The sensitivity analyses <strong>in</strong> Table 19 demonstrate that the benefits are sensitive to<br />

the disease assumptions on the major benefits, but the <strong>in</strong>vestment rema<strong>in</strong>s highly<br />

pr<strong>of</strong>itable.<br />

8. Confidence Rat<strong>in</strong>g<br />

The results produced are highly dependent on the assumptions made, many <strong>of</strong> which<br />

are uncerta<strong>in</strong>. There are two factors that warrant recognition. The first factor is the<br />

coverage <strong>of</strong> benefits. Where there are multiple types <strong>of</strong> benefits it is <strong>of</strong>ten not<br />

possible to quantify all the benefits that may be l<strong>in</strong>ked to the <strong>in</strong>vestment. The<br />

second factor <strong>in</strong>volves uncerta<strong>in</strong>ty regard<strong>in</strong>g the assumptions made, <strong>in</strong>clud<strong>in</strong>g the<br />

l<strong>in</strong>kage between the research and the assumed outcomes.<br />

A confidence rat<strong>in</strong>g based on these two factors has been given to the results <strong>of</strong> the<br />

<strong>in</strong>vestment analysis (Table 20). The rat<strong>in</strong>g categories used are High, Medium and<br />

Low, where:<br />

High: denotes a good coverage <strong>of</strong> benefits or reasonable confidence <strong>in</strong> the<br />

assumptions made,<br />

Medium: denotes only a reasonable coverage <strong>of</strong> benefits or some significant<br />

uncerta<strong>in</strong>ties <strong>in</strong> assumptions made, and<br />

Low: denotes a poor coverage <strong>of</strong> benefits or many uncerta<strong>in</strong>ties <strong>in</strong><br />

assumptions made.<br />

9. Conclusions and Lessons Learned<br />

The evaluation with a benefit to cost ratio <strong>of</strong> over 13 to one has clearly demonstrated<br />

that the MUP has been very valuable <strong>in</strong> giv<strong>in</strong>g m<strong>in</strong>or crops better access to a wider<br />

range <strong>of</strong> pesticides. By simply mak<strong>in</strong>g a useful and <strong>in</strong>-demand pesticide available,<br />

rapid adoption over the entire crop would quickly follow. Growers’ needs change but<br />

it is <strong>of</strong>ten uneconomic for chemical companies to respond to the needs <strong>of</strong> small<br />

markets. There is an <strong>in</strong>creas<strong>in</strong>g cost <strong>of</strong> register<strong>in</strong>g chemicals and an <strong>in</strong>creas<strong>in</strong>gly<br />

restra<strong>in</strong><strong>in</strong>g regulatory environment.<br />
