Bondholders
ommit extra funds
to NTCH
BY BOB BUCKEL
AND KRISTEN TRIBE
Bondholders stepped up Friday and
committed to providing funds to ensure
North Texas Community Hospital in
Bridgeport will remain open.
The purchase of the hospital by Wise
Regional Health System in Decatur is
pending, but NTCH didn’t have enough
operating funds to remain open until
the transition later this month.
Wise Regional CEO Steve Summers
said he learned Friday bondholders
were going to provide the money needed
by NTCH.
“There are at least four institutional
investors (among the bondholders) who
were able to figure out how to make that
work within the structure we had,” he
said.
As approved by the federal court, Wise
Regional’s bid called for a purchase price
of $20 million, with $1 million of that in
the form of a “debtor-in-possession” loan
and the other $19 to go to the holders
of the hospital’s nearly $60 million in
bonds.
Summers said the structure of the bid
will remain exactly the same, and this
money is separate from the bid.
On Feb. 25, NTCH CEO Max Ludeke
and board chairman Jimmy Horner
came to a Wise Regional board meeting
SERIOUS ACCIDENT — Emergency responders wheel Edwina Norris of North Richland Hills to an ambulance Friday morning after a fourvehicle
accident at the intersection of Farm Road 920 and Texas 199 south of Boonsville. She was the driver of the Buick Enclave pictured
in the foreground.
4-vehicle wreck injures 2
BY KRISTEN TRIBE
ktribe@wcmessenger.com
A woman was flown to a Metroplex hospital
with head injuries after a four-vehicle
accident Friday morning south of Boonsville.
Kay Lackey, 62, of Poolville was driving
a van westbound on Texas 199 about
10:40 a.m. when she attempted to turn left
onto Farm Road 920. Department of Public
Safety Trooper Mitchell Collins said Lackey
turned in front of a Buick Enclave traveling
eastbound on 199.
The Enclave was driven by Edwina Norris,
41, of North Richland Hills.
Her vehicle hit the van on the passenger
side, and both vehicles spun into 18-wheelers
before landing in nearby medians.
The van hit a truck, driven by William
Mullally, 57, of Jacksboro, that was traveling
westbound on 199, while the Enclave
spun into a truck on FM 920, which was
driven by Schuyler Long, 25, of Euless. Neither
truck driver was injured.
The van eventually came to rest in the
median of 199. Lackey suffered severe head
injuries and was transported via helicopter
to Texas Health Harris Methodist Hospital
Fort Worth.
Norris’ Enclave ended up in the triangular
median separating 199 and 920. She
was taken by ground ambulance to Texas
Health Harris Methodist Hospital Azle.
There were no passengers in either vehicle.
At least a dozen people from a neighboring
gas station and nearby homes gathered
at the wreck scene. Texas 199 was shut
down for about 30 minutes so the helicopter
could land.
RHOME
70-year-old arrested for
allegedly molesting child
JOE DUTY/WCMESSENGER
NEIGHBORHOOD ON WATCH — A trusted and grandfather-like member of a neighborhood
northeast of Rhome was arrested last Friday for allegedly molesting a 10-year-old girl at his
home. The girl was one of many in the neighborhood who played and sometimes spent the
night at the 70-year-old man’s home.
BY BRANDON EVANS
A 70-year-old man from
Rhome, considered a trusted
friend by many in his
neighborhood, was arrested
by officers with the Wise
County Sheriff’s Department
March 1 for multiple
counts of indecency with a
child by sexual contact.
Hollis “Butch” Belcher,
allegedly molested a
10-year-old girl Feb. 26 and
27 at his home on Private
Road 4732 in the Diamond
Ridge subdivision.
Belcher was a close
friend of several
people
in his neighborhood.
He
enjoyed barbecue
cookouts
with
BELCHER
neighbors,
and children regularly
played at his house, sometimes
spending the night,
according to an arrest warrant
affidavit obtained by
an open records request.
After one of the sleepovers,
a mother observed several
red marks, thought to
be hickeys, on her young
daughter’s neck.
The Sheriff’s Office was
notified, and through interviews
and the alleged
victim, an investigator determined
sexual contact
had occurred. A forensic
expert with the Children’s
Advocacy Care Center in
Denton assisted with the
investigation.
Belcher allegedly kissed
and climbed on top of the
victim and inappropriately
touched her multiple
times. The victim stayed
at his house several times
and allegedly slept in the
BACK TO THE FUTURE — Decatur ISD Superintendent Rod Townsend shows off some of the planned work at the district’s “1939” building. The district
plan2s on restoring or preserving as much of the building as possible, including keeping the brick floors in the hallways and removing the dropped ceiling in
the entryway to reveal the original ceiling and detail on the walls.
