The Irvine Police Department prides itself in awarding individuals with distinction for<br />
their heroic and professional work ethic. After careful review of the ballots cast by<br />
their peers . the names selected by the Awards Committee are given to the Chief of<br />
Police for final approval. Below are the criteria for the awards and ribbons you will<br />
see worn by uniformed sworn and civilian Irvine Police personnel.<br />
Officer, Rookie, and Civilian of the Year<br />
These awards consider overall performance as a career police<br />
professional and NOT one single distinguishing event of the year.<br />
Focus should be on organizational contributions made during the<br />
Meritorious Service<br />
An act or series of acts which occur over a period of time that<br />
demonstrate outstanding performance/service to the community<br />
or the Department, or a special act that required great tenaCity<br />
and devotion to duty. The service that is to be recognized<br />
involves displaying a greater call to duty than mere performance<br />
of one's job.<br />
Community Service/Policing<br />
The Community Service/Pol,icing Award should recognize<br />
current year. Specific employee traits: teamwork, initiative, the employee who, in a spirit of service, performs<br />
integrity, dependability, judgment, community involvement, outstanding acts to further the betterment of the<br />
leadership, job knowledge, peer respect, appropriate community. <br />
Departmental role model. <br />
Unit Commendation<br />
(The Rookie of the Year is awarded to a rookie officer with two<br />
years or less on the job. )<br />
Medal of Valor<br />
A Unit Commendation should recognize the unit within the<br />
Department that has consistently performed in an exemplary<br />
manner. The work of the unit may either be directly related to field<br />
police work or performed in support of the mission of the Irvine<br />
Police Department.<br />
The Medal of Valor should recognize an act of courage, w<strong>here</strong> <br />
the employee was aware of imminent danger to himself/herself <br />

<strong>Orange</strong> <strong>County</strong> Auto Theft Task Force "10851" Award: Awarded to<br />
the police officers who recovered the highest number of stolen vehicles<br />
The Lifesaving Award should recognize acts undertaken during the course of the year.<br />
resulting in the life of a person being sustained , thus permitting <br />
that person to be transported to a medical facility for treatment. <br />
The act need not involve bravery, however, the act necessary,<br />

Jeff McGehee is currently a Field Training Officer assigned to Patrol<br />
in the University Area.<br />
Jeff began his career at the City of Irvine in 2003 as a patrol officer.<br />
Since that time he has received a number of awards from Mothers<br />
Against Drunk Driving (MADD), including the MADD Deuce Award<br />
and the prestigious Century Award.<br />
Jeff holds a Bachelor of Arts degree in Business Administration and<br />
Operations Management from California State University, Fullerton<br />
and has completed course work from Cypress Community College.<br />
Joe Monroe is a Detective and forensic examiner assigned to the<br />
newly established Federal Bureau of Investigation's <strong>Orange</strong> <strong>County</strong><br />
Regional Computer Forensics Laboratory located in <strong>Orange</strong>.<br />
Joe has been with the City of Irvine for the past 16 years and was<br />
previously a Deputy with the Los Angeles <strong>County</strong> Sheriff's<br />
Department for five years. He has worked as a Field Training<br />
Officer, a Fraud Detective and Crisis Negotiator. Joe has also<br />
received recognition including the 2010 Employee of the Quarter<br />
Award, a Meritorious Service Award in 2000, and multiple Unit<br />
Commendations during his tenure as a member of the Special<br />
Weapons and Tactics (SWAT) Team and Economic Crime Unit. Joe<br />
has also received numerous awards from Mothers Against Drunk<br />
Driving.<br />
Joe holds a Bachelor of Arts degree from California State University,<br />
Long Beach in Criminal Justice, and a Master in <strong>Public</strong><br />
Administration.

