The Division of State Service Centers administers service centers with the goal of providing one-stop centers 

for human service and housing needs. The State Service Centers provide emergency financial assistance to 

low-income citizens who are eligible for or in receipt of TANF (Temporary Assistance to Needy Families) General

Delaware State Housing Authority’s (DSHA) mission is to efficiently provide, and assist 

others to provide, quality affordable housing opportunities and appropriate supportive 

services to low- and moderate-income Delawareans.

to assist you with finding affordable and subsidized rental housing, affordable homeownership

Affordable Homeownership Assistance 

As the State of Delaware’s Housing Finance Agency, DSHA offers several programs to 

assist homebuyers throughout the state in the purchase of a home. Please contact a 

participating lender to get started today. If you are considering the purchase of a home, 

we encourage you to contact a housing counseling agency. The housing counselors listed 

on page 18 will walk you through the homebuying process, provide credit counseling, and 

even help you determine your affordable price range.

Programs 

These statewide programs provide first mortgage financing at 

below-market interest rates to qualified homebuyers. (Certain 

exemptions may be available to qualified veterans and for 

homes located in targeted areas.) Eligibility guidelines vary 

according to household size and county of residence. Program 

is available only through participating lenders.

Assistance Loan 

(SMAL) Program 

This statewide program offers settlement assistance to income-eligible 

families who obtain mortgages from participating 

lenders. The SMAL is a 30-year, deferred second 

mortgage.

Delaware First-Time 

Homebuyer Tax Credit 

The Delaware First-Time Homebuyer Tax Credit is a federal 

income tax credit. Eligible homebuyers may receive a federal 

tax credit up to $2,000 each year.

Delaware Emergency 

Mortgage Assistance 

Program (DEMAP) 

Provides emergency financial assistance to Delaware homeowners 

facing foreclosure. DEMAP loans are mortgages 

against subject properties. 

Eligibility Requirements: The homeowner’s mortgage payments 

must be 90 days or more delinquent or facing imminent 

foreclosure. The homeowner should be suffering financial 

hardship beyond his or her control, such as unemployment, 

underemployment, or illness.

Homeowners 

Assistance Program 

(MHAP) 

MHAP is designed to assist Delawareans who are delinquent 

on their home loan and/or lot rent payments for their manufactured 

homes. Reasons for hardship are limited to unemployment, 

underemployment, or illness.

Affordable Housing Development Programs 


Fund (HDF) 

HOME Investment 

Partnerships 

Program 

DSHA’s primary financing resource for supporting the development 

of affordable housing statewide. Funding sources for the HDF 

include State General Assembly appropriations, document 

recording surcharges, loan repayments and interest income. Priority 

is given to applicants who leverage HDF funds with other sources 

of funding. 

Funded annually by the U.S. Department of Housing and Urban 

Development, the HOME Program provides loans and grants to 

developers and nonprofit agencies for acquisition, demolition, new 

construction, reconstruction, conversion or rehabilitation of singleor 

multi-family housing and transitional/group housing. Applicants 

must meet federal eligibility criteria. Program is available statewide.

Low Income Housing

Credit Program (NAA) 

The LIHTC Program provides a direct federal income tax credit to 

qualified owners and investors who build, acquire or rehabilitate rental 

housing units for working, low-income Delawareans. DSHA administers 

the program statewide. Lower than market-rate rents are offered at 

numerous tax credit sites throughout Delaware. 

Other DSHA Programs 

Program gives state income tax credits to tax-paying businesses and 

individuals in exchange for their donations to eligible nonprofit entities 

serving impoverished neighborhoods or serving low- and moderateincome 

families. Tax credits are equal to 50 percent of the investment 

up to a maximum of $100,000 in tax credits.

Program (SRAP) 

Participants in DSHA’s Public Housing and Housing Choice Voucher 

Programs (excluding those who are elderly or disabled) sign a Contract 

of Mutual Participation, which outlines a plan to assist them in becoming 

more financially independent. DSHA also provides individual case management 

and opportunities to participate in a savings program. 

This program serves individuals who have access to continuing supportive 

services, but are in need of affordable housing to live independently 

in the community. Included are youth exiting foster care, individuals exiting 

long-term care facilities, and others receiving supportive services.

A coalition of homeless service 

providers whose mission is to develop a 

shared cooperative continuum of care

studies and the DE-HMIS, the HPC

The HPC provides training, technical assistance, 

report creation and ongoing 

support for the database. The HPC also 

gathers data from the HMIS and the annual 

point-in-time study and produces 

reports to inform policy making and 

community planning.

501(c)(3) corporation is the national 

umbrella organization which provides a 

network connecting all Oxford Houses 

in the U.S. 

Residents of Oxford Houses, in recovery
