Bondholders stepped up Friday and<br />
committed to providing funds to ensure<br />
North Texas Community Hospital in<br />
Bridgeport will remain open.<br />
The purchase of the hospital by <strong>Wise</strong><br />
Regional Health System in Decatur is<br />
pending, but NTCH didn’t have enough<br />
operating funds to remain open until<br />
the transition later this month.<br />
<strong>Wise</strong> Regional CEO Steve Summers<br />
said he learned Friday bondholders<br />
were going to provide the money needed<br />
by NTCH.<br />
“There are at least four institutional<br />
investors (among the bondholders) who<br />
were able to figure out how to make that<br />
work within the structure we had,” he<br />
said.<br />
As approved by the federal court, <strong>Wise</strong><br />
Regional’s bid called for a purchase price<br />
of $20 million, with $1 million of that in<br />
the form of a “debtor-in-possession” loan<br />
and the other $19 to go to the holders<br />
of the hospital’s nearly $60 million in<br />
bonds.<br />
Summers said the structure of the bid<br />
will remain exactly the same, and this<br />
money is separate from the bid.<br />

4-vehicle wreck injures 2<br />

A woman was flown to a Metroplex hospital<br />
with head injuries after a four-vehicle<br />
accident Friday morning south of Boonsville.<br />
Kay Lackey, 62, of Poolville was driving<br />
a van westbound on Texas 199 about<br />
10:40 a.m. when she attempted to turn left<br />
onto Farm Road 920. Department of Public<br />
Safety Trooper Mitchell Collins said Lackey<br />
turned in front of a Buick Enclave traveling<br />
eastbound on 199.<br />
The Enclave was driven by Edwina Norris,<br />
41, of North Richland Hills.<br />
Her vehicle hit the van on the passenger<br />
side, and both vehicles spun into 18-wheelers<br />
before landing in nearby medians.<br />
The van hit a truck, driven by William<br />
Mullally, 57, of Jacksboro, that was traveling<br />
westbound on 199, while the Enclave<br />
spun into a truck on FM 920, which was<br />
driven by Schuyler Long, 25, of Euless. Neither<br />
truck driver was injured.<br />
The van eventually came to rest in the<br />
median of 199. Lackey suffered severe head<br />
injuries and was transported via helicopter<br />
to Texas Health Harris Methodist Hospital<br />
Fort Worth.<br />
Norris’ Enclave ended up in the triangular<br />
median separating 199 and 920. She<br />
was taken by ground ambulance to Texas<br />
Health Harris Methodist Hospital Azle.<br />
There were no passengers in either vehicle.<br />
At least a dozen people from a neighboring<br />
gas station and nearby homes gathered<br />
at the wreck scene. Texas 199 was shut<br />
down for about 30 minutes so the helicopter<br />
could land.<br />
RHOME<br />
70-year-old arrested for<br />
allegedly molesting child<br />

NEIGHBORHOOD ON WATCH — A trusted and grandfather-like member of a neighborhood<br />
northeast of Rhome was arrested last Friday for allegedly molesting a 10-year-old girl at his<br />
home. The girl was one of many in the neighborhood who played and sometimes spent the<br />
night at the 70-year-old man’s home.<br />

Rhome, considered a trusted<br />
friend by many in his<br />
neighborhood, was arrested<br />
by officers with the <strong>Wise</strong><br />
<strong>County</strong> Sheriff’s Department<br />
March 1 for multiple<br />
counts of indecency with a<br />
child by sexual contact.<br />
Hollis “Butch” Belcher,<br />
allegedly molested a<br />
10-year-old girl Feb. 26 and<br />
27 at his home on Private<br />
Road 4732 in the Diamond<br />
Ridge subdivision.<br />
Belcher was a close<br />
friend of several<br />
people<br />
in his neighborhood.<br />
He<br />
enjoyed barbecue<br />
cookouts<br />
with<br />
BELCHER<br />
neighbors,<br />
and children regularly<br />
played at his house, sometimes<br />
spending the night,<br />
according to an arrest warrant<br />
affidavit obtained by<br />
an open records request.<br />
After one of the sleepovers,<br />
a mother observed several<br />
red marks, thought to<br />
be hickeys, on her young<br />
daughter’s neck.<br />
The Sheriff’s Office was<br />
notified, and through interviews<br />
and the alleged<br />
victim, an investigator determined<br />
sexual contact<br />
had occurred. A forensic<br />
expert with the Children’s<br />
Advocacy Care Center in<br />
Denton assisted with the<br />
investigation.<br />
Belcher allegedly kissed<br />
and climbed on top of the<br />
victim and inappropriately<br />
touched her multiple<br />
times. The victim stayed<br />
at his house several times<br />
and allegedly slept in the<br />