Matthew Yparrea is currently a Police Officer as part of the<br />
Irvine Spectrum Team assigned to patrol the Irvine Spectrum<br />
Center.<br />
Matthew began his career at the City of Irvine in 2006 as a<br />
patrol officer and is a Drug Recognition Expert and Terrorism<br />
Liaison Officer. In 2008, Matthew received the Deuce Award<br />
from Mothers Against Drunk Driving.<br />
Matthew holds a Bachelor of Arts degree from Ca'lifornia State<br />
University, Fresno in Kinesiology.<br />
Andrew Zelinko is a <strong>Public</strong> Safety Assistant presently<br />
assigned to the Investigations Bureau.<br />
Andrew has been with the City of Irvine for nine years and has<br />
many years of work experience in the private sector. During<br />
Andrew's tenure at the City of Irvine he has worked as a Drug<br />
Abuse Resistance 'Education (D.A.R.E.) volunteer and <strong>Public</strong><br />
Safety Dispatcher. He also participated in the Irvine Police<br />
Department Explorer Program. Andrew has helped develop<br />
and present numerous Internet Safety and Parent Internet<br />
Safety programs over the past few years,<br />
Andrew has completed course work while at California State<br />
University, Fullerton (CSUF) and holds numerous Extension<br />
Course Certificates from the University California, Irvine and<br />
CSUF. He is enrolled at Brandman University in Irvine and<br />

The Irvine Police Business Desk has been named the recipient of the Unit<br />
Commendation Award for 2010.<br />
The civilian personnel assigned to the Business Desk have consistently worked<br />
in an exemplary manner by providing quality service to the Department and<br />
residents of the City of Irvine. The Business Desk is staffed by seven<br />
employees who are committed to assisting members of the public with filing<br />
police reports, providing assistance with law enforcement-related concerns and<br />
furnishing referral information related to a variety of social and supportive<br />
services. The Business Desk is often the first contact and impression residents<br />
have with members of the Irvine Police Department and in 2010 served nearly<br />
20,000 customers. The Business Desk personnel also serve as a support base<br />
for the Department by completing crime and supplemental reports in person<br />
and by telephone. In 2010, the Business Desk processed 1,500 incident<br />
reports or eight percent of all reports filed by the Irvine Police Department. As<br />
a result, patrol officers assigned in the field remain available to handle priority<br />
calls for assistance. In addition, the Business Desk responds to the majority of<br />
non-emergency telephone calls and last year fielded nearly 50,000 telephonic<br />
inquiries. They also serve the community by confirming vehicle equipment<br />
corrections as well as providing Live Scan (digitally scanned) and ink fingerprint<br />
services. Staff members also support the community by participating in Red<br />
Ribbon Pizza Night, Team Kids Lemon-Aid and Tip-a-Cop programs.<br />
For their outstanding service to the Department and the community, members<br />
of the Business Desk have been selected to receive this recognition .<br />
The Irvine Special Investigations Unit has been named the recipient of the<br />
Unit Commendation Award for 2010.<br />
The Special Investigations Unit is a diverse team of highly trained and<br />
experienced Detectives committed to working in partnership within the<br />
investigations bureau, with patrol officers and other law enforcement agencies<br />
to address criminal activity through proven investigative strategies. Their<br />
focus is to identify and address crime trends that include, but are not limited<br />
to, robberies, serial burglaries, assaults, and arson-related crimes.<br />
Proactively, the unit assists in locating wanted suspects and routinely<br />
conducts parole and probation searches to ensure public safety and<br />
compliance with court-issued mandates. They also work closely with<br />
Regulatory Affairs to address issues associated with community-sensitive<br />
businesses and practices. Members of the unit are trained experts in the use<br />
of surveillance techniques employed to solve complex crimes. They have<br />
provided training to other police officers as it pertains to the possession of<br />
medical marijuana consistent with Proposition 215, the Compassionate Use<br />
Act of 1996, asset forfeiture, narcotics training , gang trends, tagging,<br />
computer forensics and internet crimes. In 2010, they were responsible for<br />
investigating and apprehending two unrelated suspects wanted for a series of<br />
arson fires in Irvine. The unit was also credited with making numerous<br />
drug-related arrests, the recovery of illegal drugs and the seizure of nearly $1<br />

3:34 a.m.<br />
On February, 2, 2010, Officers Moore, Schaefer and Bee<br />
responded in the early morning hours to a call of a victim who<br />
was not breathing and non-responsive. The officers arrived at<br />
the location and were met by family members who directed<br />
them to the victim who was lying on the floor. Officer Moore<br />
checked the victim's airway as Officers Schaefer and Bee<br />
administered cardiopulmonary resuscitation (CPR). The<br />
officers continued CPR until paramedics arrived at the location<br />
and administered an automated external defibrillator, at which<br />
pOint the victim regained a pulse and labored breathing on his<br />
own. If it were not for the lifesaving efforts of the officers, the<br />
victim may not have survived the incident.<br />

