Comment<br />

However the ability to stage and program the work to reduce<br />

these impacts during times <strong>of</strong> heaviest demand on the <strong>city</strong>’s<br />

resources and values would ensure any overall impact on<br />

the ability to use such facilities and services would not be<br />

disproportionately impacted.<br />

Operationally, the proposal would indirectly benefit the <strong>city</strong>’s<br />

community services and facilities by supporting and enabling<br />

the Access Strategy, which focuses on the provision <strong>of</strong><br />

public transport services, and maintaining the traffic<br />

movement into, out <strong>of</strong> and around the <strong>city</strong>.<br />

The REF has ‘examined and taken into account to the fullest<br />

extent possible all matters affecting, or likely to affect, the<br />

environment by reason <strong>of</strong> that activity’. In doing so it has<br />

identified a number <strong>of</strong> safeguards and management<br />

measures to protect the environment. Principal to these are<br />

pollution prevention controls, waste management controls,<br />

resource conservation and the protection <strong>of</strong> <strong>environmental</strong><br />

and social values and resources. These measures are<br />

deemed sufficient to avoid the potential for any significant<br />

residual impacts to occur as a result <strong>of</strong> the proposal’s<br />

construction or operation. This consequently means that the<br />

environment would be adequately protected. The<br />

environment <strong>of</strong> the proposal footprint does not contain any<br />

important biological value or sensitive habitats.<br />

ESD is considered in sections 8.2.1–8.2.4 below<br />

The REF commits Roads and Maritime to ongoing<br />

consultation as the detailed detail is developed, as the preconstruction<br />

works take place, whilst the proposal is being<br />

constructed, and once construction is complete. As such,<br />

the public would be involved at all stages <strong>of</strong> the proposal’s<br />

lifecycle.<br />

The display <strong>of</strong> the REF and the submissions response<br />

process will provide an opportunity for the public to raise<br />

concerns and comments about the proposal. Roads and<br />

Maritime will respond to these query submissions and<br />

undertake additional <strong>environmental</strong> assessment or design<br />

refinements if and where required.<br />