after a one-vehicle wreck<br />

presented to the school board at last Monday’s<br />
meeting:<br />

Work is expected to begin<br />
April 1 on the Decatur<br />
school district’s oldest building<br />
to turn it into future administration<br />
offices.<br />
The building, constructed<br />
in 1939 as a high school, is<br />
located near the corner of<br />
South Cates and East Ward<br />
streets. It was most recently<br />
the temporary home of<br />
Weatherford College <strong>Wise</strong><br />
<strong>County</strong> but has served<br />
many uses to the school district<br />
over the years.<br />
The project is expected<br />
to take 225 days and cost<br />
an estimated $2.6 million.<br />
Mart Inc., the contractor for<br />
the project, will be paid $2.3<br />
million of that total. If the<br />
project remains on schedule,<br />
the restored building should<br />
be ready for the administration<br />
office move near the<br />
end of the calendar year.<br />
The technology department<br />
will then move into<br />
the current administration<br />
building. The department,<br />
which handles the estimated<br />
3,700 computers and<br />
iPads in the district as well<br />
as its network operations<br />
system, has outgrown its<br />
space in a smaller building<br />
next door to the current administration<br />
building.<br />
One of the biggest issues<br />
for the technology department<br />
is the lack of space for<br />
technology training. Seventeen<br />
people can squeeze into<br />
the current training area,<br />
but the group often includes<br />
20 or more. Other issues<br />
include a lack of parking<br />
and bathroom facilities for<br />
training, limited shop space,<br />
an aging building (which<br />
has flooded during heavy<br />
rains in the past), a storage<br />
bay that is not climate-controlled,<br />
security issues and<br />
the overall age of the building,<br />
which was once part of<br />
an old elementary school<br />
torn down in the 1990s.<br />
The restored 1939 building<br />
will provide enough<br />
space for current administration<br />
office requirements<br />
and also includes room for<br />
future growth, Superintendent<br />
Rod Townsend said.<br />
Perhaps the most noticeable<br />
change for visitors will<br />
be the interior front entryway,<br />
where the dropped<br />

and turned into a meeting<br />

(DAEP) program will continue<br />
to use the bottom floor<br />
of the building.<br />
When the technology department<br />
moves into the<br />
current administration<br />
building, the department’s<br />
current home will most likely<br />
be used for storage.<br />
The building restoration<br />
and renovation will be paid<br />
for by money available in<br />
the district’s construction<br />
fund and a $250,000 transfer<br />
from the district’s general<br />
fund. It will not affect<br />
the tax rate.<br />
CHICO<br />
Man found guilty of intoxication manslaughter<br />
last year that fatally injured<br />
his passenger.<br />
Sturch, who was 28 at<br />
the time of the wreck, was<br />
the driver of a pickup that<br />
ran through a red light<br />
and slammed into a Tarrant<br />
<strong>County</strong> courts building<br />
on Belknap Street in Fort<br />
Worth around 2 a.m. Feb.<br />
19, 2012. The passenger,<br />
Michelle Lynne Lightfoot,<br />
31, of Boyd died three days<br />
later from brain injuries<br />
sustained in the crash.<br />
An officer who witnessed<br />
the accident said she was<br />
westbound on Belknap<br />
Street and, despite having a<br />
green light to continue west,<br />
had to slam on her brakes<br />
after she noticed the pickup<br />
northbound on Throckmorton<br />
Street traveling at a<br />
high rate of speed. The pickup<br />
proceeded through the<br />
red light, through the dead<br />
end and into the building.<br />

