“The follow<strong>in</strong>g structural shortcom<strong>in</strong>gs have been identified as com<strong>in</strong>g between the<br />

current and future ideal system:<br />

• vary<strong>in</strong>g approaches to control <strong>of</strong> use between States / Portfolios,<br />

• lack <strong>of</strong> overall policy <strong>in</strong>tegration, formal l<strong>in</strong>ks and <strong>in</strong>terfaces, and<br />

• fragmented and limited monitor<strong>in</strong>g <strong>of</strong> outcomes.”<br />

The implications discussed above would have been <strong>in</strong>creas<strong>in</strong>gly expressed as major<br />

potential threats to the viability <strong>of</strong> the <strong>in</strong>dustry if there was no MUP <strong>in</strong>vestment. The<br />

pulse <strong>in</strong>dustry was <strong>in</strong>creas<strong>in</strong>gly be<strong>in</strong>g recognised as an essential component <strong>of</strong> a<br />

susta<strong>in</strong>able gra<strong>in</strong> <strong>in</strong>dustry. Alternatives to the MUP would have eventually been<br />

found. Drivers could have been policy changes relat<strong>in</strong>g to the requirements for<br />

registration <strong>of</strong> chemicals, mak<strong>in</strong>g greater use <strong>of</strong> <strong>in</strong>ternational data, or for protection<br />

<strong>of</strong> additional data generated by companies. There would for example have been<br />

<strong>in</strong>creas<strong>in</strong>g <strong>in</strong>centives for grower groups to take out permits themselves or for<br />

chemical companies to take action if they were not able to market through a permit<br />

system. The latter situation would depend on a company recognis<strong>in</strong>g eventually that<br />

the market was ma<strong>in</strong>ly constra<strong>in</strong>ed by the availability <strong>of</strong> a key chemical. (It is<br />

recognised that the permit system can also enable an <strong>in</strong>dustry to develop to a size<br />

where it is attractive to a chemical company). It will be assumed follow<strong>in</strong>g discussion<br />

<strong>of</strong> the major trends likely for the Without Scenario, that the pulse <strong>in</strong>dustry would<br />

have cont<strong>in</strong>ued to develop, but at a lesser rate and with <strong>in</strong>creased disease losses. It<br />

is unlikely alternative approaches would have been as effective as permits achieved<br />

by the MUP.<br />

Research and extension implications - The <strong>in</strong>creas<strong>in</strong>g dependence on unregistered<br />

chemicals would have had negative implications for the direction <strong>of</strong> research and<br />

extension programs aim<strong>in</strong>g at promot<strong>in</strong>g the pulse <strong>in</strong>dustry. <strong>GRDC</strong> was giv<strong>in</strong>g<br />

<strong>in</strong>creas<strong>in</strong>g priority to pulse productivity but it would have been difficult to promote<br />

crops dependent on unregistered chemicals. In 1996 the Australian Coord<strong>in</strong>ated<br />

Chickpea Improvement Program was developed to consolidate activities. In 1999-<br />

2000 for example <strong>GRDC</strong> <strong>in</strong>vested $8.5 million <strong>in</strong> a pulse productivity program<br />

<strong>in</strong>clud<strong>in</strong>g projects <strong>in</strong> breed<strong>in</strong>g and management to reduce ascochyta impacts (<strong>GRDC</strong><br />

2000). New varieties were be<strong>in</strong>g developed that needed reduced numbers <strong>of</strong><br />

fungicide sprays. Pulse Australia was promot<strong>in</strong>g Variety Management Packages<br />

(VMP) which brought together a wide range <strong>of</strong> <strong>in</strong>formation <strong>in</strong>clud<strong>in</strong>g disease<br />

management us<strong>in</strong>g fungicides. However, many growers would presumably have<br />

cont<strong>in</strong>ued to ignore advice to ensure that only registered chemicals be used. There<br />

is no <strong>in</strong>formation which would identify the change <strong>in</strong> chemical use result<strong>in</strong>g from<br />

MUPs. As the JAY1 F<strong>in</strong>al report to <strong>GRDC</strong> stated: “We are not able to undertake a<br />

Benefit Cost <strong>An</strong>alysis result<strong>in</strong>g from the project because <strong>of</strong> the lack <strong>of</strong> available data<br />

on usage and adoption. In many cases the pesticides were already be<strong>in</strong>g used<br />

without formal approval.”<br />

QA aspects – human health, environmental and food safety issues have become <strong>of</strong><br />

<strong>in</strong>creas<strong>in</strong>g concern to the gra<strong>in</strong> <strong>in</strong>dustry and to the community generally. The<br />

capacity to detect even extremely low levels <strong>of</strong> chemicals has <strong>in</strong>creased. Str<strong>in</strong>ger and<br />

<strong>An</strong>derson (2000) <strong>in</strong> an <strong>in</strong>ternational review considered that Australian agriculture had<br />

been largely <strong>in</strong>sulated from environmental and government concerns. The follow<strong>in</strong>g<br />

comment <strong>in</strong> the <strong>GRDC</strong> 1999-2000 annual report would not be made currently. “Food<br />

safety appears to be a m<strong>in</strong>or concern to the gra<strong>in</strong>s <strong>in</strong>dustry, but it is a vital concern<br />

to consumers...” The statement was <strong>in</strong> the context <strong>of</strong> tox<strong>in</strong>-free varieties <strong>of</strong><br />

peanuts; but it serves to illustrate that attitudes have changed. A comprehensive<br />

survey (Williams et al 2004) showed that over one half <strong>of</strong> Australian adults were<br />