Project will
preserve past
with future
in mind
BY BRIAN KNOX
bknox@wcmessenger.com
A Tarrant County jury
Thursday found Jeremy
Sturch of Chico guilty of intoxicated
manslaughter and
sentenced him to 10-years
probation and a $10,000 fine
after a one-vehicle wreck
By the numbers
Here’s a breakdown of the estimated costs
presented to the school board at last Monday’s
meeting:
$119,262 — general conditions (supervision,
trash, overhead)
$115,000 — owner allowances (includes irrigation,
landscaping, sound attenuation, a
sign and monument plaque and contingency)
$87,414 — demolition
$2,500 — masonry
$9,795 — structural steel (for HVAC support)
$61,136 — millwork (restoration)
$21,113 — exterior insulation and finishing
system
Work is expected to begin
April 1 on the Decatur
school district’s oldest building
to turn it into future administration
offices.
The building, constructed
in 1939 as a high school, is
located near the corner of
South Cates and East Ward
streets. It was most recently
the temporary home of
Weatherford College Wise
County but has served
many uses to the school district
over the years.
The project is expected
to take 225 days and cost
an estimated $2.6 million.
Mart Inc., the contractor for
the project, will be paid $2.3
million of that total. If the
project remains on schedule,
the restored building should
be ready for the administration
office move near the
end of the calendar year.
The technology department
will then move into
the current administration
building. The department,
which handles the estimated
3,700 computers and
iPads in the district as well
as its network operations
system, has outgrown its
space in a smaller building
next door to the current administration
building.
One of the biggest issues
for the technology department
is the lack of space for
technology training. Seventeen
people can squeeze into
the current training area,
but the group often includes
20 or more. Other issues
include a lack of parking
and bathroom facilities for
training, limited shop space,
an aging building (which
has flooded during heavy
rains in the past), a storage
bay that is not climate-controlled,
security issues and
the overall age of the building,
which was once part of
an old elementary school
torn down in the 1990s.
The restored 1939 building
will provide enough
space for current administration
office requirements
and also includes room for
future growth, Superintendent
Rod Townsend said.
Perhaps the most noticeable
change for visitors will
be the interior front entryway,
where the dropped
JOE DUTY/WCMESSENGER
NEEDING MORE ROOM — Decatur ISD Technology Director Troy Bagwell shows off the
“shop” area where work is performed on computer equipment. The planned restoration of
the “1939” building as a future home to administration offices will allow the technology
department to move to the current administration building.
$164,836 — roof replacement
$72,243 — interior doors/frames/hardware
$65,000 — storefront and glazing
$118,200 — drywall/metal studs/ceilings
$86,191 — flooring
$73,000 — painting
$12,148 — specialties (miscellaneous)
$35,800 — plumbing
$571,000 — HVAC (includes new chilling
unit)
$196,743 — electrical
$11,900 — fire alarm
$104,989 — overhead/profit
$3,841 — insurance
$28,495 — bonds
ceiling will be removed, revealing
intricate detail of
the original building. Also,
several rows of seats were
removed from the front of
the auditorium, which will
be turned into a boardroom.
The front of the stage will be
removed, and the board will
sit at floor level. The rest of
the stage will be walled off
and turned into a meeting
room.
The remodeled auditorium
will be a much larger
space than the current
$157,000 — boardroom remodel
$110,000 — exterior efficient windows
$16,000 — waterproofing exterior
$30,000 — additional engineering fees
$28,000 — asbestos abatement
$50,000 — parking
$25,145 — Oncor
$15,000 — building boardroom training
room/technology for board
$50,000 — furniture, equipment, kitchen
items
$105,000 — cost of moving technology department
$5,000 — impact fees and permits for work
by owner
boardroom, where parents
and educators often find
standing-room only for the
beginning of board meetings
where school employees and
students are recognized for
their accomplishments.
Part of the 1939 building
has been used for administration
offices before. At
that time, the building was
also used for part of the
middle school.
The district’s alternative
education placement
(DAEP) program will continue
to use the bottom floor
of the building.
When the technology department
moves into the
current administration
building, the department’s
current home will most likely
be used for storage.
The building restoration
and renovation will be paid
for by money available in
the district’s construction
fund and a $250,000 transfer
from the district’s general
fund. It will not affect
the tax rate.
CHICO
Man found guilty of intoxication manslaughter
last year that fatally injured
his passenger.
Sturch, who was 28 at
the time of the wreck, was
the driver of a pickup that
ran through a red light
and slammed into a Tarrant
County courts building
on Belknap Street in Fort
Worth around 2 a.m. Feb.
