2. Europe must include <strong>global</strong> <strong>health</strong> in all fields of <strong>policy</strong><br />
by several NGOs, EU Member States and academics.<br />
While the Directorate for Agriculture of the EU<br />
Commissi<strong>on</strong> is reluctant to accept that there are<br />
negative <strong>health</strong> impacts within the EU, there is a<br />
growing awareness of the damaging effect <strong>on</strong> <strong>health</strong><br />
and poverty in developing countries of the CAP.<br />
In this c<strong>on</strong>text, agriculture subsidies must be seen<br />
al<strong>on</strong>gside trade tariffs and other barriers to trade. The<br />
EU has relatively low tariff barriers for developing<br />
countries and as part of the Doha trade round<br />
has offered to eliminate all export subsidies for<br />
agricultural products. However, implementati<strong>on</strong> of the<br />
Doha agreement has generally been slower than many<br />
developing countries would wish, despite the fact<br />
that in some instances the initial impact of reducing<br />
subsidies will be to increase prices for some food<br />
importing developing countries.<br />
The WHO, in its <strong>global</strong> strategy <strong>on</strong> diet, physical<br />
activity and <strong>health</strong>, has taken the stand that<br />
“Member States need to take <strong>health</strong>y nutriti<strong>on</strong> into<br />
account in their agricultural policies” with reference<br />
to overproducti<strong>on</strong> of un<strong>health</strong>y commodities that<br />
c<strong>on</strong>tribute to obesity and n<strong>on</strong>-communicable diseases.<br />
The decisi<strong>on</strong> to phase out tobacco subsidies by 2010<br />
can be seen as a partial victory for public <strong>health</strong>.<br />
It also paves the way for <strong>policy</strong> change in other<br />
commodity sectors such as the <strong>on</strong>going reform of the<br />
fruit and vegetable sector and the upcoming reform of<br />
the wine sector.<br />
Acti<strong>on</strong> : There is a need to examine the Comm<strong>on</strong><br />
Agricultural Policy of the EU within the c<strong>on</strong>text of<br />
a <str<strong>on</strong>g>European</str<strong>on</strong>g> Strategy for Global Health. This should<br />
both highlight areas of public <strong>health</strong> c<strong>on</strong>cern within<br />
the EU and examine the impacts of agriculture and<br />
trade policies <strong>on</strong> <strong>health</strong> in developing countries. The<br />
strategy should involve both politicians and c<strong>on</strong>sumer<br />
organisati<strong>on</strong>s, since they need to be able to identify<br />
how to shop ethically and <strong>health</strong>ily and to expose<br />
current policies which act against this.<br />
