That Manly Council write to North Sydney Council and thank them for their support and the noted achievements of the 2007-2011 NSASP and advise that it was not prepared to contribute any further Council financial resources (apart from continuing workers compensation liabilities previously agreed) in this plan or its evaluation; IBM Council to note recommendations in relation to Aboriginal social services 2. That Manly Council use its limited $15,000 budget in the 2011-2012 financial year to support either Options 2 or 3 being the provision of a direct funding model to be further developed and scoped by Council; ITEM 6 3. That Manly Council call for expressions of interest from local community development organisations to deliver a range of targeted events, services or policies for aboriginal people living, working or visiting the Manly areas (e.g through its community development grants scheme, or funded directly) for the 2011-2012 year; 4. Manly Council write to other Northern Beaches Councils (such as Warringah, and Pittwater) to explore the feasibility of working together to direct fund a range of targeted events, services or policies on behalf of participating Councils on a three year trial basis for the 2011-2012 year. REPORT- NSW DEPARTMENT OF FAMILY, AGING & COMMUNITY SERVICES – UPDATE ON FUNDING AND BUDGET ISSUES The Department representative (Virginia Wilson) gave a brief verbal update on issues affecting the delivery of agency services. Some of these were: • Establishment of a super-agency; • Funding issues of programs continue; • One-stop shops to be trialled in country areas to deliver services; • 3 year forward planning is underway – specifically to define partnerships, planning and funding requirements; • Children service officers – reporting now to the Department of Education; • Services were being aligned to follow Health Districts – geographical areas; • One-stop shop housing – community needs for local solutions • NSW CSGP – being defined to deliver new programs; • Out of home care – ways to neutralise placements (need was for emergency placements and immediate); • Funding corporate services; • Gaps in social and public housing were noted – Federal / state – linked to affordable housing needs & policies; and • DOH – needed to report to committee on changes in policy directions in affordable housing & how these might related to needs identified in FACS. Recommendation: • Council invite representative from the NSW Department of Housing to a future meeting (possibly November 2011) that would consider affordable planning issues, DOH land in Manly area, and future Royal Far West planning issues. ITEM 7 GENERAL BUSINESS – VERBAL REPORTs FROM OTHER SERVICE PROVIDERS • Northern Beaches Health Promotions services – Draft Strategic Statement of Intent prepared that will affect future district services; reporting structures were proposed to change; July 2011 onwards; continued promotions of Ride To school and Active Transport policies; Noted that the Unit had made a public submission to Manly 2015. • Pioneer Club-house – 3 year funding; have been invited to present to an international conference in Sweden on partnering with Council and community groups; noted that it had raised between $75,000 and $225,000 from local charities and events. • MDEC – full counselling, partnerships were being formalised with Youth at Risk programs & links established within juvenile justice system; Forum for evaluations and survey – GP coping Drugs and in-school program; Local Area Networks (Medicare Local, GPs referral systems) provide confidence in referrals for non-government agencies.
