Hameln 2012 3
Foreword by the Station Commander Hameln
Lieutenant Colonel C R M Story RE
I would like to welcome you to the famous and historic town of Hameln and to 28
Engineer Regiment. Hameln Station is an isolated unit administered by Paderborn
Garrison and although 28 Engineer Regiment is the major unit within the Station it is
supported by various other minor units, detachments and agencies.
Hameln town is famous for the Pied Piper legend and is located approximately 50km
south-west of the city of Hanover, the state capital of Lower Saxony (Niedersachsen),
in the North of the Federal Republic of Germany. Hameln is situated on the river
Weser in the centre of an area called the Weserbergland. The town is economically
important as well as being a popular tourist attraction.
Hameln has approximately 60,000 inhabitants of which about 20,000 live in the
13 associated boroughs. The town offers many attractions throughout the year but
of note are the numerous houses located in the old town area built in the Wester
Renaissance style, various events associated with the Pied Piper legend, the Christmas
market and other regular festivals celebrated in the 'Alt Stadt' or old town.
The aim of this handbook is to assist new residents to settle in quickly by providing
key information which you may need to start life in Hameln. Please do take the time
to check its contents as it will make you aware of the Station facilities, opportunities to
be had and provide advice on where to turn if you require a helping hand. Hameln
Station is well served by many agencies which are here to help make life in Germany
that bit easier. These include the Regimental Administration Office (RAO), the HIVE,
the Unit Welfare Office (UWO), WRVS and numerous family support agencies which
include Homestart, and Army Welfare Services (AWS) as well as other important and
useful departments.
The Station provides much to do with many different interests being catered for.
There is a youth-club, diving club, wives fitness activities plus the usual Baden
Powell organisations on offer. The station is fortunate to have its own education
centre (44 Army Education Centre) which has a good English library and provides
various types of classes for the Station population inlcuding IT-based learning. We
also have the Flix Cinema, a post office, NAAFI facilities for shopping, an SSVC for
purchasing electrical goods, hairdressers, Unit PRI/gift shop, thrift shop, insurance
representatives, a British German Club and a Wives Group. The area has many
fantastic attractions which the HIVE will be able to inform you of and to help you
find. Our Church holds regular services and the Pipers Club (Salvation Army Club)
provides facilities for eating, and purchasing newspapers, cards etc. We have a
number of facilities for feeding within the Station which includes JBS Restaurant which
is open to all Station personnel and their families.
We have a close and first rate relationship with the local town and it is in all our
interests to integrate as full as possible with the German community. Hameln offers
plenty of opportunities for those people living here and it is important that you take
the time to make the most of your stay. I hope this Guide will help you get started in
discovering this lovely town and the surrounding areas.

Hameln 2012 11
Information for Occupants
Frost Precautions
The following frost precautions should be taken in winter:
• Entrance doors and windows to flats and cellars should be kept closed.
• Windows may only be opened when the risk of condensation is high,
i.e. when bathing, cooking, washing clothes or similar occasions.
• Families going on leave should leave radiators on and windows closed.
All radiators should be kept on to maintain the flow of hot water.
No one without authority is permitted to operate heating systems or boiler installations
in multiple blocks of married quarter flats. This is the responsibility of the Facility
Manager, Housemasters and Housing and Estate Managers.
Refuse Collection
Timings and locations vary from time to time. Occupants will be informed of details
by their Housing and Estate Manager.
Gardens
Occupants of SFAs are responsible for keeping their gardens tidy and their
lawns cut short. When the husband is on an official unaccompanied tour (such
as Iraq or Afghanistan), Defence Estates facilities management may assume the
responsibility for cutting the grass providing that the unit welfare office identifies a
genuine welfare need.
Cellars
The Hameln area is subject to flash floods during heavy rain and cellars are
particularly liable to flooding. It is therefore recommended that any items of
household furniture, bedding, carpets etc, stored in cellars are raised at least one foot
above the floor.
Insurance
Items of AD furniture in a SFA are on charge to the occupant of the SFA and a charge
will be raised for any item which is damaged. This also includes items damaged while
being stored in the cellar. Occupants are therefore strongly recommended to take out
insurance against such an occurrence and to insure the fabric of the building against
fire and frost damage.
Use of SFAs for Profit-making Activities
Anyone wishing to use their SFA for any profit-making activity, be it a business or a
club, must first obtain permission of the Commanding Officer, in the first instance
contact HCSO.
Maintenance of all SFas
Introduction
This section of the Guide applies to all SFAs.
What is the Facilities Management Office?
Its function is to maintain and manage property for Government Departments and
the Armed Forces. This section of the Guide mainly relates to the maintenance
of your married quarter, and garage if you have one. In this context we are
responsible for maintaining:

12 Hameln 2012
a. The structure of the building, including doors and windows.
b. The heating system.
c. The electrical system.
d. The hot and cold water pipework.
e. The drainage system.
f. The cooker.
g. The sink unit, the kitchen cupboards and worktops.
h. The wash basins, toilets and baths.
i. The floors and floor coverings, except for carpets.
j. The outside areas, including steps, paths including external paths and fences, but
not gardens – weeding of pathways, cutting of hedges and maintenance of shrub
borders is the occupants responsibility.
Any request for repairs, to any of these items, should be passed to your Housing and
Estate Manager; or to the DE Help Desk. Tel: Hameln Mil 2251, Civ 917251, in
Room 207, Block 10, Gordon Barracks.
We are not responsible for carpets, furniture, cooking implements, plates, knives,
forks etc. If you have problems with any of these items, you should contact your
Housing Estate Manager. DE Help Desk is your first point of contact if you wish
to report a fault or repair to your married quarter. Faults and repairs are reported
through our Helpline 917251 (Mil Ext 2251). If our tradesmen ‘cold call’ and you are
not in they will leave a yellow card (written in both English and German). If you have
received one of these cards, please call me on 917475 mil ext 2473, we can then
book an appointment.
The Maintenance of your SFA: Our Objective
To provide the best standard of maintenance with the funding allocated.
Maintenance Work Categories
a. Very urgent (also sometimes described as emergency repairs).
b. Urgent.
c. Routine.
Very Urgent Repairs
This is where there is a hazard to life, health or property: when gas, water or sewage
is seriously leaking and you are unable to stop it: or when there is a serious electrical
fault and you cannot isolate it. In addition, if your heating fails in the winter and you
do not have enough portable heaters to keep the temperature above 0°C, then this
will be treated as a very urgent repair. If you experience any of these extremely serious
problems you should:
a. If it concerns leaking water and gas, try to turn off the main supply.
b. If it concerns electricity, try to turn off the main electric supply.
c. If it is during working hours, report the problem immediately to the Housing and
Estate Manager. If it is outside working hours, you must contact the Duty Officer
through the Guard Room.
Urgent Repairs
This describes a defect which, if not repaired quickly, would seriously inconvenience
you, or would lead to deterioration of your married quarter. Defects of this type
should be reported to the Housing Estate Manager as soon as possible during normal
working hours.

