Safeguards and management measures, as detailed in Chapter 7, would mitigate or<br />

minimise these anticipated impacts.<br />

The proposal would benefit Sydney’s community by supporting the growing demand<br />

for access into the Sydney <strong>city</strong> <strong>centre</strong> and maintaining (and in some cases<br />

improving) the performance <strong>of</strong> a number <strong>of</strong> congested roads and critical intersections<br />

in the future in light <strong>of</strong> the reallocation and reprioritisation <strong>of</strong> traffic throughout these<br />

‘pinch points’ under the Access Strategy. It would also provide improved bus<br />

circulation, support the effective operation <strong>of</strong> bus, service and delivery vehicles,<br />

support the closure <strong>of</strong> part <strong>of</strong> George Street to traffic and assist in the introduction <strong>of</strong><br />

improved cycling and pedestrian provisions in the <strong>city</strong> <strong>centre</strong>. Collectively these<br />

benefits are recognised as being an effective response to making ‘best-use <strong>of</strong> the<br />

available street space’ in the <strong>city</strong> as defined under the Access Strategy. On balance<br />

the proposal is considered justified.<br />

The <strong>environmental</strong> impacts <strong>of</strong> the proposal are not likely to be significant and<br />

therefore it is not necessary for an <strong>environmental</strong> impact statement to be prepared<br />

and approval to be sought for the proposal from the Minister for Planning and<br />

Environment under part 5.1 <strong>of</strong> the EP&A Act. The proposal is unlikely to affect<br />

threatened species, populations or ecological communities or their habitats, within<br />

the meaning <strong>of</strong> the Threatened Species Conservation Act 1995 or Fisheries<br />

Management Act 1994 and therefore a Species Impact Statement is not required.<br />

The proposal is also unlikely to affect Australian Government land or have an impact<br />

on any matters <strong>of</strong> national <strong>environmental</strong> significance.<br />