<strong>County</strong> is the same reason<br />
construction of the lines is<br />
sometimes delayed.<br />
The Competitive Renewable<br />
Energy Zones (CREZ)<br />
transmission lines are designed<br />
to transfer wind<br />
energy created from giant<br />
spinning windmills located<br />
in the Panhandle and West<br />
and Central Texas to the<br />
highly populated Metroplex<br />
and other areas. And <strong>Wise</strong><br />
<strong>County</strong> is directly in the<br />
path of the towering steel<br />
structures that rise like permanent<br />
oil rigs across the<br />
rolling landscape.<br />
High winds blowing in<br />
February and March across<br />
North Texas has stymied<br />
some construction, but on a<br />
calm and warm Thursday,<br />
a team of workers, found<br />
themselves installing a Goliath<br />
of a tower in north<br />
<strong>Wise</strong> <strong>County</strong>.<br />
“They were assembling<br />
a steel lattice tower,” said<br />
Sabrina Taylor, Oncor area<br />
manager. “It’s one of the<br />
most important types of<br />
towers we use in the project.”<br />
The monstrous 160-foot<br />
tower contains more than<br />
32,500 pounds of steel. It’s<br />
anchored in 42-foot deep<br />
holes held firm by concrete.<br />
The tower is part of a<br />
double circuit line that is<br />
capable of carrying 345,000<br />
volts of electricity along its<br />
swooping arcs over pastures<br />
and prairies, cows and cacti.<br />
The CREZ lines are a response<br />
to a directive passed<br />
by the state legislature. The<br />
directive was passed by the<br />
legislature in 2005 to meet<br />
the state’s renewable energy<br />
goals. The Texas Public Utility<br />
Commission determined<br />
the path of the lines. Oncor<br />
transmits electricity for energy<br />
companies.<br />
The line running through<br />
northern <strong>Wise</strong> <strong>County</strong> will<br />
end in the Krum area. It’s<br />
slated for completion sometime<br />
in May. Oncor is also<br />
building a matching line<br />
through south <strong>Wise</strong> <strong>County</strong>,<br />
scheduled for completion in<br />
June.<br />

Financial integrity crucial for public entities<br />

Although Weatherford<br />
College has been a part<br />
of <strong>Wise</strong> <strong>County</strong> for some<br />
time, and we understand<br />
and value the new <strong>Wise</strong><br />
<strong>County</strong> campus, we might<br />
not know much about the<br />
college administration.<br />
Recently I read an article<br />
in the college’s alumni<br />
magazine, The Hilltop, that<br />
gave a keen insight into<br />
how the college is managed<br />
and the integrity of the<br />
schools financial accountability.<br />
The story “Money Matters”<br />
written by Linda Bagwell<br />
shows<br />
that WC<br />
President Dr.<br />
Kevin Eaton<br />
is correct<br />
when he says<br />
“we are definitely<br />
good<br />
stewards<br />
of taxpayer<br />
money.”<br />
Since <strong>Wise</strong><br />
<strong>County</strong> taxpayers send<br />
several hundred thousand<br />
dollars into the Weatherford<br />
College system each<br />
year to support our branch<br />
campus, I thought you<br />
would be interested in how<br />
the college manages its<br />
finances.<br />
“We continually strive to<br />
do the best we can with the<br />
money we have, and we do<br />
a good job,” Eaton said, referring<br />
to a report from the<br />
Texas Higher Education<br />
Coordinating Board.<br />
The report, based on<br />
2012 statistics, compares<br />
the financial strength of<br />
the state’s 50 community<br />
and junior college districts<br />
and Weatherford College<br />
stands at the top in the<br />
statistics.<br />
In the area of “financial<br />
vulnerability,” which measures<br />
unrestricted money<br />
versus operating expenses,<br />
Weatherford College was<br />
the top college in Texas<br />
with Grayson College and<br />
Paris Junior College in second<br />
and third positions.<br />
“Primary reserves” looks<br />
at how long a college could<br />
survive without new money<br />
coming in. On a ratio that<br />
should be at least .13, WC<br />
scored 1.06. Collin <strong>County</strong><br />
College (McKinney) was<br />
the only institution to score<br />
higher.<br />
“Viability” is how much<br />
debt the college could pay<br />
off with the money it has<br />
on hand. The state recommends<br />
a score of at least<br />
.51, and WC received 4.79<br />
with only Tarrant <strong>County</strong><br />
College and Central Texas<br />
College scoring higher.<br />
“Debt burden” measures<br />
how much of total expenses<br />
are for debt service. A<br />
healthy score is below 5<br />
percent, and WC was well<br />
below that at 1.1 percent.<br />
Only 12 out of 50 colleges<br />
scored below 2 percent.<br />
In a matter crucial to the<br />
school’s future, the college<br />
board of trustees, voted several<br />
years ago that at least<br />
20 percent of each budget<br />
be allocated for reserves.<br />
“We have met and exceeded<br />
that in the last five<br />
years,” said Andra Cantrell,<br />
vice president for financial<br />
affairs.<br />
“We have learned to<br />
stretch a dollar as far as it<br />
can, and we have dedicated<br />
employees who collaborate<br />
and cooperate to make it<br />
easier to continue to provide<br />
and service the needs<br />
of our students and community,”<br />
she said.<br />
All this is to say that<br />
<strong>Wise</strong> <strong>County</strong> voters have<br />
picked a good partner with<br />
a record of financial integrity<br />
that will assure that<br />
Weatherford College/<strong>Wise</strong><br />
<strong>County</strong> will be on sound<br />
financial footing for many<br />
years in the future.<br />