Hameln 2012 13
Routine Repairs
This describes the remainder of the defects that would occur in your SFA.
Response Times
This is the time it should take us to repair a defect. These response times have been
agreed between the Army and DE. Very urgent repairs should be completed within 24
hours; however, this does not apply at weekends or public holidays, when we can only
provide a limited service usually by the station duty officer authorising a nominated
contractor to be called out – via DE. Urgent repairs should be completed within 7
days, and routine repairs within 2 months.
Gardens
You are responsible for maintaining the garden and external cleaning of footpaths of
your SFA. You are also responsible to maintain and cut any hedges, ensuring they do
not exceed 1.8m in height or hinder public pathways. We only carry out the major
pruning of trees and the removal of dangerous trees. In addition, if instructed by the
SHCSO, we will cut the grass when the head of the household is absent on duty for
more than 14 days. However, we will only accept this responsibility if the garden is in
good condition when the head of the household departs. Snow and leaf clearance is
your responsibility.
Barrack Damages
You do not have to pay for repairs carried out in your SFA, except for the cost of
repairing damage which, in our opinion, is not due to fair wear and tear. In these
circumstances we inform the Housing and Estate Manager of the cost of the repair,
and the Army then decide whether the cost should be charged to you as a Barrack
Damage.
How to Report Defects
This is where you can help us to give you a better service. The more information you
give the Housing and Estate Manager or help desk when you report a defect, the
easier it is for us to ensure we send the right workmen with the right spare parts, and
hence ensure the repair is carried out as quickly as possible. An example will help to
illustrate this point.
If there is a fault on your cooker. You might tell the Housing and Estate Manager that
your cooker is not working.
However, if you told the Housing and Estate Manager that you had an electric cooker
and the back left-hand ring had stopped working, then we could be certain that the
workmen would be able to repair the cooker straight away. Instead of having to visit
your quarter to find out the problem, return to the stores to get a spare part, and then
return to carry out the repair. It would also be beneficial if you suggest times you are
available for access.

14 Hameln 2012
Do-It-Yourself Repairs or Improvements
With the exception of minor painting, you are not allowed to carry out ‘do-it-yourself’
repairs or improvements to your quarter. If you wish to carry out any painting, you
must first obtain our approval via your Housing and Estate Manager.
General Advice
Always have a torch available. When problems occur with your electrical installation
or appliances, turn off your supply at the intake control. Know where this control
is and how to operate it. If your supply has failed, unplug all portable appliances
and switch off all lights (and heaters if you have any directly connected); reset your
supply; switch on your lights one at a time; if your supply stays on then the fault is
in one of your appliances. It may be that the fault is on one light; in this case, by
keeping the light ‘off’ or isolating the one affected circuit, you can use all items in
the remainder of the house. Never attempt to repair appliances that are plugged
in; always unplug them first.
Know where you can turn off your water supply, and if you have leaks then turn off the
supply. Know where your supplementary valves are and what they control; you may be
able to locally isolate a problem and then use the remaining facilities.
If you have a gas supply, know where the supply can be isolated. If you suspect any
kind of a problem or leak then turn off your supply. If the problem is on your boiler,
turn off the gas and electric supply to your boiler.
If the problem is on your gas cooker then disconnect the flexible pipe from the gas
wall socket by your cooker. Turn off at main stop cock.
If you are leaving your quarter for a period during the winter then leave your
boiler on, turn down your room temperature control to 8°-10°C, shut all windows,
leave all radiators on and leave all internal doors open; turn your domestic hot
water cylinder (if you have one) control down to 15°C. Ask a neighbour to check
your boiler once a day.
In autumn/winter time check your attics and cellars to ensure all windows are closed.
If you have an external tap (for garden perhaps), turn off stopcock inside your quarter
(it should be labelled), and drain the water from the pipe feeding the tap. Turn this on
again in late spring when there is not likely to be any more heavy frosts.
Ventilate your SFA on a daily basis at regular intervals. This will reduce the chance or
possibility of mould growth.
Conclusion: We hope these notes will help you. If you follow the advice it will assist us
in providing you with a reasonable service.

The Joint Service Housing advice Office
(JSHaO) – Helping you to civilian
housing solutions
What is the JSHAO?
The JSHAO provides Service persons and their dependants with housing information
and advice. We also, where possible, help you to obtain placement in social housing
on leaving the Service. We can also help sevice welfare/compassionate cases and
separated families from overseas to find appropriate housing on return to the UK.
Helping you to civilian accommodation
The JSHAO runs ‘Housing Solutions’ and “Housing Options” briefings for Service
Personnel. The Solutions briefings are designed as mid career presentations to
highlight the need to make early provision for your civilian housing. The ‘Housing
Options’ briefs are run in Resettlement Centres in the UK and Education Centres
in Germany, Cyprus and Gibraltar. These one day briefs are designed to give you
the information to help you make informed choices on your civilian housing. While
Housing Options are normally attended in the last 2 years of Service, any Service
person and/or their partner is welcome at any stage of their Service.
What information do we hold?
We can obtain information and contacts for most of the UK’s social housing sector
which includes council housing and housing association homes. We can provide you
Affordable Housing
With UK house prices still high lots of Service personnel express interest in schemes
which share the cost of housing with some form of government backed ownership
plan. HomeBuy helps successful applicants to buy their home using a government
interest free loan to fund part of the property. These schemes are generically known
as HomeBuy schemes. Service personnel are recognised as Key Workers and as such
have priority access to these schemes. For details of the schemes and options go to
the JSHAO website. If you have any queries then come back to the JSHAO staff with
them.
Buying your own house
Buying a house is one of the most exciting things you ever do. However, it is also
one of the most daunting. The JSHAO has factsheets that explain the process. We
can advise on websites you will find useful to get details of properties, solicitors and
surveyors. We can even point you in the right direction to help you find the right
mortgage.

