C. Definitions<br />
1. The <strong>Housing</strong> <strong>Authority</strong> is required to adhere to the statutes and regulations<br />
established by the Congress of the United States and the Department of <strong>Housing</strong><br />
and Urban Development.<br />
2. Effective January 1, 2001,as part of the <strong>Housing</strong> Reform Act of 1998, and in<br />
accordance with provisions, therein, all adult residents of SAHA public housing<br />
developments, who do not fall under any of the prescribed exemptions, are required<br />
to perform eight (8) hours a month of community service and/or self-sufficiency<br />
activities. (Title 24 of the Code of Federal Regulations, Part 960, subparts 600, 601,<br />
603, and 605).<br />
3. Third-party verification of involvement in such activity is to be made available to the<br />
SAHA upon resident’s annual review. Third party verification includes verification of<br />
adult residents exemption status.<br />
1. This policy is applicable to all adult residents (head of household, spouse and<br />
household member age 18 years or older) of SAHA public housing sites, except for<br />
those household members who fall into one or more of the exempted categories<br />
listed in Section III, definition.<br />
2. The eight (8) hours may be made up of a combination of community service and/or<br />
self-sufficiency activities.<br />
1. Community Service: The performance of voluntary work or duties that are a public<br />
benefit, and that serve to improve the quality of life, enhance resident selfsufficiency,<br />
or increase resident self-responsibility in the community. Community<br />
service is not employment and may not include political activities.<br />
2. Exempt individuals: Individuals exempt from this requirement include those adults<br />
who are:<br />
a. 62 years of age or older;<br />
b. Blind;<br />
c. Disabled (as defined in Section III D);<br />
d. Is the primary caregiver to someone 62 years or older, blind or disabled;<br />
e. Is engaged in work activities (as defined in Section III C);<br />
f. Is exempt from the TANF or other State of Texas’s Welfare-to-Work program,<br />
or<br />
g. Is a participant in a Welfare-to-Work program and is in compliance with the<br />
requirements of such program.<br />
3. Work Activity: Participation in one or more of the following activities constitutes<br />
work activity:<br />
a. Unsubsidized employment;<br />
b. Subsidized private or public employment;<br />
c. On the job training;<br />
d. Job search;<br />
e. Job readiness;<br />
f. Community service programs;<br />
g. Vocational education training;<br />
h. Education directly related to employment for residents without a high school<br />
diploma or GED;<br />
i. Satisfactory attendance at a secondary school, or<br />
j. Provision of childcare services to a resident participating in a community<br />
service program.<br />
4. Disabled: For the purpose of this requirement, “disability” means the “inability to<br />
engage in any substantial gainful activity by reason of any medically determinable<br />
