Section 9. Meetings – As in the case of the Municipal Council For the Protection of Children (MCPC), the BCPC shall meet once a month or whenever necessary at the call of the Chairman, or at least three members of the Council. The presence of at least five members of the BCPC shall constitute a quorum of its meeting. Section 11. Failure of the Barangay Officials concerned to organize the BCPC shall subject them to appropriate disciplinary action as provided for in the Local Government Code. ARTICLE III PROTECTION RIGHTS OF CHILDREN Section 12. Programs on Child Exploitation, Discrimination and other forms of Child Abuse – The existing ordinances of the Municipal government, which are being implemented to protect children against exploitation, discrimination and other forms of child abuse presently under taken by the Municipal Council for the Protection of Children, shall continue to be implemented. The Council shall formulate new and other effective programs to bring about a more comprehensive program for children. Section 13. Children in Prostitution and other Sexual Abuses – A child, whether male or female, who, for money, profit or any other consideration or due to the coercion or influence of any adult, syndicate or groups, indulge in sexual intercourse or lascivious conduct, is deemed to be child exploited in prostitution and other sexual abuses. The penalty as prescribed in Section 5 of Republic Act. No. 6710 shall be imposed upon the following: a. Those who engage in or promote, facilitate or induce child prostitution which include, but are not limited to, the following: undergone pre-school education. While others have entrance examination before acceptance to grade school. I has been observed that those children who have not attended pre-school usually fail in this exam. Current Interventions Right now, the local government hired 13 Child Development Workers from identified barangay with big population to take of our children 0-2 years old and also those children ages 3-5 that are not cater in the day care center because of the distance. The Child Development Workers also conduct a homebase childhood experience. Goal Children ages 0-5 years old, develop their social cognitive and psychomotor as well as language competency. Objectives: Increase percentage of 0.5 years old participation in early childhood education from 70% to 95% for 3 to 5 years old and from 5% to 45% for 0-2 years old. Strategies a.
