and <strong>global</strong> <strong>health</strong> soluti<strong>on</strong>s to<br />
which Europe can c<strong>on</strong>tribute. It would also explore new<br />
governance structures involving cooperati<strong>on</strong> between<br />
countries and across sectors and new mechanisms for<br />
financing <strong>global</strong> <strong>health</strong>.<br />
It would aim to bind the new multitude of <strong>global</strong><br />
<strong>health</strong> actors to a comm<strong>on</strong> purpose. The willingness<br />
and capacity of states to cooperate becomes a critical<br />
dimensi<strong>on</strong> of transnati<strong>on</strong>al regimes for <strong>health</strong> – and<br />
the Member States of the <str<strong>on</strong>g>European</str<strong>on</strong>g> Uni<strong>on</strong> bring l<strong>on</strong>gstanding<br />
experience with a range of transnati<strong>on</strong>al<br />
mechanisms to the table – from <strong>policy</strong> networks, open<br />
coordinati<strong>on</strong> to binding agreements – which can serve<br />
as examples at the <strong>global</strong> level.<br />
This requires partnership am<strong>on</strong>g many different agencies<br />
such as the <str<strong>on</strong>g>European</str<strong>on</strong>g> Commissi<strong>on</strong>, the <str<strong>on</strong>g>European</str<strong>on</strong>g><br />
Regi<strong>on</strong>al Office of the World Health Organizati<strong>on</strong><br />
( WHO ), the <str<strong>on</strong>g>European</str<strong>on</strong>g> Centre for Disease Preventi<strong>on</strong> and<br />
C<strong>on</strong>trol and <str<strong>on</strong>g>European</str<strong>on</strong>g> instituti<strong>on</strong>s representing private<br />
sector industries, civil society and foundati<strong>on</strong>s. <str<strong>on</strong>g>European</str<strong>on</strong>g><br />
foundati<strong>on</strong>s have created a <str<strong>on</strong>g>European</str<strong>on</strong>g> Partnership<br />
for Global Health to raise awareness at <str<strong>on</strong>g>European</str<strong>on</strong>g> and<br />
nati<strong>on</strong>al levels of <strong>global</strong> <strong>health</strong> issues, using their positi<strong>on</strong><br />
as a bridge between governments, industry and civil<br />
society in Europe and in developing countries. They are<br />
keen to work with the <str<strong>on</strong>g>European</str<strong>on</strong>g> Regi<strong>on</strong>al Office of WHO,<br />
the <str<strong>on</strong>g>European</str<strong>on</strong>g> Commissi<strong>on</strong>, the Council of Europe, civil<br />
society representatives and business partners to move<br />
this agenda forward. Of primary importance are five<br />
priority acti<strong>on</strong>s :<br />
1. Europe should exercise leadership <strong>on</strong><br />
<strong>global</strong> <strong>health</strong>, by developing a <str<strong>on</strong>g>European</str<strong>on</strong>g><br />
Strategy for Global Health, to mobilise society and<br />
establish goals and directi<strong>on</strong>s reflecting comm<strong>on</strong><br />
<str<strong>on</strong>g>European</str<strong>on</strong>g> values for <strong>health</strong> and <strong>global</strong> citizenship.<br />
2. A statement of <str<strong>on</strong>g>European</str<strong>on</strong>g> values for<br />
<strong>global</strong> <strong>health</strong> would be an important step<br />
towards setting Europe’s <strong>global</strong> <strong>health</strong> agenda<br />
and establishing mechanisms for <strong>global</strong> <strong>health</strong><br />
governance.<br />
3. “Making <strong>global</strong>isati<strong>on</strong> work for every<strong>on</strong>e’s<br />
<strong>health</strong>” should be the orientati<strong>on</strong> of the<br />
<str<strong>on</strong>g>European</str<strong>on</strong>g> strategy for <strong>global</strong> <strong>health</strong>. This<br />
means a more engaged c<strong>on</strong>tributi<strong>on</strong> of the EU and<br />
of <str<strong>on</strong>g>European</str<strong>on</strong>g> countries to <strong>global</strong> <strong>health</strong> governance<br />
and clear priorities for acti<strong>on</strong> <strong>on</strong> <strong>global</strong> <strong>health</strong>.<br />
4. The new public <strong>health</strong> and c<strong>on</strong>sumer<br />
protecti<strong>on</strong> <strong>policy</strong> should be strengthened<br />
through a <strong>global</strong> dimensi<strong>on</strong>, and the directive<br />
to include <strong>health</strong> in other policies needs to be<br />
understood to include <strong>global</strong> <strong>health</strong> dimensi<strong>on</strong>s<br />
such as the impact of the Comm<strong>on</strong> Agriculture<br />
Policy, trade negotiati<strong>on</strong>s and foreign <strong>policy</strong> <strong>on</strong><br />
<strong>global</strong> <strong>health</strong>. The aim of establishing <strong>health</strong> in all<br />
<str<strong>on</strong>g>European</str<strong>on</strong>g> Uni<strong>on</strong> policies must include <strong>global</strong> <strong>health</strong>.<br />
5. Europe should promote the development<br />
of a new framework of internati<strong>on</strong>al laws<br />
c<strong>on</strong>cerning all three dimensi<strong>on</strong>s of <strong>global</strong> <strong>health</strong><br />
( security, equity and governance ) based <strong>on</strong> <strong>health</strong><br />
as a human right and a <strong>global</strong> public good.<br />
<str<strong>on</strong>g>European</str<strong>on</strong>g> foundati<strong>on</strong>s through the <str<strong>on</strong>g>European</str<strong>on</strong>g><br />
Foundati<strong>on</strong> Centre and its <str<strong>on</strong>g>European</str<strong>on</strong>g> Partnership for<br />
Global Health will engage partners throughout Europe<br />
to move in this directi<strong>on</strong>.<br />