Weser School
Foundation Stage Unit
Hameln Civil 05151 783237
Headteacher: David Berry M.Ed Hons
Deputy Headteacher: Emma Scarisbrick
This is a good school that treats every child as an individual. Learning, high
quality care and support are at the heart of Weser Primary School.
Parents can receive a School Information Booklet and admissions forms from the
secretary by telephoning the number above during working hours.
Weser School, is located on the NW side of town adjacent to the RMP building
and the Gundolph park. Access to the school is via Bertholdsweg, a minor
road which starts at the Martkauf Supermarket, continues around the Meadow
Kindergarten building and into the school grounds.
The school is a modern, purpose-built design. There are two playgrounds each
with climbing apparatus and the building is surrounded by extensive grassed areas.
The large German Sportshall adjacent to the school is also used by the children
throughout the year.
Children have the opportunity to learn to swim in pools close to the school and the
older children have the choice of attending various sporting or creative club activities
after school. Local day trips are organised for all classes throughout the year for
children to experience and enjoy places of historical and geographical interest.
Y3, Y4, Y5 and Y6 children are annually invited to take part in residential trips in
the Summer Term. Venues for these trips are German Youth Hostels, throughout
Germany or St Viet in Austria for skiing. New children are placed in classes with
children of similar age and taught by teachers who have full United Kingdom
professional qualifications. All children are taught those subjects stipulated in the
National Curriculum of England and Wales.
Most children transfer to Prince Rupert School, Rinteln, in the September following
their eleventh birthday.
Parents with children of nursery or primary school age arriving in the Station can
visit the school for registration by appointment. Parents and children can then look
around the school before the children start the following morning.
Children are transported to and from school on buses organised by the HCSO staff.
The school publishes weekly newsletters to keep parents informed of the various
aspects of school life. Parents are always welcome in school.

Prince Rupert School BFPO 31
Prince Rupert School is the secondary school for students in Hameln Station aged
11-18 years. In March 2011 the school received a full OFSTED inspection and
was judged to be outstanding over all. The opening lines of the inspection report
state:
'Prince Rupert School is an outstanding school that has the highest expectations of its
students and a determination that they will achieve their best. The school makes this
happen by taking exceptional care of students and ensuring that provision for them
meets their changing demands and needs.'
Further details of the School's achievements can be found by reading the full OFSTED
report which can be found on their website or accessed via the school's website at
www.princerupert.de
The school caters for all abilities in the age range 11 to 19. It is generously staffed
with experienced, fully qualified teachers and support staff and there is a long
record of success in all aspects of school life. There is excellent, purpose-built
accommodation and a full range of facilities on a site overlooking the picturesque
Weser valley in Rinteln.
The school follows the English National Curriculum in the first three years and
then 14-16 year old students opt for a good range of GCSE and vocational
qualifications. There is also the opportunity for extended courses involving
preparation for employment where work experience is a significant part of the
course. Post 16 there is a wide range of courses at level 2 and level 3 which include
AS, A2, GCEs, BTEC and NVQ qualifications. All sixth form students have the
opportunity to gain ICT qualifications through the ECDL. There is a strong emphasis
on the pastoral care of students, and the school maintains a happy, friendly
atmosphere with high standards of behaviour.
Each year there is a varied programme of citizenship and extra-curricular activities
including sport, the arts, study support and residentials. There are normally later buses
for thhose involved with activites on Tuesdays and Thursday. The normal school day
runs 0840-1525 hrs except for Mondays when there is a later start of 0915. This is to
accommodate the school's weekly boarding students who travel from further afield.
When parents arrive in Station they will need to complete an application form (SCE
3001). This, along with a full school brochure, is available from the school. Parents
should contact the school to arrange an admission appointment. This is essential
in order to ensure that the right personnel are available to complete the admission
procedure. At least one parent should accompany the child at the admission
appointment and they should bring a copy of the child's birth certificate, their last
school report and information about the child's national curriculum levels. The
previous school should have provided this latter piece of information, unless the child
is transferring from a school outside of England or Wales.
The HCSO should be contacted with regard to school transport. General information
about particular courses or advice about the education of secondary age children
may be sought from the Headteacher. Appointments and further information can be
obtained by telephoning 05751 970320 (Military 84 2320).
The Army Families Federation (AFF) is an independent organisation that provides a
unique two-way communications link between the British Army and its families.
AFF works hard to improve the quality of life for all Army families, and ensure that
they are in no way disadvantaged because they ‘follow the flag’. AFF represents all
members of a soldier’s family (including partners and wider family) and is recognised
as their representative voice. AFF is consulted by the military, politicians, the media
and national organisations on issues concerning Army families.
Where to find AFF
AFF can be found wherever there are Army families in the world. The hub of the
network is AFF Central Office at Andover (Hampshire), and there are AFF Branches
in Great Britain, Northern Ireland, Germany and Cyprus, with volunteers in overseas
locations.
AFF operates through a network of Co-ordinators who listen to and represent the
views and concerns of Army families to the policy makers.
AFF Co-ordinators can also help families with their individual issues. They can provide
advocacy for families and signpost to the best professional organisation to provide
assistance.
Specialists
AFF employs five Specialists who each concentrate on a particular area of concern for
Army families, and deal with all aspects of that subject for AFF. The areas covered by
the AFF Specialists are
• Education, Childcare and Adult Learning
• Employment and Training Specialist
• Foreign and Commonwealth
• Housing
• TA and Reserve Forces
These Specialists represent AFF at all relevant meetings with outside agencies, and
offer guidance and information to families with queries or concerns in their subject.
interesting articles and useful information, keeping families up-to-date, and includes a
lively Postbag column which brings current issues to the fore. The Journal is distributed
FREE to all Army families worldwide. Visit www.afj.org.uk for further information or
to download back issues.
Giving families the chance to ask their own questions
AFF holds a biennial Families Conference in London (with a similar event held in
Germany and Northern Ireland in the intervening years), open to all Army families.
The event offers a chance to hear from and ask questions to senior military personnel,
politicians and executives from relevant agencies and departments.
In other Branch areas, discussion groups and roadshows afford families the
chance to raise questions and concerns regarding their Army family life to AFF and
representatives from the local chain of command and welfare support agencies.
Childminding
No one may childmind in this station unless they are registered. A childminder is defined
as any person minding one or more child/ren for payment, in their own home, for a
period of 2 hours or more per day, who is not a relation of the child. It is important for
the minder and the child’s parents to work together, as you will both be playing a central
part in the child’s life. It is required by MOD that all childminders be registered with British
Forces Early Years Service. All childminders are required to hold appropriate public liability
insurance, your childminder supervisor will be happy to discuss this with you.
If you wish to become a registered childminder or are a parent looking for a
Home-Start – Hameln Support and friendship for families
Trident Centre, Block 22, Gordon Barracks Tel: 05151 917492 Mil: (83) 2492
Opening Hours are: Monday – Friday 0900-1300 hrs.
Home-Start's simple approach is to offer the support of one trained volunteer to a
parent who is facing difficulties and usually has one child under five. The friendship,
practical and emotional support provided by a volunteer in the family's own home,
enables parents to cope with the pressures they are facing and reduces the potential
for family crisis and breakdown.
Maybe you need someone to talk to who won't judge or gossip about you, and can
offer you a shoulder to cry on. Perhaps you are struggling to cope with postnatal
illness, a child's disability, family breakdown or bereavement. You could be feeling
isolated and unable to make connections with others in the community. Whatever the
reason, Home-Start provides non-judgmental, practical and emotional support and
helps build family confidence and the ability to cope. All kinds of families can find it
hard to cope for all sorts of reasons and you won't be judged on yours. our help is
free and confidential!
In addition to home-visiting support, Home-Start regularly run family groups or drop
in sessions and social events for families in the Hameln area.
Without the continued support of the Volunteers that Home-Start has, we would not

