Background<br />

• <strong>Program</strong> in place since 1994 for serious medical conditions<br />

• Minor changes in 2002 to add other serious circumstances<br />

• Departments identified Cat <strong>Leave</strong> as a high priority for 2007<br />

negotiations<br />

• Auditor-Controller identified various Tax issues and IRS<br />

compliance issues with current program<br />

• Reopener agreement with <strong>OC</strong>EA to discuss program –<br />

Discussions began in March 2008, and have taken place<br />

with all labor groups<br />

Effective Date<br />

• All program changes will be effective<br />

July 4, 2008<br />

• Employees with <strong>Catastrophic</strong> <strong>Leave</strong><br />

balances on the books prior to July 4,<br />

2008 will retain those balances under the<br />

terms <strong>of</strong> the former Cat <strong>Leave</strong> <strong>Program</strong><br />

New <strong>Program</strong><br />

• In the event <strong>of</strong> a Federally declared disaster, a donation<br />

pool will be established. A donation pool is required by<br />

the IRS and no direct employee to employee donations<br />

are allowed<br />

The Communication Process<br />

• An employee communication will be e-mailed to HR<br />

managers by June 27, 2008<br />

• We will ask you to distribute this communication to your<br />

employees<br />

• There will also be an article in the <strong>County</strong> Connection<br />

and a <strong>County</strong>wide e-mail<br />

• Designate a Cat <strong>Leave</strong> Coordinator for your agency or<br />

Department. An e-mail distribution list will be set up<br />

separate from the HR Leadership Forum list<br />