I have been a resident of<br />
<strong>Wise</strong> <strong>County</strong> now for nearly<br />
eight years, and I consider<br />
myself so blessed. This is a<br />

Area Relief Mission (WARM),<br />

DST: it’s the<br />
minutes that<br />
really count<br />
Oh, no. It’s Daylight Savings<br />
Time. “Boo, hiss!” The<br />
original and still primary<br />
purpose of DST is supposedly<br />
to save energy. It debuted in<br />
1916 during World War I in<br />
Europe, was formally adopted<br />
in 1918 by the U.S. but repealed<br />
in 1919. America has<br />
wafted in and out of Daylight<br />
Savings Time since then.<br />
A great savings in energy<br />
seems unlikely to me when<br />
every major city is lit up “like<br />
a country church” 24-7. And<br />
will one more hour of daylight<br />
make my life fit into 24<br />
hours a day? There’s working<br />
9 to 5, exercising for health,<br />
chasing kids or grandkids<br />
with activities, church, grocery<br />
shopping, housecleaning,<br />
yard work, paying bills,<br />
keeping appointments. Lists<br />
are long, and days are not.<br />
I believe changing the time<br />
back and forth is a useless<br />
endeavor. Makes more sense<br />
to me to split the hour. Put<br />
30 minutes on each end of<br />
the day and leave it from<br />
now on.<br />
Every morning, getting<br />
up, a 24-hour span of time<br />
speads out before me. The<br />
day equals 1,440 minutes,<br />
calculating to 86,400 ticks of<br />
the clock. Those are allot-<br />

More than a few years ago, when<br />
we were members of a church in<br />
Springtown, we got caught in a<br />
time warp.<br />
You know what a time warp is,<br />
don’t you? No? Obviously you’re<br />
not a fan of mid-20th-century science<br />
fiction, when characters frequently<br />
went through them and<br />
found themselves in the past or<br />
the future.<br />
Usually, they were hunky movie<br />
stars, and they landed (with arms<br />
out, feet spread and hair looking<br />
fantastic) in the O.K. Corral during<br />
a gunfight, or in the French<br />
Revolution at a guillotine party,<br />
or in the middle of a dinosaur<br />
fight, or on some planet in the<br />
future where all the girls looked<br />
like Miss America 1966, but lived<br />
in craters, wore rayon, and occasionally<br />
got eaten by hairy behemoths.<br />
As you can tell, I was a fan of<br />
mid-20th-century science fiction.<br />
Back to our own personal time<br />
warp.<br />
It was spring, and we knew that<br />
at some point very soon our government<br />
was going to ask us to<br />

