Decision on Categorization
While using the checklist following methods can be adopted for the decision making:
In the case of Indigenous People (IP)
If the average marks obtained from “Indigenous People Impact Categorization Form” is:
• > 105, the sub- project is categorized as A
• 70-105, the sub- project is categorized as B
• < 70, the sub- project is categorized as C
Note: This is the categorization proposed by Consultant. MoLD may alter the categorization
range as per nature of sub-project, categories/types of indigenous people affected etc.
Category of
Sub-Project
A
B
C
Categorization of IP Impact
Determination of the type of Environmental Assessment
Needed
Sub-projects expected to have significant impacts that require
an Indigenous People (IP) Development Program
Sub-projects expected to have limited impacts that require
specific action for IP in resettlement plans and/or social action
plans
Sub-projects not expected to have impacts on IPs and,
therefore, do not require special provision for IPs
In the case of Involuntary Resettlement (IR)
The Involuntary Resettlement categorization of subprojects shall be as follows:
a. Category A: Significant – Such a sub-project shall comprise of those in which 200 or
more people will experience major impacts, which are defined as (i) being physically
displaced from housing, or (ii) losing 10% or more of their productive assets (income
generating). Such sub-projects will require preparation of a Full Resettlement Plan (RP).
b. Category B: Not significant – such sub-projects shall include those in which less than
200 persons experience impacts. Such sub-projects require preparation of a Short
Resettlement Plan.
c. Category C: No Impact – Category C sub-projects shall include those in which no
involuntary resettlement effects are foreseen thereby requiring no resettlement action.
In the case of Physical, Biological and Socio-Economic Issues
In such cases, if the marks obtained in each of questions is:
• > 105, the issue is categorized having significant impact
• 70-105, the issue is categorized having semi-significant impact
• < 70, the issue is categorized having non-significant impact
If any one of the issue is found to be significant impact category, then each of the issues
having such impact will be discussed individually, between the local people government
authorities, politicians and concerned stakeholders to come into common consensus so as to
minimize the impact. If any of such significant impact is unavoidable then prospects subproject
implementation can be decided by common agreement put together from the
discussion and conclusion can be made whether the sub-project is feasible or not. As per
the conclusion obtained, the sub-project will proceed.
Note: This is the categorization proposed by Consultant. MoLD may alter the categorization
range as per nature of sub-project, categories/types.