On March 4, 2010, Officers Aguirre, Alexen and Bryant responded to<br />
a residence for a woman who was experiencing a mental<br />
disturbance and had wandered away from her home. The woman's<br />
mother contacted the officers and directed them to the rear of her<br />
home w<strong>here</strong> the adult daughter had climbed almost to the top of a<br />
50-foot eucalyptus tree. The officers responded to the rear yard;<br />
however, they were unsuccessful in persuading the woman to return<br />
to the ground. The officers requested assistance from the <strong>Orange</strong><br />
<strong>County</strong> Fire Authority and were able to secure a large tarp, tying one<br />
end to a wooden fence while holding the other. The victim reached<br />
for a tree branch which broke, causing the victim to fall from the tree;<br />
however, the tarp held by the officers safely broke the victim's fall. If<br />
the officers had not devised a platform , the victim could have<br />
sustained serious injury or death .<br />

On March 22 , 2010, Sergeant Wolf was dining at a local<br />
restaurant when he was approached by a patron who was<br />
pointing to his throat, indicating he was choking . While turning<br />
the victim, Sergeant Wolf wrapped his arms below the man 's<br />
chest in order to perform the Heimlich maneuver. After<br />
providing two thrusts, Sergeant Wolf successfully dislodged<br />
the piece of food from the man's throat. If Sergeant Wolf had<br />
not immediately responded to the situation , the victim could<br />
have suffocated or sustained injuries due to the lack of oxygen .<br />

Tuesday, March 30, 2010<br />
2:57 a.m.<br />
On March 30, 2010, Officers Larson and Brouwer responded<br />
to a residence for a medical emergency. They were met by the<br />
victim's wife who directed the officers to a room w<strong>here</strong> the<br />
victim was lying on the floor next to a bed. Officer Larson knelt<br />
down and determined the victim had stopped breathing and<br />
did not have a pulse. The officers began cardiopulmonary<br />
resuscitation until paramedics arrived at the scene to assume<br />
treatment. As a result of the emergency treatment provided by<br />
the officers, the victim regained normal respiration and was<br />
transported to the hospital for further treatment.

7:08 a.m .<br />
On April 21, 2010, Officer Kim received a call of a male jogger who<br />
was bleeding from a wound to his head. As he came to the aid of<br />
the jogger and began to monitor his vital signs, Officer Kim noticed<br />
the victim's complexion began to change and he was no longer<br />
breathing. Officer Kim began to administer cardiopulmonary<br />
resuscitation in order to restore the victim's breathing. Paramedics<br />
from the <strong>Orange</strong> <strong>County</strong> Fire Authority arrived at the location and<br />
transported the victim who was in full cardiac arrest. According to<br />
the emergency room physician, Officer Kim's quick actions and life<br />
saving measures taken by others were responsible for saving the<br />
man's life.<br />

Tuesday, May 11, 2010<br />
5:00 a.m.<br />
On May 11, 2011, Officer Larson responded to a medical aid<br />
call in which a victim had collapsed in a parking lot and was not<br />
breathing. The victim's wife and bystander were performing<br />
cardiopulmonary resuscitation (CPR) after the victim<br />
experienced chest pains and fell to the ground and stopped<br />
breathing. Officers Larson and Tunnicliffe assumed<br />
responsibility for administering CPR and were successful in<br />
the victim regaining a pulse. The victim, who was being<br />
treated for a prior heart attack and stroke, was rushed to the<br />
hospital w<strong>here</strong> doctors credited the officers, the victim's wife<br />
and bystander as saving the man's life.