19, 2012. The passenger,
Michelle Lynne Lightfoot,
31, of Boyd died three days
later from brain injuries
sustained in the crash.
An officer who witnessed
the accident said she was
westbound on Belknap
Street and, despite having a
green light to continue west,
had to slam on her brakes
after she noticed the pickup
northbound on Throckmorton
Street traveling at a
high rate of speed. The pickup
proceeded through the
red light, through the dead
end and into the building.
RIDING THE WIND — The towering line being built across north Wise County will carry wind-generated energy from West and
Central Texas to the power-hungry Metroplex. It’s one of two such lines crossing through the county.
JOE DUTY/WCMESSENGER
FITTING IN — A worker fits together one piece of a 160-
CREZ lines
cross county
BY BRANDON EVANS
bevans@wcmessenger.com
Ironically the No. 1 reason
a pair of high-voltage lines
are being built through Wise
County is the same reason
construction of the lines is
sometimes delayed.
The Competitive Renewable
Energy Zones (CREZ)
transmission lines are designed
to transfer wind
energy created from giant
spinning windmills located
in the Panhandle and West
and Central Texas to the
highly populated Metroplex
and other areas. And Wise
County is directly in the
path of the towering steel
structures that rise like permanent
oil rigs across the
rolling landscape.
High winds blowing in
February and March across
North Texas has stymied
some construction, but on a
calm and warm Thursday,
a team of workers, found
themselves installing a Goliath
of a tower in north
Wise County.
“They were assembling
a steel lattice tower,” said
Sabrina Taylor, Oncor area
manager. “It’s one of the
most important types of
towers we use in the project.”
The monstrous 160-foot
tower contains more than
32,500 pounds of steel. It’s
anchored in 42-foot deep
holes held firm by concrete.
The tower is part of a
double circuit line that is
capable of carrying 345,000
volts of electricity along its
swooping arcs over pastures
and prairies, cows and cacti.
The CREZ lines are a response
to a directive passed
by the state legislature. The
directive was passed by the
legislature in 2005 to meet
the state’s renewable energy
goals. The Texas Public Utility
Commission determined
the path of the lines. Oncor
transmits electricity for energy
companies.
The line running through
northern Wise County will
end in the Krum area. It’s
slated for completion sometime
in May. Oncor is also
building a matching line
through south Wise County,
scheduled for completion in
June.
OPINION
Financial integrity crucial for public entities
Y ROY EATON
reaton@wcmessenger.com
Wise &
Otherwise
Although Weatherford
College has been a part
of Wise County for some
time, and we understand
and value the new Wise
County campus, we might
not know much about the
college administration.
Recently I read an article
in the college’s alumni
magazine, The Hilltop, that
gave a keen insight into
how the college is managed
and the integrity of the
schools financial accountability.
The story “Money Matters”
written by Linda Bagwell
shows
that WC
President Dr.
Kevin Eaton
is correct
when he says
“we are definitely
good
stewards
of taxpayer
money.”
Since Wise
County taxpayers send
several hundred thousand
dollars into the Weatherford
College system each
year to support our branch
campus, I thought you
would be interested in how
the college manages its
finances.
“We continually strive to
do the best we can with the
money we have, and we do
a good job,” Eaton said, referring
to a report from the
Texas Higher Education
Coordinating Board.
The report, based on
2012 statistics, compares
the financial strength of
the state’s 50 community
and junior college districts
and Weatherford College
stands at the top in the
statistics.
In the area of “financial
vulnerability,” which measures
unrestricted money
versus operating expenses,
Weatherford College was
the top college in Texas
with Grayson College and
Paris Junior College in second
and third positions.
“Primary reserves” looks
at how long a college could
survive without new money
coming in. On a ratio that
should be at least .13, WC
scored 1.06. Collin County
College (McKinney) was
the only institution to score
higher.
“Viability” is how much
debt the college could pay
off with the money it has
on hand. The state recommends
a score of at least
.51, and WC received 4.79
with only Tarrant County
College and Central Texas
College scoring higher.
“Debt burden” measures
how much of total expenses
are for debt service. A
healthy score is below 5
percent, and WC was well
below that at 1.1 percent.
Only 12 out of 50 colleges
scored below 2 percent.
In a matter crucial to the
school’s future, the college
board of trustees, voted several
years ago that at least
20 percent of each budget
be allocated for reserves.
“We have met and exceeded
that in the last five
years,” said Andra Cantrell,
vice president for financial
affairs.
“We have learned to
stretch a dollar as far as it
can, and we have dedicated
employees who collaborate
and cooperate to make it
easier to continue to provide
and service the needs
of our students and community,”
she said.
All this is to say that
Wise County voters have
picked a good partner with
a record of financial integrity
that will assure that
Weatherford College/Wise
County will be on sound
financial footing for many
years in the future.
