Such families shall receive special rent deductions equal to 25 % of the family’s<br />
earned income.<br />
c. To address situations such as neighbor disputes that are not criminal but interfere<br />
with the peaceful enjoyment of the unit or common areas.<br />
d. When a family requests a larger bedroom size unit even though the family does not<br />
meet the PHA’s definition of overcrowded, as long as the family meets the PHA’s<br />
occupancy standards for the requested unit size.<br />
e. When the head of household or spouse is employed 25 miles or more from the<br />
public housing unit, has no reliable transportation and public transportation is not<br />
adequate.<br />
G. ELIGIBILITY FOR TRANSFER<br />
1. Except where reasonable accommodation is being requested, the PHA will only consider<br />
transfer requests from residents that meet the following requirements:<br />
a. A resident of at least one year<br />
b. Are able to pass a Criminal History Request.<br />
c. Have not engaged in criminal activity that threatens the health and safety residents<br />
and staff.<br />
d. Owe no back rent or other charges, or have a pattern of late payment (No more than<br />
two repayment agreements, or unpaid balances at any time in the past year)<br />
e. Have no housekeeping lease violations or history of damaging property<br />
f. Can get utilities turned on in the name of the head of household (applicable to<br />
properties with tenant-paid utilities)<br />
g. No history of disturbances that resulted in lease violation or violence toward staff or<br />
neighbors as indicated by notices of lease violation in the applicant’s file.<br />
2. Incentive Transfer Residents (additional requirements)<br />
a. Must be a resident for at least two (2) years<br />
b. Must demonstrate a positive rent paying history, (does not owe back rent or other<br />
charges, and has a history of prompt rental payments for a period of two (2) years,<br />
and is current); EIV report validates income information.<br />
c. Must have a good housekeeping record-satisfactorily passed all housekeeping<br />
inspections for a period of (2) years<br />
d. The head and/or spouse have maintained full-time employment for a period of one<br />
(1) year (Retirement and Disability payments will be considered as employment).<br />
e. All other adult household members must have maintained part time or full-time<br />
employment and/or school attendance during the same time period (Retirement and<br />
Disability payments will be considered as employment).<br />
f. Residents requesting incentive transfers must meet additional eligibility requirements<br />
for the designated property, if required.<br />
g. Exceptions to the good record requirement may be made when it is to the PHA’s<br />
advantage to make the transfer. Exceptions may also be made when the PHA<br />
determines that a transfer is necessary to protect the health or safety of a resident<br />
who is a victim of domestic violence, dating violence, or stalking and who provides<br />
documentation of abuse in accordance with SAHA and HUD polices and procedures.<br />
H. SECURITY DEPOSITS<br />
1. When a family transfers from one unit to another, the PHA will transfer their security deposit<br />
to the new unit. The tenant will be billed for any maintenance or other charges due for the<br />
“old” unit.<br />
I. COST OF TRANSFER<br />
1. The resident will bear all of the costs of convenience transfer requests.<br />