On December 16, 2010, Officers Tunnicliffe and Nigro<br />
responded to a residence for a female victim who had suffered<br />
a seizure. The officers checked the victim but were unable to<br />
detect a pulse or normal breathing. In response, the officers<br />
immediately began cardiopulmonary resuscitation and were<br />
able to restore a faint pulse. As the seizures continued, the<br />
victim's pulse periodically faded; however, the officers<br />
continued their lifesaving efforts until paramedics arrived and<br />
the victim was transported to the hospital for treatment. By<br />
performing in a quick and exemplary manner, the officers'<br />
actions resulted in saving the woman's life.<br />

On September 6, 2010, Officers Busta and Ayres responded<br />
to a medical aid emergency of a male victim who, after lying<br />
down to rest, began to moan in distress and struggled to<br />
breathe normally. The officers were first on the scene and<br />
began cardiopulmonary resuscitation (CPR) on the victim who<br />
had a variety of health ailments. <strong>Orange</strong> <strong>County</strong> Fire Authority<br />
paramedics arrived a short time later and took over CPR. It<br />
was determined that the initial efforts made by the officers<br />
were instrumental in saving the man's life.

On March 12, 2010, Officers Hillyard and Wong responded to a<br />
residential fire to find a victim standing on a balcony unable to exit<br />
due to heavy smoke and flames. The officers raced to the second<br />
story apartment uni,t and safely evacuated the resident to safety.<br />
The resident sustained burns to her face, arms and feet. While<br />
evacuating her, the officers instructed a neighbor to exit his<br />
apartment; however, he returned to his residence to save his pets.<br />
The officers made their way back to the man's apartment and found<br />
him standing in the unit gripped with fear. The officers evacuated<br />
him and he was transported to the hospital in stable condition and<br />
treated for smoke inhalation. If it were not for the immediate action<br />
of the officers, at least two lives would have been lost.<br />

Jonathan Cherney is currently a<br />

Jonathan began his career at the City of<br />
Irvine in 1989 and previously worked for<br />
the Brea Police Department for four<br />
years as a Police Cadet. Jonathan has<br />
been recognized internationally for his<br />
expertise in major traffic accident<br />
investigations, traffic accident<br />
reconstruction , and bicycle accident<br />
reconstruction; as well as expertise of<br />
vehicle diagnostics. In 2010, Jonathan<br />
reviewed over 1,500 cases that included<br />
fatal collision investigations, hit and run<br />
accidents and other traffic-related crimes<br />
in the City of Irvine and routinely assists<br />
other law enforcement agencies with<br />
high profile investigations. He received<br />
an Outstanding Service Award in 2004<br />
from the <strong>Orange</strong> <strong>County</strong> District<br />
Attorney's Office, the Irvine Police<br />
Department Meritorious Service Award in<br />
2007, the Excellence in Investigation<br />
Award by Mothers Against Drunk Driving<br />
(MADD) in 2008 and the distinguished<br />
Diamond Service Award by MADD in<br />

Mission Statement<br />
The Exchange Club is a national service organization made up of civic-minded men<br />
and women who volunteer within their communities to provide a variety of public<br />
service programs.<br />
The Exchange Club of Irvine sponsors the following programs for the benefit of the<br />
greater Irvine area:<br />
1. The <strong>Orange</strong> <strong>County</strong> CHILD ABUSE PREVENTION CENTER in Santa Ana is a<br />
national Exchange Club project which provides counseling for troubled families<br />
throughout the greater Los Angeles and <strong>Orange</strong> <strong>County</strong> areas.<br />
2. The IRVINE COMMUNITY THANKSGIVING BREAKFAST, held the Tuesday<br />
before Thanksgiving to honor the contributions of all Irvine service clubs,<br />
provides an opportunity to give thanks for the blessings we enjoy in this<br />
community.<br />
3. The IRVINE POLICE DEPARTMENT AWARDS BANQUET is held in the<br />
Spring of each year to honor Irvine's finest police officers and civilian staff.<br />
4. The IRVINE VALLEY COLLEGE SCHOLARSHIP PROGRAM is held each<br />
year in May. The Club provides scholarship funds for needy students.<br />
5. The EXCELLENCE IN TEACHING BANQUET is held each year in May to<br />
honor teachers from each of Irvine's schools, and honors the Teachers of the<br />
Year.<br />
6. The IRVINE SENIOR SCHOLAR ATHLETE BANQUET is held each year in June<br />
to honor 24 graduating senior scholar athletes from the City's high schools.<br />
The members of the Exchange Club of Irvine are proud of our City and are<br />