Hameln 2012
be able to do the valuable work within our community, it is therefore imperative
that we continue to recruit more Volunteers. If you would like to find out more
about our service, or feel that you can make a difference to a local family by
becoming a Home-Start Volunteer please pop in to the Scheme or give us
a call.
Regimental administrative Office (RaO)
The SPS Detachment within 28 Engineer Regiment provides decentralised
administrative support. This means that your personal and financial administrative
support is provided primarily at sub-unit level by your Squadron HR Administrators,
however should they not be available, please feel free to come up to the main
counter within Regimental Headquarters.
Arrival
1. All new arrivals should report to their Squadron Office as soon as possible
following arrival for your Squadron HR Administrator to complete the necessary
JPA Arrivals procedures. This will ensure your Local Overseas Allowance (LOA) is
started correctly and promptly. At the same time you will be able to log on to JPA
yourself and :
a. Amend your EC details to reflect your family's move.

HaMELN 2012
b. Submit any claims you may have as a result of your move, or to clear any JPA
advance of allowances you may have received.
c. Seek advice regarding the German banking system.
d. Arrange your split of net pay to ensure you have sufficient funds both in Germany
and the UK to meet your separate commitments.
e. Find out about how to obtain duty-free petrol coupons for your vehicle(s).
Getting Paid
2. The RAO operates in the local currency (Euros). Your pay and allowances
(and charges) will continue to be calculated in pounds sterling. The Ministry of
Defence has its own currency exchange rate for converting payments into the
local currency; this is known as the Forces Fixed Rate (FFR) of exchange. The FFR
remains broadly comparable to commercial rates, however conversions at FFR
do not attract bank charges.
3. On arrival, personnel are permitted to obtain Euros by cashing UK cheques in the
RAO (at the FFR). Individual entitlement to cash UK cheques ceases after 6 weeks
or when your salary starts to appear in your German account (whichever is the
sooner). The following should be noted:
a. Should you choose not to open a German bank account, after 6 weeks you
must make your own arrangements for funding.
b. Your cheque encashment is limited to total net pay and allowances earned
during this 6-week period.
c. The RAO can only deal in cheques and cannot exchange cash (sterling for
Euros). Cash exchanges can of course be conducted at a German bank,
however any exchanges will be at the commercial rate (not FFR) and may
attract bank charges. It is therefore advisable to ensure you have your UK
chequebook with you on arrival.
Tax-Free Shopping in Germany
4. British Servicemen/women (and their families) assigned to a German unit are
entitled to purchase certain goods free of German tax (the equivalent of VAT);
known as mehrwertsteuer (MWST). 28 Engr Regt operates the ‘one stop’ tax free
shopping system. The process is a very simple one if this procedure is followed:
a. Having read the Terms and Conditions, the applicant obtains and completes
and Application Form. The form is countersigned by the authorised sub unit
representative and is then taken by the individual to the MWST Clk.
b. The MWST Clk records the details of the individual on the master data base.
c. An individual wishing to make a tax free purchase obtains a 'one stop' Auftrag
(Local Purchase Order) from the MWST Clk. Auftrags will be issued on the
production of a valid ID card. Temporary ID cards are only accepted when
accompanied by a valid passport. Each Auftrag is valid for one calendar month
and costs ¤5.00. Each shop requires a separate Auftrag.
d. Individuals are required to sign for each Auftrag issued and a record of
issues will be held by the MWST Clk. One Stop Auftrags will not be issued to
individuals who are within their last two months of their tour.
e. When obtaining the Auftrag, individuals will provide the details of the payment
method and will sign to confirm that bills will be placed on mess bills if appropriate.
A maximum spend limit of ¤1000.00 will be imposed unless prior authority has
39