Never mind that<br />
we’d all be better off<br />
if we literally did<br />
“spring forward”<br />
on a regular basis.<br />
I’d recommend 12<br />
springs forward, then 12 springs<br />
back, then rest awhile and repeat.<br />
Some people call them lunges.<br />
Unfortunately, most people (me<br />
included) are a lot more familiar<br />
with lunches than lunges, and<br />
our bodies show it.<br />
Anyway, anticipating that<br />
spring forward, but not bothering<br />
to take the time to find out when<br />
it would actually occur, my family<br />
fell victim to my ignorance.<br />
On Saturday, I was reading the<br />
church bulletin from my parents’<br />
church (hours away) and took note<br />
of a small item that reminded<br />
members about the “time change”<br />
coming up the next Sunday.<br />
“Aha!” I told myself. “Glad I spotted<br />
that! Now we’ll be among the<br />
very small crowd at Bible classes<br />
who can ridicule (in a Christian<br />
way) those who show up for worship<br />
thinking they were going to<br />
be on time for class!”<br />
Even better was the chance to<br />
laugh (kindheartedly, of course)<br />
at those who would be arriving<br />
just as we were heading out the<br />
door. They thought they’d be on<br />
time for worship, and they missed<br />
it entirely.<br />
Not us, I said to myself. We’re<br />
smart. I’m smart.<br />
That night, I set all the clocks<br />
ahead after the kids were tucked<br />
in bed (early, I might add) and<br />
the next morning we got up, ate<br />
breakfast, got ready and hit the<br />
road.<br />
But as we approached the<br />
church building I noted that there<br />
were absolutely no cars there.<br />
Could it be, I asked myself, that<br />
no one but me took note of the<br />
time change? Could I not only be<br />
the smartest, but the only smart<br />
one?<br />
Not likely, my wife’s expression<br />
said.<br />
Puzzled, I drove around the<br />
parking lot for a few minutes.<br />
Then it occurred to me to drive<br />
past a bank that had one of those<br />
electronic signs that tells you the<br />
time and temperature.<br />
It was wrong, I said. Probably<br />
some junior vice president has<br />
to reset that thing, and he didn’t<br />
work on Saturday.<br />
(Note that this was before cell<br />
phones, which are now smart enough<br />
to take care of the time change without<br />
consulting their owners.)<br />
After driving around puzzled,<br />
like a character in a “Twilight<br />
Zone” episode, I finally took the<br />
family to a convenience store and<br />
bought the kids donuts. They’d<br />
need a little something to tide<br />
them over, since lunch was going<br />
to be an hour later than usual.<br />
We went to church at the old<br />
time, and everyone was there. I<br />
didn’t say anything, just noted<br />
that all of their watches, and all<br />
the clocks in the building, were<br />
also wrong. The whole world, in<br />
fact, was wrong.<br />
I called my folks that afternoon<br />
and asked them about this mythical<br />
“time change” their bulletin<br />
spoke of.<br />
“Oh, we moved our services<br />
back a half-hour,” my mom said.<br />
How smart!<br />
Daylight Saving Time begins<br />
this Sunday. If you’re early to<br />
church, it’s OK. You’re in good<br />
company.<br />

a police presence on the trails<br />
and another would replace a<br />
worn utility vehicle used “every<br />
weekend to make sure<br />
people are in the right places<br />
and to monitor littering and<br />
drinking” as the trail marshal.<br />
Once replaced, the older<br />
utility vehicle will be moved<br />
to the city’s parks department<br />
for use on the ball fields and<br />
for light park maintenance.<br />
“These vehicles are needed<br />
more than any of the signage,”<br />
he said, adding that any additional<br />
costs would be paid<br />
for from the Northwest OHV<br />
Park fund.<br />
“But the main priority is the<br />
fence,” McComis said. “I would<br />
like to see the bids come in on<br />
the fence, make sure we’ve got<br />
that all tied down and then go<br />
from there. We might not be<br />
able to get both, but maybe it<br />
makes more sense to get one.<br />
There’s a lot of unknowns.<br />
Personally, I would like to see<br />
where all this money is going<br />
to go before we start dispersing<br />
it.”<br />
Northwest OHV Park is a<br />
300-acre park with more than<br />
25 miles of trails ranging from<br />
graded gravel roads to wicked<br />
rock hills. The park is open<br />
Saturdays and Sundays.<br />

