Philosophy<br />
The world today is characterized by rapid change <strong>and</strong> grow<strong>in</strong>g <strong>in</strong>terdependence among nations <strong>in</strong> all areas of<br />
human endeavors. The political stability <strong>and</strong> economic prosperity of nations have become more complex <strong>and</strong><br />
<strong>in</strong>creas<strong>in</strong>gly dependent upon events beyond national borders. Hence, nations need professionals <strong>in</strong> foreign affairs<br />
who can serve <strong>in</strong> governments,<strong>in</strong>ternational organizations, non-governmental organizations, <strong>and</strong> <strong>in</strong>ternational<br />
bus<strong>in</strong>ess. In South-east Asia, there is no specialized <strong>in</strong>stitution which caters to this specific need. The Institute of<br />
<strong>Diplomacy</strong> <strong>and</strong> <strong>International</strong> <strong>Studies</strong> (IDIS) is designed to fill this need.<br />
The Institute will provide professional education <strong>in</strong> <strong>in</strong>ternational studies cover<strong>in</strong>g the entire spectrum of <strong>in</strong>ternational<br />
relations from <strong>in</strong>ternational security, <strong>in</strong>ternational law, <strong>in</strong>ternational politics, diplomatic history, <strong>in</strong>ternational economics<br />
<strong>and</strong> bus<strong>in</strong>ess to culture with a focus on the Asian region. Wherever possible, there will be case studies drawn from<br />
the experiences of Asia. S<strong>in</strong>ce political, economic, cultural <strong>and</strong> legal issues at the <strong>in</strong>ternational level are becom<strong>in</strong>g<br />
<strong>in</strong>creas<strong>in</strong>gly <strong>in</strong>tertw<strong>in</strong>ed, a multi-discipl<strong>in</strong>ary approach will be employed <strong>in</strong> the teach<strong>in</strong>g <strong>and</strong> learn<strong>in</strong>g of these subjects.<br />
The Institute will also emphasize the importance of connect<strong>in</strong>g theory with practice. Hence, there will be <strong>in</strong>tensive<br />
tra<strong>in</strong><strong>in</strong>g on practical skills (e.g. negotiation techniques, diplomatic practices, media skills, rhetoric <strong>and</strong> languages).<br />
Rangsit University was founded <strong>in</strong> 1986. It is a full-fledged university with 61 programs at the Bachelor’s degree<br />
level, 16 programs at the master’s degree level, <strong>and</strong> 3 programs at the doctorate’s degree level. Many of these programs<br />
are taught <strong>in</strong> English. The number of students currently enrolled at the university totals 16,000 approx.<br />
History<br />
The ma<strong>in</strong> campus is situated at Rangsit, Pathumthani, 3 kilometres from Donmuang Airport <strong>and</strong> has a l<strong>and</strong> area<br />
of 161 Rai, or approximately 65 acres. The University also boasts two downtown campuses located <strong>in</strong> the heart of<br />
Bangkok’s bus<strong>in</strong>ess district: Sathorn Thani Center <strong>and</strong> Viphavadee Center.<br />
To meet the challenges of globalization <strong>and</strong> the <strong>in</strong>creas<strong>in</strong>g dem<strong>and</strong> for world-class professionals <strong>in</strong> <strong>in</strong>ternational affairs<br />
<strong>in</strong> Thail<strong>and</strong> <strong>and</strong> the Asian region, Dr Arthit Ourairat, President of the University, decided at the beg<strong>in</strong>n<strong>in</strong>g of 2006<br />
to establish the Institute of <strong>Diplomacy</strong> <strong>and</strong> <strong>International</strong> <strong>Studies</strong> (IDIS). The University Council formally approved its<br />
establishment on 22 March 2006 <strong>and</strong> thus IDIS, with its multi-discipl<strong>in</strong>ary approach ,became the first <strong>in</strong>stitute of its<br />
k<strong>in</strong>d <strong>in</strong> Southeast Asia. Dr Somkiati Ariyapruchya , a veteran diplomat <strong>and</strong> former Thai ambassador to the United<br />
Nations <strong>in</strong> Vienna, the European Union, Pol<strong>and</strong>, Belgium, Luxembourg, S<strong>in</strong>gapore, Austria, Slovakia <strong>and</strong> Slovenia,<br />
has been appo<strong>in</strong>ted found<strong>in</strong>g Dean of the Institute. Dr. Somkiati Ariyapruchya holds a B.A. from the University of<br />
