The REF concludes that the proposal is unlikely to have a significant <strong>environmental</strong><br />

impact. In addition, it would not affect any matters <strong>of</strong> national <strong>environmental</strong><br />

significance protected under the Commonwealth Government Environment<br />

Protection and Biodiversity Conservation Act 1999, or critical habitat, threatened<br />

species, populations, or communities listed under the NSW Threatened Species<br />

Conservation Act 1995 or the NSW Fisheries Management Act 1994.<br />

In addition to determining whether to proceed with the activity after considering this<br />

REF, Roads and Maritime would be required to undertake the following actions prior<br />

to construction:<br />

Secure road occupancy licences under section 138 <strong>of</strong> the Roads Act 1993 for<br />

works affecting the classified roads listed in section 4.3.2 <strong>of</strong> this REF<br />

Obtain approval, exemption and/or an excavation permit from the Heritage<br />

Council <strong>of</strong> NSW due to the proposal’s potential heritage impacts.<br />

Prior to construction Roads and Maritime has also committed to working closely with:<br />

Central Sydney Traffic and Transport Committee (CSTTC) which has been<br />

established to provide for effective coordination <strong>of</strong> transport and traffic<br />

management in the Sydney Central Business District, ensuring the most<br />

efficient and effective delivery <strong>of</strong> road and public transport for Australia’s<br />

largest <strong>city</strong><br />

City <strong>of</strong> Sydney Council to ensure there is an integrated response to traffic<br />

management throughout the <strong>city</strong> <strong>centre</strong> over this period.<br />

Community and stakeholder consultation<br />

Roads and Maritime acknowledge that this proposal is one <strong>of</strong> several projects being<br />

delivered in the <strong>city</strong> <strong>centre</strong>. Therefore, it has considered the feedback received from<br />

extensive ongoing consultation on the other projects which form part <strong>of</strong> the Access<br />

Strategy and used it to inform the proposal’s development and design. Roads and<br />

Maritime notified the City <strong>of</strong> Sydney Council and held discussions with key<br />

government agencies prior to displaying the REF.<br />

To date consultation has focused on Government agencies, particularly Transport for<br />

NSW, and the City <strong>of</strong> Sydney Council. Ongoing consultation would continue to<br />

involve the key stakeholders, government agencies, other stakeholders and special<br />

interest groups during and after the REF’s public display. The community<br />

consultation and stakeholder engagement plan incorporates door-knocking along<br />

impacted streets and meetings with affected residents, businesses and other<br />

stakeholders.<br />

The community and stakeholders would be invited to make submissions during the<br />

public display <strong>of</strong> the REF. All issues raised will be considered and responded to in<br />

the submissions report. This process would constitute the key interface with the<br />

community and stakeholders, and will be followed by a Community Update, further<br />

door-knocking, and meetings. Some stakeholders identified for this proposal have<br />

already been engaged during consultation for other Access Strategy initiatives.<br />

Environmental impacts<br />

The key potential beneficial and adverse impacts <strong>of</strong> the proposal are summarised in<br />

Table S-2 and S-3 below.<br />

and the associated technical appendices for traffic and transport (Appendix C), noise<br />