40 HaMELN 2012
been obtained from the MWST Clk. In order to do this, personnel will be required
to provide proof of ability to pay, for example a current bank statement.
f. The applicant takes the Auftrag to the shop and makes the purchase. All
shops will require the production of a valid ID card before the purchase is
made. No payment is made at the time of purchase, but the individual must
obtain a receipted invoice for the goods. This invoice should be retained by
the individual in order to confirm the correct amount is paid to the MWST Clk.
Payment must be made to the MWST Clk within 5 days of purchase in the
same way as the 2 stop shopping system currently works, although SNCOs and
above may request that payment is transferred to mess bills.
g. The MWST Clk receives the invoice from the shop, and the transaction is
checked against the Auftrag that was issued. The MWST Clk completes the tax
free form (Abwicklungschein) and sends this, with payment, to the shop.
h. In the event that an individual fails to pay for their transaction, the debt will be
passed to the Sqn Fund and the Sqn Fund Manager will have the responsibility
for chasing debtors in the usual manner, and may request the individuals be
removed from the one stop shopping scheme.
5. The MWST Clerk can provide a list of shops on the scheme and any advice
required. The MWST clerk is situated in the Trident Community Support Centre on
camp and is open during the following hours:
Mon 0900-1330 hrs
Tue 1000-1330 hrs
Wed 0900-1330 hrs
Thu 1000-1330 hrs
Fri Closed for essential administration.
Travel
6. School Children’s Visits. Dependant children who attend school in the UK may
be granted 3 return flights (or 6 single flights) per year, to spend school holidays
with their parents at the duty station. Visiting periods must be a minimum of 7
days. This is reduced to 1 return trip for dependants who are over 19 yrs of age.
Further advice, eligibility and application forms can be obtained on request.
7. Concessionary Fares. Service personnel, attached civilians and their families
are eligible for concessionary fares with British Airways and British Midland
International. It is wise however to ‘shop around’ as cheaper alternatives can often
be found through local travel agents.
8. Fuel Coupons. Tax free fuel coupons are available to purchase within the Trident
Community Support Centre, for those that are entitled and have completed the
appropriate BFG procedures for their vehicles. The office is open during the
following hours:
Mon 0900-1300 hrs
Tues 1000-1300 hrs
Wed 0900-1300 hrs
Thu 1000-1300 hrs
Hameln, including Afferde, Rinteln and Bückeburg are in the area of responsibility of
Sennelager Military Police Station, which is manned 24hrs.
All requests from the military community for police assistance should always be
made to the RMP in the first instance. Although the RMP do regularly conduct long
range patrols, due to the distances and response times involved, it may not always
be practical for a RMP patrol to attend incidents in the Hameln area. Where it is
assessed that an immediate police response is necessary, the RMP may task another
agency such as the German Civilian Police (GCP) to attend on their behalf. Any
subsequent investigation will normally be conducted by the RMP and therefore the
request for assistance should be made directly to the RMP so that we are fully aware
of any incidents.
Hameln Police Post is located in Gordon Barracks. The Police Post is usually manned
by an RMP SNCO and JNCO during normal working hours, manpower permitting.
The primary responsibility of the Police Post is the investigation of reported crimes,
however, patrols are also conducted of the area when other commitments allow.
The Police Post is also open for advice on any police related matter, inclduing crime
reduction advice and you are most welcome to telephone or visit the Police Post.
Hameln Police Post may be unmanned during normal working hours if the RMP
NCO is attending an incident, conducting investigations or on patrol. Out of
normal working hours, and when unmanned during working hours, all calls to
Hameln Police Post are automatically diverted to Sennelager Military Police Station.
Living in Germany
and Hameln Station
The Pied Piper Legend
In 1284, so the story goes, the town of Hameln was overrun by a plague of rats who
threatened the very existence of all those living in the little riverside town. One day a
tall thin man dressed in a flowing robe of many colours entered the town and hearing
of the plague approached the Mayor and said he could rid the town of the rats. On
hearing this the townsfolk and the town officials were overjoyed and promised him a
large reward if he could indeed remove the plague.
Immediately, the stranger took out a pipe and began to play a haunting melody. The
effect was startling as rats of all ages, sizes and colours came pouring out of the
houses and followed the Pied Piper. Out of the town he led them to the very banks
of the Weser wherein they all plunged and were drowned. Returning to the town he
demanded his reward from the Mayor. The townsfolk and officials were all too busy
celebrating the departure of the rats to listen to the Piper and he was sent away after a
few short sharp words from the Mayor.
Full of bitterness the Pied Piper left the town to consider his next move.
A short time later, during the autumn, he returned, dressed in more sombre clothes
and wearing a red huntsman’s hat. Once more he demanded his reward but his
request was rejected.
Taking out his flute another haunting melody floated through the narrow streets of
the town. At his call all the children over four years old came running and skipping to
follow him as he walked through the town, over the bridge and into a cave in a hill,
wherein they all disappeared.
Of all the children who crossed the river only two returned; one was blind and
couldn’t point out the cave and the other a mute so could not tell the story. A third
child had returned for his coat and thus did not cross the river.
In all some 130 children disappeared, some say to reappear later in Transylvania.
The Piper had indeed had his revenge on an ungrateful town.
The play is re-enacted every Sunday at 12 noon between May and September in
the Pferdemarkt.
Security and Crime
Prevention
General Security
All must accept that a security problem exists, and common sense dictates that
everyone must consider the following general security measures to reduce the risk
of further incidents. Above all, everyone must be alert, vigilant and suspicious, as
much for their neighbours and others as for themselves. These measures for personal
security are equally valid as normal anti-criminal measures to safeguard property.
Special attention should be paid to those times when you are most vulnerable: when
answering the door at your home, when preparing to drive off in your car, or at other
times when your movements can be anticipated.
Doors and Windows
Do not answer the door automatically; try to check who is there by observing through
an adjacent window or peephole, or by using a door chain. If suspicious of any caller,
do not open the door. As a routine, before retiring each night and before leaving
home, make certain that all doors are made secure with locks and bolts, and that any
possible access windows are locked. After dark keep curtains or blinds closed.
Lights
If you go out at night prepare for your return before leaving. Turn on outside
approach lights and leave on at least one light in the house.
Keys
Keep a strict check on your house and door keys. Never leave a key under the mat, in
the mail box or in other obvious hiding places. It is better to give each adult member
of the household a key of his own.
Mail
Be suspicious of unexpected, unfamiliar and bulky mail and if you are not satisfied
leave it alone and contact the service police.
Telephone
Site your telephone, if you have one, in such a position that you cannot be observed
using it through windows or doors, particularly the front door. Emergency numbers
should be listed near your telephone.
Workmen
Arrange fixed times for workmen to call and even then be suspicious, check the
identity or authority, and never leave them alone in the house.
Garden and Garage
Garages, outhouses and garden sheds should be kept locked when not in use. Check
doors and windows of your garage first thing in the morning for signs of forced entry.
Bushes blocking the view, especially close to the house, should be trimmed sufficiently
to make it more difficult for an intruder to operate. A clear tidy area is a help to
identifying unusual or suspicious objects.

52 HaMELN 2012
Cars
Check your car before entering for signs of tampering or booby traps. Always look
underneath. When leaving your car, close windows, lock doors and boot, secure
bonnet and lock petrol filler cap if possible. Lock in garage if available.
Holidays
Inform your neighbours, and also ask service police to keep your home under routine
observation when you go on holiday, or when you are away for any prolonged period
of absence. On return, check for signs of forced entry. Don’t forget to advise the
service police of your return.
Reporting
Do not hesitate to advise service police or your nearest unit of any suspicious person,
vehicle or incident near your mess or home. In this connection, remember that the
registration number and description of a vehicle may be easier to obtain and more
helpful than a personal description. Reporting the unusual gives security specialists the
chance to judge its significance.
Incidents
Should any incident occur in which you become involved, do not touch or tamper with
any residual evidence. This will be vital in any investigation; indeed, forensic evidence
may be the only way of bringing the perpetrators to justice.
Conclusions
One of the main aims of terrorists is to disenchant the population by maximum disruption
to one’s normal way of life. By applying this advice you beat them hands down.
The Threat – What you can do to help yourself
Terrorists will continue to be a threat to us in BFG for the forseeable future. Whilst
security staffs are doing all they can to maintain a high degree of security at our
units, you must understand that elsewhere you are primarily responsible for your own
security and that of your family. These paragraphs are issued to help you. Read them
and, if you have a family, make sure they read and understand it. Apply the measures;
some may be irksome but they have all been carefully considered for your safety.
The Alert States
The first thing for you to understand is the British Forces Germany Alert States.
Keen Wind Grey. This is the standard threat level. It applies when there is a general
but unpredictable threat of terrorist activity.
Keen Wind Black. This level applies when the likelihood of terrorist activity against
BFG has increased and becomes more specific.
Keen Wind amber. This level applies when intelligence indicates that a terrorist
attack against BFG is an imminent possibility, although the target area is unknown.
Keen Wind Red. This level applies in the immediate area where a terrorist attack
has occurred or when intelligence indicates that terrorist action against a specific
location is imminent.
Security Awareness
Develop your personal security awareness. Pay attention to security information given to
you by your unit and act on it. Ask your security officer for advice if in doubt. Make sure