and adopted a child, Nancy.<br />

I believe we fail to see<br />
the most important issue.<br />

to work toward integration<br />
of the two facilities.<br />
NTCH held a “farewell”<br />
party Sunday to honor staff<br />
members for their loyalty<br />
throughout the hospital’s operation.<br />
Although the event<br />
had been planned for some<br />
time, it still sparked rumors<br />
that the hospital was closing.<br />
Some confusion may stem<br />
from use of the word “closing”<br />
in reference to finalizing<br />
the real estate transaction<br />
and transferring the title to<br />
<strong>Wise</strong> Regional.<br />
Summers said both sides<br />
are eager to get to that point<br />
as quickly as possible.<br />
When the ownership officially<br />
changes, he said the<br />
plan is to initially move<br />
all the patients to Decatur<br />
while some work is done on<br />
the Bridgeport hospital.<br />
“We fully intend for that to<br />
be a full-service facility,” he<br />
said. “But once we take ownership,<br />
for the time being,<br />
there’s going to be no ICU, no<br />
obstetrics — nothing where<br />
we have to have any ‘on call’<br />
staff.<br />
“By licensure we’re required<br />
to keep the ER open<br />
and have beds available, but<br />
our intention would be to<br />
transfer the patients to our<br />
hospital in Decatur as quickly<br />
as we can, and keep the<br />
floors as patient-free as possible<br />
for at least two weeks.<br />
“There has to be a transition<br />
period, a time of minimal<br />
services,” he added. “There’s<br />
more to deal with than we<br />
anticipated, and it’s going to<br />
cost a little more money and<br />
take a little more time than<br />
we thought going in — but<br />
we’re content to do that, to<br />
get it in top-notch shape.”<br />
Staff orientation, the conversion<br />
to electronic records<br />
and other matters are already<br />
well under way.<br />
One issue that’s being<br />
dealt with is doctor credentialing<br />
— the request by<br />
several physicians for staff<br />
privileges at the unified facilities.<br />
Several Family Practice<br />
physicians at NTCH also<br />
handle obstetrical care —<br />
delivering babies. That procedure<br />
at <strong>Wise</strong> Regional is<br />
currently reserved for doctors<br />
who specialize in obstetrics<br />
and gynecology (OB/<br />
GYN) and no current staff<br />
physicians who are not OB/<br />
GYN specialists are allowed<br />
to do deliveries.<br />
It is one of the issues that<br />
brought about the establishment<br />
of NTCH a decade ago.<br />
Although there have been<br />
extensive meetings of the<br />
medical staff’s Ethics and<br />
any recommendation would<br />
have to be approved by the<br />
board, which does not meet<br />

WHAT DOES IT TAKE TO BELONG TO CHRIST?<br />
There is neither Jew nor Greek, there is neither bond nor free, there is neither male<br />
nor female: for ye are all one in Christ Jesus. And if ye be Christ’s, then are ye<br />
Abraham’s seed, and heirs according to the promise (Gal. 3:28, 29).” Paul clearly<br />
teaches us that no matter who you are or who your descendants are, you are<br />
received as being the seed of Abraham (True Israel) with one stipulation. Notice<br />
the words, “if ye be Christ’s.” What does it take to belong to Christ? Listen to Jesus:<br />
“. . . repent ye, and believe the gospel (Mark 1:15).” One of the most misunderstood<br />
men of his time and even up until today is the man, Christ Jesus. Listen and obey<br />
him and his Apostles and you have something. “Enter ye in at the strait gate. . .<br />
(Bible truth). . . Beware of false prophets . . . (Matt. 7:13-15).” Who is Jesus? “Behold<br />
my hands and my feet, that it is I myself, handle me and see; for a spirit hath not<br />
flesh and bones, as ye see me have (Luke 24:39).” Jesus is a man, a human being just<br />
like you and me, only now immortal. “And no man hath ascended up to heaven. . .<br />
(John 3:13).” “The meek shall inherit the earth (not heaven) (Matt. 5:5).” “And this<br />
is the will of him that sent me, that every one which seeth the Son, and believeth<br />
on him (his teachings) may have everlasting life (on earth) and I will raise him up<br />
at the last day (John 6:40).” Notice it says raise him up, not bring him down! Are<br />
we going to ignore these scriptures and follow after the tradition of man or follow<br />
what Jesus says? We all make a choice. Are you following the broad way or the<br />
narrow way? Remember the judgment natural man makes is different from the way<br />
God would have you go. “There is a way that seemeth right unto man, but the end<br />
thereof are the ways of death (Prov 14:12).”<br />

