<strong>Consortium</strong> <strong>Agreement</strong> <strong>for</strong> <strong>the</strong> <strong>Project</strong><br />
“Households, Work and Flexibility”<br />
Agreed by <strong>the</strong> <strong>Consortium</strong> in June 2001<br />
The purpose of <strong>the</strong> <strong>Consortium</strong> <strong>Agreement</strong> is to construct a document which<br />
describes a voluntary agreement between <strong>the</strong> participants on <strong>the</strong> project<br />
regarding <strong>the</strong> use of data, publication rights and <strong>the</strong> general management of <strong>the</strong><br />
project, both during <strong>the</strong> project lifetime and afterwards.<br />
This <strong>Consortium</strong> <strong>Agreement</strong> was circulated and discussed between April and<br />
June 2001 and confirmed at <strong>the</strong> project meeting in Sweden in June 2001.<br />
1. Publications and Rights to publications<br />
1. Working papers and project deliverables will in principle be published on <strong>the</strong><br />
website as well as working papers of <strong>the</strong> project. These should be acknowledged<br />
as belonging to <strong>the</strong> <strong>HWF</strong> project with an acknowledgement in <strong>the</strong> <strong>for</strong>m of words:<br />
"Published as part of <strong>the</strong> Households, Work and Flexibility <strong>Project</strong> of <strong>the</strong><br />
European Union Fifth Framework Programme. Homepage www.hwf.at"<br />
2. Each working paper and project deliverable shall have an author. National reports<br />
should include <strong>the</strong> national teams. Comparative reports should include <strong>the</strong> main<br />
author and <strong>the</strong>n a list of all project partners who collected <strong>the</strong> data in <strong>the</strong><br />
acknowledgements.<br />
3. Articles published in journals or books should include an acknowledgement to <strong>the</strong><br />
project as a whole.<br />
4. Academic working papers arising from <strong>the</strong> project, but not directly a project<br />
deliverable or workpackage, can be published elsewhere as long as <strong>the</strong> project is<br />
acknowledged using <strong>the</strong> <strong>for</strong>m of words recommended above.<br />
5. Articles can be published at any time during and after <strong>the</strong> end of <strong>the</strong> project.<br />

6. There should be co-operation between <strong>the</strong> partners concerning reports using<br />
comparison between countries and <strong>the</strong> acknowledgement above should be used.<br />
In addition acknowledgement of <strong>the</strong> partners who contributed <strong>the</strong> relevant data.<br />
7. If <strong>the</strong>re is a book emerging from <strong>the</strong> project, all partners should be consulted.<br />
8. Every partner has <strong>the</strong> right to use <strong>the</strong> data of <strong>the</strong> o<strong>the</strong>r partners, but he/she should<br />
in<strong>for</strong>m <strong>the</strong> relevant partner that his/her data is being used . Approval is needed<br />
but <strong>the</strong>re will be no veto.<br />
9. Copies of articles/reports/conference papers should be sent to Claire Wallace in<br />
Vienna <strong>for</strong> archiving and <strong>for</strong> use in project reports.<br />

Rights to Data<br />
Survey data<br />
After <strong>the</strong> end of <strong>the</strong> project, <strong>the</strong> data from <strong>the</strong> project should be <strong>for</strong> <strong>the</strong> exclusive<br />
use of project participants <strong>for</strong> a period of TWO YEARS after <strong>the</strong> end date of <strong>the</strong><br />
project. After that, it will be publicly archived and available <strong>for</strong> general use.<br />
Be<strong>for</strong>e this period, people not involved in <strong>the</strong> project would need to get <strong>the</strong><br />
permission of <strong>the</strong> <strong>Consortium</strong> and would be allowed to publish material as long a<br />
a member of <strong>the</strong> <strong>Consortium</strong> was involved.<br />
O<strong>the</strong>r data (e.g. Reports)<br />
Once <strong>the</strong> deliverable is delivered, it becomes a public document and is available<br />
<strong>for</strong> use by project participants and by <strong>the</strong> general public. However, it should be<br />
acknowledged using <strong>the</strong> <strong>for</strong>m of words above.<br />
Co-operation<br />
Co-operation between project partners and teams is desirable and to be<br />
encouraged in whatever <strong>for</strong>m it takes.<br />
The use of data should also take into account <strong>the</strong> regulations on access to<br />
knowledge enclosed in Annex 2 of <strong>the</strong> contract.<br />
If a team leader or partner or team member leaves <strong>the</strong> project, <strong>the</strong> access to <strong>the</strong><br />
data remains with <strong>the</strong> rest of <strong>the</strong> consortium, as set out in Annex 2 of <strong>the</strong><br />
contract.<br />
Note that <strong>the</strong> copyright <strong>for</strong> <strong>the</strong> data and publications lies with <strong>the</strong> individuals<br />
involved in <strong>the</strong> <strong>Consortium</strong> and not with <strong>the</strong> institutions in which <strong>the</strong>y work.<br />