HaMELN 2012 53
you know the security drills applicable to you. Report any losses of uniform, identity
documents or vehicle registration plates immediately: terrorists may use them to get
into our installations. Cooperate with the service police when they search your car or
are investigating an incident; it means less inconvenience for us all in the long run.
At Home
Paying attention to the security of your quarter has a double advantage: it helps
deter the terrorist as well as the burglar. Therefore:
• Secure all doors and windows at night and when you go out. Leave a room
light on when you go out for the evening. Keep your garage locked.
• Periodically check the area around your quarter and the garden. If possible
move the dustbin and other containers away from the building when the Alert
State is at Keen Wind Black or higher.
• Draw the curtains before you put on a light.
• Use the safety chain, if fitted, when opening the door to unknown persons.
Check the identity of workmen before admitting them (official job sheet, identity
card). Refuse entry if you are suspicious and call the service police.
• Ask for the lock to be changed if you lose a house key.
• Keep in touch with your neighbours; perhaps they know the explanation to a
suspicious incident, perhaps they have seen something suspicious too.
• Be alert for suspicious letters and packages delivered to your quarter.
Remember, they may explode. So look for unfamiliar writing or postmarks,
excessive weight for the size or uneven balance, greasy stains on the wrapping
or a smell of marzipan/almonds. If in doubt place the letter or package on a
flat surface, clear the area and call the service police. Do not bend, open or
place in water.
• Tell the service police if you are taking leave and your quarter will be vacant.
Leave a key with a neighbour and tell the police to whom you have given it.
Travelling by Car and by Service Transport
Here again, paying attention to the security of your car and belongings will help
deter the terrorist and the thief. Therefore:
• Never leave your car unlocked; remember boot lock. Activate alarm, if fitted.
• Don’t leave your car keys unattended.
• Don’t display military stickers and badges; these attract attention to your
car even though it is identifiable by its BFG registration. If you have a parking
permit, remove it outside barracks. These items may link your car with a particular
unit or location.
• During Keen Wind Black and higher Alert States inspect your car, particularly
around the wheels and underneath, before driving off. Look especially for
trailing wires and packages you can’t identify.
• When using service travel facilities don’t leave luggage unattended; it causes
others trouble.
• Don’t take other people’s luggage or packages with you unless you have
personally checked them.

54 HaMELN 2012
Off Duty
When you are off duty and out of barracks or off-station:
• Try to avoid gathering in large numbers at discos, bars and restaurants frequented
by military personnel. Look out for unattended packages and bags. If you see
something suspicious tell the management, do not touch it. Leave immediately if
the management do not deal satisfactorily with the situation. Nominate one of your
group to keep watch (Sharkwatch).
• Don’t wear clothing off duty which advertises your membership of BFG. Keep a
low profile .
Report Suspicious Incidents
Help combat terrorism by reporting suspicious incidents quickly, fully and
accurately. Make a note on Page 1 of this Guide of the contact telephone
numbers, and you will have them when you need them. Terrorists usually like to
study a target before they attack, so if you see anyone suspicious, report them to
the service police; do carry a pen or pencil with you and write down a description
of them and their car immediately.
If you receive an unexpected or threatening telephone call, try to remember the details
as clearly as you can. The call may be real or it may be a hoax. In either case report it
to your service police at once.
Descriptions
• When describing suspicious people try to give the following information: Sex. Age.
Height (compare with yourself). Build. Face (shape and complexion), mouth, nose,
ears. Hair, including any beard or moustache (colour and style). Speech, accent.
Habits, mannerisms, dress.
• You may only get a quick glimpse of a suspect vehicle, but try to give the following
information in order of priority:
Registration. Colour. Type of body. Make and model. Condition of bodywork. Number
and description of occupants.
• Practise describing people/ cars you know; it can be a family game on a journey.
Local Bye Laws & Regulations
“When in Rome, do as the Romans do”. This saying applies to all of us living in
Germany. Although to many of us Germany is almost like “home”, it is still a foreign
country and we need to respect its laws and customs. The following information is
aimed at helping you to have a trouble free stay in the Federal Republic.
Identification
Identity documents must be carried by everyone over the age of 8 at all times.
Roads and Public Places
Generally it is no longer forbidden to walk on the grass (i.e. you may walk, sit and lie
on the grass areas in the Burgergarten), however flower beds and plantations are still
protected areas. It is also forbidden to wash or bathe in public fountains.
Dogs are not allowed in the Bürgergarten or in children’s playgrounds. In other
public areas dogs must be kept on a short lead, and the same applies in pedestrian
zones. Dogs which might bite must wear a muzzle.
It is forbidden to ride bicycles in public parks, and ball games are only allowed where
notices permit.
Protection Against Noise, Dust and Smell
It is forbidden to beat out articles, shake out dusters or brush dust into the street.
Beating of carpets, mattresses and upholstery is only allowed at specific times:
Mondays to Fridays from 0800-1200 & 1600-1900 hrs
Saturdays from 0900-1300 hrs
These activities are forbidden on Sundays and Public Holidays.
Motor mowers are not allowed on Sundays or Public Holidays; they are restricted to
the following times:
Mondays to Fridays from 0800-1300 & 1500-1900 hrs
Saturdays from 0900-1300 & 1500-1700 hrs
Pets and domestic animals must be kept in such a way that neighbours are not
disturbed by noise or smell. Dangerous dogs are to wear a muzzle when they are
outside in any public areas.
Any noise which disturbs the peace between 2200 and 0700 hrs is forbidden and
daytime noise should be kept to a minimum. Whenever loudspeakers, radios,
musical instruments, etc are used, the noise should be regulated so as not to disturb
other people.
The burning of garden rubbish is not allowed.
Noise
Despite some evidence to the contrary, the Germans take very seriously the
observance of the so called ‘quiet times’.
• Sundays and Public Holidays
• On workdays (Mon-Sat) 1300-1500 hrs and 2200-0600 hrs
• In addition on Saturdays, the time from 2000-2200 hrs
The following activities are not permitted:
• The use of powered garden tools eg. mowers, hedge trimmers, shredders etc.
55