Lancaster, Engl<strong>and</strong>, <strong>and</strong> M.A., M.A.L.D. <strong>and</strong> Ph.D. degrees from the renowned Fletcher School of Law <strong>and</strong> <strong>Diplomacy</strong>,<br />
Tufts University.<br />
Objectives<br />

Provide both academic <strong>and</strong> practical skills (e.g. negotiation techniques, diplomatic practices, rhetoric, media<br />
skills) for established diplomats <strong>and</strong> officials at the early to mid-career level <strong>in</strong> particular those from the Greater<br />
Mekong Subregion.<br />
Provide academic <strong>and</strong> practical skills to bus<strong>in</strong>ess executives (e.g. negotiation techniques, <strong>in</strong>ternational practices<br />
<strong>and</strong> norms <strong>in</strong> communicat<strong>in</strong>g with foreign bus<strong>in</strong>ess, rhetoric, media skills) to help br<strong>in</strong>g Thai bus<strong>in</strong>esses<br />
<strong>in</strong>to <strong>in</strong>ternational markets.<br />
Promote Thail<strong>and</strong> as a hub of diplomatic <strong>and</strong> <strong>in</strong>ternational studies <strong>in</strong> the Southeast Asian region.<br />
The establishment of IDIS is an important step <strong>in</strong> the implementation of Rangsit University’s Road Map to Excellence<br />

The course will survey the sources <strong>and</strong> resolution of<br />
conflict. It will concentrate on contemporary security<br />
issues: cultural <strong>and</strong> religious conflicts; the use of force; terrorism;<br />
the Taiwan straits; proliferation of weapons of mass<br />
destruction; epidemic outbreaks. It will also trace <strong>in</strong>ternational<br />
<strong>and</strong> regional efforts to build up multilateral security<br />
arrangements aimed at safeguard<strong>in</strong>g peace. The course will<br />
also exam<strong>in</strong>e the roles of the Security Council, peacekeep<strong>in</strong>g<br />
operations, the <strong>International</strong> Atomic Energy Agency, the<br />

The course will address <strong>in</strong> depth the ma<strong>in</strong> theoretical approaches to <strong>in</strong>ternational relations <strong>and</strong> <strong>in</strong>ternational<br />
politics. It will exam<strong>in</strong>e the historical evolution of <strong>in</strong>ternational relations, the behavior <strong>and</strong> foreign policy of states,<br />
<strong>and</strong> the role of <strong>in</strong>ternational norms <strong>and</strong> <strong>in</strong>ternational <strong>in</strong>stitutions. It will <strong>in</strong>vestigate current global <strong>and</strong> regional issues<br />
related to <strong>in</strong>ternational security, <strong>in</strong>ternational political economy, <strong>and</strong> other transnational issues.<br />
IDS 620 Public <strong>International</strong> Law<br />
The course will provide a basic knowledge of <strong>in</strong>ternational law <strong>and</strong> key concepts, <strong>in</strong>clud<strong>in</strong>g sources of <strong>in</strong>ternational<br />
law; subjects of <strong>in</strong>ternational law. Certa<strong>in</strong> areas of <strong>in</strong>ternational law will be elaborated upon such as the use<br />
of force <strong>and</strong> terrorism, law of the sea, space law, treaty law, <strong>in</strong>ternational<br />
environmental law, <strong>in</strong>ternational trade law, <strong>and</strong> the settlement of <strong>in</strong>ternational disputes.<br />
IDS 630 <strong>International</strong> Organizations <strong>and</strong> Multilateral <strong>Diplomacy</strong><br />
This course will equip students with knowledge <strong>and</strong> a deep underst<strong>and</strong><strong>in</strong>g of the work<strong>in</strong>gs of multilateral diplomacy<br />
<strong>in</strong> key <strong>in</strong>ternational organizations, such as the United Nations (UN), the World Trade Organization (WTO), the<br />
World Bank, <strong>and</strong> the <strong>International</strong> Monetary Fund (IMF). It will exam<strong>in</strong>e these organizations’ orig<strong>in</strong>, evolution <strong>and</strong><br />
current roles <strong>and</strong> how they <strong>in</strong>fluence world politics <strong>and</strong> economics. It will also study modern geo-political <strong>and</strong> geoeconomic<br />
shifts that shape the <strong>in</strong>centives <strong>and</strong> actions of key world players, <strong>in</strong> particular dur<strong>in</strong>g the cold war <strong>and</strong> up<br />