That’s the kind of partner
we can value.
The Messenger ran an
Since that article ran, we
DST: it’s the
minutes that
really count
Oh, no. It’s Daylight Savings
Time. “Boo, hiss!” The
original and still primary
purpose of DST is supposedly
to save energy. It debuted in
1916 during World War I in
Europe, was formally adopted
in 1918 by the U.S. but repealed
in 1919. America has
wafted in and out of Daylight
Savings Time since then.
A great savings in energy
seems unlikely to me when
every major city is lit up “like
a country church” 24-7. And
will one more hour of daylight
make my life fit into 24
hours a day? There’s working
9 to 5, exercising for health,
chasing kids or grandkids
with activities, church, grocery
shopping, housecleaning,
yard work, paying bills,
keeping appointments. Lists
are long, and days are not.
I believe changing the time
back and forth is a useless
endeavor. Makes more sense
to me to split the hour. Put
30 minutes on each end of
the day and leave it from
now on.
Every morning, getting
up, a 24-hour span of time
speads out before me. The
day equals 1,440 minutes,
calculating to 86,400 ticks of
the clock. Those are allot-
BY BOB BUCKEL
bbuckel@wcmessenger.com
More than a few years ago, when
we were members of a church in
Springtown, we got caught in a
time warp.
You know what a time warp is,
don’t you? No? Obviously you’re
not a fan of mid-20th-century science
fiction, when characters frequently
went through them and
found themselves in the past or
the future.
Usually, they were hunky movie
stars, and they landed (with arms
out, feet spread and hair looking
fantastic) in the O.K. Corral during
a gunfight, or in the French
Revolution at a guillotine party,
or in the middle of a dinosaur
fight, or on some planet in the
future where all the girls looked
like Miss America 1966, but lived
in craters, wore rayon, and occasionally
got eaten by hairy behemoths.
As you can tell, I was a fan of
mid-20th-century science fiction.
Back to our own personal time
warp.
It was spring, and we knew that
at some point very soon our government
was going to ask us to
Time warps us all
BUCKEL
“spring forward” by
moving our clocks
ahead an hour.
Never mind that
we’d all be better off
if we literally did
“spring forward”
on a regular basis.
I’d recommend 12
springs forward, then 12 springs
back, then rest awhile and repeat.
Some people call them lunges.
Unfortunately, most people (me
included) are a lot more familiar
with lunches than lunges, and
our bodies show it.
Anyway, anticipating that
spring forward, but not bothering
to take the time to find out when
it would actually occur, my family
fell victim to my ignorance.
On Saturday, I was reading the
church bulletin from my parents’
church (hours away) and took note
of a small item that reminded
members about the “time change”
coming up the next Sunday.
“Aha!” I told myself. “Glad I spotted
that! Now we’ll be among the
very small crowd at Bible classes
who can ridicule (in a Christian
way) those who show up for worship
thinking they were going to
be on time for class!”
Even better was the chance to
laugh (kindheartedly, of course)
at those who would be arriving
just as we were heading out the
door. They thought they’d be on
time for worship, and they missed
it entirely.
Not us, I said to myself. We’re
smart. I’m smart.
That night, I set all the clocks
ahead after the kids were tucked
in bed (early, I might add) and
the next morning we got up, ate
breakfast, got ready and hit the
road.
But as we approached the
church building I noted that there
were absolutely no cars there.
Could it be, I asked myself, that
no one but me took note of the
time change? Could I not only be
the smartest, but the only smart
one?
Not likely, my wife’s expression
said.
Puzzled, I drove around the
parking lot for a few minutes.
Then it occurred to me to drive
past a bank that had one of those
electronic signs that tells you the
time and temperature.
It was wrong, I said. Probably
some junior vice president has
to reset that thing, and he didn’t
work on Saturday.
(Note that this was before cell
phones, which are now smart enough
to take care of the time change without
consulting their owners.)
After driving around puzzled,
like a character in a “Twilight
Zone” episode, I finally took the
family to a convenience store and
bought the kids donuts. They’d
need a little something to tide
them over, since lunch was going
to be an hour later than usual.
We went to church at the old
time, and everyone was there. I
didn’t say anything, just noted
that all of their watches, and all
the clocks in the building, were
also wrong. The whole world, in
fact, was wrong.
I called my folks that afternoon
and asked them about this mythical
“time change” their bulletin
spoke of.
“Oh, we moved our services
back a half-hour,” my mom said.
How smart!
Daylight Saving Time begins
this Sunday. If you’re early to
church, it’s OK. You’re in good
company.