56 HaMELN 2012
• The use of power tool for hammering, sawing, planing, sanding etc.
• The beating of carpets, upholstery or mattresses.
• Playing music loudly (above 45db)
• Any other noisy activity eg. shouting, arguing, parties, tuning engines etc.
Washing
Washing is not to be hung outside on Public Holidays. In flats it is not permitted to
hang washing which shows above the balcony railing.
Pavements
Householders are responsible for keeping pavements, cycle tracks and parking areas
adjoining their property clean at all times. This includes sweeping, clearing rubbish,
weeding and clearing leaves in Autumn.
Garden Waste
Garden waste (grass, hedge cuttings, weeds etc) can be disposed of in the ‘Bio-Bin’
(green lid) provided by the Stadt and emptied fortnightly or, if too bulky, by taking it to
the Stadt compost facility (directions available from the Service Liaison Office/HCSO).
Burning of garden waste is not permitted.
Snow Clearing
Householders are required to clear snow from all pavements, cycle tracks and
footpaths adjoining their property by 0700 hrs and shortly after snowfall ceases
during daylight hours. (Technically the use of salt is banned, but the Stadt will turn a
blind eye to discreet use of limited quantities).
Cars
The washing of cars is not permitted on public roads. This includes quarter driveways,
parking areas or garage entrances. Cars are not to be parked on grassed areas.
Only very basic car maintenance is permitted on public roads. Oil changing is strictly
forbidden and oil is not to be disposed of in the drainage system nor by pouring it
onto the soil. Very heavy fines are due if you are caught contravening this law. Cars
should always be parked in the direction of the flow of traffic.
Caravans and Mobile Homes
It is not permitted to park caravans or mobile homes on open-plan grassed areas,
gardens, driveways or on roads in front of quarters, except for half a day when
loading or unloading. Anyone wanting to live or sleep in caravan or mobile home
within the area of Stadt Hameln must have a licence to do so issued by the Stadt
authorities (Ordnungsamt).
Bottle Banks
Due to the noise associated with them, bottle banks may only be used on workdays
from 0800-1300 and 1500-1900 hrs. They are not to be used on Sundays and
Public Holidays.
Pets & Domestic Animals
Pets and domestic animals are to be kept in such a way that neighbours are not
disturbed by noise or smell. Dogs are to be registered through the HCSO who can
advise on the legislation specific to these animals. The soiling of public areas by dogs
is forbidden.
Owners are legally required to remove any droppings deposited by their dog.

HaMELN 2012
Children – Liability for their actions
In most cases, parents in Germany are responsible for the actions of their children. To
avoid possible expensive claims it is worth considering taking out insurance, known in
Germany as ‘Haftpflichtversicherung’. This is readily available at low cost.
Children – Play Areas
Designated children’s play areas are for children under 14 years of age. Play areas
are not to be used after dusk. Pets and bicycles are not allowed inside play areas.
Ball games are only permitted in areas authorised for such games (‘Bolzplatz’).
Children – Bicycles
Before they are allowed to ride on the road, children must know and understand the
German Highway Code and the bicycle must comply with German Law. It is not legal
to ride a bicyle on a pavement unless it is signed for such use. Children up to the
age of 8 years old are permitted to ride on pavements. Cycle paths are to be used if
available but travelling ONLY in the direction of traffic flow.
Barbecues
Barbecue cooking or grilling is not permitted on the balconies of flats.
Obstacles to Traffic and Pedestrians
Objects (eg. barbed wire, sharp edges, sticks etc) which could pose a threat to
the safety of traffic, pedestrians or domestic animals are forbidden on streets or
adjoining property. This applies especially to branches, hedges and roots which
could extend over or into public rights of way. Householders are responsible for
ensuring that the adjoining pavements, footpaths and cycle paths are kept free of
all such obstacles. Similarly, road signs, street lights, fire hydrants and the like are
to be kept free at all times.
animals and Pets
Official Permission
Permission to keep domestic pets must be obtained from the Housing & Community
Support Office Hameln prior to the family arriving in theatre. The location and type of
quarter allocated will determine whether permission is granted. Likewise, strict quotas
of pets are monitored so as not to allow too many pets in one particular area.
The Dangerous Dogs Act also means that some dogs may no longer be imported into
Germany. In Lower Saxony, any dog may also be classified as ‘Dangerous’ (Category
3) and therefore subject to certain restrictions. All animals must be microchipped and
correctly inoculated against Rabies, and are to have a blood test prior to arriving
in theatre. Please note that owners must wait six months after the blood test before
taking the animal back into the UK.
From July 2004, all animals travelling through Europe have been required to have the
European Pet Passport, although this has not altered the requirements of the UK Pet
Travel Scheme, which remain in force.
Those contemplating bringing animals into Germany must contact the HCSO Hameln
Ext. 2207, who will, if permission is granted, advise on the general procedure.
Control of dogs
All dogs must be kept on the lead between 1 April and 15 July. At other times dogs
must always be kept under control, and any dog suspected of worrying game or farm
animals is liable to be shot.
Veterinary Surgeons (Tierärzte)
Most German vets are good but some do not always speak English. Look in the local
telephone directory under Tierärzte. Alternatively, the HCSO office can provide a list
of local vets.
Whisky or Gin.
Identity Cards and Passports
Family Identity Cards for wives and children aged 8 years and over are provided by
HQ UKSC(G). Application for these cards is made through the Unit Families Office.
Photographs for Family Identity Cards are provided at public expense through the Unit
Welfare Office. A ‘Dependants Status Stamp’ should be inserted in each passport.
This should be done before the family arrive in Germany, by the Joint Services Travel
BFG Regulations for Private Vehicles
All drivers and car/caravan/trailer owners must acquaint themselves with current
regulations applicable to the Federal Republic of Germany: BA(G) Standing Order
No 3213, held by all units, are explicit.
Used vehicles purchased locally must not be driven until registered through the BFG
Licensing Office.
Vehicles imported into Germany which are currently registered with some other
licensing authority may be used for a period not exceeding thirty calendar days in
which to initially register your vehicle. You must also pass a German Highway Code
test before you are issued with a BFG driving permit.
A UK driving licence is only valid for one calendar month from date of arrival in BFG,
after which a BFG driving permit is mandatory.
Learn How To Drink Responsibly.
Responsible drinking in a social context is a well-established and recognised element
of the British Army’s culture of group bonding. However alcohol misuse can lead
to all sorts of problems, professionally, personally and domestically. The effects of
excessive drinking are severe. Not only does it impair judgement, endanger health
and degrade performance; it is a major cause of ill discipline. It generates a loss of
self-control, which can lead to unacceptable behaviour such as criminal violence,
risky sexual activity, misuse of drugs or just acting like a complete prat! Personnel
under the influence of alcohol or suffering from a hangover cannot be relied upon
to perform their duties competently. This is why the Army cannot tolerate excessive
drinking. Help will be offered to those genuinely willing to reform, but those who
persist in excessive drinking and do not respond to rehabilitation will be considered
for discharge.
When you drink, do it sensibly. Learn to identify your limit and when you reach it stop.
Drink water in between alcoholic drinks to extend your evening, to keep you hydrated
and to reduce your alcohol intake. When you wake up next morning you won’t have
a hangover, you will be able to function properly and you won’t be on the receiving
end of a caution or charge. Don’t forget it takes an hour for your body to process
one unit of alcohol, so if you drink eight pints of weak beer (about 3%), that is 16
units, which is 16 hours for your body to get it out of your system. 16 hours in which
you will still be drunk or have a hangover and in which you cannot drive. Learn to
calculate how many units you are consuming and stick to the government guidelines
for men and women. The stronger the drink the more units it has in it. Learn to drink
sensibly before you wake up with a hangover that won’t go away.