Expect the load to lighten<br />
in students’ backpacks at<br />
Boyd next school year.<br />
After months of discussion,<br />
Boyd School Board<br />
members unanimously approved<br />
the purchase of 1,200<br />
iPad Minis for the district’s<br />
1,143 students at Thursday<br />
night’s meeting.<br />
The district’s decision to<br />
move to a one-to-one computer-to-student<br />
program<br />
proved the art of education<br />
continues to move toward<br />
a more digital form of instruction<br />
and away from the<br />
bulky textbooks of old.<br />
“We have been building up<br />
to this for months,” Superintendent<br />
Ted West told the<br />
board. “We’ve talked extensively<br />
about one-to-one and<br />
the benefits it would have<br />
for our students. We have<br />
put in a lot of hours into<br />
this, and I’m proud to bring<br />
you a recommendation.”<br />
After a series of questions<br />
and answers between the<br />
board and administration,<br />
members voted 6-0 (Ernest<br />
Partin was absent), for the<br />
initiative. Several parents<br />
and teachers in attendance<br />
at the meeting followed the<br />
vote with a round of applause.<br />
The tablets will cost the<br />
district $394,800, of which<br />
$300,000 will be paid from<br />
the general fund and more<br />
than $120,000 for additional<br />
costs will come from an<br />
instructional material allotment<br />
provided by the state.<br />
They cost $329 each. The<br />
tablets will be issued to students<br />
during registration at<br />
the beginning of the 2013-<br />
14 school year.<br />
The iPads are expected<br />
to increase student engagement<br />
and improve the<br />
scores of standardized tests.<br />
“From pre-K all the way<br />
through medical school,<br />
these devices can help students<br />
and teachers,” West<br />
said. “These are transforming<br />
the classroom. It’s revolutionizing<br />
education. This<br />
is what we are excited about.<br />
“We decided to go with<br />
(iPad minis) because of the<br />
price and the flexibility of<br />
all they can do. We feel it is<br />
a great project-use tool.”<br />
The district purchased<br />
iPad minis for all teachers<br />
and staff last month and<br />
handed them out to teachers<br />
this week. West stressed<br />
there will be staff development<br />
and training on using<br />
the devices in the coming<br />
months and throughout<br />
the summer so teachers<br />
will know how to make the<br />
best use of the tablets in the<br />
classroom.<br />
The district still has details<br />
to work out such as<br />
insuring the devices and deposits<br />
to be paid by students<br />
and at what grade level students<br />
will be allowed to take<br />
them home.<br />
Boyd is one of the last districts<br />
in the county to initiative<br />
a one-to-one program.<br />

Get Ready for Some (Financial) Spring Cleaning<br />
Spring is in the air — or, at the very<br />
least, it’s on the calendar this week.<br />
And if you’re like many people, you<br />
may be looking forward to doing some<br />
spring cleaning around your house and<br />
yard. But this year, why not go beyond<br />
your physical environment and do<br />
some “sprucing up” of your financial<br />

• Clean your portfolio of<br />
“clutter.” When you go through your<br />
house, you may find some clutter in<br />
closets, storage areas, on top of desks,<br />
under beds or just about any other<br />
place. Your investment portfolio also<br />
may contain clutter, in the form of<br />
investments that no longer meet your<br />
needs. Consequently, it’s a good idea to<br />
“de-clutter” your portfolio periodically<br />
by selling those extraneous investments<br />
and using the proceeds to help purchase<br />
others that may be more effective in<br />
helping you make progress toward your<br />
financial goals.<br />
• Consolidate your investments<br />
in one place. As you clean your<br />
house, you may find that you have<br />
many common items, such as brooms,<br />
hammers, duct tape and so on, scattered<br />
among various rooms. It might be<br />
more efficient to keep all such objects<br />
in one central location; this can help<br />
prevent you from needlessly replacing<br />
or duplicating them. As an investor, you<br />
may have an IRA with one financial<br />
services provider, an old 401(k)<br />
with a different one, and some other<br />
investments with yet another institution.<br />
If you consolidated all these investment<br />
vehicles with one provider, you might<br />
be able to save some fees and expenses.<br />
Perhaps even more importantly, by<br />
uniting all your investments in one place,<br />
you may find it easier to follow a central,<br />
unified investment strategy.<br />
• Check for “gaps” in your<br />
financial strategy. Every spring, it’s<br />
a good idea to check your gutters for<br />
leaks, your sidewalks for cracks and your<br />
paint for chips. By doing so, you’ll help<br />
protect your home and surroundings.<br />
To help protect your family’s future,<br />
it’s important to have adequate life and<br />
disability insurance.<br />
• Plant seeds for growth. When<br />
spring arrives, it’s time to plant the seeds<br />
for your flowers and vegetables. As an<br />
investor, you also have to be concerned<br />
about growth. Specifically, you’ll want<br />
to consider investments that have the<br />
potential to grow enough to help provide<br />
the financial resources to meet your<br />
long-term goals, such as a comfortable<br />
retirement. Consequently, you should<br />
review your portfolio to determine<br />
if it contains an appropriate amount<br />
of growth-oriented vehicles for your<br />
individual objectives, time horizon and<br />
risk tolerance.<br />
• Seek professional assistance.<br />
When you’re tidying up for spring, you<br />
may find some jobs that you can’t do<br />
alone, such as cleaning a heavily stained<br />
carpet, unclogging a blocked drain or<br />
trimming the highest branches on a tree.<br />
For these tasks, you might need to call in<br />
trained professionals. It’s the same with<br />
investing: You can do some things on<br />
your own, but for complex tasks such as<br />
creating and maintaining an appropriate<br />
investment strategy, you may need to<br />
work with a financial professional.<br />
Consider putting these springcleaning<br />
tips to work soon. They may<br />
just help put some sparkle and shine into<br />

