If the PHA determines it is appropriate to develop a written LEP plan, the following five steps will be taken:<br />

1. Identifying LEP Individuals who need language assistance<br />

2. Identifying language assistance measures<br />

3. Training staff<br />

4. Providing notice to LEP persons<br />

5. Monitoring and updating the LEP plan<br />

II ELIGIBILITY FOR ADMISSION AND PROCESSING OF APPLICATIONS<br />

A. Nondiscrimination<br />

1. It is the policy of the <strong>Housing</strong> <strong>Authority</strong> of the City of <strong>San</strong> <strong>Antonio</strong>, hereinafter referred to as SAHA or<br />

the <strong>Authority</strong>, to comply fully with the following:<br />

Title VI of the Civil Rights Act of 1964;<br />

The Fair <strong>Housing</strong> Act;<br />

Executive Order 11063 on Equal Opportunity in <strong>Housing</strong>;<br />

Section 504 of the Rehabilitation Act of 1973;<br />

The Age Discrimination Act of 1975;<br />

The Americans with Disabilities Act; and<br />

The Violence Against Women Act (VAWA)<br />

2. The <strong>Authority</strong> will comply with any legislation protecting the individual rights of applicants or staff, which<br />

may subsequently be enacted.<br />

a. The <strong>Authority</strong> shall not discriminate because of race, color, sex, age, religion, national origin,<br />

ancestry, disability, handicap, sexual orientation, marital status, source of income, or familial status in the<br />

leasing, rental or other disposition of housing or related facilities (including land) included in any<br />

development or developments under its jurisdiction covered by a contract for annual contributions under<br />

the United States <strong>Housing</strong> Act of 1937, as amended, or in the use or occupancy thereof.<br />

3. The <strong>Authority</strong> shall not on account of race, color, sex, age, religion, national origin, ancestry,<br />

disability, handicap, sexual orientation, marital status, source of income, or familial status:<br />

a. Deny to any family the opportunity to apply for housing, nor deny to any<br />

eligible applicant the opportunity to lease housing suitable to its needs;<br />

b. Provide housing which is different than that provided others;<br />

c. Subject a person to segregation or disparate treatment;<br />

d. Restrict a person’s access to any benefit enjoyed by others in connection with<br />

the public housing program;<br />

e. Treat a person differently in determining eligibility or other requirements for<br />

admission;<br />

f. Deny a person access to the same level of services; or<br />

g. Deny a person the opportunity to participate in a planning or advisory group<br />

that is an integral part of the public housing program.<br />

4. The <strong>Authority</strong> shall not automatically deny admission to a particular group or category of otherwise<br />

eligible and qualified applicants (e.g., a family with children born to unmarried parents, or families whose<br />

head or spouse is a student). Each applicant in a particular group or category will be treated on an<br />

individual basis in the normal processing routine.<br />

5. The <strong>Authority</strong> will seek to identify and eliminate situations or procedures that create a barrier to equal<br />

housing opportunity for all. In accordance with Section 504, the <strong>Authority</strong> will make such physical or<br />

procedural changes as will reasonably accommodate people with disabilities.<br />