BRIDGEPORT
OHV purchase delayed
BY ERIKA PEDROZA
epedroza@wcmessenger.com
Pending review of an
itemized list of projects, the
Bridgeport City Council at
its regular meeting Tuesday
postponed a request to purchase
two off-highway utility
vehicles for use by the parks
nd police departments at the
orthwest OHV Park.
The total $24,601 cost
ould be paid for with funds
rom a 2011 Texas Parks and
ildlife National Recreationl
Trails grant in the amount
f $87,079. Although the city
as to contribute a 20-percent
atch, Ryan Nolting (director
f parks and recreation) said
hat $21,770 would be quantied
by in-kind and volunteer
abor, not actual dollars.
However, actual grant dolars
were to also be spent on
erimeter fencing (estimated
t $65,000), signage and hand
ools.
FRIDAY, MARCH 1
500 BLOCK OF COUNTY
OAD 3591 — Copper wire
as stolen from a transfer
tation.
“If we’re looking at about
$65,000 for the fence and
$24,000 for the vehicles, we’re
already $2,000 over the cash
we’re going to get,” Mayor
Keith McComis said. “… I
don’t want us to come up short
on something we need, something
more important … Let’s
see what we’ve got, see what
it’s going to cost and put it in
order of necessity so we know
how we’re going to spend the
$108,000.”
Nolting pointed out that the
fence and utility vehicles were
the priority when writing the
grant and any leftover funds
would go toward signage and
tools.
One vehicle would provide
a police presence on the trails
and another would replace a
worn utility vehicle used “every
weekend to make sure
people are in the right places
and to monitor littering and
drinking” as the trail marshal.
Once replaced, the older
utility vehicle will be moved
to the city’s parks department
for use on the ball fields and
for light park maintenance.
“These vehicles are needed
more than any of the signage,”
he said, adding that any additional
costs would be paid
for from the Northwest OHV
Park fund.
“But the main priority is the
fence,” McComis said. “I would
like to see the bids come in on
the fence, make sure we’ve got
that all tied down and then go
from there. We might not be
able to get both, but maybe it
makes more sense to get one.
There’s a lot of unknowns.
Personally, I would like to see
where all this money is going
to go before we start dispersing
it.”
Northwest OHV Park is a
300-acre park with more than
25 miles of trails ranging from
graded gravel roads to wicked
rock hills. The park is open
Saturdays and Sundays.
ted, and it’s up to me to use
them wisely.
Authors write books,
speakers hold seminars,
magazines print articles
and preachers proclaim it
from the pulpit; time is precious,
don’t waste it. I used
to make lists for each day
but lost them. Filled out a
calendar, but wrote appointments
on the wrong day.
Personal planners became
ineffective when I didn’t
really plan.
Personally, I don’t love
Daylight Savings time.
Losing or gaining an hour
upsets my internal clock.
For me, Daylight Savings
Time is like using a blanket
that’s too short — my head
or my feet won’t be covered.
I alone have to decide what
is most important and give
it my time. Ecclesiastes 3
says, “To everything there
is a season and a time for
every purpose under the
heavens...”
Daylight seems short
regardless of the hour the
rooster crows heralding the
beginning of morning or
when the crimson horizon
in the west swallows the
sun at the end of day. In the
book “The Time Keeper,”
Dor makes a statement.
“With endless time, we can’t
appreciate what we have.
God limits our time to make
our days more precious.”
I believe we fail to see
the most important issue.
It matters not how we arrange
the hours in the day,
but how we live the seconds
God’s given us that counts.
to ask that the purchase be
restructured to provide another
$1.5 million in operating
funds. The matter was
not on the board’s agenda,
and they were not able to act
on it — but they did contact
the counsel for the bondholders
to see about the proposed
solution.
Summers acknowledged
that the situation put NTCH
in an “unknown position” for
more than a week, but “the
arrangement has been finalized
and with these funds
they’ll be able to remain
open until the closing.”
Summers said he doesn’t
know when the funds will
be available, but he assumed
“pretty quick” considering
the circumstances. The tentative
closing date is March
26.
“They said they would find
a way, and they did,” he said.
“They found a way to get the
money and are getting ready
to pass it on.”
Meanwhile, staff at Wise
Regional and North Texas
Community Hospital continue
to work toward integration
of the two facilities.
NTCH held a “farewell”
party Sunday to honor staff
members for their loyalty
throughout the hospital’s operation.
Although the event
had been planned for some
time, it still sparked rumors
that the hospital was closing.
Some confusion may stem
from use of the word “closing”
in reference to finalizing
the real estate transaction
and transferring the title to
Wise Regional.
Summers said both sides
are eager to get to that point
as quickly as possible.