until the present. Case studies will be used to demonstrate how decisions are made <strong>and</strong> negotiations conducted<br />
<strong>in</strong> real-life diplomacy at the multilateral level.<br />
IDS 640 <strong>International</strong> Economics, Trade <strong>and</strong> Development<br />
This course is divided <strong>in</strong>to two sections: <strong>in</strong>ternational trade <strong>and</strong> <strong>in</strong>ternational macroeconomics. The <strong>in</strong>ternational<br />
trade section covers issues such as the concept of comparative advantage, commercial policy (i.e. tariffs,<br />
export subsidies, <strong>and</strong> import quotas), trade <strong>and</strong> economic development <strong>and</strong> Free Trade Areas. <strong>International</strong> macroeconomics<br />
section covers issues such as the concept of national <strong>in</strong>come account<strong>in</strong>g <strong>and</strong> balance of payments,<br />
macroeconomic policy management under fixed <strong>and</strong> flexible exchange rate regimes <strong>and</strong> case studies on recent<br />
economic crises <strong>and</strong> reforms <strong>in</strong> develop<strong>in</strong>g countries.
IDS 641 <strong>International</strong> Bus<strong>in</strong>ess, F<strong>in</strong>ance <strong>and</strong> Investment<br />
This survey course <strong>in</strong>troduces the pr<strong>in</strong>ciples of <strong>in</strong>ternational bus<strong>in</strong>ess, f<strong>in</strong>ance <strong>and</strong> <strong>in</strong>vestment <strong>and</strong> how they<br />
are <strong>in</strong>terrelated. It is designed to provide students with an underst<strong>and</strong><strong>in</strong>g of predom<strong>in</strong>ant economic <strong>and</strong> bus<strong>in</strong>ess<br />
concepts <strong>and</strong> the frameworks that underl<strong>in</strong>e <strong>in</strong>ternational bus<strong>in</strong>ess, f<strong>in</strong>ance <strong>and</strong> <strong>in</strong>vestment, their application as<br />
well as their results <strong>and</strong> consequences. Some key issues such as foreign exchange, exchange rate determ<strong>in</strong>ation,<br />
mult<strong>in</strong>ational f<strong>in</strong>anc<strong>in</strong>g <strong>and</strong> <strong>in</strong>vestment decision, currency risk management, <strong>and</strong> capital market <strong>and</strong> portfolio <strong>in</strong>vestment<br />
will be explored. To some extent, issues such as <strong>in</strong>ternational trade regimes, the role of mult<strong>in</strong>ational corporations<br />
<strong>and</strong> the relationship between foreign <strong>in</strong>vestment <strong>and</strong> national development will also be discussed. Students<br />
attend<strong>in</strong>g this course will be able to develop skills <strong>in</strong> identify<strong>in</strong>g <strong>and</strong> analyz<strong>in</strong>g critical issues <strong>in</strong>volv<strong>in</strong>g <strong>in</strong>ternational<br />
bus<strong>in</strong>ess, f<strong>in</strong>ance <strong>and</strong> <strong>in</strong>vestment <strong>and</strong> explore strategy options that are available to governments <strong>and</strong> bus<strong>in</strong>esses.<br />
Theories, concepts <strong>and</strong> issues will be covered systematically throughout the course. Case studies will be used to<br />
relate such theories <strong>and</strong> concepts to actual bus<strong>in</strong>ess problems.<br />
IDS 650 Human Rights <strong>and</strong> Transnational Social Issues<br />
The course will explore the key concepts <strong>in</strong> human rights law <strong>and</strong> procedures, for example, universality, rights<br />
versus responsibility, rights versus development, economic <strong>and</strong> social rights. It will exam<strong>in</strong>e the roles of the United<br />
Nations <strong>and</strong> other key <strong>in</strong>ternational, regional <strong>and</strong> national <strong>in</strong>stitutions as well as the non-governmental organizations<br />
created to protect human rights. The course will also address transnational social issues such as refugees, human<br />
traffick<strong>in</strong>g, <strong>in</strong>ternational crime, foreign labor as well as <strong>in</strong>ternational, regional <strong>and</strong> national efforts to cope with these<br />
issues.<br />
IDS 660 The Mechanics of <strong>Diplomacy</strong> <strong>and</strong> <strong>International</strong> Negotiation<br />
