Performance of <strong>Western</strong> <strong>Coalfields</strong> <strong>Limited</strong> during Fiscal 2010-<strong>11</strong><br />

<strong>Western</strong> <strong>Coalfields</strong> <strong>Limited</strong>, a Mini Ratna PSU,<br />

Nagpur based subsidiary of Coal India <strong>Limited</strong>,<br />

concluded fiscal 2010-<strong>11</strong> with 43.65 million tonnes of<br />

coal production, <strong>11</strong>5.82 Million cubic metres of OB<br />

removal and 42.56 million tonnes of coal offtake to<br />

consumers. The performance of WCL during the<br />

financial year 2010-<strong>11</strong> suffered a set back by way of<br />

natural calamities like heavy monsoon and land slide<br />

at Umrer OC coupled with adverse geo mining<br />

c o n d i t i o n s ,<br />

incidences of Fire in<br />

c o n s e q u e n t o f<br />

w h i c h i t s<br />

performance in<br />

physical parameters<br />

has been lower than<br />

the target. In fact<br />

WCL team worked<br />

hard during the<br />

s e c o n d h a l f o f<br />

F i n a n c i a l Ye a r<br />

2010-<strong>11</strong>, to contain<br />

the slide in its<br />

performance to win the lost ground, so that the<br />

company could record 90% plus achievement in<br />

physical parameters.<br />

Coal Despatch to Power Sector during the current<br />

fiscal 10-<strong>11</strong> has been 31.03 million tonnes which is<br />

90% of Annual Contracted Quantity of 34.56 million<br />

tonnes under Coal Supply Agreement (CSA) with<br />

Power Utilities as per the provisions of New Coal<br />

Distribution Policy (NCDP). Inter alia, WCL has<br />

supplied 19.87 million tonnes of coal to<br />

MAHAGENCO as against linkage of 22.70 million<br />

tonnes.<br />

We all salute the workers, supervisors and<br />

officers of Wani Area, who came out as a real saviors<br />

for the company by producing 2.45 million tonnes<br />

coal more than target, 1.31 million tonnes more than<br />

last year, thus achieved the sterling performance of<br />

10 million tonnes, an all time high record. Similarly,<br />

the teams of Wani North Area and Pathakhera Area<br />

also contributed their might to keep us marching<br />

forward in winning the lost ground as much as we<br />

could an outstanding depiction of “Our People - Our<br />

strenght” which not a rhetoric but a pleasant reality.<br />

Rs. 613.40 crores was generated during 2010-<strong>11</strong>, as a<br />

quantity of 59.59 Lakh Tonnes of Coal was offered for<br />

sale under spot e-auction against which 58.16 Lakh<br />

Tonnes of Coal was allocated and about 73% of<br />

increase over notified price was registered during<br />

2009-10.<br />

Grade materialization increased to 92.38% during<br />

crores, showing a growth of 4% against that of Rs.<br />

7027.46 crores during last fiscal.<br />

The disputed outstanding dues with customers<br />

brought down from Rs. 108 crores as on 01/04/10 to<br />

Rs. 71.44 crores as on 01/04/<strong>11</strong>.<br />

WCL team is committed to meet the target for<br />

Financial year 20<strong>11</strong>-12 as 45.70 million tonnes of<br />

Coal Production, 45.60 million tonnes of Coal<br />

Offtake and 127 million cubic metres of OB<br />

removal.<br />

Mr. D. C. Garg, Chairman-cum-Managing<br />

Director, <strong>Western</strong> <strong>Coalfields</strong> <strong>Limited</strong> (WCL), said the<br />