When the ownership officially
changes, he said the
plan is to initially move
all the patients to Decatur
while some work is done on
the Bridgeport hospital.
“We fully intend for that to
be a full-service facility,” he
said. “But once we take ownership,
for the time being,
there’s going to be no ICU, no
obstetrics — nothing where
we have to have any ‘on call’
staff.
“By licensure we’re required
to keep the ER open
and have beds available, but
our intention would be to
transfer the patients to our
hospital in Decatur as quickly
as we can, and keep the
floors as patient-free as possible
for at least two weeks.
“There has to be a transition
period, a time of minimal
services,” he added. “There’s
more to deal with than we
anticipated, and it’s going to
cost a little more money and
take a little more time than
we thought going in — but
we’re content to do that, to
get it in top-notch shape.”
Staff orientation, the conversion
to electronic records
and other matters are already
well under way.
One issue that’s being
dealt with is doctor credentialing
— the request by
several physicians for staff
privileges at the unified facilities.
Several Family Practice
physicians at NTCH also
handle obstetrical care —
delivering babies. That procedure
at Wise Regional is
currently reserved for doctors
who specialize in obstetrics
and gynecology (OB/
GYN) and no current staff
physicians who are not OB/
GYN specialists are allowed
to do deliveries.
It is one of the issues that
brought about the establishment
of NTCH a decade ago.
Although there have been
extensive meetings of the
medical staff’s Ethics and
any recommendation would
have to be approved by the
board, which does not meet
ing on to try and come up
with a solution that meets
mers said. “They’re working
Credentialing committee,
again until March 25.
“There are discussions go-
everybody’s needs,” Sum-
toward that.”
Understanding
What We Read
WHAT DOES IT TAKE TO BELONG TO CHRIST?
There is neither Jew nor Greek, there is neither bond nor free, there is neither male
nor female: for ye are all one in Christ Jesus. And if ye be Christ’s, then are ye
Abraham’s seed, and heirs according to the promise (Gal. 3:28, 29).” Paul clearly
teaches us that no matter who you are or who your descendants are, you are
received as being the seed of Abraham (True Israel) with one stipulation. Notice
the words, “if ye be Christ’s.” What does it take to belong to Christ? Listen to Jesus:
“. . . repent ye, and believe the gospel (Mark 1:15).” One of the most misunderstood
men of his time and even up until today is the man, Christ Jesus. Listen and obey
him and his Apostles and you have something. “Enter ye in at the strait gate. . .
(Bible truth). . . Beware of false prophets . . . (Matt. 7:13-15).” Who is Jesus? “Behold
my hands and my feet, that it is I myself, handle me and see; for a spirit hath not
flesh and bones, as ye see me have (Luke 24:39).” Jesus is a man, a human being just
like you and me, only now immortal. “And no man hath ascended up to heaven. . .
(John 3:13).” “The meek shall inherit the earth (not heaven) (Matt. 5:5).” “And this
is the will of him that sent me, that every one which seeth the Son, and believeth
on him (his teachings) may have everlasting life (on earth) and I will raise him up
at the last day (John 6:40).” Notice it says raise him up, not bring him down! Are
we going to ignore these scriptures and follow after the tradition of man or follow
what Jesus says? We all make a choice. Are you following the broad way or the
narrow way? Remember the judgment natural man makes is different from the way
God would have you go. “There is a way that seemeth right unto man, but the end
thereof are the ways of death (Prov 14:12).”
MANY MINIS
— As part of
Boyd school
district’s
commitment to
move to a oneto-one
program,
the school
board approved
the purchase
of 1,200
iPad Minis
at Thursday
night’s regular
meeting. The
district will
hand out the
tablets to
students at the
beginning of
the 2013-14
school year.
Expect the load to lighten
in students’ backpacks at
Boyd next school year.
After months of discussion,
Boyd School Board
members unanimously approved
the purchase of 1,200
iPad Minis for the district’s
1,143 students at Thursday
night’s meeting.
The district’s decision to
move to a one-to-one computer-to-student
program
proved the art of education
continues to move toward
a more digital form of instruction
and away from the
bulky textbooks of old.
“We have been building up
to this for months,” Superintendent
Ted West told the
board. “We’ve talked extensively
about one-to-one and
the benefits it would have
for our students. We have
put in a lot of hours into
this, and I’m proud to bring
you a recommendation.”
After a series of questions
and answers between the
board and administration,
members voted 6-0 (Ernest
Partin was absent), for the
initiative. Several parents
and teachers in attendance
at the meeting followed the
vote with a round of applause.
The tablets will cost the
district $394,800, of which
$300,000 will be paid from
the general fund and more
than $120,000 for additional
costs will come from an
instructional material allotment
provided by the state.