The purpose is to tra<strong>in</strong> students on the mechanics of diplomacy <strong>and</strong> <strong>in</strong>ternational negotiation.<br />

IDS 602 Foreign Policy Analysis<br />
This course will explore various theories <strong>and</strong> approaches as tools <strong>in</strong> analyz<strong>in</strong>g foreign policy, <strong>in</strong> particular its<br />
formation, implementation <strong>and</strong> impacts, <strong>and</strong> <strong>in</strong> formulat<strong>in</strong>g recommendations. These theories <strong>and</strong> approaches will<br />
<strong>in</strong>clude realism, neo-realism, post-modernism, decision-mak<strong>in</strong>g, game theory, systems analysis, <strong>and</strong> <strong>in</strong>tegration<br />
theory. Case studies will be used extensively to show how various theories <strong>and</strong> approaches can be used <strong>in</strong> analyz<strong>in</strong>g<br />
real-life foreign policies <strong>in</strong> various regions of the world so that students will ga<strong>in</strong> the analytical skills for practical<br />
use <strong>in</strong> their professional life.<br />
The course will also try to impart practical skills to students <strong>in</strong> analyz<strong>in</strong>g the impacts of the implementation of<br />
selected foreign policies, for example, the impacts of the establishment of free trade areas on the government <strong>and</strong><br />
the private sector of Thail<strong>and</strong>. In addition, the course will study possible policy recommendations to alleviate such<br />
adverse impacts.<br />
IDS 670 Regional Co-operation <strong>and</strong> Integration; Theory <strong>and</strong> Practice<br />
The course will explore the theories <strong>and</strong> concepts of regional cooperation <strong>and</strong> <strong>in</strong>tegration. It will discuss their<br />
various forms. Their benefits <strong>and</strong> costs <strong>in</strong> the political, economic <strong>and</strong> social areas would be exam<strong>in</strong>ed. The course<br />
will use ASEAN (Association of Southeast Asian Nations) <strong>and</strong> the EU (European Union) as <strong>in</strong>-depth case studies<br />
whereby the similarities <strong>and</strong> differences between regional cooperation <strong>and</strong> <strong>in</strong>tegration<br />
will be discussed.<br />
The course will also trace Thail<strong>and</strong>’s experiments with regional cooperation as tool of its time-honored foreign<br />
policy from ASEAN to APEC (Asia Pacific Economic Cooperation), BIMSTEC (Bay of Bengal Initiative for Multi-<br />
Sectoral Technical <strong>and</strong> Economic Cooperation), ACD (Asia Cooperation Dialogue), ACMECS (Ayeyawady-Chao<br />
Phraya-Mekong Economic Cooperation Strategy), ASEAN + 3 (Ch<strong>in</strong>a, Japan <strong>and</strong> South Korea).<br />
IDS 642 Contemporary Political Economy of Southeast Asia<br />
This course is a gateway to underst<strong>and</strong><strong>in</strong>g the <strong>in</strong>tricate <strong>in</strong>teraction between political <strong>and</strong> economic policies<br />
that drove a selected group of Southeast Asian countries (Thail<strong>and</strong>, Malaysia, Indonesia, <strong>and</strong> S<strong>in</strong>gapore) to be the<br />
Asian Tigers. How did the four Asian countries manage to rise to the top of develop<strong>in</strong>g countries with impressive<br />
growth rates <strong>in</strong> the 1980s <strong>and</strong> the early 1990s? What was the political underp<strong>in</strong>n<strong>in</strong>g that helped fuel the growth?<br />
The course will offer an analytical overview of political development <strong>in</strong> the four Southeast Asian nations s<strong>in</strong>ce the<br />
post-colonial era (for Malaysia, Indonesia, <strong>and</strong> S<strong>in</strong>gapore) <strong>and</strong> s<strong>in</strong>ce the Second World War (for Thail<strong>and</strong>). However,<br />
prosperity came with risks as evidenced by the 1997 crisis which brought about not only economic collapses but<br />
also deep political changes. How have the political reforms begun almost ten years ago changed the political <strong>and</strong><br />
economic l<strong>and</strong>scape of Southeast Asian nations? In the end, what should Thail<strong>and</strong>’s foreign <strong>and</strong> domestic policies<br />
be <strong>in</strong> order to address the changes <strong>in</strong> its neighbor<strong>in</strong>g countries?