Driving
Useful Information
Vehicles
Any vehicle imported into Germany must be British Forces registered within thirty days
of its arrival. The term ‘vehicle’ includes caravans, trailers and power two-wheelers,
owned by any member of the family entitled to BFG facilities. Caravans and trailers are
registered separately from the towing vehicle and require their own registration number.
Unregistered vehicles may only be parked in Barracks, not in MQ areas.
You may not buy concessionary petrol coupons until you have possession of a BFG
Registration Card.
Roadworthiness
All BFG vehicles are to have a roadworthiness inspection 3 years from the date of
it having first been taken into use on public roads, irrespective of the country of
its original registration, and thereafter annually, except that trailers not of quantity
produced pattern, or trailers and vehicles constructed from kits or parts, irrespective
of age, are to be roadworthiness inspected before initial BFG registration. These
inspections are conducted at your unit BFG testing centre. Tel: 917225.
Lighting Checks
UK pattern headlights or headlight adaptors are not to be used on BFG vehicles. All
personnel applying for initial BFG registration are to have the lights of their vehicle
checked within 14 days of arrival in a unit. Brand new vehicles must have a light test
within 30 days of initial registration.
Driving Licence
You may drive a private motor vehicle using a full UK driving licence for a period of
one calendar month from the date of your arrival in Germany. In that period you must
take a test on German Traffic Law (the Matrix Test) in your unit BFG office. The only
way to pass is to study, thoroughly, The Manual for Road Users in Germany, Belgium
and Holland prior to taking the test. You must then apply through your unit BFG office
to HQ UKSC(G) for a BFG driving permit. Dependants can only do a UK Theory Test
in Germany through authorised AELs (our nearest is Herford). No driving tests can be
given to dependants.
Legal Requirements
You must always carry:
a. Proof of Insurance.
b. Identity Card.
c. BFG Driving Permit.
d. Vehicle Registration Card.
Your car must always contain:
a. First Aid Kit – up to German standards.
b. Safety Belts for the driver and all passengers. All people in the vehicle both front
and rear must wear seat belts by law.

70 HaMELN 2012
c. Warning Triangle.
d. 4-Way Flashers (Hazard Lights). These are not ‘carried’ but are compulsory for
the BFG test.
Legal points can be clarified by the Army Legal Services, RMP or the Master Driver, all
of whom are in the Military telephone directory.
Drinking and Driving
Drinking and driving is considered a very serious offence by both the military and
civil authorities. You may be prosecuted for driving in Germany with relatively small
amounts of alcohol in your bloodstream. The consequences are very expensive.
Most messes and clubs provide transport to and from functions. You are advised to
use it or use a taxi.
Purchasing a New or Used Car
The threat of a terrorist attack in BFG is ever present and one way to help protect
yourself and your family is to drive a left hand drive car, which is issued with German
registration plates. The following options for left hand drive cars are open to you: (a)
Buy a tax free left hand drive car in UK prior to posting from one of the many export
car sales firms. (b) Before coming to Germany sell your right hand drive car, travel out
by the Service Movement System, buy a left hand drive car from a German dealer.
Returning to UK at the End of Your Tour
Prior to your posting back to UK, HM Customs and Excise have allowed BFG
personnel a tax concession by waiving the 12 month overseas ownership rule. You
may now order your new or second hand right hand drive car in the last few weeks of
your tour for import into the UK tax free. (You will still have to own the car for 1 year
in the UK before selling it tax free.)
BE WISE – STAY ALIVE – GO LEFT HAND DRIVE
Warning to Soldiers Posted to Germany
As an anti theft device several UK vehicle manufacturers are now etching vehicle
registration numbers onto new vehicle windows and windscreens. Such a device
does, however, present terrorists with a means to indicate the vehicle is owned by a
member of HM Forces because when the vehicle is re-registered in Germany by the
BFG Licensing Office, the new number will differ from the original numbers etched
on the windows. Such a discrepancy could assist terrorists identify vehicles owned by
members of HM Forces.
You are advised to instruct your dealer that the vehicle you import into Germany
does not have the UK registration etched on the windows. You could arrange
to have the chassis number etched on the windows which will enhance security
without risk to the owner.
Road Safety
Under German Law each road user – pedestrian or on two or more wheels, has an
obligation to other road users for road safety. To avoid falling foul of German Law,
seek advice from your unit Road Safety Officer. He will be pleased to advise.
Learning to Drive
The legal requirements involved in learning to drive, or teaching someone else to
drive, on the BFG net, can sometimes seem daunting. Good advice can be obtained
from the local Master Driver on all aspects of BFG driving permits, driving instruction,

HaMELN 2012
driver testing and vehicle registration. Dependants must go to UK to learn to drive.
There are no facilities to teach dependants here in Germany.
Insurance
An International Green Card is required. Check with your unit BFG Officer for the
names of insurance companies acceptable to the BFG Office.
Petrol Coupons
Petrol coupons are purchased by you for your car/motorcycle and your use from
the PRI Shop. The vehicle registration card must be produced. The coupons must be
completely legible and must not be lent to anyone else; neither is it legal for you to
use other persons’ coupons. You must only use your coupons to buy petrol/diesel.
Useful Reading
The British Forces Guide to Motoring in Europe is available to all service personnel,
free of charge. This useful book gives advice on regulations, speed limits, emergency
contacts, towing, licences, etc. Check with your Divisional Master Driver’s office if
you have not received your free copy.
The Law
You are subject to both German Law, via the German Civil Police (GCP), and
Military Law, through your superiors and the RMP. The GCP have the power to
stop and fine you on the spot for minor traffic offences. If you do not have the
cash you will be given one week to pay. The GCP will prosecute through the
German Civil Courts in serious cases.
delightful views at its base. Nearby is the garden cafe of Finkenborn. Accessible by car.
Bismarckturm. Erected in memory of the famous German Chancellor, the tower
gives a fine view of Hameln. The quickest way is to walk north-west from Gordon
Barracks, but a pleasant ramble is from the Holtensen road to the Bismarck tower,
then along forest paths to the historic Heisenkuche, returning to the Holtensen road.
Karlshafen. A Huguenot town founded in 1670. It is stone-built with straight
planned streets, many with French names. A natural as a holiday centre. On the
Hann Munden. The end of the steamer route and where the rivers Fulda and
Werra become the Weser. An historic old town with a 12th century bridge. The town
England with their overhanging gables. Has many beautiful historical buildings and
a play similar to the Pied Piper. Hannoversche-Muenden’s history is recorded back to
AD 800. Another natural holiday centre.