They cost $329 each. The
tablets will be issued to students
during registration at
the beginning of the 2013-
14 school year.
The iPads are expected
to increase student engagement
and improve the
scores of standardized tests.
“From pre-K all the way
through medical school,
these devices can help students
and teachers,” West
said. “These are transforming
the classroom. It’s revolutionizing
education. This
is what we are excited about.
“We decided to go with
(iPad minis) because of the
price and the flexibility of
all they can do. We feel it is
a great project-use tool.”
The district purchased
iPad minis for all teachers
and staff last month and
handed them out to teachers
this week. West stressed
there will be staff development
and training on using
the devices in the coming
months and throughout
the summer so teachers
will know how to make the
best use of the tablets in the
classroom.
The district still has details
to work out such as
insuring the devices and deposits
to be paid by students
and at what grade level students
will be allowed to take
them home.
Boyd is one of the last districts
in the county to initiative
a one-to-one program.
Boyd technology director
Shawn Bryans said that is
an advantage.
“The other schools are
guinea pigs for this,” Bry-
FINANCIAL FOCUS
Get Ready for Some (Financial) Spring Cleaning
Spring is in the air — or, at the very
least, it’s on the calendar this week.
And if you’re like many people, you
may be looking forward to doing some
spring cleaning around your house and
yard. But this year, why not go beyond
your physical environment and do
some “sprucing up” of your financial
situation?
Here are a few possibilities to
consider:
• Clean your portfolio of
“clutter.” When you go through your
house, you may find some clutter in
closets, storage areas, on top of desks,
under beds or just about any other
place. Your investment portfolio also
may contain clutter, in the form of
investments that no longer meet your
needs. Consequently, it’s a good idea to
“de-clutter” your portfolio periodically
by selling those extraneous investments
and using the proceeds to help purchase
others that may be more effective in
helping you make progress toward your
financial goals.
• Consolidate your investments
in one place. As you clean your
house, you may find that you have
many common items, such as brooms,
hammers, duct tape and so on, scattered
among various rooms. It might be
more efficient to keep all such objects
in one central location; this can help
prevent you from needlessly replacing
or duplicating them. As an investor, you
may have an IRA with one financial
services provider, an old 401(k)
with a different one, and some other
investments with yet another institution.
If you consolidated all these investment
vehicles with one provider, you might
be able to save some fees and expenses.
Perhaps even more importantly, by
uniting all your investments in one place,
you may find it easier to follow a central,
unified investment strategy.
• Check for “gaps” in your
financial strategy. Every spring, it’s
a good idea to check your gutters for
leaks, your sidewalks for cracks and your
paint for chips. By doing so, you’ll help
protect your home and surroundings.
To help protect your family’s future,
it’s important to have adequate life and
disability insurance.
• Plant seeds for growth. When
spring arrives, it’s time to plant the seeds
for your flowers and vegetables. As an
investor, you also have to be concerned
about growth. Specifically, you’ll want
to consider investments that have the
potential to grow enough to help provide
the financial resources to meet your
long-term goals, such as a comfortable
retirement. Consequently, you should
review your portfolio to determine
if it contains an appropriate amount
of growth-oriented vehicles for your
individual objectives, time horizon and
risk tolerance.
• Seek professional assistance.
When you’re tidying up for spring, you
may find some jobs that you can’t do
alone, such as cleaning a heavily stained
carpet, unclogging a blocked drain or
trimming the highest branches on a tree.
For these tasks, you might need to call in
trained professionals. It’s the same with
investing: You can do some things on
your own, but for complex tasks such as
creating and maintaining an appropriate
investment strategy, you may need to
work with a financial professional.
Consider putting these springcleaning
tips to work soon. They may
just help put some sparkle and shine into
your financial “house.”
This article was written by Edward Jones
for use by your local Edward Jones
Financial Advisor.
ans. “We’ve been able to talk
to other districts and see
what works best and what
doesn’t.”
The state also recognizes
the changing face of instruction.
A recent policy
update allows districts
to use money from the
state’s instructional material
allotment fund, which
has traditionally been for
textbooks, to now cover
technological equipment
if it’s being purchased for
instructional needs. The
district must form a committee,
or team, to review
proposed purchases.
Bryans added that textbook
companies are also
started getting the hint.
“The textbooks companies
are finally waking up
to this,” Bryans said. “Now
they see everyone is going
digital, and the state’s textbook
allotment is going to
it. They are going to offer
a Kindle-like bookstore. Instead
of paying $90 for each
textbook, it will be cheaper
to purchase digital textbooks.”
“There will still be pencil
and paper, though,” Bryans
added.