Division of Tasks and Responsibilities<br />
In general, <strong>the</strong> team leader in each country is responsible <strong>for</strong> <strong>the</strong> output and<br />
conduct of research in that country, including co-ordinating <strong>the</strong>ir own national<br />
team.<br />
The team leader of each country is obliged to come to project meetings, or to<br />
send a substitute.<br />
If <strong>the</strong> team leader is <strong>for</strong> some reason unable to discharge <strong>the</strong>ir responsibilities,<br />
<strong>the</strong>y should contact <strong>the</strong> project co-ordinator and in consultation with <strong>the</strong>m<br />
develop some contingency plan as soon as possible. However, we should note<br />
that all teams are responsible directly to <strong>the</strong> European Commission <strong>for</strong> <strong>the</strong><br />
conduct of <strong>the</strong> work.<br />
The co-ordinator should be kept in<strong>for</strong>med about any alternative arrangements to<br />
those set out in <strong>the</strong> contract and agreed between partners at project meetings.<br />
Problems should first of all be referred to <strong>the</strong> Co-ordinator and Management<br />
Committee <strong>for</strong> internal consultation within <strong>the</strong> project be<strong>for</strong>e <strong>the</strong> matter is<br />
referred to <strong>the</strong> Commission, at which stage <strong>the</strong> contract could be terminated (as<br />
set out in Annex 2 of <strong>the</strong> contract).<br />
If <strong>the</strong> team leader leaves <strong>the</strong> project <strong>for</strong> whatever reason, it is necessary to<br />
contact <strong>the</strong> co-ordinator and to develop an alternative plan of action ei<strong>the</strong>r<br />
BEFORE <strong>the</strong>y leave or WITHIN ONE MONTH after <strong>the</strong>y have left.<br />
In any dispute between project partners (between teams), <strong>the</strong> Management<br />
Committee has final decision-making powers.<br />
In any dispute within project teams, where it might affect <strong>the</strong> work of <strong>the</strong> project,<br />
<strong>the</strong>re should be some consultation with <strong>the</strong> Co-ordinator and <strong>the</strong> Management<br />
Committee. Any changes that might affect <strong>the</strong> conduct of <strong>the</strong> project should be<br />
notified to <strong>the</strong> co-ordinator as soon as possible (as set out in Annex 2 of <strong>the</strong><br />
contract).<br />
Division of Responsibilities<br />
There shall be a Management Committee which is responsible <strong>for</strong> resolving<br />
disputes, dealing with problems, planning and co-ordinating <strong>the</strong> project beyond<br />
<strong>the</strong> day-to-day responsibilities of <strong>the</strong> Co-ordinator.<br />
There shall be a Technical Committee which is responsible <strong>for</strong> <strong>the</strong> technical<br />
administration and construction of <strong>the</strong> questionnaire and <strong>the</strong> data analysis.<br />
These committees will meet as necessary at times in addition to main project<br />
meetings.<br />

Additional people can be co-opted on to <strong>the</strong>se Committees as needed and<br />
required.<br />
Management Committee<br />
The Management Committee consists of Claire Wallace and Christine Cousins.<br />
The composition of <strong>the</strong> Management Committee can be changed at any time<br />
following discussion at any of <strong>the</strong> full project meetings.<br />
Technical Committee<br />
The Technical Committee consists of Endre Sik, Jiri Vecernik, Annet Jager,<br />
Claire Wallace, Ning Tang, Manuela Stanculescu, Sergej Nagaev and Mattias<br />
Strandh. Each has a right to nominate ano<strong>the</strong>r representative if <strong>the</strong>y cannot<br />
attend <strong>the</strong> meeting.<br />