of paying $90 for each<br />
textbook, it will be cheaper<br />
to purchase digital textbooks.”<br />
“There will still be pencil<br />
and paper, though,” Bryans<br />
added.<br />
“There will be some obstacles<br />
because we’ll be asking<br />
people to do something<br />
different from how they’ve<br />
always done things,” West<br />
said. “I’d argue from some<br />
of the (standardized) test<br />
scores we saw it’s not good<br />
enough to do things how<br />
we’ve always done things.<br />
This is about having something<br />
in place to improve<br />
student engagement where<br />

Belcher: Man charged with indecency<br />

Decatur lifter heads<br />
to powerlifting meet<br />
in Corpus Christi<br />

Gabi Buchanan is making a<br />
habit of spending her spring<br />
breaks in Corpus Christi.<br />
The Decatur junior is<br />
heading south for the second straight<br />
year, after earning a spot in the Texas<br />
High School Women’s Powerlifting<br />
Association state meet March 16.<br />
Buchanan qualified when she took<br />
second at the Region 6 Division II<br />
meet in Wylie. Her total of 925, competing<br />
in the 220-class, was her best<br />
overall finish.<br />
Last season, Buchanan came away<br />
with a sixth-place finish at the state<br />
meet, and she believes that experience<br />
will benefit her this time around.<br />
“It will help me quite a bit,” Buchanan<br />
said. “There will be some girls<br />
that haven’t been there before, and<br />
I’ll be competing against some of the<br />
same girls as last year.”<br />
She added that the atmosphere at<br />
the state scene was nothing like what<br />
she expected.<br />
“It was interesting. I expected it to<br />
be a lot more crazy, but it wasn’t,” she<br />
said. “It went a lot smoother than I<br />
thought.”<br />

Hightower was named the<br />
District 11-A Offensive Player<br />
of the Year this week after averaging<br />
18.1 points per game,<br />
10.1 rebounds, 3.7 assists and<br />
4.4 steals. He also sizzled from<br />
the 3-point line this season,<br />
averaging 42 percent and hitting<br />
10 in one game.<br />
Senior Hunter Clarke<br />
picked up first team honors.<br />
Clarke averaged 15.5 points,<br />
2.7 rebounds, 6.3 assists and<br />
2.2 steals.<br />
Chris Gilmore rounded out<br />
the awards for the Dragons<br />
as he landed on the second<br />
team.<br />
The Dragons reached the<br />
playoffs for the first time in<br />
11 years in 2013, and won<br />
their first playoff game in 15<br />
seasons.<br />
Alvord races to victory<br />
The Alvord Lady Bulldogs<br />
rolled to an easy victory<br />
at their own track meet<br />
Thursday. Alvord put up<br />
220 points to take the top<br />
spot. Paradise was second<br />
with 168. Boyd placed third<br />
with 80.<br />
On the boys side, Paradise<br />
took first with 146 points,<br />
while Boyd raced to second<br />
with 111. Alvord captured<br />
fifth with 76.<br />
All three teams will return<br />
to Alvord March 16 for<br />
the <strong>Wise</strong> <strong>County</strong> Meet.<br />

ever gotten to a beach. This<br />
time around she is going to<br />
spend a little extra time in<br />

“I’m going to fly down on<br />
Wednesday and spend time<br />
with my mom and sister,<br />
who will already be down<br />
there,” she said. “They are<br />
really excited. They had this<br />
planned out for months. I<br />
have a pretty exciting family.”<br />
