In time, members <strong>of</strong> the Executive became frustrated by the amount <strong>of</strong> time <strong>in</strong>volved<br />

<strong>in</strong> these discussions and the lack <strong>of</strong> authority associated with their roles.<br />

The Executive was a sort <strong>of</strong> <strong>in</strong>formation-shar<strong>in</strong>g shop. When it came to really key<br />