IDS 690 Sem<strong>in</strong>ar on NGOs; Theory <strong>and</strong> Practice<br />
Non-governmental Organizations’ grow<strong>in</strong>g role <strong>and</strong> <strong>in</strong>fluence <strong>in</strong> foreign affairs are undeniable. The course will<br />
<strong>in</strong>troduce students to key <strong>in</strong>ternational NGOs, Thai NGOs <strong>and</strong> their work. It will discuss their philosophy, missions,<br />

IDS 643 <strong>International</strong> Political Economy<br />
This course will <strong>in</strong>troduce students to the major issues of <strong>in</strong>ternational political economy, namely, the proper<br />
balance between the state <strong>and</strong> the market <strong>and</strong> how their <strong>in</strong>teractions affect the flows of capital, goods <strong>and</strong> labor<br />
<strong>and</strong> other globalization phenomena. The ma<strong>in</strong> theories <strong>and</strong> perspectives on the political economy, for example, Liberalism,<br />
Marxism, <strong>and</strong> Nationalism will be discussed. The course will then exam<strong>in</strong>e the build<strong>in</strong>g blocks of the global<br />
economy, namely, national economies, global trad<strong>in</strong>g system, global f<strong>in</strong>ancial system <strong>and</strong> regional economic <strong>in</strong>tegration.<br />
F<strong>in</strong>ally, the effects, benefits <strong>and</strong> the alleged result<strong>in</strong>g problems of globalization such as terrorism, poverty,<br />
un-even development, <strong>and</strong> the effects on environment will be explored.<br />
IDS 691 Sem<strong>in</strong>ar on Trade <strong>and</strong> Investment <strong>in</strong> Cambodia, Lao PDR, Myanmar <strong>and</strong> Vietnam<br />
Cambodia, Lao PDR, Myanmar <strong>and</strong> Vietnam have recently become members of ASEAN <strong>and</strong> recognized as new<br />
<strong>and</strong> promis<strong>in</strong>g markets for trade <strong>and</strong> <strong>in</strong>vestment. This course will explore their trade <strong>and</strong> <strong>in</strong>vestment opportunities. It<br />
will survey the prevail<strong>in</strong>g commercial regulations, <strong>in</strong>vestment rules <strong>and</strong> <strong>in</strong>centives <strong>in</strong> these countries as well as their<br />
political <strong>and</strong> economic systems. Top executives who have worked <strong>and</strong> <strong>in</strong>vested <strong>in</strong> these countries will be <strong>in</strong>vited to<br />
share their experiences with the class. This course would be useful for those who wish to pursue careers relat<strong>in</strong>g to<br />
these countries.<br />
IDS 644 General Taxation<br />
The objectives of the course are to provide students with knowledge <strong>and</strong> underst<strong>and</strong><strong>in</strong>g of the ma<strong>in</strong> concepts<br />
<strong>and</strong> practical application of taxation system. It is useful for students wish<strong>in</strong>g to practice <strong>in</strong> the areas of economics,<br />
account<strong>in</strong>g, law, <strong>and</strong> f<strong>in</strong>ancial management.<br />
This course provides an economic analysis of <strong>and</strong> <strong>in</strong>sights <strong>in</strong>to a wide range of taxes. The concepts <strong>and</strong> methods<br />
needed for this analysis, which have general application, will also be presented. The emphasis is on expla<strong>in</strong><strong>in</strong>g<br />
<strong>and</strong> clarify<strong>in</strong>g the basic pr<strong>in</strong>ciples <strong>and</strong> demonstrat<strong>in</strong>g their wide-rang<strong>in</strong>g applicability.<br />