Mines Rescue Service of the company will further be<br />

strengthened by acquiring more advanced equipment<br />

for its “Men in White”, who undertake life and<br />

property saving operations in the Underground<br />

Mines in exceptionally hard circumstances.<br />

In an inspirational presidential<br />

address at the largely attended concluding<br />

ceremony of the Zonal Rescue Competition 2010<br />

held at Wani Area of Chandrapur district Mr Garg said<br />

the WCL had created a history of being exceptional<br />

performer in mining sector and would continue to be<br />

the flagship subsidiary of Coal India <strong>Limited</strong>.<br />

Appreciating the performance of the WCL’s<br />

Mines Rescue Service organisation last year, wherein<br />

they also became the first ISO 9001:2008 certified<br />

emergency organisation, Mr Garg said, ‘The ‘Men in<br />

White’ play a very vital role in the mining operations<br />

C.M.D., Dy.D.G.M.S. and D.T.(O) releasing the C.D.<br />

as they are entrusted for saving human life and<br />

property.”<br />

Stressing that the safety of workers’ life should<br />

be given top priority during mining operations, the<br />

CMD informed that WCL will acquire the latest stateof-the-art<br />

equipment for the “Underground Mine<br />

Warriors” who also render services to help<br />

civil administration to meet emergency<br />

situation. WCL has its rescue units<br />

strategically spread out in Maharashtra and Madhya<br />

Pradesh to cover the command area. Previous year the<br />

brave ‘Men in White’, well-trained to fight fire and<br />

conduct rescue mission in underground mines,<br />

successfully handled record 14 incidents of fire. They<br />

also managed to re-open nine coal blocks during the<br />

past year<br />

Referring to the performance of the company<br />

during current financial year, Mr Garg said it was<br />

indeed a low-production span due to various

unavoidable circumstances. “But the WCL has been<br />

raising to the occasion and this time again we will<br />

prove it,” he said, appealing his men to take up the<br />

challenge to achieve the goal.<br />

Mr. R. B. Chakravorty, Deputy Director<br />

General Mines Safety (<strong>Western</strong> Zone), who was chief<br />

guest on the occasion, appreciated the skills exhibited<br />

by the teams of WCL’s Rescuers. “I believe Rescue<br />

Service is not a service but devotion.” he said, terming<br />

mining as war against nature during peacetime.<br />

Thereafter Mr Garg and Mr Chakravorty<br />

released a Compact Disc on ‘Rescue and First Aid’<br />

also gave away the trophies to the Overall winners.<br />

The Rescue team from Pench Area bagged the Overall<br />

Best Trophy followed by Chanderpur Area and<br />

Ballarpur respectively.<br />

Mr. Saxena will take over the charge of<br />

will superannuate on April 30, 20<strong>11</strong>. Interviews for<br />

the post were conducted by the PESB on <strong>Mar</strong>ch 22,<br />

20<strong>11</strong>.<br />

Director (Personnel) of WCL Mr. O. P.<br />

Miglani, who was also the chief guest on the<br />

Foundation Day celebrations of IIIE Nagpur Chapter<br />

at Shri Ramdeobaba Kamla Nehru Engineering<br />

College, Nagpur, received the award, carrying a<br />

citation and trophy, from Mr Govindlal Agrawal,<br />

Secretary of the College.<br />

In his address, Mr Miglani emphasised on need<br />

to increase interaction between industry and the<br />

institutions to enhance quality in upcoming<br />

professionals to meet future challenges.<br />

National Convention of Industrial Engineers<br />

held at Bhilai on November 26, 2010.<br />

WCL, has congratulated Mr Saxena for his selection to<br />

the coveted post.<br />

Mr Saxena had took over the charge of<br />

Director (Technical-Projects and Planning), WCL, on<br />

<strong>Mar</strong>ch 7, 2008. On June 1, 2008, he became Director<br />

(Technical-Operations) of WCL.<br />

Prior to elevation as Director in WCL, Mr<br />

Saxena has served in the Northern <strong>Coalfields</strong> <strong>Limited</strong><br />

(NCL) and Mahanadi <strong>Coalfields</strong> <strong>Limited</strong> (MCL)<br />

in various executive capacities.<br />

An alumini of Indian School of<br />

Mines, Dhanbad, Mr Saxena has a wide<br />

experience in planning, operations and<br />

management of both Underground as well as Opencast<br />

Mines.<br />

He has visited United Kingdom, Australia,<br />

Russia and Philippines to participate in various<br />

programmes related to mining operations and<br />

management.

CMD Mr. D.C. Garg elected as Executive Member of Board at SCOPE<br />

Mr. D.C. Garg, Chairman-cum-<br />

Managing Director, <strong>Western</strong> <strong>Coalfields</strong> Ltd.<br />

has been elected as Executive Member of Board at<br />

the SCOPE (Standing Conference of Public Enterprises) in<br />

the elections concluded on <strong>Mar</strong>ch 24, 20<strong>11</strong> at New Delhi.<br />

SCOPE, the apex body of about 250 Central<br />

Government - owned Public Enterprises and a few State<br />

RECOGNITION<br />

-owned enterprises, providing ideal platform to its Member<br />

Enterprises, be it empowering the PSUs, Board Members<br />

or taking up the cause of its affiliates at appropriate forums.<br />

Election of Mr. Garg as Executive Member at<br />

SCOPE signifies the enhanced attention the coal sector is<br />

getting as provider of key resource for energy security of<br />

the country.<br />

Mr. Garg, known in the mining industry for his<br />

administrative acumen and astute leadership, commands<br />

influence on 100 percent of nationalised coal sector by<br />

virtue of being at Board of Coal India <strong>Limited</strong> as permanent<br />

invitee and at the Singareni Collieries Company <strong>Limited</strong><br />

(SCCL) as Government Director, in addition to his<br />

responsibilities as the CMD of WCL.<br />

Meanwhile, WCL under leadership of Mr.<br />

Garg has earned yet another acclaim for its<br />

superior supply chain performance during 2008-<br />

09 and being ranked No. 1 in Coal & Lignite Industry<br />

Sector in Supply Chain Metrics Report 2010, in an award<br />

function organised by Logistics 2.0 Magazine at Mumbai.<br />

Miss PRANALI, 23 years old daughter of Shri<br />

Prakash Mate, Belt Operator, AB Incline, Nagpur Area<br />

was suffering from brain cancer, recurrent<br />

glioblastoma multiformi. She had been operated a few<br />

years ago at CMC Vellore but the tumor was recurring<br />

and the patient was resistant to the traditional anti<br />

cancer treatments and her condition was critical with<br />

no change of survival. The neurosurgeon and<br />

ochologist at Orange City Hospital decided that the<br />

only option to check recurrence was to place a special<br />

device, “radioactive advanced Gliadel wafers”<br />

implant in the tumor bed. The price of this device was<br />

5 lacs and was to be imported from Australia.<br />

The amount was sanctioned by<br />

WCL management with the cooperation of<br />

Director (Personnel) Mr. O.P. Miglani,<br />

CMS Dr. Sharad Shrivastava and AMO, Nagpur Area<br />

Dr. K. Moitra after which the girl was operated on and<br />

the device was implanted as planned.<br />

The patient and the father expressed desire to<br />

thank WCL management for this, and presented<br />