“There will be some obstacles
because we’ll be asking
people to do something
different from how they’ve
always done things,” West
said. “I’d argue from some
of the (standardized) test
scores we saw it’s not good
enough to do things how
we’ve always done things.
This is about having something
in place to improve
student engagement where
we need it to be.”
The Chico City Council
will meet Tuesday to discuss
moving forward with a
The project, originally
scheduled to be done last
and widening several
streets around town.
Mayor J.D. Clark identified
Phase 1 of the project
as East Jacksboro Street,
East Decatur Street and
will include South Hovey,
South Buffalo, Blanton,
The council considered
the item at last Tuesday’s
their approval. Tuesday’s
Tax Tips for the Self-Employed
If you are self-employed you may have to make estimated tax payments. This applies
even if you also have a full-time or part-time job and your employer withholds taxes
from your wages. Estimated tax is the method used to pay tax on income that is not
subject to withholding. If you fail to make quarterly payments you may be penalized for
underpayment at the end of the tax year.
Directory
In early spring, the Wise County Messenger will publish the
county’s annual Medical Directory. The quarter-fold, full
color, magazine-style publication will feature individuals and
businesses that serve the medical needs of Wise Countians.
Whether it’s a gynecologist specializing in high-risk pregnancies, a
business that provides in-home oxygen, a duct cleaning service that
keeps your home healthy or a cellular phone/pager service that offers
help in an emergency, the directory will be THE source for all things medical in
the county.
A wide range of advertising opportunities is available, in every price range.
Please see the enclosed information.
We will print 30,000 copies of the guide. It will be inserted into the All Around
Wise section of the Wise County Messenger and mailed directly to 28,000 homes
in Wise County. The remainder will be distributed through the chamber of
commerce offices and area businesses.
Because some of the advertising opportunities are limited, such as the back,
inside back and front cover and the center spread, you’ll want to call today and
reserve your space. We look forward to hearing from you.
WISE COUNTY MESSENGER, Decatur, Texas, Saturday, March 9, 2013
Scholarship deadline approaches
March 15 is the deadline
for students planning to attend
Weatherford College in
the 2013-14 academic year
to apply for scholarships
through the school’s Foundation.
Scholarships are for
first-time and continuing students
alike.
Brent Baker, vice president
of institutional advancement
and director of the Foundation,
wants potential students
to know that qualifying
for some scholarships may be
easier than they think.
“Some students think that
you have to have straight A’s
to qualify for a scholarship,
and that’s simply not the
case,” said Baker. “Different
scholarships carry different
criteria, from area of study,
geographic area, level of community
service, etc.”
More than $115,000 in
scholarship money is awarded
annually through the
11A
Foundation.
“And with the success of
our current capital campaign
that number will be higher
next year,” said Baker.
To apply, visit www.wc.edu/
financialaid and click on “WC
Online Scholarship Application.”
“The best bet is to go ahead
and apply regardless,” said
Baker. “You might surprise
yourself, and every dollar
counts.”
SUBMITTED
BIG WINNERS — The Slidell FFA Ag Mechanics Team returned last week from the San
Antonio Livestock Show with money and prizes. Erik Volkart, John Ross, Alex Fitzherbert and
Class and third in their division, Agriculture Machinery, walking away with nearly $14,000
BACK TO BACK — Gabi Buchanan is on her way back to the state powerlifting meet in Corpus Christi March 16.
Decatur lifter heads
to powerlifting meet
in Corpus Christi
BY CLAY CORBETT
ccorbett@wcmessenger.com
Gabi Buchanan is making a
habit of spending her spring
breaks in Corpus Christi.
The Decatur junior is
heading south for the second straight
year, after earning a spot in the Texas
High School Women’s Powerlifting
Association state meet March 16.
Buchanan qualified when she took
second at the Region 6 Division II
meet in Wylie. Her total of 925, competing
in the 220-class, was her best
overall finish.
Last season, Buchanan came away
with a sixth-place finish at the state
meet, and she believes that experience
will benefit her this time around.
“It will help me quite a bit,” Buchanan
said. “There will be some girls
that haven’t been there before, and
I’ll be competing against some of the
same girls as last year.”
She added that the atmosphere at
the state scene was nothing like what
she expected.
“It was interesting. I expected it to
be a lot more crazy, but it wasn’t,” she
said. “It went a lot smoother than I
thought.”
Decatur coach Tim Mynarcik said
“It’s an edge. It’s going to
he said. “The facility is the
same, nothing is going to
look different, and any butterflies
she had last year I
don’t think will be there this
Since 2001, Decatur coach
Tim Mynarcik has sent either
a boy or a girl to state.
He’s excited to keep that
tradition going.
“I tell our kids that our
Mynarcik said. “The other
her on the past couple
Last year’s trip was the