Topics to be explored <strong>in</strong>clude pr<strong>in</strong>ciples of taxation, tax <strong>in</strong>cidence, taxation of goods <strong>and</strong> services (sales tax,<br />
excise tax, value-added tax, custom tariff, etc.), taxation of <strong>in</strong>come, property tax, environmental taxation <strong>and</strong> some<br />
other tax issues related to local governmental f<strong>in</strong>ance.<br />
The concepts <strong>in</strong> taxation offer an excellent balance between tax concepts <strong>and</strong> the tax code <strong>and</strong> regulations,<br />
prepar<strong>in</strong>g users for a future <strong>in</strong> the bus<strong>in</strong>ess environment. In addition, the course will highlight many <strong>in</strong>stitutional issues<br />
that are potentially of special <strong>in</strong>terest to students prepar<strong>in</strong>g for professional careers.<br />
IDS 681 Thai <strong>Studies</strong><br />
This course would be appeal<strong>in</strong>g to students who wish to know <strong>and</strong> underst<strong>and</strong> Thail<strong>and</strong> <strong>in</strong>-depth. It will exam<strong>in</strong>e<br />
Thail<strong>and</strong> <strong>in</strong> the political, economic, social <strong>and</strong> cultural aspects by us<strong>in</strong>g multi-discipl<strong>in</strong>ary approach.<br />
Thesis (Plan A) / Independent <strong>Studies</strong> (Plan B)<br />
IDS 698 Independent <strong>Studies</strong><br />
Directed read<strong>in</strong>g <strong>and</strong> research for credit under the supervision of an advisor. It provides an opportunity<br />
for students to study certa<strong>in</strong> issues with<strong>in</strong> the discipl<strong>in</strong>e of diplomacy <strong>and</strong> <strong>in</strong>ternational studies. The topic for study<br />
<strong>and</strong> research must be approved by the relevant advisor prior to commencement of the study.<br />
IDS 699 (Thesis)<br />
Students who choose plan A must complete a thesis on diplomacy <strong>and</strong> <strong>in</strong>ternational studies or related fields as<br />
partial requirement of this program. The research topic must be approved by the research topic defense exam<strong>in</strong>ation<br />

Admission Procedure<br />
Applications are accepted throughout the year <strong>and</strong> reviewed on<br />
a roll<strong>in</strong>g basis. Each year, there will be two <strong>in</strong>takes of students,<br />
the first <strong>in</strong> September (Plan A & Plan B) <strong>and</strong> the second <strong>in</strong> May<br />
(only Plan B will be offered). Prospective students are advised<br />
to submit their applications by 15 July for the September <strong>in</strong>take<br />
<strong>and</strong> by 30 April for the May <strong>in</strong>take. Application forms can be<br />
obta<strong>in</strong>ed from either the Admissions Office, Rangsit University, or<br />

Language Requirements<br />
As English is the medium of <strong>in</strong>struction, students are required to<br />
have a proficient comm<strong>and</strong> of the English language. Applicants<br />
whose mother-tongue is not English, should have a TOEFL score<br />
of at least 500 or its equivalent. If they do not possess the requisite<br />
test score, they may take Rangsit University’s English Placement<br />
Test. Students who do not pass the English Placement<br />
Test will be required to take a remedial English language course.<br />
All students are encouraged to take foreign language classes<br />
dur<strong>in</strong>g the <strong>Program</strong> as languages are valuable assets for careers<br />
<strong>in</strong> <strong>in</strong>ternational affairs. Rangsit University offers French, Ch<strong>in</strong>ese<br />
<strong>and</strong> Japanese language courses. These language courses, however,<br />
are not m<strong>and</strong>atory.
