Public versus Private Benefits<br />

The benefits identified from the <strong>in</strong>vestment are predom<strong>in</strong>antly private benefits,<br />

namely benefits to gra<strong>in</strong> producers and to a lesser extent to their supply cha<strong>in</strong>s.<br />

Benefits to other Primary Industries<br />

Benefits to other <strong>in</strong>dustries, particularly meat and dairy, are likely to be substantial.<br />

MRL exceedances from residues from graz<strong>in</strong>g <strong>of</strong> crop stubbles, and feed<strong>in</strong>g gra<strong>in</strong><br />

products have been a major risk factor for meat <strong>in</strong>dustries.<br />

Distribution <strong>of</strong> Benefits along the Gra<strong>in</strong>s Supply Cha<strong>in</strong><br />

Most benefits accrue to gra<strong>in</strong> producers and to a lesser extent their supply cha<strong>in</strong>s,<br />

particularly <strong>in</strong>put suppliers <strong>in</strong>clud<strong>in</strong>g chemical companies, and advisers to gra<strong>in</strong><br />

producers.<br />

Benefits Overseas<br />

It is unlikely that any <strong>of</strong> the outputs produced by this <strong>in</strong>vestment will significantly<br />

benefit overseas gra<strong>in</strong> <strong>in</strong>dustries. There is however a substantial degree <strong>of</strong><br />

<strong>in</strong>ternational cooperation on some aspects such as MRL. There are benefits to<br />

overseas importers and consumers <strong>of</strong> Australian gra<strong>in</strong> and products based on the<br />

gra<strong>in</strong> <strong>in</strong>dustry from reduced risk <strong>of</strong> MRL exceedances.<br />
